2. Memorandum from Councillor ThompsonRe: Parks and Recreation Advisory Committee Terms of Reference
The Committee reviewed the Terms of Reference and discussed expandingthe Committee name to include “sport” and/or “culture”, as well as expandingthe membership to include a representative of culture and an additionalrepresentative from Sport Aurora. The Committee expressed interest in thecreation of a vision statement to help guide goals and responsibilities.

7. NEW BUSINESS
Staff proposed the inclusion of a verbal report regarding PRAC related issues onfuture agendas.
The Committee expressed concern about the effects on health from animalexcrement on sport fields and play areas, and requested information on related by-laws or policies at the next Committee meeting.
The Committee expressed concern about cracks and water seepage at theSkateboard Park, and staff indicated that Infrastructure and EnvironmentalServices would be able to provide more information. The Committee inquiredabout smoking at the Skateboard Park, and staff noted that smoking regulationsare set out and enforced by the Province of Ontario.

RECOMMENDATIONS
THAT the memorandum regarding Corporate Environmental Action Plan Update(CEAP) be received; and
THAT the Parks and Recreation Advisory Committee provide comment to beconsidered by staff in the preparation of the CEAP update.
BACKGROUND
The CEAP is a five-year plan that was developed in order for the Corporation of the Town ofAurora to meet its environmental goals. The Plan focuses on what the Town can do toprotect and enhance the natural environment. The Plan also supports the implementation ofthe Town’s Strategic Plan, Official Plan, master plans, and other ongoing environmentalactivities. The CEAP planning process, consultation, and outcome provided the Town withan opportunity to capitalize on past experiences and implement change that allowed Aurorato deliver progressive environmental policies and ensure that all departments were workingtogether to achieve common environmental objectives.
The purpose of the Town of Aurora’s Corporate Environmental Action Plan is to:
Protect and enhance the natural environment;be a catalyst for local initiatives that promote environmental sustainability,integrity and conservation of our resources and ecosystem; and,to enhance environmental stewardship within the community.
In August 2010, Council approved the Corporate Environmental Action Plan. Section 3.3 ofthe implementation section requires that Aurora, review and update this plan every fiveyears. In response, staff have prepared the attached memorandum.

Linkages to Other Plans
In addition to the Town’s Corporate Environmental Action Plan, Council has alsoapproved a number of Action Plans and Master Plans that provide strategic direction.Examples include the Corporate Energy Master Plan, Town Official Plan and the Town’sStrategic Plan.
Project Terms of Reference
Project justification
In August 2010, Council approved the Corporate Environmental Action Plan. Section 3.3 ofthe implementation section requires that Aurora, review and update this plan every fiveyears.
Project Overview
The Staff and Council recognize the importance of the environmental initiatives alreadyunderway and the need for a renewed strategy to continue to protect the environment andidentify new steps to steer the corporation towards renewed environmental leadership.
The Town of Aurora is committed to renewing the Corporate Environmental Action Plan by2016. The process of renewing the CEAP will provide the Town with an opportunity tocapitalize on past experiences and implement change that will empower Aurora to deliverprogressive environmental policies and ensure that all departments are working together toachieve the environmental objectives.

The CEAP update aims to:Increase the Corporations Environmental leadership role within the communityGive support and help influence budgetary items which have measurableenvironmental impacts associated with themContinue to report successes within the Progress Report CardServe as an impetus for the advancement of a community education and awarenessprogram
Proposed Approach and Timing
The update is expected to be completed within twelve months of commencement. Theinitializing of the project will commence with this Memo being considered by EAC in Fall2015.

Implementation of Plan
The renewed CEAP demonstrates Council’s continued commitment to protecting andenhancing the environment. To ensure implementation, the town will need to:
Continue to integrate the CEAP framework into the day-to-day function of themunicipalityIncrease efforts to maintain and enhance internal and external partnershipsContinually review and enhance this plan

Annually prepare a progress report outlining the progress made beginning in 2016toward achieving the objectives laid out in the CEAP
Project Scope
In June 2015, Council requested that staff renew the CEAP in-house. There will be noconsideration of creating a community component to the plan within this update. The CEAPwill continue to have a corporate scope.
Due to the development of the Corporate Energy Master Plan (CEMP) and the need toimplement that plan without any additional resources, it is expected that the Energycomponent will be removed from the updated version of the CEAP. This would enable thestaff who are responsible for implementing the CEMP to maintain one set of objectives forthe Town and document their progress in one location, instead of two.
Project Administration
Christina Nagy-Oh, Program Manager, Environmental Initiatives ext. 4382, be the ProjectManager for the Town for this project (or will lead the update of the CEAP). The PMEI willcontinue to consult with the Environmental Management Team, comprised of key staff fromvarious departments, formed to assist the development and implementation of the originalPlan.

PARKS AND RECREATION ADVISORY COMMITTEETERMS OF REFERENCE
1. PURPOSETo provide policy advice and assistance to Council through the Parks andRecreation Services Department respecting the delivery of Parks and Recreationprograms and activities within the Town of Aurora; to act as a liaison with thecommunity, providing an informal mechanism to both obtain and disseminateinformation relevant to the Department's mandate.
2. MEMBERSHIPThe Committee shall be comprised of five (7) Members as follows:
Two (2) Members of Council; one appointed as Chair for a two-year term, theother appointed as Chair for the following two-year term;
Four (4) citizen Members;
One (1) citizen Member from the Sports Council.
3. TERMThe Committee shall be appointed for a twofour-year term, with the option of afurther two-year term and will be concurrent with the term of Council.
4. REMUNERATIONNone.
5. DUTIES AND FUNCTIONSSolicit and assess community feedback with respect to service levels, costs,priorities, issues and concerns pertaining to the delivery of leisure serviceswithin the community;
Provide analysis and commentary on policy initiatives, core documentreview/updates and similar departmental recommendations to Council onLeisure Parks and Recreation Services matters;
Assist the Parks and Recreation Services Department in evaluatingcommunity needs, prioritizing and recommending changes to Councilregarding the Leisure Parks and Recreation Services Master Plan;

Facilitate communication by serving as a liaison along with a citizen liaisonbetween the Town and various community groups;
Review and comment on annual Parks and Recreation Services capitalobjectives within the context of the Town of Aurora Strategic Plan, the MasterPlan, the Departmental Pricing Policy and long-range communitydevelopment objectives;
Receive and comment on the merits of proposals and concepts for newParks and Recreation Services-related projects brought forward by theDepartment, individuals, community groups and the public or private sector;
Become fully conversant with existing Parks and Recreation Servicesprograms and facilities in the community;
Review the Strategic Plan, the Parks and Recreation Services Master Plan, themission statement of the Department and become familiar with their contents;
Review policy-related reports prepared by the Director of Parks andRecreation Services and provide input on those reports;
Liaise with and provide ongoing encouragement to community groups andagencies which provide recreation-related programs and activities;
Periodically seek input on matters relevant to the provision of leisureservices, especially in areas where service levels could potentially beimpacted by such factors as budget constraints, user fees, financialreallocations, etc.;
Form sub-committees to deal with specific new initiatives, policy issues,problems areas and identify strategic solutions;
Meet on an as-required basis with volunteer groups, communityorganizations and associations to foster partnerships, promote andencourage communication, determine problem areas and identify strategicsolutions; and
Undertake other assignments as may be requested by Council from time to time;and.
Provide advice and consent to the Parks and Recreation ServicesDepartment through the Special Events Co-ordinator with respect to thedelivery of Department-operated annual events.
6. MEETING TIMES AND LOCATIONSThird Thursday of every second month at 7 p.m. with the exception of July andAugust. Additional meetings of the Committee may be called by the Chair toaddress urgent matters.

7. STAFF SUPPORTThe Parks and Recreation Services Department provides technical support to theCommittee.
The Legal and Legislative Services (?) Department provides administrativesupport services to the Committee.
