2014 Pegasus Purple Haze PONY National Qualifier

1. All PONY rules apply (2014 PONY Rulebook) with the following local exceptions. 2. Home Team

o Saturday - Home team determined by coin toss, team traveling the furthest distance calls the toss.

o Sunday – Higher seed is home team 3. Time Limits

Saturday – Weather Changes In Effect– All games on Saturday will be 1 hour and 10 minutes drop dead, revert back to last full inning to determine outcome

Sunday – No new inning will start after 1 hour and 20 minutes. If after 1 hour and 20 minutes you have not reached 7 innings and the game is tied, the international tiebreaker rule will be implemented per PONY rules until a winner has been determined. The “Run Ahead Rule” is still in effect.

Championship Games – These games will be 7 innings without a time limit. After 7 innings the international tiebreaker rule will be implemented until a winner is determined. The “Run Ahead Rule” is still in effect.

4. PONY Run Ahead Rule

• 12 runs after 3 innings (2 ½ with home team ahead ) • 10 runs after 4 innings (3 ½ with home team ahead) • 8 runs after 5 innings (4 ½ with home team ahead)

5. Forfeit time is game time. To be regulated at the Tournament Director’s discretion.

Tournament Director reserves the right to start a game early with a 10-minute notice to each coach. Please be prepared.

6. Only a manager or designated coaches and players will be permitted on the fields during

a game. No outside interference or coaching from sidelines will be tolerated. Violation of this rule may result in a team forfeiting a game.

7. Home team will keep the official score - Visiting teams should verify scores after each

half inning. When a game is finished, the head coach of each team must sign the umpire’s game sheet with the final score and the winning team indicated. By signing this sheet the head coach verifies that the score and winning team are correct. Once signed, the score is

final. Winning team coach must report final score to Tournament Director by texting to (484) 459-3178 in the following format:

Team contacts will be e-mailed by 8:30 PM Saturday regarding field locations and times for the games on Sunday. This information will also be posted on our website (Purple Haze Tournament Website) by 8:45 PM.

8. Seeding for Sunday’s games will be determined per PONY Tournament Rules.

1. Wins - Losses 2. Total Runs Allowed 3. Total Runs Scored 4. Coin Flip NOTE: Head-to-head is not considered in determining seeding.

9. The tournament director reserves the right to make all adjustments to the schedule due to inclement weather conditions in an effort to finish the tournament. Available options include, but are not limited to, altering the time limit, the number of innings per game, the “Run Ahead Rule”, bracket format or using the wins & losses from Saturday to determine a winner. In the event of inclement weather, only the Team Manager should contact the Tournament Director at 484-459-3178. PLEASE LIMIT CALLS TO THE TD TO ONLY THE TEAM MANAGER OR DESIGNATED TEAM CONTACT PERSON.

10. All teams must register with the tournament director/site coordinator at least 45

minutes prior to their first game. Team Registration will be at the Black Rock and Anderson Park complex the concession stand areas. Teams will be required to show the following:

PONY Official Signed Roster Proof of age (Birth Certificates) Proof of insurance 11. Protests on a “rule interpretation” will be settled by the UIC and or the Tournament

Director in a timely manner. A $100 cash fee is required immediately or play will continue. Protests cannot be made on an umpire’s “judgment” call - only rule applications. A protest on a rule or procedural interpretation must be made before the next pitch and will be decided upon before the game is allowed to continue. A protest by a team on another team’s player eligibility must be made before either team starts their next game and will be decided on before either team continues play.

Difference between a Protest and a Conference – A conference is held between the head coach and umpire on the field. A protest is an escalation of a conference to involve the UIC and or Tournament Director on a rule interpretation. A fee of $100 cash is required for a protest to be resolved by the UIC or tournament Director.

12. Noisemakers of all types are not permitted. Head Coaches are responsible for their

parents, fans and players. Coaches, players and fans displaying un-sportsmanlike actions will be required to leave the tournament grounds and will not be permitted back. Failure to leave will result in your team forfeiting the game.

13. Miscellaneous Tournament Information

• In an attempt to get in a full 7 innings of play, a pitcher will receive a total of 5 warm ups the first inning and 3 every inning thereafter whether to a coach or catcher. A new pitcher will receive 5 warm up pitches.

• Infield/Outfield balls will be permitted the 1st inning only. No team huddles between innings or batters.

• Only 1 on deck batter at a time. On deck batters must stay in their on deck circle or umpire designated area of their team bench side until pitcher finishes warm up pitches.

• Batters must keep 1 foot inside the batters box when taking signs between pitches. • Courtesy Runners (C/R) may be used for the pitcher or catcher. They must be a

player that has not been in the game as a substitute. The same C/R cannot run for both the pitcher and catcher. No subs = No C/R.

• Conferences – 3 Defensive per game. 1 Offensive per inning and 1 Offensive per inning in ITB.

14. PONY allows use of a Designated Player (DP)/Flex Player or Extra Player (EP).

• This must be know prior to the start of the game and clearly indicated in the line up • Please refer to Page 30 of the 2014 PONY Girls Softball Rule Book

o Rule 4 , Section 6 15. Alcohol is forbidden at ALL complexes. 16. Additionally, please do not smoke near the players. Remove yourself to the parking lot

or off park premises. 17. Pets must be kept on a leash and cleaned up after unless they are prohibited from the

school/park premises. 18. DO NOT PARK ON THE GRASS, POLICE WILL ISSUE TICKETS. 19. No grilles or open flames of any kind permitted at any of the facilities. $100 fine will

be enforced. 20. In the event of an Emergency - Dial (911). Your location’s address is on your

Saturday and Sunday tournament schedule. 21. Reminder – In the event Sunday play has to be cancelled, the top 2 seeds based on

Saturday play will receive bids for the 12U age group. The top 3 s based on Saturday play will receive bids for the 14U age group.

22. Pursuant to paragraph 17 of the Pegasus ‘Purple Haze’ contract with PONY, whereby

“the host will provide a Tournament Plan to the PONY Regional Director 30 days prior to the tournament date for all sites in order to handle medical staffing, emergencies, fire, and police protection,” herein defines the plan.

a) The tournament will have an established registration headquarters at 1286 Black Rock

Road, Oaks, PA 19456. Tournament headquarters will have a first aid station to handle minor injuries during tournament play. All tournament headquarters will also have telecommunication capability and emergency telephone numbers for local police, fire, and ambulance service. 911 service is available for both the Oaks/Collegeville area.

From WEST CHESTER AREA US 202 North towards King of Prussia to PA 422 West. See From 422 Westbound. From DELAWARE COUNTY / PHILADELPHIA AREAS I-476 North to Exit 16, I-76 West -Valley Forge. I-76 West to Exit 328A, US 202 South - West Chester and 422 West - Pottstown. As you exit stay in the far right lane as this is the Route 422 Exit. See From 422 Westbound.

From PA TURNPIKE Exit at the Valley Forge Interchange ჼ Exit 326. After tollbooth, take Exit 328A, US 202 South - West Chester and 422 West - Pottstown. Stay in the right lane as you exit. Keep alert for the 422 West-Pottstown exit. See From 422 Westbound.

From SELLERSVILLE / HARLEYSVILLE AREAS PA 113 South through Harleysville, Lederach, Creamery, Skippack and Trappe. Continue on PA 113 South, after crossing Main Street in Trappe travel approx. 1 mile to Black Rock Rd. You will travel under Route 422 and the next traffic light will be Black Rock Road on the left. Valley Forge Baptist Church will also be on the left. (If you cross the Schuylkill River you have gone to far.) Turn left onto Black Rock Rd. Travel approx. 1⁄2-mile Upper Providence Township Building and fields will be on left.

From Reading Area Route 422 East to Phoenixville/Collegeville/PA 29 Exit . Turn right on to PA 29 South to Black Rock Rd 2nd traffic light, approx. 1⁄2-mile Turn right on to Black

Rock Rd. Travel approx. 1⁄2-mile Upper Providence Township Building and fields will be on right.

ANDERSON FIELD Turn right out of Black Rock Road complex onto Black Rock Road for approximately 1⁄2 mile to Route 113, first traffic light. Turn right and follow to Hopwood Road, approximately 1 mile, on right. The fields are located at the corner of Hopwood Road and Route 113.
