Introduction

The Peace Airshed Zone Association (PAZA) is a non‐profit organization which monitors ambient air quality in the Peace Region. PAZA is a multi‐stakeholder organization consisting of industry, local government, environmental organizations, Alberta Health & Wellness, Alberta Energy Regulator, Natural Resources Conservation Board, the public and Alberta Environment and Sustainable Resource Development. Members work together to produce scientifically defensible data that can be used to manage air quality, protect environmental health and influence public policy.

PAZA was formed in March 1999 in response to concerns about air quality in the Grande Prairie Region. The desire of industry, government, environmental groups and the public to work together to better understand air quality drives our organization.

PAZA operates under the guidelines developed in the Clean Air Strategic Alliance's (CASA) Air Quality Management Guidelines. These guidelines include management by consensus, representation from affected stakeholders and public accessibility to data and information from monitoring activities. Air Quality Management Zones are a key component in CASA's strategy for the management of air quality within Alberta.

The Peace Airshed Zone covers a 38,500 square kilometer area of north-western Alberta. Bordered on the North by the Peace River and stretching south to Township 64 the zone includes two major centres, Grande Prairie and High Prairie. Approximately 100,000 people live and work in this area. The zone's major industries are oil and gas processing, forestry, agriculture and tourism.

Vision

All people living, working and playing in the PAZA region will have the best possible air quality data.

Mandate

The Peace Airshed Zone Association operates an ambient air quality monitoring network to collect and preserve relevant, credible, transparent and accessible data to allow our stakeholders to make informed decisions regarding air quality in our region.

Objectives

• Produce Credible Information - To design, implement and operate an air monitoring network to gather data that addresses the issues which are important to stakeholders, and to support air quality management in the region.

• Develop a Sustainability Plan –To promote and ensure the ongoing operation of the regional air monitoring network on a stable platform from which effective and sustainable monitoring is accomplished.

• Operate the Network - To effectively plan and manage the information gathering and reporting system from the air monitoring network.

• Develop a Communications Plan - To develop a visual identity, improve public awareness and understanding of the Association and provide opportunities for the public to share their views on air quality issues.

Supporting Members

As a non‐profit society PAZA relies on funding and in-kind support from industrial, municipal, and other contributing members within PAZA. Each year the PAZA Board approves the annual operating budget which includes all costs associated with operating and administering the air monitoring network for PAZA. The amount required for invoicing is determined based on this approved operating budget less the AESRD operational contracts received by PAZA. The costs not covered by AESRD contracts associated with operation, maintenance and administering air monitoring network are proportioned fairly amongst its members that operate facilities within PAZA that have a regulatory obligation under the Environmental Protection and Enhancement Act (EPEA) to be a part of PAZA, at levels consistent with their relative impact on the zone's air quality. This is determined by assessing annual emission inventories.

Voluntary memberships are offered to other companies, municipalities and non-government organizations (NGOs) that operate within PAZA but have no regulatory obligation to be a part of or fund PAZA. The intent is that the voluntary industrial, municipal, and NGO memberships would cover the value added costs identified in the budget such as public outreach and education.

In 2013, PAZA’s operational budget was approximately $750,000. Individual members representing various stakeholder groups regularly attended meetings, participated on committees and provided their time and resources. PAZA in-kind support totals over 900 hours of voluntary time and resources, totaling over $100,000 worth of in-kind support.

Regional Monitoring Program

The Peace Airshed Zone Association operates and maintains six continuous monitoring stations and 46 passive monitors across the region. Detailed information about the locations of PAZA’s monitoring stations can be found on Table 1.1, 1.2 and 1.3 or on the Association’s website: www.paza.ca

Continuous Monitoring Stations (Figure 1.1)

Continuous stations monitor air quality by continually drawing ambient air through an analyzer. Each analyzer is calibrated monthly to monitor for specific chemical compounds. The benefit of continuous analyzers is that they measure air quality constantly and provide nearly instantaneous measurements of several chemical pollutants. The capital and operating costs for continuous monitoring stations are high, but the data produced is instantaneous and up to the minute.

PARAMETERS THAT PAZA MONITORS ON A CONTINUOUS BASIS INCLUDE:

- Carbon monoxide (CO) - Hydrogen sulphide (H2S)

- Oxides of nitrogen (NO2, NO and NOx) - Total reduced sulphurs (TRS)

- Ozone (O3) - Particulate matter (PM2.5)

- Sulphur dioxide (SO2) - Total hydrocarbons (THC)

CONTINUOUS STATIONS ARE ALSO EQUIPPED WITH EQUIPMENT TO MEASURE:

- Wind speed - Humidity

- Wind Direction - Solar radiation

- Temperature

Passive Monitoring Stations (Figure 1.2)

Passive monitors measure air pollution by exposing a reactive membrane to the air where pollutants diffuse across the surface. The samplers are left at a sampling location for approximately one month and then sent to a laboratory for analysis. Passive samplers require no electricity and work effectively when monitoring in remote locations.

Overview of Vision and Objectives

The following table summarizes the Peace Airshed Zone Association’s Vision and Objectives. The table attempts to show how the broad Mission statement is achieved through the increasingly more specific vision and objectives. Finally, the fine details on how the Objectives are going to be met are outlined in the Strategic Objectives and Tactics sections that follow.
