    Take 20 cadets ages 12-18, add wind, snow and cold temperatures and what do you have? A winter survival exercise that was a complete success.

    Air cadets with the 893 Beaufort Squadron set up camp at Horne Lake the last weekend in November for survival training. Senior cadets instructed classes including ori-enteering, fire building, signal fire construction, ground to air signals, map reading and team building.

    The Royal Canadian Air Ca-dets have a long list of activities and exercises designed to develop the skills needed to be suc-cessful in todays world. The skills and friend-ships they form in the cadets serve them for the rest of their lives. And this year, for the first time ever, they are making their annual Christmas so-cial into an open house.

    Squadron chair and cadet parent Debbie Penley encourages anybody interested to come out and see what air cadets are all about.

    Penley said her son, Adam, joined when he was 12 and the organization has made a huge difference in his life. We saw an ad in the news-paper and it talked about flying and gliding and survival exercises and my son was interested,

    she explained. So he joined and its been the best thing weve ever found for him.

    Penley said cadets learn leadership skills, self confidence and how to lead by example; on top of having the opportunity to learn first-aid,

    participate in biathlons and take part in a tight-knit social group.

    Penley said interested teens can come out to the open house, or sit in on a training night just to get an idea of what air cadets do.

    She said last fall the cadets were invited to a B.C. Lions weekend in the Low-er Mainland where they got to watch the Lions pre-game warm up and meet the players.

    The 893 Beaufort Squadron meet each Tues-day at the Qualicum Beach Airport. Registration is open throughout the year for youth ages 12-18.

    The Winter Social and Open House will be hosted from 6:30-9 p.m. at the Qualicum Beach Airport, Hangar #A3 Tuesday, December 16.

    This is a casual evening with a potluck dinner, hot and cold beverages, games and cadet dis-plays on their activities. Donations to the local food bank will be collected at the door.

    Joe Stanhope reclaimed his position as chair of the Regional Dis-trict of Nanaimo board Tuesday night 2015 will be his 13th con-secutive year at the head of this board table.

    As no other names came forward, Stanhope, who represents French Creek, took the chair by acclamation after being nominated by Nanaimo Mayor Bill McKay.

    Its overwhelming, Stanhope told The NEWS, holding back tears. It suddenly just clicked theres a lot of people who support me here.

    Stanhope said he was expecting to see some opposition, but was pleasantly surprised that nobody stepped up to vie for the position. You just never know, he said. Theres always people interested (in the chair position).

    Stanhope said top of mind will be bringing new directors up to speed with regional district processes and balancing the budget.

    Meanwhile, recently-elected Lantzville Mayor Colin Haime ran unopposed for the deputy chair position. Haime said hes looking forward to working together on a regional basis with neighbouring municipalities and electoral areas. Haime was previously Lantz-villes mayor from 2003 to 2011, and he sat as his communitys RDN director during that time.

    Qualicum Beach is building the countrys most environmentally-friendly fire hall.

    Our goal was to be 75 per cent more efficient than the next most efficient fire hall in Canada; right now were at about 73 per cent, said project manager Walter Hoogland.

    In that calculation, he included the installation of solar panels on the roof, for which they are wait-ing for a $400-$500,000 grant from the Federation of Canadian Municipalities Green Municipal Fund.

    The energy efficiency measures include every-thing from LED lighting, low flow toilets, reused materials, in-floor heating, lots of windows to de-crease light use and as much local material as pos-sible.

    The goal was to source everything within 500 ki-lometres, Hoogland said, listing off materials from much closer, including the concrete and finishing cedar from Coombs, the cladding from Nanaimo and the extensive glass from Victoria.

    The building will not be officially LEED (Lead-ership in Energy and Environmental Design) certi-fied, but will still meet or surpass the LEED require-ments.

    Mayor Teunis Westbroek said the efficiency aspect will cost more up front but save operating costs in the long term.

    The need for a new fire hall has been talked about for years in Qualicum Beach and got roll-ing in 2007 when the current site 150 Rupert Road, by the

    roundabout was chosen.Council developed a financial plan in 2009

    which includes a one per cent property tax increase (average $14 per property) every year for five years, starting last year.

    That will bring in about $500,000 and Westbroek said they never stop looking for ways to save mon-ey and applying for grants to help cut down the amount they will eventually have to borrow.

    The total cost is estimated at $6.5 million, which John Marsh, acting as chief administrative officer at the time, previously said includes absolutely every-thing, right down to the furniture.

    Along with expansion space, the new hall will include facilities for the volunteer fire fighters, in-cluding a fitness gym, day-use room with kitchen, lots of storage and properly designed rooms for gear and breathing apparatus, including hazmat decontamination.

    Built to post-disaster standards, the building

    would also be crucial in any major emergency like an earthquake, acting as an emergency services hub and potentially providing shelter.

    Westbroek said the towns fire hall working group, led by Hoogland, was instrumental in plan-ning the project and deciding what it should in-clude, working by consensus.

    The working group really did their homework, said Hoogland, wanting to thank the three civilian, or resident members specifically: Jason Davies, Greg Husband and Sandy Vogstad.

    The group also included senior town staff like Director of Planning Luke Sales, Director of En-gineering Bob Weir, and eventually the chosen architect and engineer. Each member of council also attended at least one of the monthly meetings, Hoogland said.

    The group developed four basic design options and chose the one with the best traffic flow, where fire trucks enter the property on the east side, drive around to the back of the building and enter four, extra-long drive-through bays, exiting straight out onto Rupert Road.

    Hoogland said the group found the location to be ideal, providing the best access to town, the highway and surrounding communities for the in-creasingly important mutual aid work they do.

    There hasnt been a lot of opposition, West-broek said. Questions come up about certain costs, or the size of the budget, but I think those are usually answered.

    We did everything through consensus and got everything we needed for these guys for the next 50 years, Hoogland said on a recent site tour in the mud and driving rain.

    They were scheduled to have a 100-ton crane lifting large sections of laminate pre-fabricated floor panels, but the wind was too strong and part of their shipment was delayed by ferry cancella-tions due to the wind.

    Weather is often an issue on big projects, said Dennis Brooks, construction manager with general contractor Windley Contracting.

    They are about a month behind schedule, due to the weather and some design changes, but every-thing is progressing nicely, Westbroek said.

    Construction started this summer and with the use of pre-fabricated components, Brooks said things will come together very quickly when the weather cooperates.

    The goal is to get the bulk of the structure up be-fore Christmas, which will give them a sheltered, controlled environment to work in for the next six months, hoping to finish by the summer.

    Parksville Qualicum Beach has eight taxi cabs servicing more than 40,000 people spread over 500 square kilometres.

    And Oceanside Taxi is the only gig in town. Owner Joti Gill said his business amalgamat-

    ed with their former competition, Alliance Taxi, eight months ago. Gill said he purchased Alli-ances four cab licences during the transition, doubling his companys stock.

    He said Oceanside Taxi services the area from Nanoose Bay to Qualicum Bay and westward to Whiskey Creek, 24 hours per day. As soon as you get in a cab, its $3.50, and you are then charged $2 a kilometre. Comparatively, Nanaimos Yel-low Cab starts at $3.15 and users are charged $2.18 per kilometre. Gill said the average wait time for a cab is 15 to 20 minutes.

    But Dan Brodeur, general manager of the Rod and Gun, the regions only nightclub, said some nights customers wait up to 45 minutes for a cab.

    Im not in the cab business whatsoever so I

    cant understand what they are going through, said Brodeur, noting Oceanside Taxi has a large area to cover. But were a big source of income for them they have eight cabs but who knows how many are on shift.

    Parksvilles Upper Deck Sports Bar manag-er Darrell St. Pierre said in peak seasons there seems to be a shortage (of cabs).

    However, St. Pierre said wait-times typically arent a problem otherwise.

    Gill said having eight taxi cabs is a num-ber based on population and controlled by the transportation board of B.C. He admits Decem-ber is very busy as well as most Friday and Sat-urday nights.

    According to the Regional District of Nanai-mos transit schedule website the last weekday bus leaves the Parksville Exchange at 10:01 p.m. and the Qualicum Beach Civic Centre at 10:29 p.m. On Saturdays the last bus leaves at 7:01 p.m. and 7:29 p.m., respectively. On New Years Eve transit will run a modified free service from 8:30 p.m. to 2:30 a.m.

    Oceanside RCMP Cpl. Jesse Foreman said police will be out in full force this holiday sea-son ensuring people find safe rides home and if they arent willing to do that, they can deal with it on the roadside.

    Westbroek, returning to the board after a three-year hiatus, was already toting new mo-

    tions at the RDNs first meeting of the year. My first notice of motion is going to be to

    change the name from the Regional District of Nanaimo to the Regional District of Benson-Ar-rowsmith to better reflect the area, said West-broek. That way people wont think were all part of Nanaimo.

    Representatives from Qualicum First Na-tion, Snaw-Naw-As (Nanoose First Nation) and Snuneymuxw attended the meeting pledging their support to the board, and vowing to work in partnership with the new politicians.

    Bruce said the information thats now in the hands of senior government officials from the ICF requesting funds is very, very thorough. They are doing their review.

    Parksville Mayor Marc Lefebvre has consistently said he doesnt think that amount of money will be enough to do the required repairs.

    I dont believe for $20 million you are going to get a passenger rail service up and running from Victoria to Cour-

    tenay, Lefebvre said this week. This is a dog thats not going to hunt.

    As a city councillor, Lefebvre was Parksvilles rep on the RDN board for three years and he will continue in that role as mayor.

    He said, like Fell, he would like some answers from the ICF.

    What we cant get is an activity re-port from anybody at the ICF . . . about what work they have been doing since 2011, said Lefebvre.

    Bruce said the ICF would use the $20 million to replace 104,000 rail-way ties from Victoria to Courtenay. He said that work would take nine-12 months and start in Victoria, working its way north.

    Bruce said the schedule would see twice-daily service service from Nanai-mo to Victoria and return service from Qualicum Beach to Victoria (stopping in Parksville) on Wednesdays, Satur-days and Sundays.

    First responders were on the scene until 11 p.m. Tuesday night.

    Meanwhile, many Parksville Qual-icum Beach residents were left in the dark Tuesday.

    According to BC Hydro, at peak times more than 8,200 people went without power. BC Hydro spokesper-son Karla Louwers said Horne Lake, Errington and Bowser were the hard-est hit areas.

    Louwers said nine additional crews have been working on restoring power and by Wednesday morning only 50 homes were without power, most of which were in Bowser.

    On Vancouver Island, more than 25,000 people were without power.

    Environment Canada issued a wind and rainfall warning Wednesday morn-ing for east Vancouver Island, forecast-

    ing gusts up to 90 km/h and rainfall to range from 40 to 70 mm.

    Wind and rainfall warnings are is-sued when significant risk is expected from damaging winds and high rain-fall.

    Louwers said power was on and off throughout the area due to the weath-er, tree-related outages and restoration work.

    On Tuesday, both Errington and Bowser Elementary were dismissed early due to power outages at the

    schools sending nearly 500 students home before schedule.

    This isnt a common occurrence (sending students home early), said School District 69 Superintendent Rol-lie Koop. Its a really challenging pro-cess.

    Koop explained district officials had to rely on one rotary phone and personal cell phones to contact all the parents of the students who were dis-missed early.

    Its a huge endeavor, he said. We dont move down that pathway unless we have to.

    According to Environment Canada, the wind and rainfall are supposed to subside by the weekend.

    Up Island, Courtenay declared a State of Emergency due to flooding on Tuesday.

    NEW SCHOOL BOARDS FIRST MEETING

    Eve Flynn has returned to the chairs position of School District No. 69s Board of Trustees after a vote Monday during the new boards inau-gural meeting on Monday.

    Flynn, who won Area E by acclamation in Novembers election, was previously school board chair from 2008-2011. On Monday she said her first order of business isto get to know the new members of the board and their strengths, and to tackle the budget in January.

    The budget will be key to the activities in spring, she said.

    During this process, Flynn said the board will also evalu-ate the recent reconfiguration of schools in the district. In particular, theyll look at how the transition back to a K-7/ 8-12 is going and how the model is working for students.

    Barry Kurland, who was acclaimed in Area H, was se-clected as vice-chair. Trustee

    Julie Austin, who was re-elect-ed in Area F, accepted nomi-nations for both the positions of chair and vice-chair. Trust-ees Elaine Young and Jacob Gair, both new to the school board for Area G this year, did not receive nominations.

    All trustees were sworn in by Secretary Treasurer Erica Bailey.

    As a trustee, you are in a position of trust, said Bailey to the new board members. She also encouraged them to work together and remain diligent

    in their job of overseeing the education of the districts stu-dents.

    The new board held its first meeting the next day, and business included talk about some surplus funds due to the teachers strike, the estab-lishment of a French Advisory Committee and the release of the districts financial state-ments.

    If you give your organization a big-enough sound-ing name, can you purport to speak for thousands, even if you arent much more than a co ee klatch?

    It would be good for democracy here if there was a Parksville residents association with hun-

    dreds of members from all points in the political spec-trum, with well-publicized and well-attended meetings, a website and an active executive with a mandate to put together position papers for city council and sta to con-sider.

    Sel shly, it would be good for us too a go-to source for comment about the a airs of the city. A real residents association with an active membership could organize debates during elections, help voters focus on some is-sues and perhaps even increase interest in municipal politics.

    e considerably smaller community of Qualicum Beach has a few such organizations. Is it coincidence the voter turnout in Qualicum Beach last month was north of 60 per cent and in Parksville it was less than 35 per cent? We think not.

    A search for the Parksville Residents Association (PRA) on the web is pretty much a fruitless exercise. ere is no link to this supposed association from the citys website. e city lists a number of links for organizations, but not the PRA. e PRA is apparently a member of something called the Vancouver Island Water Watch Coalition thats the extent of the PRAs existence on the web, aside from some mentions in news stories. And the PRA is not a member of the Federation of Oceanside Residents As-sociations.

    e PRA, or at least the person who sent us the news re-lease (see story in Tuesdays edition of e NEWS), wants the new city council to conduct a town-hall-style meeting about the water treatment plant. Fair enough. Good idea. e scope and price of the current proposal may need to be scaled down considerably. is suggestion was raised a number of times during the election campaign.

    What standing does the PRA have to call for this kind of meeting and to allege the process has been secretive? Perhaps no standing is required.

    Hmmm, does that mean we can get a few buddies to-gether once in a while, call ourselves the World Residents Association and expect standing at the United Nations? Cool, we see a trip to Manhattan in our future.

    Genetically engineered crops (aka GMOs) and derived food involves complex science and are unfortunately also severe-ly misunderstood by the public. The Inter-net is chalk full of false information about GMOs and the average person is unable to differentiate between the real science and the prolific pseudo-science that is designed to generate fear.

    Some of the best sources of good infor-mation are national and international food safety, health and science bodies. Some of the best sources are the Vancouver Coastal Health Authority, Health Canada and the U.S. National Academy of Sciences.

    A good review of GE crops can be read in the 2010 National Academy of Science re-port-Impact of GE crops on Farm Sustain-ability in the U.S. (available free on-line).

    A global perspective comes from the American Association for the Advancement of Science. The World Health Organization, the American Medical Association, the U.S. National Academy of Sciences, the British Royal Society and every other respected or-ganization that has examined the evidence has come to the same conclusion: consum-ing foods containing ingredients derived from GM crops is no riskier than consuming the same foods containing ingredients from crop plants modified by conventional plant improvement techniques.

    Critics of GE crops and derived food of-ten claim European science says something different. Readers might want to check the European National Academies of Science Advisory Council 2013 report, Planting the Future (available free on-line):

    There is no validated evidence that GM crops have greater adverse impact on health and the environment than any oth-er technology used in plant breeding. There is compelling evidence that GM crops can contribute to sustainable development goals with benefits to farmers, consumers, the environment and the economy.

    These statements from global expert or-ganizations clearly demonstrate the over-whelming consensus on the safety of GE crops and derived foods. I encourage peo-ple to seek out these organizations if they want to learn the real science of GMOs.

    FAIRWINDS CATSPAN Duringthe recentNovember coldweath-

    er, CatSpan was contacted about kittens cry-ing on an empty lot on Evanshire Court in Fairwinds. Wehoped to try andcatch them quicklybefore they froze or starved to death.

    We thought the property was owned by the people who called us about the kittens, and tried to feed them there to get them used to our traps.

    CatSpan is dedicated to humanely and safely trapping feral cats/kittens and getting them the care they need. We do so without harming cats or any other wildlife.

    Unfortunately the property where we fed was private property. The owners may have mistaken our intent which was to rescue kittens with some other purpose. We couldnt put a sign up where we were, as we cant leave a cat vulnerable in a trap and known to the public, sadly enough there are people who harm animals. Ultimately our traps were taken and so was the food.

    CatSpan is a local registered charity, which operates on the generosity of donors and the loss of the traps and the opportu-nity to rescue these kittens has been quite a setback. One of the traps was specifically for kittens. The trapper a senior and a la-borer bought that trap with hard earned money to help CatSpan rescue cats.

    We respectfully ask whoever took our traps to please contact CatSpan and return them, especially the kitten trap. You can contact us at [email protected] or call the numbers on our website to let us know how to make arrangements to get the traps.

    We would also like to thank the Fairwinds Community Association for their help and the residents we spoke to that offered sup-port and help locating the kittens.

    Our apologies to the owners of the vacant lot for trespassing if you were the ones who removed the traps and for not leav-ing a note explaining why we were there.

    For those who dont know of our work, our intent was toTNR (trap, neuter, return) provide vet care for the kittens and relocate them or socialize for adoption. True feral cats (wild) are neutered so they cant repro-duce. We try to return them to their colo-nies where they are fed or they are placed in barn homes.
