Killer mosquitoesSaturday, 25 August, 2012

World Mosquito Day falls on 20 August,but it is less known in Myanmar in whichmalaria is one of the major killers. Malaria,mosquito-borne infectious disease, kills morethan 850,000 of the world’s population everyyear.

Mosquitoes currently infect 250 millionpeople with malaria every year, most of whomare children under the age of five. DengueHemorrhagic Fever (DHF) is also the topkiller of children in the country, which is mostcommon in monsoon.

Medications, mosquito eradication, and theprevention of bites are methods in use to preventmalaria. Malaria is more common in ruralareas than in cities, which is in contrast todengue fever where urban areas present thegreater risk.

Anti-malaria campaigns were conductedin some places in the country with the financialassistance of The Global Fund to Fight AIDS,Tuberculosis and Malaria, providing medicaltreatment to infected patients. But, preventionis better than cure in the long run. Mosquitonets help keep mosquitoes away from peopleand significantly reduce infection rates andtransmission of malaria. Insecticide-treatednets (ITNs) are estimated to be twice effectiveas untreated nets and offer greater than 70 %protection compared with no net.

Apart from prevention of mosquito bites,community participation and health educationstrategies promoting awareness of malariaare required to bring down the transmissionrates of malaria. The World HealthOrganization, to prevent against mosquito-borne diseases, recommends an integratedvector control programme consisting of fiveelements: (1) advocacy, social, mobilizationand legislation to ensure that public healthbodies and communities are strengthened, (2)collaboration between the health and othersectors (public and private), (3) an integratedapproach to disease control to maximize use ofresources, (4) evidence-based decision makingto ensure any interventions are targetedappropriately and (5) capacity-building toensure an adequate response to the localsituation.

All in all, it is required to raise the publicawareness of the danger of malaria to avoidpremature deaths. In addition, malaria mustbe fought as part of rural development andpoverty alleviation scheme as it is commonlyassociated with poverty and major hindranceto economic development.

Taleban behind a quarter of Afghan “insider”attacks: general

WASHINGTON, 24 Aug —The US general leadingNATO forces in Afghanistanacknowledged on Thursdaythat the Taleban could betraced to more “insiderattacks” against Westerntroops than previouslyacknowledged, accountingfor about a quarter of thecases.The increasing numberof killings of NATO soldiersby Afghan security forces, orthose impersonating them,have eroded trust betweenWestern forces and theirAfghan allies and threaten tocomplicate plans for atransition to Afghan securitywithin two years.

Last week, the Pentagon,citing NATO data, said onlyabout 11 percent of so-called“insider attacks” by Afghansagainst NATO troops are dueto Taleban infiltration, withthe rest caused by othermotives, such as personalgrudges.

But Marine General JohnAllen said the figure wasactually closer to 25 percent.“Our view is it’s about 25percent,” Allen said. “If it’sjust pure Taleban infiltration,that is one number. If you addto that impersonation, the

Many of the attacks havebeen claimed by the Talebanas evidence of insurgent reachand infiltration.Allendeclined comment onAfghan claims that foreign

spies were the biggestculprits.In a video briefingfrom Kabul, he said he wantedto see the intelligencesupporting remarks byAfghan President HamidKarzai’s office that foreignspies were behind most of theattacks, including those from“neighbouring countries.”I’m looking forward toAfghanistan providing uswith the intelligence that

permits them to come to thatconclusion,” Allen said,adding he “could add thatinto our analysis.”

Allen said he could notprovide his opinion aboutthe claim until he saw thatintelligence. But hiscomments did not appear toendorse the Afghangovernment’s view. Alleninsisted the attacks defied

simple explanation, saying“the reason for these attacksare very complex.”

Allen said he did notbelieve the spate of insiderattacks should promptAmerican forces to pull backin their contact with Afghans“at this juncture.”NATOcommanders have largelyplayed down the threat ofinfiltration, blaming most ofthe shootings on stress orpersonal differences betweenAfghans and their Westernadvisers that ended at thepoint of a gun, a frequent

occurrence in Afghanistan.The Pentagon announcedlast week it was expandingcounterintelligence staff inAfghanistan and the Afghangovernment said onWednesday it would re-examine the files of 350,000of its soldiers and police tohelp curb rogue shootings ofNATO personnels.

Cambodia’s NorodomRanariddh Party changesname, sets to merge with

FuncinpecPHNOM PENH, 24 Aug —

The Norodom RanariddhParty on Friday changed itsname to the Nationalist Partyand elected its secretary-general Sao Rany as thepresident to replace PrinceNorodom Ranariddh, whoannounced to quit politicsearlier this month.

The change was madeduring the party’s generalassembly, which was attendedby some 200 core members ofthe party. Speaking to reportersafter the meeting, Sao Ranysaid the Nationalist Party willmerge with the royalist partyFuncinpec on 25August inorder to reunite the royalistsahead of the general electionin July next year. Keo PuthRasmey, president ofFuncinpec, said that thereunification will end the riftsamong the royalists andSihanoukists.

“We hope the mergerwill make the royalistsstronger in the generalelections next year,” he toldreporters. The two partieswon 2 seats each in the 123-

parliamentary seats in theelections in July 2008.TheFuncinpec party was foundedin 1981 by retired kingNorodom Sihanouk.Currently, it is the onlycoalition party of the rulingCambodian People’s Party ofPrime Minister Hun Sen.Thechange of the NorodomRanariddh Party to theNationalist Party and themerger follow theannouncement of PrinceNorodom Ranariddh to quitpolitics on 10 August.

The prince’s departurewas made after the failure ofhis attempt to reunite theroyalist parties — theNorodom Ranariddh Partyand the Funcinpec. As aresult, there was an internalrift among his party’s topleaders. Prince Nanariddh isthe son of former KingNorodom Sihanouk and is theelder brother of the presentKing Norodom Sihamoni. Merkel and Hollande unite in tough messagefor Greece

BERLIN, 24 Aug — AngelaMerkel and Francois Hollandepresented a united fronttowards Greece on Thursday,telling Athens it should notexpect leeway on its bailoutagreement unless it sticks totough reform targets. TheGerman and French leaders

met in Berlin to fine-tune theirmessage to Prime MinisterAntonis Samaras, who beginsa charm offensive in Berlinand Paris this week in the hopeof persuading Europe’s bigpowers that Greece deservespatience.

Merkel stuck to her policyof deferring to a report due inSeptember on Athens’progress by the “troika” ofinternational lenders beforediscussing flexibility on thebailout terms, but said it wasvital “that we all stay true toour commitments”. “But we

will, and I will, encourageGreece to continue on its pathto reform, which hasdemanded a lot of the Greekpeople,” she told reportersbefore a dinner with Hollandeset to be dominated by Greece.“We want, I want, Greece to bein the euro zone, it’s a desire

Storm Isaac moves near Puerto Rico, with Haitiin its path

MIAMI, 24 Aug —Tropical Storm Isaacunleashed heavy rain andwinds off Puerto Rico and theVirgin Islands as it movedacross the Caribbean onThursday and couldstrengthen into a hurricanebefore tearing across theDominican Republic andHaiti. Isaac also posed a threatto Florida, where it is forecastto pass near the state’s GulfCoast on Monday as theRepublican NationalConvention starts inTampa.Authorities have notruled out the possibility ofpostponing or relocating theRepublican convention if thestorm takes direct aim atTampa.

Robot to take‘self-awareness’ test

NEW HAVEN, 24 Aug—A robot developed byscientists at Yale Universityin Connecticut could soonpass a landmark test byrecognizing itself in a mirror,the researchers say.

Such a feat would beconsidered evidence of self-awareness and represent anadvance toward robots thatcan think for themselves, theysaid.

The robot, dubbed Nico,will take the test in comingmonths, Justin Hart, thedoctoral student leading theresearch, told BBC News.

“It is a spatial reasoningtask for the robot tounderstand that its arm is onit, not on the other side of themirror,” he said.

LONDON, 24 Aug—E colibacteria could be one of thereasons behind bowel cancer,scientists have revealed.

The breakthrough hasraised the prospect of a vaccineagainst the disease, whichtakes around 16,000 lives ayear and is the second mostcommon form of the disease inwomen after breast cancer, andthe third most diagnosed inmen, the Daily Mail reported.

Tests on mice and people,carried out in the UK and US,have pointed to the bug being

a strong suspect in bowelcancer.

The concern surrounds aversion that sticks well to theinside of the lower bowel, orcolon, and contains genes thatmake a toxin which cause thetype of damage to DNA usuallyseen in cancer.

Tests have shown thebug to be much more commonin bowel cancer patients thanin healthy people.

Mass couple dies trying torescue dog from lake

‘Stowaway’ found dead at Heathrow onCape Town flight

LONDON, 24 Aug — Asuspected stowaway wasfound dead on board aBritish Airways flight thatlanded at London’sHeathrow Airport from CapeTown on Thursday, theairline said.

However, he added that the nation isto rely on agricultural sector before thestage of industrialized nation. Applyingconventional methods will never achievesuccess in development of agriculture sector.Thus, he said that it is necessary to applyfive significant points such as morale, farmstructure, strains of paddy, cultivationmethod and mechanized farming. As theagricultural sector is the most reliable one ofthe State, the reform of agricultural sectormust be realized compulsorily, he said.

The government is striving for

increasing individual income and householdincome for the people, he said. Therefore, he urged all the peopleto try their best in their works. Only when allthe people work hard, can the nation keepabreast of other developing countries. Inconclusion, the President urged the farmersto systematically make earnest efforts afterunderstanding that their farmlands can grantlong-term benefits and to maintain thefarmlands to be handed down to the newgenerations.

The Speaker in response sentmessage to the President who in turn sent a reply message.In the final section of the President’s message, he said thatas the two agencies are independent agencies under theconstitution, it is up to them to choose whatever political linestruggle MPs have waited with patience till 21, August to seethe responses of the Speaker. The Speaker said his concentration focuses onminimizing the impacts of the case and the most acceptablesolution for all in consideration of the integrity of legislative,executive and judicial and branches causing least harms.

The Speaker said that there is no any organization orpersonality that influences the Hluttaw as assumed by U WinThan and MPs.

As Amyotha Hluttaw has initiated actions for enablingMPs to serve the interests of the people with integrity anduprightness, MPs of Pyithu Hluttaw are to wait for their turnfor a while, requested the Speaker.

The Speaker defended against the accusation againsthim that he had no respect to Hluttaw, saying that he does

respect to Hluttaw and always protects the integrity ofHluttaw. He made his excuses for his late arrival at yesterday’sHluttaw session that he had to go to President Office yesterdaytogether with the Amyotha Hluttaw Speaker and officialsconcerned as the office invited him for discussing the case ofConstitutional Tribunal of the Union. He was late as thediscussion took a long time, explained the Speaker. Hepromised that he would have same respect for time in futureas he now respects the Hluttaw and MPs in order not to meanan insult to the Hluttaw and MPs in working for greaterintegrity of Hluttaw and ensuring the responsibilities andpowers of Hluttaw.

Authorities in New YorkCity have raided a Queenshome where a man waskeeping about 3 million bees.

The bees, in 45 hives ina driveway, were carefullyremoved from the 111th Streethouse by beekeepers and

police, the New York Postreports. “There were morebees in this driveway thanthere are people in Queens,”Andrew Cote of the New YorkCity Beekeeper’sAssociation, who helpedremove the bees, told the Post.

Cote told Yahoo Newshe did not know the fate of thebees, he just assisted in theirremoval.

CBS Local New Yorkreports the bees’ owner was abeekeeper in China beforebecoming a restaurant ownerin New York City. The bees

were in a 20-by-20-foot space,according to CBS.

“I keep the bees like adog or a pet,” he told the Post.

But NY police bee expertDetective Anthony Planakissaid it was too many bees forsuch a small space. “Picture45 dogs in one apartment,” hesaid. “It’s cruelty to the bees.”

Twenty killed in heavy rains inN India

NEW DELHI, 24 Aug — Atleast 20 people were killedand over 20,000 displaced inheavy rains that have lashedthe northern Indian state ofRajasthan since Tuesdaynight, in what is claimed tobe the heaviest rainfall in over30 years, a senior policeofficial said on Thursday.

“So far 20 people areconfirmed dead in theincessant rains that haveflooded the state, includingcapital Jaipur.

The death toll is likelyto go up even though the

The ministry has openedcentres, training schools and shelterfor women in need of protection and

taking care of them in cooperationwith local and foreign NGOs and UNagencies.

In addition, it has opened

five child care centres for protectionof children, working for physical,intellectual and moral developmentof orphans and children with social

problems. In addition, it allowsadoption of orphans enabling themenjoy normal family life.

With respect to the questionof U Kyaw Kyaw of Rakhine StateConstituency No.2 on “if there is aplan to upgrade Pyarte ruralhealth care center into stationhospital”, the deputy minister said:there are one 25-bed townshiphospital, on 16-bed station hospital,six rural health care centers, 26 ruralhealth care centers (branch) inMraukU Township. Plans are underway to open 16-bed station hospitalin Pyarte village, MraukUTownship in the coming 2013-2014financial year.

Regarding the question of UTin Win of Magway RegionConstituency No.8 on “whetherthere is a plan to open 16-bedstation hospital in Kyaukpadaungvillage, Aunglan Township”, thedeputy minister replied:

There are one 50-bedTownship hospital, four 16-bedstation hospitals, seven rural healthcare centers and 28 rural health carecenters (branch) in Aunglan

Township. Arrangements are beingmade to open a station hospital inKyaukpadaung village, AunglanTownship in the coming 2013-2014financial year.

Regarding the question ofDr Khin Maung Lay of Bago RegionConstituency No.8 on “whetherthere is a plan to upgrade ruralhealth care center into stationhospital in Kankyin village ofPaukkaung Township”, thedeputy minister said: There are one25-bed township hospital, one16-bed station hospital, five ruralhealth care centers and 21 ruralhealth care centers (branch) inPaukkaung Township. A stationhospital will be opened there in the2013-2014 financial year.

With respect to the questionof U Aung Than of Magway RegionConstituency No.10 on “there is aplan to upgrade the 50-bedPeople’s Hospital to 100-bed one”,the deputy minister replied:

matriculation exam to be held in 2013 are available atMyanmar Examination Board Office as of 3 September.Green-coloured application forms and identity cardare designated for combination subjects Nos.1,5, 6, 7and 8, and pink-coloured forms and identity card, forcombination subjects Nos.2,3 and 4.

For the external candidates, stamps for exam feesare available at respective Township EducationOfficer Offices. They are to submit their applicationsforms at respective Township Education Officer Officefrom 3 to 28 September, 2012 after the stamps are putup at the left top corner of the application forms. For

the exam fees of the candidates from Basic EducationHigh Schools, schools (branch) and affiliated schools,school heads are to submit the candidates’ applicationforms along with the stamps to MEB office from 1September to 12 October, 2012.
