PCSO INKS MEMORANDUM OF AGREEMENT WITH TAGUM CITY GOVERNMENT

Tagum City, Davao Del Norte- The Philippine Charity Sweepstakes Office (PCSO) and the City Government of Tagum signed a Memorandum of Agreement on September 18, 2017, establishing a PCSO Branch Office in the city.

The MOA defines the agency’s free use of the land for ten (10) years and renewable thirty (30) days before the expiration of the agreement.

Similar agreements are being actively pursued by the PCSO Management with LGUs where the agency has no existing office yet so that our “kababayans” will have access to PCSO’s medical and health services program. PCSO General Manager Alexander F. Balutan envisions more

branch offices to be opened during his term in order to reach out to the needy who cannot afford to travel just to avail of PCSO’s services.

The Philippine Charity Sweepstakes Office (PCSO) is the principal government agency for raising and providing funds for health programs, medical assistance and services, and charities of national character.

PCSO General Manager Alexander F. Balutan and Mayor Allan L. Rellon believe that the presence of PCSO will benefit Tagumenyos -----ensuring efficient and timely service for everyone.

Leadership Development Program. To develop and enhance the quality of its first-line supervisors, PCSO conducted a four-day “Leadership Development Program” from September 5-8, 2017 at the Legend Villas, Mandaluyong City.

The Philippine Charity Sweepstakes Office (PCSO) thru the effort of the Planning and Policy Formulation Division (PPFD) of Corporate Planning Department (CPD) and with the assistance of the Quality Management System (QMS) Committee conducted the 2018 Strategic Planning on September 5 and 6, 2017 at the Summit Ridge Hotel in Tagaytay City.

This year’s Strategic Planning aimed to finalize the Agency’s 2018 Charter Statement, Strategy Map and proposed Performance Scoreboard with Strategic Initiative Profile in preparation for submission pursuant to PCSO Strategic Performance Management System and

Governance Commission on GOCC (GCG) MC 2017-02.

All the executives and officials of the Agency including the officers of the Sweepstakes Employees Union (SEU) and Sectoral Secretariats attended the two-day planning session.

In his message, General Manager Alexander F. Balutan shared a quote from one of China’s greatest leaders and strategists, Sun Tzu, “The general who wins the battle makes many calculations in his temple before the battle is fought. The general who loses makes but few calculations beforehand.” He then asked all the participants to carefully calculate and assess the Agency’s targets to ensure that

the short-term and long-term goals will be achieve.

He also encouraged everyone to work hard, harder, and hardest to meet the targets of the Agency, not just to be compliant or just to get the PBB, but rather let the activities in PCSO be for a higher purpose and valuable in enabling the agency to uphold its mandate of providing funds for charities of national character.

On the first day, during the planning proper, discussion on the following were done by the participants: (1) Looking back on the 2016-2017 Comparative PCSO Accomplishments and presentation of GCG MC2017-02, (2) Revisiting PCSO’s Vision, Core Values, Strategy Map; (3) Crafting of PCSO’s Five Year Plan (2018-2022) and (4) Performance Scorecard. On the next day, Ms. Jerusa A. Corpuz, OIC-Manager of the Corporate Planning Department and QMS Committee Head, did a recap on the discussions and agreements on day 1. Identification and presentation of Strategic initiatives per sector followed. Wrapping Up of discussion and agreements of the 2-day sessions was also done by Ms. Corpuz.

Before the planning session finally ended, Chairman Jose Jorge E. Corpuz gave his closing remarks. First, he thanked Mr. Ramirez for facilitating and coming out with the output for the 2-day activity. Said outputs will be submitted by the Agency to the GCG. Then, he congratulated the Corporate

Planning Department headed by Ms. Corpuz and the Planning and Policy Formulation Division led by their Division Chief, Ms. Pilar P. Cruz for conducting the 2018 Strategic Planning. According to him, it is good that sometimes PCSO would go places to have something like this activity. Chairman Corpuz also congratulated the AGMs and DMs of each sector for coming up with a product from their own making. He ended his message by asking everyone to help one another and work as a team in achieving the objectives, desires and target of the Agency.

Mr. Romeo M. Ramirez, an ISO coach/ mentor from CRR Management Consultancy who is also the PCSO’s QMS coach, facilitated the 2018 Strategic Planning. Ms. Jerusa Corpuz and Ms. Pilar P. Cruz, assisted Mr. Ramirez during the 2-day planning session.

Through the cooperation showed by the participants, the inputs and guidance shared by the facilitator, the thorough preparation done of the Corporate Planning Department and the generous assistance given by the QMS Committee, the 2018 Strategic Planning was a productive and meaningful one.

PCSO CONDUCTS MANAGEMENT AND OPERATIONAL REVIEW SEMINAR

In preparation for the 2018 Strategic Planning wherein PCSO Scorecard and QMS concerns will be discussed, the Corporate Planning Department (CPD) through the Planning and Policy Formulation Division (PPFD) and the Quality Management System (QMS) Committee conducted the Management and Operational Review Seminar last August 15, 2017 at the Rajah Function Room of Legend Villas in Mandaluyong City.

The seminar started with Welcome Remarks given by the OIC-Department Manager of the Corporate Planning Department Ms. Jerusa A. Corpuz, followed by the introduction of participants by Planning and Policy Formulation Division Chief Ms. Pilar P. Cruz. Thereafter, the facilitator, Mr. Romeo Ramirez, was presented

by QMS Training and Education Team Head Ms. Aimee c. De Viterbo.

During the 1st part of the seminar proper, Head of Documents and Records Control Team of QMS Committee Ms. May Cerelles and Mr. Ramirez updated the body on the status of actions agreed upon from the previous management review. Ms. Cruz discussed the GCG-approved 2017 Performance Scorecard and the Accomplishments as of June 30, 2017.

On the 2nd part, Internal Audit Services Department Manager Ms. Mercedes Hinayon reported the list of audit reports during the 1st semester of 2017, while QMS Secretariat Head Ms. Marites Jose discussed the results of the Customer Feedback

from February to July 2017. On the other hand, Accounting and Budget Department OIC-Manager Ms. Ma. Teresita Carbonel discussed the Internal Quality Audit Findings for 2017 done at the PCSO Head Office, Extension Offices, and Luzon Data Center in Makati City from May to July 2016. Lastly, Ms. Jerusa Corpuz spearheaded the review and reiteration of the Quality Policy.

The outputs in the Management and Operational Review seminar conducted shall be used in the preparation of the 2018 targets of the offices and departments pursuant to GCG Memorandum Circular 2017-02, which shall also serve as guide for their

to improve its services and make PCSO more responsive to the needs of the customers, partners and the employees as well who were an extension of the their family. “I hope and believe that we will all be productive today, and that this seminar will enable us to work more harmoniously toward the realization of our plans and targets for 2017 and to the

pre-planning sessions prior to the scheduled 2018 Strategic Planning on September 5-6, 2017.

In the Inspirational message delivered by Chairman Jose Jorge E. Corpuz, he mentioned the conduct of trust rating survey for PCSO Officials and staff wherein the Corporate Planning Department will be the lead department. He also shared the proposed bill of Senator Panfilo Lacson to amend the PCSO Charter including changing the name from PCSO to Philippine Charity Office.

General Manager Alexander F. Balutan, on the other hand, described the said activity as extraordinary since this is the first time that PCSO conducted a joint management and operational review. He is also hopeful that the targets being discussed will deepen the Agency’s commitment

succeeding and challenging years ahead of us,” GM Balutan added.

The seminar ended with a Closing Remarks read by Ms. Jerusa Corpuz in behalf of Assistant General Manager for Gaming, Product Development and Marketing Sector Mr. Conrado C. Zabella.

PCSO General Manager Alexander F. Balutan recently attended the launching and blessing of Small Town Lottery Draw Court in Compostela Valley on September 19, 2017.

Also present during the event were Gloria Ibañez, OIC- Manager for Mindanao Department, Atty. Elvie Ann Uy, Davao Branch Manager, Misael Hamak, South Cotabato Branch Manager and concurrent Sultan Kudarat Branch Manager, Roger C. Ramirez, Manager for Administrative Department, Atty. Maceste Uy, President of Oro Swerte Gaming & Leisure Corporation, the Authorized Agent Corporation (AAC) and other members of the Corporation.

GM Balutan once again underscored that the Small Town Lottery is the only legal numbers game recognized by the government. With its existence, the funds to be generated will be used to support various medical, health and charitable programs of the government.

Since the launching of the expanded STL, a total of 17 Authorized Agent Corporations in Mindanao has been approved by the PCSO Board and with STL, PCSO aims to raise P50B in revenues by the end of 2017.

On its 7th year, employees of the Philippine Charity Sweepstakes Office (PCSO) ones again joined the Civil Service Commission’s (CSC) R.A.C.E to serve Fun Run on September 3, 2017 at the Quirino Grandstand in Manila.

The R.A.C.E to serve Fun Run is part of the month long celebration of the Philippine Civil Service Anniversary with the theme “Tugon sa hamon ng pagbabago: malasakit ng lingkod bayani. The proceeds of the fun run will go to the Pamanang Lingkod Bayani for the families of servant heroes who died in their line of duty.

The runners also participated in a Zumba dance before the start of the run.

In support to the Balik Kalikasan Program that was part of the 117th Civil Service Month celebration of the Provincial Government of Camarines Norte, the Philippine Charity Sweepstakes Office (PCSO) Camarines Norte Branch participated in the Tree Planting activity held last September 19, 2017 at the Bicol National Park in Tuaca, Basud Camarines Norte.

Mr. Eric Basit and Mr. Roberto Jovero represented the PCSO during the said activity.

Other government offices also participated in the tree planting activity. The Balik Kalikasan Program of the Province was in partnership with the Department of Environment and Natural Resources (DENR), the Armed Forces of the Philippines (AFP) and the Civil Service Commission.

PCSO Volleyball Teams bags 3rd and 4th Places in the 2017 GCCA Volleyball Competition

In the recently concluded 2017 GCAA Volleyball Competition, the PCSO Women’s and Men’s teams made it to the finals and ended up in 3rd and 4th Places respectively.

The Women’s team vied with the National Power Corporation (NPC) while the Men’s team competed with Philippine Amusement and Gaming Corporation (PAGCOR) during the championship games held on September 7, 2017 at the GSIS Gymnasium in Pasay City.

The awarding ceremony immediately followed after the championship games. GCAA Executive Vice President Ms. Rosemarie N. Tubal led the awarding ceremony. The winners for Women’s division are Government Service Insurance System (GSIS) - Champion, Philippine Amusement and Gaming Corporation (PAGCOR) – 1st Runner Up, Philippine Charity Sweepstakes Office (PCSO) – 2nd Runner Up and National Power Corporation (NPC) – 3rd Runner Up. Whereas the winners for the Men’s Division

are Government Service Insurance System (GSIS) – Champion, Social Security System (SSS) – 1st Runner Up, Philippine Amusement and Gaming Corporation (PAGCOR) – 2nd Runner Up and Philippine Charity Sweepstakes Office (PCSO) – 3rd Runner Up.

The PCSO Volleyball teams were also recognized during the flag honoring held on September 2, 2017 at the Conservatory Building, Shaw Boulevard, Mandaluyong. The same trophies were awarded by Chairman Jose Jorge E. Corpuz with Executive Assistant VI Mr. Abraham D. Urubio, Executive Assistant VI Major Manuel N. Fraginal, Sr., PCSO Sports Committee (PSC) Chairman Mr. Arnel C. Casas and PSC Member Mr. Ariel De Ocampo.
