CHAPTER 1

INTRODUCTION

1.1 INTRODUCTION

All our educational endeavours right from building infrastructures,

deployment of teachers, conduct in-service teachers’ training

programmes, selection of age – appropriate subject contents, supervision

of content transaction in the classrooms and providing all the entitlements

to the students under the provisions of RTE Act 2009, aim at developing

the standard of learning levels of our students. Appraisal of this entire

process is done through assessment of learning level of students in

different subjects they have been taught and different skills they have

developed. With this intention, an effort has been made to assess the

learning levels in students of classes V and VIII by studying their

performance in subjects English, Mathematics, Science and Social Studies

at the end of Summative Assessment II of 2014 academic session.

With the implementation of Continuous Comprehensive

Assessment (CCA) from 2010 in Sikkim, an academic session is divided

in to two Terms, the First Term and the Second Term, with 50 marks

assigned to each Term. Each Term consists of Formative Assessments of

20 marks each and one Summative Assessment of 30 marks each. The

total marks obtained in each term are converted in to Five Point Grades

according to the following grading scale:

As mentioned earlier, the present study is an attempt to estimate

the performance of student at the elementary level and this study covers

only the government schools run by the HRD Department, Government of

Sikkim. Academic session in Government schools begins around the

second week of February and the First Term comes to end sometimes at

the last week of June. During the First term two Formative Assessments

of 10 marks each are conducted. These Formative Assessments are in the

form of subject based activities as per the guidelines issued by the

Department. The Summative Assessment is more or less the same as our

traditional written examination, with more emphasis on Objective Type of

question and with the question paper having reasonably good Content

Validity.

The present study is not an ‘Achievement Test’ in its true sense of term.

Achievement Tests are generally conducted to test the competency level

in a particular class and subject. It is usually conducted on students on the

basis of identical test papers in order to maintain uniformity in the

standard of test items.

However, in this study on the performance of students studying in upper

primary stage during the Second Term of 2014 session, different schools

have prepared their own test papers for the conduct of the Term end

summative exams. Further, different students may have done different

types of activities for Formative Assessment in the same subject; it is

therefore natural to vary the learning process not only from student to

student but also from school to school. In spite of these apparent

variations in the standard of test papers and in the nature of subject based

activities; we have many common attributes in Government schools

which allows us to compare the performance of one school to that of

another school. These common factors are as mentioned below.

English is taught as the First Language and it is the medium of

instruction.

All Government schools use the same text books in all the

subjects, except for second languages (local languages).

Course content in all the subjects for each term is the same in all

the subjects.

Most of the teachers appointed for upper primary stage of

schooling are as per NCTE norms.

Infrastructural facilities are almost the same in all the Government

schools.

All the teachers are well trained in the context or CCA.

In-service training / orientation programmes are regularly

conducted.

Most of the teachers are trained in framing good quality question

papers.

Numbers of working days is 220 days and duration of instructional

hour is 1000 hours in an academic session for all the upper

primary stage as per the provision made under the State RTE

Rules 2010.

Even with these uniform conditions that exist in our Government

schools, there is every possibility that the reliability in assigning marks to

students may vary from teachers to teachers due to their individual

differences commonly known as ‘subjectivity’. However, with the

introduction of ‘grading system in assessment system’ such small

differences in marks assigned to students are to a great extent eliminated.

This is the advantage of ‘assigning grades’ over ranking students on the

bases of ‘numerical marking’.

1.2 SCOPE AND COVERAGE:

Analysis of Enrolment Data in Upper Primary Classes Covered under

this Study.

This study has been done to assess the learning level in students of

classes V and VIII by studying their performances in subjects English,

Mathematics, Science, Hindi, Vernacular and Social Studies at the end of

Second Term of academic session 2014. Class V and VIII were chosen

keeping in mind the exit level at Primary and Upper Primary level of the

School. We have 184 standalone Upper Primary Schools spread over 29

Block Administrative Centres (BAC) in four districts. All the schools

covered under this survey are run by H. R. D. Department, Govt. of

Sikkim. We had collected the data for this survey from the School

Monitoring Format (SMF) under Quality Monitoring Tools of Sarva

Shiksha Abhiyan; however we had to reject data submitted by some of the

schools as there were certain technical errors in those data.

The following table 3 gives us the enrolment status at Upper Primary

Stage of schooling as on 31st March 2015 in our Government schools.

1.3 OBJECTIVES OF THE STUDY:

After the introduction of grading system as per CCA it was difficult to

categorise the schools as per the rankings. For academic and

administrative intervention it is very important to know the performance

of each school in comparison to others. There was no tool to measure the

performance of the schools. Hence the main objective of this analysis was

to:

To find the Performance Index of each school.

To find the Performance Index of each subject class wise.

To find the top ten performing and non-performing school

schools.

To find the top ten performing and non-performing schools subject

wise.

To study and analyse the performance index as per the rural/urban

divide of the schools.

To find out the schools which require academic intervention in

subjects having low performance index?

To find out the schools which performed well and put into practice

their success in the other schools of that cluster and block.

To find out why some schools are doing better and others not

performing given the common nature of all Government schools.

1.4 METHODOLOGY AND SAMPLE OF ANALYSIS:

Kendriya Vidyalaya Sanghathan (KV) had been finding the performance

index of each school analysing the class X and XII board examination

results. Using the same methodology adopted by Kendriya Vidyalaya

Sanghathan (KV), we have tried to analyse the class V and VIII results of

Second Term of Government schools of Sikkim.

The weighted mean of all grades in the scale of 5 (0-4) were taken.

The formula used for calculating the Performance Index is as given

below:

The above formula gives the performance index of each subjects and the

weighted mean of all subjects gives the overall performance index.

Performance Index is just an indicator of the performance of the schools.

It doesn’t reflect the actual grades obtained in the subjects. If everyone

has scored grade ‘A’ in a particular subject then it is an indication that the

performance of the school is cent percent. Likewise if everyone gets grade

‘E’ it is an indication that the performance of the school is at the bottom.

So this gives us an idea about how the schools are faring in terms of

academics at a fair glance.

The idea is not to judge the schools as per their performance but to know

why some schools have better PI compared to others given the same

parameters under which they are working.

A look at the PI will help us in understanding the problems faced by some

schools in terms of teacher shortage, community participation, leadership

skills of the school Heads, remoteness of the school, urban/rural divide

and so on.

1.5 TOOLS OF THE ANALYSIS:

For this analysis the School Monitoring Format (SMF) of the Quality

Monitoring Tools (QMT) devised by NCERT and distributed by SSA was

used. SMF from all the Junior High Schools of four districts were

collected with due permission from the State Project Director SSA. A

sample copy of the SMF tool is shown below:

PERFORMANCE INDEX OF CLASS V SUBJECT WISE

2.1 PERFORMANCE IN ENGLISH

English is taught as the First Language in all the government

schools in Sikkim, right from primary stage to senior secondary stage and

it is the medium of instruction in all these classes. It is therefore expected

that the students, at least at upper primary classes, to attain a reasonably

good level in listening, writing, reading and speaking skills.

2.2 PERFORMANCE IN MATHEMATICS

It is an establish fact that majority of students have a sense of fear

regarding mathematics and therefore they give up (on) serious

mathematical learning at quite an early age. At the primary level, aim of

mathematics is to develop capabilities relating to numbers, number

operations, measurements, decimals and percentages. At upper primary

and at higher stages of schooling, mathematics aims to develop in

students’ ability to think, reason and to arrive at logical conclusion.

However, the findings from this study indicate that the learning – teaching

process in mathematics in our case do not seem to achieve these

objectives.

2.3 PERFORMANCE IN SECOND LANGUAGE (VERNACULAR)

Sikkim is fortunate enough that despite its small size and population, the

students are able to have an option of choosing so many languages as their

second language. The Government has always given top priority to

preserve its ethnic diversity and culture through its languages in the

schools. All schools have language teachers for teaching Nepali, Bhutia,

Lepcha, Limboo, Newari, Rai, Gurung, Sunar, Tamang, Sherpa and

Manger in primary, upper primary and senior secondary sections.

2.4 PERFORMANCE IN ENVIRONMENTAL SCIENCE

In all the Government schools of Sikkim environmental science is being

taught from classes I to V. The text books are written keeping in mind the

contextualization of Social science and Science with regards to Sikkim

state. The subject deals with day to day scientific observations in and

around the children and geographical conditions prevailing in the state of

Sikkim. The subject tries to incorporate and sensitize the students about

the natural bio-diversity of the state.

Hindi is taken as third language in Sikkim. It is a compulsory language till

class VIII. It is also a language in which students are comfortable

CHAPTER 4

4.1 CONCLUSIONS:

The survey and data analysis of SA-II result of Class V and VIII has been

very helpful in finding the following:

1. It has been able to find the performing and non-performing school

overall.

2. The performance index of all the schools subject-wise was obtained

which in turn enables us to intervene as what steps need to be taken.

3. The performance index can be obtained as per the cluster, block,

district and state which help us to plan training programmes for each and

every school specifically.
