Parking Regulations
IntroductionBates College welcomes you to campus. The College recog-nizes the use of motor vehicles as a convenience, and it is notobligated to provide parking for all vehicles entering campus.It will, however, make an attempt to provide a reasonablenumber of parking spaces for properly registered vehicleswithin the scope of resources and available sites. In order toensure an orderly flow of motor vehicle traffic and to maxi-mize utilization of the limited parking facilities on campus, allmembers of the College community must accept the obligationto observe these policies. The regulations are designed tomaximize our limited parking space and to avoid detractingfrom the natural beauty of the campus. Please read these rulesand regulations carefully, as they apply to all faculty, staff,students, their guests and visitors. Furthermore, it is under-stood that the operation of a motor vehicle on campus andutilization of any Bates College Parking facility constitutes anacceptance of these rules and regulations.
Registration Process
All vehicles parked on campus (this includes motorcycles,mopeds and vehicles belonging to students who live offcampus) must have a valid parking permit. Distribution ofpermits is determined by means of a student lottery conductedby the Representative Assembly (RA). Parking permits aredistributed by Security. Parking decals are $75.00 and will bebilled directly to student accounts.
The parking decal must be properly affixed to the rear driver’sside window. If the decal is improperly placed, the owner ofthe vehicle is in violation of the parking policy. Should therebe a question about the placement of a parking decal, callSecurity and Campus Safety. Any vehicle with an alteredparking decal is in violation of the College policy and theowner of the vehicle is subject to being fined and/or towedfrom campus property.
VisitorsA visitor is any person not employed with or enrolled at BatesCollege who occasionally has business or another reason to beon campus. Students living off campus are NOT visitors to theCollege and are required to have a valid parking permit.Visitors who receive five parking tickets will lose their parkingprivileges and may be towed without warning or notice.
Lost, Stolen or Damaged PermitsIf a vehicle is sold or involved in an accident which willprevent its return to campus, the permit must be removed andreturned to Security for a replacement. Lost or stolen permitsmust be reported to Security immediately.
Temporary RegistrationsDue to limited parking and the allocation of permits throughthe lottery process, the only temporary permits that will beissued are to those who already have a parking permit.Temporary permits will be issued in instances where a studentis forced to bring another vehicle to campus. The studentshould go to Security to request a temporary registration. Itwill be verified that the student has a parking permit and atemporary permit will be issued.
Registering a Visitor’s Motor VehicleAll visitors desiring to park their motor vehicle on BatesCollege property must register their vehicle with Security upontheir arrival. A temporary parking permit will be issued to thevisitor. There is no cost for this temporary permit. Visitorsmust comply, however, with the College parking regulations.For this reason it is the responsibility of any member of theBates College community who has invited visitors to thecampus to inform them of the parking regulations.
Registering a Faculty/Staff Motor VehicleAll faculty and staff of Bates College must register theirvehicle(s) as described above if they plan to park on campus atany time. Upon registering, they will be issued a Bates Collegeparking permit. There is no fee for a faculty/staff decal. If youalready have registered your vehicle and received a parkingpermit after September 1, 1993, your registration is still validand you do not need to reregister.
Important Registration NoteAny unregistered vehicle found parked on campus is subject tobeing fined and/or towed and stored at the owner’s expense,without warning or notice. If for some reason, you cannotproperly register your vehicle or the vehicle of a visitor,contact the Security Office immediately and speak to aSecurity Officer. Parking privileges are not transferrable andmay be revoked in the event of any application, permit orvehicle misrepresentation.
Parking EnforcementThe enforcement of these regulations is the responsibility ofBates College Security Officers. These officers may requireidentification of any person on campus. Refusal to complymay result in the issuance of a citation as well as the appropri-ate municipal police department being notified. Parkingregulations are in effect 24 hours a day, 365 days a year andare constantly enforced. Vehicles that are not parked indesignated spaces or their allotted group location (i.e. faculty/staff parking, student parking, etc.) will receive a parkingticket and/or be towed without warning or notice. In additionto this, parking is prohibited (whether it is posted or not) indriveways, walkways, building exits, fire lanes, on the grass orany place that would inhibit the access of emergency vehicles.In such cases, the vehicle will be towed and stored at theowner’s expense. The fine for parking tickets vary dependingupon the violations. Fines range from $10 – $75.
Parking SignsParking signs have been kept to a minimum to preserve thebeauty of the campus. Consequently, signs primarily willdesignate where you are allowed to park, rather than whereyou may not park. It is the responsibility of each student,faculty and staff member of Bates College who desires to parkon campus to obtain a copy of these regulations and campusparking map. The map clearly designates where faculty, staff,students and visitors may park, and it will be each person’sresponsibility to be familiar with the map and the locations oncampus where parking is permitted.
Revocation of Student Parking PrivilegesUpon accrual of five or more parking tickets, parking privi-leges are revoked for the remainder of the academic year andthe student’s vehicle (all vehicles owned by the student) areplaced on a BANNED VEHICLE list and may not be parkedanywhere on campus. Each time the vehicle is found oncampus, a ticket will be issued and a $75 fine will be chargedto the student’s account.
Revocation of Faculty/Staff Parking PrivilegesFaculty/staff members are expected to pay their tickets within14 days. Outstanding fines that are 30 days overdue will resultin the suspension of parking privileges and automatically placethe vehicle(s) in jeopardy of being towed. Parking privilegeswill be reinstated upon payment of all outstanding fines.
Parking AppealsIf an individual wishes to appeal a parking enforcementaction, he/she may do so by picking up an appeals form at theSecurity Office. This form must be submitted within sevencalendar days of the enforcement action to the ParkingAppeals Board at the Security Office. (Note: Appeals that arereceived after seven calendar days will not be heard). Theindividual is notified of the board’s decision, following thenext meeting. The decision of the Parking Appeals Board isfinal. The fact that there was no sign indicating you could notpark in a particular location is not a valid excuse and will notbe accepted by the Parking Appeals Board.
Special Circumstances
Loading and Unloading VehiclesVehicles may be parked temporarily in driveways close to thebuildings for up to 15 minutes for the purpose of loading orunloading the vehicle, provided that the emergency flashersare activated and the driver is available to move the vehicle.Vehicles parked for more than 15 minutes will be ticketed and/or towed without warning or notice. Keep in mind that thedriveways are fire lanes and must be kept open at ALL timesfor emergency/rescue vehicles.
Evening and Weekend ParkingParking in faculty/staff parking areas is open to students withpermits from the hours of 5:00 p.m. to 1:00 a.m. duringweekdays and from 5:00 p.m. Friday to 1:00 a.m. Monday,
weather permitting. Students may park in the Nichols Streetlot during weekday evenings and Sunday evenings from 5:00p.m. to 7:00 a.m. the next morning (weather permitting).Parking is prohibited on Bardwell Street and in the Olin lotbetween the hours of midnight and 7:00 a.m. This includesweekends. Parking on Bardwell Street is available to students,faculty/staff and visitors. Students living off campus are NOTvisitors to the College and are required to have a valid parkingpermit.
Parking During VacationsMerrill Lot will be used for parking during College breaks.Students who wish to leave their vehicles on campus over anybreak must contact Security with information dealing withtheir vehicles, as well as where they may be contacted in caseof an emergency. Students who are on campus during breakmay park in other designated spaces on campus during the day(weather permitting), but must park their vehicles in MerrillLot at night. Vehicles left in any other lots on campus afterthese times will be ticketed and/or towed without warning ornotice.
Snow Removal and Maintenance NeedsAny person using campus parking areas shall cooperate duringperiods of snow removal or required maintenance by movinghis/her vehicle promptly when required. Notices will be placedin all dorms and in the Bates Daily stating the dates and timesof snow removal or required maintenance. Any vehicleimpeding snow removal or required maintenance will betowed without warning or notice, and the owner will beresponsible for all related expenses.
Parking Map/Notices and E–mailGeneral parking announcements will be sent to particularcampus groups such as faculty/staff and students by e-mail.All persons with vehicles or who plan to have a vehicle oncampus are responsible for all information in parking e-mails.E–mail should be checked daily.
Parking MapThe parking map located on the reverse side indicates thedesignated areas where faculty, staff, students and visitors maypark. Please review the map carefully and park only whereindicated. In many instances, there may be no signs to directlyindicate where you may or may not park. Furthermore, pleasenote that the colors on the map indicate who may park in acertain area and do not indicate individual parking spaces. Itis the responsibility of each motorist to be parked within aclearly marked College-designated parking space. Keep themap handy and refer to it when necessary.
