Perspective of Efforts toward Realizing the Future Vision
Towards the realization of the future vision set forth in the Urban Development Master Plan, based on the basic principles of collaborative urban development and fostering Shibuya’s city pride,9 we promote efforts to support and foster people who will lead urban development with an emphasis on the individuality of communities, public spaces,7 eco-system for challengers,20 and a platform for co-creation.21

Towards Collaborative Urban Development
Towards the realization of the mature international city set forth in the Shibuya City’s Basic Concept, we are required to respond to internationalization while also further improving the attraction and ease of living in the communities. Additionally, the challenges faced by the city are becoming increasingly diverse and complex such as the aging society, “urban sponging” phenomenon (where vacant lots and houses are dotted like sponge holes in urban areas), changes in lifestyles, and severing natural disasters. Given such circumstances, collaborative urban development, which advances urban development from both tangible and intangible factors through mutual collaboration and cooperation among Shibuya City, business operators, universities, etc., is necessary. Moreover, in order to advance collaborative urban development, it is essential for Shibuya City to make efforts to support and foster the people who will cooperate with business operators, universities, etc., to lead urban development.
Fostering Shibuya’s City Pride
City pride represents not only one’s attachment to Shibuya City, but also a sense of independence to make an action with rights and responsibilities. City pride is the mindset to be proud of the city based on one’s awareness to take part voluntarily in the actions to make their community better.
We believe that our city pride will be fostered through the processes and outcomes of activities conducted by communities sharing a common purpose. By respecting the independence and creativity of each community and providing appropriate support for such activities, we aim to foster our city pride.

Efforts and Roles of Shibuya City Office
1. Shibuya City’s ApproachWe tackle with the issues according to the approaches as shown on the right toward
the realization of the future vision set forth in the Urban Development Master Plan.
2. Roles of Shibuya City Office- Provide an easy-to-understand explanation on Shibuya City’s Urban Development Master Plan for the
people of Shibuya1 and make it known widely.- Collect information and data that show the situations of the city and people’s needs, and share them with
the people of Shibuya1. (Land use situation survey, residents’ satisfaction survey, Shibuya City municipal government-wide integrated GIS,24 etc.)
- To give shape to communities’ plans and projects, introduce a mechanism to provide easy access for the people of Shibuya to participate. (Workshops, visualization of progress situations, etc.)
- Cooperate and negotiate with the private sector, business operators, universities, and public entities (national government, metropolitan government, neighboring wards, etc.).
- By executing related measures on city planning, promote the appropriate regulations and guidance to be put into place.
- Take the lead in efforts to support and foster people who will play major roles in urban development.- Promote necessary development and effective use of public facilities.- Establish a contact point for consultations and receiving requests on urban development.- Share information on and rebuilding of public facilities with residents and other stakeholders at the earliest
possible stage.
3. Review on the Revision of Shibuya City’s Urban Development OrdinancesIn order to develop collaborative urban development in line with the times, we examine revising our urban
development ordinances.

2. Review of the Urban Development Master PlanBecause the Urban Development Master Plan is a long-term project which will end in about 20 years later (2040),
we will make the mid-year review (FY2029) of the Plan, to examine social trends, technological innovations, progress status of urban development, revision status of related upper-level plans and other situations.
For this review, we will conduct checks and assessments on a regular basis (about every five years) on the progress status of urban development based on the future vision and policies. We will also listen to opinions from residents, business operators, and other stakeholders regarding the review of the Urban Development Master Plan, and make appropriate efforts as needed based on the philosophy of collaborative urban development.
