1.0 INTRODUCTION Fulco Environmental Inc. was retained by KMA Architects Inc. to conduct an acoustic assessment of the proposed PRPS Reporting Station R3 and Active Bay Response (ARB) facility located at 2492 Thomas Street, in Mississauga, Ontario (Subject Site). The purpose of the assessment is to determine if the Subject Site is capable of operating in compliance with the published noise guidelines outlined in the City of Mississauga Noise Control By-Law 360-79 (amended to 299-08), and the Noise Pollution Control Guidelines NPC-300.

There are two proposed building structures on site. The PRPS Reporting Station R3 is located on the West side of the property and the Active Bay Response (ARB) is located on the North-East side of the property. The Subject Site will have a Standby Generator located inside the PRPS Building on the North-West side of the building. The Subject Facility is proposing to operate 24 hours per day, 7 days per week, and 52 weeks per year with the Standby Generator being operational between the hours of 0900 to 1500 through the week for a maximum duration of 60 minutes for testing purposes.

For the purpose of this assessment we have assumed a 24 hour operation for all equipment to assess compliance during all hours of operation with the exception of the Standby Generator which is restricted to daytime operations during non-emergency situations. In an emergency (power outage) the Standby Generator will be operational during all hours of the day. The Assessment presented herein provides a conservative evaluation of the potential noise impacts from the Subject Facility stationary source noise emissions generated during normal operations at the sensitive receptors located nearest to the facility. The Assessment was prepared consistent with the following MOE guidance:

NPC-233, "Information to be Submitted for Approval of Stationary Sources of Sound”, dated October 1995;

NPC-300, “Environmental Noise Guideline – Stationary and Transportation Sources Approval and Planning”; dated August 2013;

“Supporting Information for the Preparation of an Acoustic Assessment Report”, dated November 2003.

The Subject Site is surrounded by residential properties with a major roadway (Erin Mills Parkway) transecting the residences to the West and the Subject Site. A zoning map, zoning definitions, and land use designation plans are provided in Appendix B. A site plan is provided in Appendix A showing the location of all equipment at the site.

The Subject Site is located in an Acoustical Class 2 area defined by NPC-300 as an area with an acoustical environment typical of a Class 1 and Class 3 area where the background Urban Hum (vehicle traffic) tends to reduce between the hours of 0700 – 2300. Erin Mills parkway runs parallel to the Subject Site on the west side. The topography surrounding the Subject Site consists of flat terrains with reflective characteristics (roads and parking lots) to the north and west side of the Subject Site. Residential properties are situated adjacent to the property on the south and east side of the Subject Site. 2.0 NOISE SOURCE SUMMARY This Assessment focused on the sound emissions from the noise sources identified at the Subject Site with a potential to adversely impact the surrounding sensitive receptors. The Noise Source Summary is provided in Table 1 – Noise Source Summary and the significant noise source locations are identified in Appendix A. Fulco Environmental Inc. identified the following significant noise sources at the Subject Facility: PRPS Reporting Station R3 Facility:

from Vehicles. Source ID RTU-1: One (1) Roof Top Unit (Air Handling); Source ID HUM-1: One (1) Humidifier Unit.

Since the facility is in the preliminary stages of construction and equipment selection the significant noise sources are based on sound level measurements that must be achieved when purchasing the new equipment. The acoustic assessment process must consider all significant noise sources. Some sources of noise are insignificant because they do not contribute to the overall sound level at each sensitive receptor. The following sources were considered insignificant:

Natural gas fired comfort heating passive exhaust fans; Washroom exhaust fans; Periodic movement of-onsite vehicles.

A conservative assumption was made that all equipment on-site is proposed to be able to operate twenty-four hours per day and seven days per week with the exception of the standby generator. It should be noted that not all equipment will be operational all the time. For example, the exhaust fan serving the vehicle bays will only be operational during vehicle use inside the vehicle bay and the heating and cooling equipment are subject to seasonal variations (summer/winter) in duration of operation. There is a no-idling policy at the facility and no sources of impulse noise are anticipated at the Facility. 3.0 POINT-OF-RECEPTION SUMMARY The objective of this Assessment is to determine the predictable worst-case 1-hour equivalent sound level (1-hour Leq) at the worst-case sensitive receptors or points of reception (POR) which are defined by NPC-300 as any location on a noise sensitive land use where noise from a stationary source is received. Noise sensitive land uses may have one or more points of reception. The most sensitive POR is considered to be the one at which the sound level from the Subject Site noise sources is greatest with respect to the applicable MOE guideline limit. For the purpose of this assessment the following receptors were identified as sensitive in this assessment due to the close proximity to the Subject Site as shown in the zoning map (See Appendix A & B). POR 1 – Residences to the North; POR 2 - Residences to the East; POR 3 - Residences to the South; POR 4 – Residences to the West.

The locations of the selected POR’s are identified in Appendix B - Zoning Map and Land Use Zoning Designation Plan. 4.0 SOUND LEVEL SPECIFICATIONS Existing proposed manufacturer's specifications, site measurements, and a conservative library search of sources with similar noise levels were used to assess the noise impact of the significant outdoor and indoor stationary noise sources at all POR’s. The noise sources selected cannot exceed the sound levels stated at their current proposed locations of install. Attenuation due to barriers, silencers, or administrative controls will have to be assessed, if required, to ensure each noise source meets the maximum permitted sound levels provided over the specified distance. A maximum of a 5 dBA standard barrier noise loss was implemented where an existing structure with a surface area of 20 Kg/m2 breaks the line of sight from the noise source to the nearest sensitive receptor as per ISO 9613-2. The drawings were insufficient at this point to identify all existing barriers on-site; hence, it was assumed that no barriers exist for most sources. Tables D.1 to D.4 identify the sources that had barriers applied to them when assessing various Points of Reception Noise specifications for the outdoor stationary noise sources are provided in Table C.1 of Appendix C – Noise Specification Summary Table. 5.0 ASSESSMENT CRITERIA Assessment criteria may be determined for a POR based on the MOE's minimum exclusionary sound level limits, as presented in Table B-1 and Table B-2 of NPC-300, or on the background sound levels experienced in the area. The "background sound level" is defined as the sound level present in the environment that is produced by noise sources other than those from the Subject Site, and would include traffic sound levels and sound from neighboring industrial/commercial activity. The Subject Site is located at 2492 Thomas Street, in Mississauga, Ontario. The subject area is defined as Class II, as per MOE Publications NPC-300.

The Ministry of the Environments exclusionary limits for Class II areas have been used for daytime and nighttime operations for all sensitive receptors as outlined in Table B-2 – “Exclusion Limit Values of One hour Equivalent Sound Level Plane of Window of Noise Sensitive Spaces” of NPC-300.

The exclusionary noise level for daytime operations (0700 – 2300) in a Class II Area is 50 dBA. The exclusionary noise level for nighttime operations (2300 – 0700) in a Class II Area is 45 dBA.

23:00-07:00 45 45 40 55 NPC-300 states the following regarding noise limits associated with a Standby Generator: “The sound level limits for noise produced by emergency equipment operating in non-emergency situations, such as testing or maintenance of such equipment, are 5 dB greater than the sound level limits otherwise applicable to stationary sources, described in Table B2 above. The noise produced by emergency equipment operating in non-emergency situations should be assessed independently of all other stationary sources of noise. Specifically, the emissions are not required to be included with the overall noise assessment of a stationary source facility. In addition, sound level limits do not apply to emergency equipment operating in emergency situations”. It should be noted that Point of Reception 4 - Residence to the West is situated close to Erin Mills Parkway which would likely increase the background Urban Hum to the West which would increase the permissible sound level limits. However, due to the short time frame to prepare this report and the availability of vehicle traffic from the City of Mississauga we have assumed a worst case exclusionary noise limit of 50 dBA daytime and 45 dBA nighttime at all sensitive receptors to the West.

6.0 IMPACT ASSESSMENT 6.1 Steady State Noise Impact The worst-case assessment of steady state noise sources at the selected POR for the new equipment was based on manufacturer noise specifications, maximum permissible sound levels, and worst case operating conditions. Conservative acoustic calculations following the principles of ISO 9613-2 were used to assess the potential impacts of the significant noise sources. The worst-case cumulative facility-wide stationary source sound levels are estimated at all receptor(s) including attenuation affects due to intermittence barriers, and distance. As outlined in ISO 9613-2 noise emissions from each source is reduced by a factor of 6 dBA per doubling of distance. Other attenuation factors for all sources such as geometric divergence, atmospheric attenuation, and ground absorption were not included to provide a conservative assessment. The Subject Site noise impacts at each Point of Reception (POR) were modelled based on the worst-case simultaneous operation of all equipment on-site using the maximum permissible sound levels for each piece of equipment selected. Manufacturer specifications for some sources are shown in Appendix C; however, the noise emissions listed for each source in Table 1 must be achieved in order to show compliance. The sound levels predicted at the nearest Points of Reception (POR-1 to 4) subject to this assessment are summarized below and shown in Table 2 – Point of Reception Noise Impact – Attenuated Sound Levels. The predicted overall sound levels at the nearest Points of Reception (POR-1 to 4) are summarized below and in Table 3 – Acoustic Assessment Summary – Attenuated Steady State Sound Levels (Stationary Sources) and Table 4 - Acoustic Assessment Summary – Attenuated Steady State Sound Levels (Standby Generator). The noise calculations are provided in Appendix D – Acoustic Calculations.

Hence, the worst case noise emissions for the new equipment must meet the sound levels used in the assessment. If the noise levels are deviated, the acoustic assessment must be updated prior to construction to ensure compliance is shown.

7.0 CONCLUSIONS The predicted steady state sound levels from the PRPS Reporting Station R3 at the POR’s are below the minimum MOE daytime and nighttime exclusionary sound level limits at all sensitive receptors as outlined in NPC-300. Hence, the facility is capable of operating in compliance with the Municipal and Provincial Noise Criteria. For the purpose of this acoustic assessment the existing background noise (vehicle traffic along Erin Mills Parkway) has not been conducted. ACOUSTIC CALCULATIONS Simplified noise propagation calculations have been carried out for the facility. The noise predictions have only considered attenuation due to barrier walls, intermittence, and the separation distance between each source and PORs1 to 4. Predictions are solely based on the overall “A-weighted” sound levels. The following parameters were used to predict the Sound Pressure Level (SPL) from each individual source to all points of reception: Worst case specified manufacturer specifications (Sound Pressure and Sound Power) for

each noise source. See Appendix C.

Worst case assumptions for noise that the facility must achieve for equipment that have not

been selected to date.

Existing building barrier walls with a surface density of 20 Kg/m2 that break the line of sight

from the noise source to the sensitive receptors were given a maximum 5 dBA reduction as

outlined in ISO 9613-2.

The actual separation distances from each noise source at the Subject Facility to all Points

of Reception.

Intermittence adjustments as outlined in NPC-104.
