These are the only areas in Mitchell’s Plain currently safe from night-time load- shedding. A decision was taken to exclude these areas, along with Manenberg and Hanover Park, from loadshedding between 16:00 and 06:00. Loadshedding will, however, continue there during the daylight hours in line with the City’s loadshedding schedule. This arrangement was needed due to the high incidence of gang violence in the two areas outside of Mitchell’s Plain but has no impact on the decision to exclude Beacon Valley and Tafelsig. Although electricity is supplied by Es- kom, Mitchell’s Plain’s distribution is con- trolled by the City of Cape Town. “This new schedule has been implement- ed since 1 February and it provides a more frequent rotation. The City implements loadshedding in accordance with this sched- ule, when we are instructed to do so by Es- kom. The decision to implement loadshed- ding is therefore beyond our control,” says Ernest Sonnenberg, mayoral committee member for utility services. He says crime-ridden areas have been tak- en into consideration. “Gang-ridden areas around Beacon Valley and Tafelsig in Mitchell’s Plain are already excluded from loadshedding, as well as parts around the Town Centre, the Promenade, the two police stations and the Magistrate’s Court,” Sonnenberg says. Major-General Abraham Goss, police clus- ter commander, says he has been in contact with local councillors about suspending night-time loadshedding to curb a rise in criminal incidents during these hours. He adds that no feedback has yet been received. The police say that in recent days the dark- ness has had an impact on crime in other parts of the police precinct. Goss says three stations in his cluster are badly affected by opportunistic crimes. “When the lights are out the criminals have more places to hide. Also, it makes crimes harder to solve because residents can’t see the perpetraters,” he says. Goss says they would like the electricity to stay on at night, when it seems the crimi- nals hit hardest. Sonnenberg says the schedule must be fol- lowed but this decision can be changed. “For other gang-ridden areas not men- tioned, supply may be restored when ad- vised to do so by the metro police chief or his deputy. The City’s electricity services de- partment made provision for any exclusions that may arise from time to time when the new loadshedding schedule was designed,” Sonnenberg says. Wind-blown sand has made maintaininga stretch of road between Blue Waters

Resort and Strandfontein Pavilion a toughtask and a decision was taken to close thestretch of road. This is the message issued by Belinda

Walker, mayoral committee member forcommunity services and special projects.Historically, LukannonDrivewas created

as a service road to access amenities andutilities. Therefore, the responsibility forthis road lies with the sport, recreation andamenities department, says Walker.“Although the roadprovides a link to facil-

ities at either end, these facilities are acces-sible through the use of alternative routesvia Baden Powell Drive, as has been the casewhile the road has been inaccessible in re-cent weeks,” Walker says. But in a letter to People’s Post from the

Strandfontein Ratepayers’ Associationchairperson Mario Oorstendurp says this isan inconvenience.“In my opinion, [the road has been closed]

due to negligence or non-maintenance andnon-stabilisation of the sand dunes alongthis route. The problematic section of dunesis in extent of no more than 400 metres.Should this section of road be closed, servicevehicles and law enforcement vehicleswould need to make a 8km detour throughBayview along Baden Powell Drive to get tothe Pavilion,” he says. One of the deliverables, as part of the

City’s coastal transversal working group, isfor the closure of Lukannon Drive betweenthe Strandfontein Pavilion and the BlueWa-ters Resort, Walker says.“This request is due to the ongoing inun-

dation by wind-blown sand and the high

maintenance costs associated with it. Oncethe road has been closed on either end withbarriers, the natural movement of wind-blown sand will be allowed to continue un-hindered,” she says.Oorstendurp agrees that this is the mes-

sage they have received.“However, until a proper public participa-

tion process has been undertaken – inwhichall parties have voiced their concerns – thisroute needs to be reopened. The route not on-ly offers a scenic drive, but an alternativeto traffic congestion and delays along BadenPowell Drive and Spine Road,” he says.“This unnecessary detourwould add to al-

ready strainedbudgets, whereas the rehabil-itationwould be a fraction of the cost shouldproper dune conservation strategies be im-plemented.We, as users of this coastal route, need to voice our dissatisfaction to prema-ture closure and the proposed closure by for-wardingemails to the relevantwardcouncil-lor to present to the City which, in turn, needs to insist on an ‘inclusive’ public par-ticipation process.”Walker agrees that a public participation

process will be undertaken but adds thatmuch more happens in the dunes.“[With the closure of the road] it is expect-

ed that the number of vehicles unlawfullydriving off-road in the duneswill drasticallydecrease and illegal dumping and the illegalcollection of sand from the dunes for privatebuilding purposes will stop. The ongoing re-quests for law enforcement officials to towvehicles out of the sand will decrease,” shesays.“As part of the process, the project team

will undertake a public information sessionprior to a final decision being made.”V What should happen to the road? Starting with theword “Mpost” SMS your views to 32516. SMSes costR1.

Schools must be asafe place for allTIYESE JERANJI

@jeranji

Pupils go to school to learn, but in doing sothey must learn in a safe and conducive en-vironment.

The Education Safety and GovernanceAssociation (ESGA) hosted a breakfast forschools to emphasise the importance ofsafety at schools at Southern Sun in New-lands on Friday last week.

The organisation admits that though it isdifficult to manage safety at schools, teach-ers and those in charge of the pupils mustprepare to protect their schools and makesure that pupils are safe at all times.

The aim of the launch was to let educatorsknow that even though there are challengesin their schools, ESGA is there to help.

ESGA gives workshops on how to dealwith different challenges a school mightface – be it drugs, gangs or bullying.

Other than that they also focus on occupa-tional health. This is where they train edu-cators on the importance of hygiene aroundthe school, safe buildings, and first aid.

John Buswell, ESGA’s managing direct-or, said schools focus so much on the curric-ulum that they forget the importance ofsafety at school.

“Though the number one goal is that chil-dren must learn, they must do so in a safeenvironment. The workshops we offerequip educators to make sure the pupils arein a safe environment. We want to keep chil-dren safe. These are the things that they arenot taught at college but they are very im-portant, so we develop those areas for thesafety of our kids,” he says.

It was highlighted that for schools to ig-nore health and safety issues is not an op-

tion.Paul Londal, ESGA’s general manager,

said schools must be a safe place for all.“Schools are easy targets for drug pushers.Safety in schools is a very complex issue butwe must create a safe environment for ev-eryone who goes there. We are here to helpyou put those safety measures in place.Safety measures mustn’t be neglected.

“It’s a broad issue involving swimmingpools at the school, buildings as well as howto put those pupils in the bus when they aregoing for a trip. We want everyone to be safeand that’s why we are encouraging educa-tors to take part in the works schools.”

ESGA are hosting an anti-bullying work-shop at Groote Schuur High School in Newl-ands and they are inviting other schools totake part in the workshop.

Bus station opensat Town CentreAfter months of construction, the MyCiti

bus station at the Town Centre has beenofficially launched.OnMonday 1 June, mayor Patricia de Lil-

le opened the station.“This station, which represents an invest-

ment of R5.2m forms part of the total invest-ment of about R18.5m for the Mitchell’sPlain trunk and related civil works,” shesaid at the opening. The station was initially planned to be

constructed as a single platform. However, the City later decided to carry out morework in order to improve the operations atthe station and to cater for future expan-sion.This involved an additional red concrete

road, the sub-structure for a new platform,as well as a new bus staging area.“We are committed to providing our resi-

dents with quality, reliable and affordabletransport services and infrastructure.Since the launch of the MyCiti N2 expressservice in July last year, over 644 000 resi-dents of Mitchell’s Plain and Khayelitshahave travelled this route. Those numbersconfirm that there is a huge demand for thisservice,” De Lille said. The N2 express was the first route to the

metro south-east, connecting commutersfrom Khayelitsha and Mitchell’s Plain on adirect route to the Cape Town CBD in oneuninterrupted journey. When travelling the route herself, De Lil-

le said she was pleased to find that manypeople’s journeys had become not onlyquicker and easier, but also more afforda-ble.“As often happens with new projects of

this magnitude, we encountered some re-sistance, but our vision andhardworkhaveenabled us to deliver a world-class trans-port service,” she said.

There are currently four standard accessgates and one universally accessible gate tocater for disabled passengers at the station. The City also intends installing cameras

by the end of this year.Construction started in January last year

and was completed last month, with the ad-ditional work to be completed by August.During the construction phase, 55 ex-

panded public works programme (EPWP)workers from the area and another 128workers from Khayelitsha were employedfor the civil works at the various feederroute stops. The civil works for feeder stops was un-

dertaken almost exclusively by local sub-contractors, with three local companiesfrom Mitchell’s Plain and five local compa-nies from Khayelitsha appointed.“Whilewe are pleased to open this station

today, ourwork here is not yet done.We arein the process of finalising civil works, which includes panelling and lighting ofstops in Khayelitsha and the second routesfor Mitchell’s Plain and Khayelitsha,” DeLille said.Currently six buses operate during peak

hours along the N2 express route for Mitch-ell’s Plain and buses are added to the routewhen the demand rises. When all buses for the N2 express are op-

erational, there will be a total of 40 busesallocated to the route.“We will continue to roll out this quality

transport service by working together withourpartners suchasGoldenArrowBusSer-vices and the [local] taxi associations. Iwould like to thank everyone who workedso hard to make this project a success. Tothe community and staff working at the sta-tion: I call upon you to take care of this in-vestment, take pride in it, and ensure thatit will benefit generations still to come.”

‘Gatvol’ residents totake to the streetsSAMANTHA LEE

@Samantha_Lee121

Thousands of people are expected to joincommunity artists for a march through

the streets of Rocklands.Organisers are encouraging residents to

join their fight to see an end to gangsterismand drug abuse in their area.Brandon Collins says residents should

take a stand.“Residents are in a state of denial and do

not want to accept responsibility. Everyonejust closes their doors and hopes it does notreach them,” he says.He adds that the march is set to mobilise

the parents to take a stand against drug out-lets in the area. The “gatvol march” will take place on

Monday at 18:30 and will start at Spine RoadHigh School. The march will end an hour later at the

UDFMonument based at the Rocklands Civ-ic Centre. The march will end with a concert at the

civic centre featuring live artists and per-formers.All necessary permissions have already

been granted. In a statement the organisers say: “Our

community, especially the parents, whohave lost children in the ongoing gang vio-lence and whose children are trapped in thedrug crisis we currently have in our town-ships, has had enough. The people are “gat-vol” and we want to show the elements ofdarkness that we will rise from this victimi-sation and unite to protest against them inmarching andmusic, so our forgottenpeoplecan be heard and also take back our streets.”Collins says they decided to have the con-

cert in order to reflect on the message theywant to send.“We wanted to host the concert because

when peoplemarch and they get to their endpoint, they are done. Herewewant a concerttohavepeople reflect on themarch,”he says.He adds that the local artists are encour-

aged to performmotivational, self-composedpieces.“We want only positive messages. We are

giving the artists a platform to speak be-cause we see them as spokespeople and theyhave a responsibility,” says Collins. The live acts will include a mix of vocal-

ists, dancers, rappers and instrumentalists.Collins, who is also an artist, believes that

music is the key to healing communities.A moment of silence for the lives lost to

drugs, crimeandgangsterism in the commu-nity will also be observed. The programmewill start at 19:30 after the

march and run up to 22:30.A petition will be signed at the concert.Collins says he hopes to take the initiative

to other areas in Mitchell’s Plain.“Rocklands is only the starting point be-

cause I am fromhere. I plan to take the eventfrom Rocklands to other areas in Mitchell’sPlain and then to other affected areas in theCape Flats,” he says.He adds that the main aim of the march

is also to drum up support for a future ven-ture.“Wewant to setupayouthcentre inMitch-

ell’s Plain and it must have a photographystudio, film studio and sound studio,” he ex-plains.V The group will meet at Spine Road High at 18:30on Monday 15 June. The march will end at the UDMmonument at the Rocklands Civic Centre where a con-cert will start at 19:30.

Fallen friends honouredSAMANTHA LEE

@Samantha_Lee121

With an increase in gang violence, rape anddeaths in crimes, residents recently tooktime to honour the memories of victims.OnThursday 28Mayduring theirmonthly

check-in meeting, the Sector 3 Subforumhonoured the fallen with a touching memo-rial.Lorna Hermanus, chairperson of the sub-

forum, says the ceremony was one of thehighlights.“We felt it was important to remember

those who have gone missing, who have be-come victims of rape and domestic violenceand accidents and those who have died ingang crossfire,” she says. The group lit candles and followed this

with a prayer and a group rendition of “Healthe world”.

Hermanus encourages more residents tohold such memorials for the innocent. She adds that other community police fo-

rum structures have adopted the policy andthe endeavour has been a great success. The event was also done to commemorate

Child Protection Week which happened lastweek. The meeting was held at the community

hall in Alpine Street and attended by policesector commander Sergeant Derrick John-son, the subforum executive, neighbour-hood watch members and various streetcommittees.Other upcoming events are YouthDay cel-

ebrations at the Stephan Regan sports com-plex and an imbizo at Oval North HighSchool on Wednesday 17 June. She adds that Beacon Valley and Tafelsig

West have become focus points moving for-ward.

The Sector 3 Subforum group held a candlelit memorial for crime victims.

visitors from far away last week withAmerican college students receiving awarm hand of greeting.

Mercer on Mission, an outreach projectfrom Mercer University in Georgia, USA, isa student service-learning opportunity forcollege students to travel to other countriesto work with people and organisations in or-der to serve and learn from global neigh-bours.

A total of 16 student teachers were origi-nally scheduled to travel to Nepal, beforethe earthquake struck last month.

All arrangements had been made and re-gretfully the trip had to be cancelled.

Since 2009, Mercer on Mission has had astrong relationship with South Africathrough the friendship, expertise, and kind-ness of Anwar Parker, a facilitator for theUniversity of Cape Town and educationaladvisor.

Highlights of amendments

• Residential Tariffs: Overall revenue increase from the group is 10.82%,but individual customers will likely see different values based on actualconsumption. The difference between the average and the actual increase arisesfrom the recovery of the shortfall of revenue from the Lifeline Block 1 rate.

• A consumer receiving 450kWh per month will see the same percentageincrease irrespective of which tariff they are on,meaning there is no change tothe level of subsidy received by these consumers on the Lifeline tariff.

• Free Basic Electricity: Lifeline tariff customers receiving less than 250kWhpermonthon averagewill receive a free basic supply of 60kWh,with those receiving between250kWh and 450kWhpermonth on averagewill receive a free basic supply of25kWhpermonth.

• The Residential SSEG tariff gains a second block aligned to the Domestic TariffBlock 2 to prevent customers installing exceptionally small generators andreceiving a large reduction in account without actually generating any electricity.

• Small Power User 1 with Off Peak combination will be restricted to existingcustomers only from 1 July 2012. The Off Peak components also increase by anabove average amount as a step in the phasing out of this tariff.

• Small Power User 1 tariff receives a slight structural adjustment in line with theCost of Supply study outcomes.

• Time of Use tariffs restructured to ensure the Medium Voltage tariff at minimumhas parity with EskomMegaflex.

• Commercial tariffs see a slightly above average increase as a result of therecovery of the subsidy provided for the Atlantis TOU tariff.

NOTE: Monthly Service Charges are calculated as the Daily Service Charge multipliedby number of days in billing period.

2.4. SOLIDWASTE MANAGEMENTAn increase has been approved on the consumptive tariffs for collections of 8.33% anddisposal of 9.31%.

CAPE FLATS

Children’s winter wishes come true“Our house burnt down andnowmybrotherand I are sleeping on the floor. Canwe pleaseget a mattress to sleep on?”This was the plea from a 10-year-old girlfrom Mitchell’s Plain, one of a myriad ofheart-breaking requests made to TraceOn-line.TraceOnline is responsible for a “wish listcompetition” for roughly 6000 learners from13 schools on the Cape Flats and in sur-rounding neighbourhoods. They have been contracted by the City ofCape Town to support tenants and perma-nent residents of the City’s council houseswith information relating to housing allow-ances, while also carrying out collections.“We are in these areas every day and findourselves experiencing peoples’ hardshipand pain.“However, it is an entirely different storywhen one has to read of it through the hand-writing of a young primary school childwhohas opened up his heart about the wind andrain which has swept through his wendyhouse. Or about how there is not enoughfood for them in the house to eat or that fourof them have to sleep on the same bed underthe same blanket. Or their wish to simplyhave the luxury of ‘havingmy own roomoneday’,” says Chris Barnard, project managerat TraceOnline.“We have decided that eachmonthwewillmake a few of those wishes come true. Thewinning child’s school will also receive asubstantial supply of stationery.“We know that our contribution is merelya drop in the ocean, but we have decided totry and make a small difference in any waywe can.”A quarter of the children have indicatedthat they live in poor conditions and are inurgent need of food, clothes, blankets, bed-

ding and mattresses.According to the children’s feedback, itseems as if 31% of their houses are in needof the following appliances: Stoves, fridges, kettles and microwave ovens.Almost 30% of the children have indicatedthat their houses have broken toilets, ba-

sins, geysers, doors, windows, leaking ceil-ings and roofs, while others have asked fortheir houses to be painted.Someof the children, alongwith their fam-ilies, are living in informal dwellings in thebackyards of strangers.About 12% of the children have indicated

that they do not feel safe at home and askedfor help with security. Many asked for security fences to be putup as well as burglar-proofing to keepthieves and gangsters at bay.1% used the opportunity creatively, ask-ing for TVs, computers and even a car.

Jevandrey Daniels, a Grade 7 pupil at Woodville Primary inWoodlands, received five blankets “to help fight the wintercold”. Here he is almost totally covered with the donatedblankets in between principal Keith Riddles (left) andChris Barnard of TraceOnline, which donated the blankets.

Ra’eesah George, a Grade R pupil at Searidge Park Primary in Tafelsig, wished forthe “luxury of a frying pan and kettle”. Here she sits with Chris Barnard ofTraceOnline, which donated the items.

Have you ever felt like the wool is being pulled over youreyes? That is perhaps the best way to describe the collective

feeling of many Capetonians when it comes to propertydevelopment. While no-one would for a minute say development is

a bad thing, decisions seem to be made between councilofficials and developers. The contributions of the public, the community and even the neighbours seem to be castaside, applied onlywhere it is absolutely necessary or noteven asked for in the first place.Too often, neighbours are fobbed off with the lines “It’s

within the property zoning” or “Due process was fol-lowed”.But as a transparent administration, is it not the job

of council to give residents information on which deci-sions are being made and why they are being made? And if they are, as they say, a “caring and inclusive

city”, one would hope they would listen to the opinionsof those living within their administration.Yet we witness the opposite on a regular basis.Pensioners living in council flats along De Waal Drive

may be forced out to make way for a high-end residentialdevelopment.Public open space in Clifton is under threat of develop-

ment, which will include 40 homes, a hotel and shops. It’s not that we don’t want to see our city flourish, with

investment pouring in and infrastructure improving. But canyouexpect the local community towatchas gen-

trification spreads across the city, fromWoodstock to SeaPoint, and say nothing?Canyoureally expectus, in this ageof information flow,

to blindly sign off on developments ofwhichwehave beengiven absolutely no details? It’s time to come clean and declare what is being built,

where, and how it will affect those around it.

More adventure than I bargained forI joined the scouting movement as a cubin 2008. I moved up to Scouts at thebeginning of 2010. At the time I wasunaware of the life that lay before me.I thought I was joining a rather lame

movement, where I would spend myweekends tying knots, practising FirstAid and helping old ladies cross theroad. So I was quite surprised when I

realised what it really was.I have spent nights on Table Moun-

tain, slept in tents in the middle ofnowhere, spent ten days hiking throughthe Cederberg mountain range, sailed in

regattas at Simon’s Town and built andslept on rafts made from poles.Later in the year I will be travelling to

Japan for almost 20 days for the 23rdWorld Scout Jamboree. Thousands willbe attending, including the king ofSweden and Bear Grylls. I’ve done allthis, and I’m only 16.I’ve learnt leadership, which in these

times is more essential than ever. I’velearnt to never give up and how to keepsmiling when times get bad. I’ve madelifelong friendships, met extraordinarypeople and visited places in Cape Townpeople have never heard of.

This is only half of the kind of stuffthat awaits you when you become aScout. My life changed and became an

adventure. For all those who think theyare up for the scouting adventure, join.

TAMING THE TEEN

How to fail effectivelyGAVIN FISH

Fight with your parents.Use phrases like “Of course I am study-

ing, what do you think I am doing?” or,“Relax, Dad, you are far too tense, I havegot plenty of time” or “I am on a studybreak, Mom, no-one can study forever.”Slam your door; be obnoxious and rude.

When your parents leave you alone, youwill have succeeded in your mission.

ProcrastinateDelay, delay, delay! Find other, nicer

things to do, wait until the absolute lastminute before starting studying.Spend longer on your cellphone, in the

shower, at the gym, startwatching theNa-tional Geographic channel because it is“relevant to what I need to be studying,Mom”.Examine your skin, start a new novel

– the thicker the better – procrastinate.

Believe the voices in your head“You can’t do this, you have never un-

derstood it, you never will, so why try?”“I don’t know where to start.”“Hey relax, you can always pass at the

end of the year. June doesn’t count, thereis plenty of time.”“You will always get a low D no matter

how hard you try.”

Be disorganisedEnsure that you have lost at least two

of your textbooks or notebooks. Be carefulnot to stick your notes in and definitelynot in the correct order.Ensure that you are unsure what you

have to study.Stay at home in the last few days before

you write to catch up on the work you ha-ven’t started to study yet.

Pretend you are studyingOpen your textbook, read it occasional-

ly, don’t underline, highlight, write downkeywords, revise difficult sections, teachthe work back to yourself or use the notestaken in class.Do it on your bed at an angle as close

to completely horizontal as you can. Just

sort of read your textbook.

Ignore your goalsBetter still, don’t have any goals at all,

then you can’t be disappointed with yourmarks.Think of today only. Tomorrow,manya-

ne, we can worry about becoming a doc-tor, a physiotherapist, a teacher, a humanresource manager, an executive secre-tary.Later, not now.

Ignore the obviousDon’t ask for help with the fact that you

freeze up in exams with anxiety.Tell nobody that you are dealing with

emotional issues thatmake studying diffi-cult or impossible.

Blame someoneBlame anyone.Howabout the loadshed-

ding? That cold that you can feel comingon, just how bad your History, Science,Technology, Geography teacher is, the ex-am paper that sucked, the hall that wasjust too cold… Blame somebody!

The third edition of the popular Battle of theTitansbodybuildingand fitness showwill beheld at the CPUT Bellville campus on Satur-day 20 June.
