The move announced today comes out of an “abundance of caution” to security con- cerns in the region, and not in response to a specific threat, Cook told reporters. Defense Secretary Ash Carter, in coordination with Secretary of State John Kerry, authorized the ordered departure for all DoD de- pendents in Izmir, Adana and Mugla provinces, Cook said. This step does not signify a permanent decision to end ac- companied tours at these fa- cilities, according to a news release from U.S. European command. “This decision allows for the deliberate, safe return of fam- ily members from these areas due to continued security con- cerns in the region,” he said. The decision impacts 670 out of the 770 Defense De- partment dependents in Turkey, Cook said, adding that it is his understanding that “this will move quickly.” The ordered departure ap- plies to all dependents whose sponsors are under the au- thority of the commander of U.S. European Command, and includes dependents whose sponsors are stationed at Incirlik. The presidential elec-tion season is in fullswing across the nationand it is very importantto understand the legallimitations that apply toall Department of De-fense (DoD) personnelwhen it comes to partic-ipation in political activ-ity. Guidelines forcivilian and militaryparticipation in political ac-tivity are provided through various DoD policies, di-rectives and notices. The most important thing toremember is that as representatives of the Depart-ment of Defense we are not allowed to take part inany activity that would imply DoD sponsorship, ap-proval or endorsement of a political candidate, cam-paign or cause. There has been quite a lot ofdiscussion regarding the primary campaigns, andwith the advent of social media, making a slip up inthis case has become a lot easier. DoD Civilian andmilitary personnel may generally express their per-sonal views on public issues or candidates via socialmedia. However, if you are identified by the socialmedia site as a DoD employee, you must clearly andprominently state that the views expressed are yoursonly and not the views of the Department of Defense.Additionally, while you may “follow,” “friend,” or “like”a candidate running for political office, you should not“share” or “re-tweet” comments or tweets from theFacebook page or twitter account of a political partyor candidate running for partisan office. For specifics,please touch base with your chain of command or con-tact your command’s legal office. We live in a globallyconnected and highly visible world as representativesof the United States government at home and abroad;regardless of the topic it is a good idea to keep thetone your posts on social media friendly and profes-sional.The deadline for filing taxes is just around the cor-

ner. The normal deadline falls annually on April 15th,but for those who serve overseas there is an auto-matic filing extension to June 15th. If you need moretime than that, you’ll need to initiate a separate re-quest. Filing your tax return, like voting, is a civicduty required of U.S. citizens at home and abroad.Depending on your situation, filing an accurate re-turn can be a complex process. For those in our com-munity that need a little help or an extra set of eyeson their documents the annual Volunteer Income TaxAssistance program is available by appointment tohelp through Legal Assistance Office. For those whoprefer to file on their own, you can visit IRS.gov forforms and instructions. Another option is using a taxfiling software or an online program to step yourthrough the process. Regardless of the method youchoose, please make sure you file before the deadlineto avoid any penalties. If you’re wondering how to best enjoy the great

spring weather this weekend, come out to CarneyPark and cheer-on our NHS Wildcats Softball andBaseball teams. Electric Bill Tax Change Effective 2016, the Ital-

ian RAI TV tax will becharged on electric bills.The charge is effective onyour first bill following 1 July 2016. The2016 total RAI TV tax of 100 euro will bedivided and charged over your remaining2016 bills. Refer to the following for yourspecific billing scenario:

1) Electricity contract through the NEXResidential Services Office: You are auto-matically exempt and NO tax will becharged.2) Electricity contract in your name and

directly billed to you: To receive an exemp-tion you must submit a letter to the Ital-ian tax office. The Housing Office will

assist you with preparing thisletter. Once the letter is pre-pared, you must send it tothe tax office via registeredmail (approximate cost is 6

On April 1, 1893, Navy Gene-ral Order 409 of Feb. 25, 1893,established the rate of ChiefPetty Officer.According to naval records,

the first mention of the chiefpetty officer was on a ship’smuster roll in 1775. This briefmention of the CPO title didnot resurface in naval historyfor almost 100 years. In 1865 a Navy regulation ree-

stablished the term chief pettyofficer. The term was first usedfor the ship’s Master-at-Arms.It made him responsible forpreservation of order and obe-dience to all regulations.An excerpt from an 1865 regu-

lation tasked the senior enli-sted person with the followingresponsibility: “The Master-at-Arms will be the chief petty of-

ficer of the ship in which heshall serve. All orders from himin regard to the police of thevessel, the preservation oforder, and the obedience to re-gulations must be obeyed by allpetty officers and others of thecrew. But he shall have noright to succession in com-mand, and shall exercise no au-thority in matters no specifiedabove.”This, however, did not esta-

blish the term chief as a rate. Itwas merely a function ratherthan a rate. Petty officers weredivided into petty officers of theline and petty officers of thestaff. Chief referred to the prin-cipal petty officer of the ship. The next reference to the term

chief was in U.S. Navy Regula-tions Circular Number 41dated January 8th, 1885. Hereagain the term chief refers to afunction or title rather than a

rate. The men filling thesechief billets were actually firstand second class petty officers. On Feb. 25th, 1893, President

Benjamin Harrison issued anexecutive order outlining thepay scale for Navy enlisted per-sonnel. This executive orderwas issued to the Navy as Ge-neral Order Number 409. Thisgeneral order divided the payscale into rates and for the firsttime listed chief petty officers.Both General Order Number409 and U.S. Navy RegulationCircular Number 1 listed chiefpetty officers as distinct rates.These documents went into ef-fect April 1, 1893. Since their inception, chief

petty officers have formed thebackbone of naval leadership,providing invaluable manage-ment, counseling and advise-ment of Sailors under theircharge.

As one of two Navy Morticiansassigned in Europe, he is the sole res-ident expert in all matters in Mortu-ary Affairs. His specialized skillset isa critical asset in managing the lossof active duty members, dependentsand retirees. If you wonder when you should turn off your personal computer (PC) for energy savings, here are some general guidelines to help you make that decision:Though there is a small surge in

energy when a computer starts up, this small amount of energy is still less than the energy used when a computer is running for long periods of time.For energy savings and convenience,consider the following guideline, if you are:• In the office, please turn off the monitor if you aren’t going to

use your PC for more than 20 minutes.• At home, please turn off both the CPU and monitor if you’re

not going to use your PC for more than two hours.Make sure your monitors, printers, and other accessories are on

a power strip/surge protector. For no mission essential equip-ment, turn off the switch on the power strip to prevent themfrom drawing power even when shut off. If you don’t use a powerstrip, unplug no mission essential equipment when it’s not inuse.

Sleep Mode and Power Management FeaturesMany computers available today come with a sleep mode or

power management feature. ENERGY STAR® estimates thatusing these features will save you up to $30 each year on yourelectricity bills. Make sure you have the power-down feature setup on your PC through your operating system software. Happy Birthday to the Navy Medical CorpsThe US Navy Medical Corps turned 145

years old this past month. The Navy Med-ical Corps which is comprised of medicaldoctors was founded on March 3, 1871.There are 31 Medical Corps officers as-

signed at U.S. Naval Hospital (USNH)Naples providing care for active duty, de-pendents, support personnel and retirees.Medical Corps officers provide medicalcoverage 24 hours per day at the hos-pital, offering a fully functionalemergency department and arange of services from primarycare to surgical sub-special-ties.The Medical Corps is com-

posed of graduates of U.S.medical schools who haveeither a Medical Doctor-ate (MD) degree or Doctorof Osteopathy (DO) de-gree. It takes approxi-mately five years followingcollege to educate and trainan entry-level MedicalCorps officer. Some pro-grams take longer. For example, a familypractice – seven years, emergency medi-cine – eight years, orthopedics – nineyears, and neurosurgery can take as longas 11 to 12 years of training after college.Even after all those years of school, doc-

tors must continue their education year

after year to maintain proficiency. AllMedical Corps officers maintain creden-tials through a state in the United Statesand are required to obtain ongoing educa-tional training. This training is calledContinuous Medical Education (CME).USNH Naples offers ways for our physi-cians to obtain CME credits by holding aweekly conferences, also known as grandrounds where we discuss pertinent med-ical topics. Our providers also obtain

Navy leaders announced March 30,the 2016 Sexual Assault Awarenessand Prevention Month (SAAPM)theme of “Eliminate Sexual Assault:Know your part. Do your part.”

The April awareness month is de-signed to build momentum for year-round efforts to eliminate the crime ofsexual assault, while making sure allSailors are treated with dignity andrespect.

“By sharing stories, ideas, and theresources needed to build awareness,we hope every command and everySailor takes away something mean-ingful from this month,” Rear Adm.Ann Burkhardt, director, 21st CenturySailor Office, said. “Leaders who feelempowered to make a difference andencourage their Sailors to do thesame, are the critical link to ensurewe end this crime across the fleet.”

Earlier this year, Chief of Naval Op-erations Adm. John Richardson, an-nounced five initiatives to help “endthe scourge of sexual assault” in ourNavy. “Eliminating sexual assault re-quires more than words, zero toler-ance requires an all-hands effort,” hesaid.

CNO’s five initiatives include: 1 - A Shipmate is not a “bystander.” If

you see something wrong, do some-thing right.

2 - Establish counselors within theFleet and Family Support Centers as aresource for victim support.

3 - Improve our personnel manage-ment practices and procedures, follow-ing a sexual assault experience, toensure our Sailors are put in the bestposition possible to succeed.

4 - Continue our efforts to educate ourSailors and reduce alcohol abuse in theNavy, particularly binge drinking.

5 - Better utilize technology to removecultural barriers and stigma associatedwith reporting a sexual assault orseeking advice and counsel.

In addition to asking Sailors to learn,discuss and think about sexual assaultprevention, commands are encouragedto organize events in April to highlightthe awareness and prevention of sex-ual assaults. Information, references,and resources can be found online atwww.sapr.navy.mil.

members battling terrorist groups in Iraqand Syria. Service members who werekilled or were medically evacuated from

those countries due to wounds or injuriesimmediately qualify for the award, as domembers who engaged in combat.Previously, the Global War on Terrorism

Expeditionary Medal recognized servicein Iraq and Syria, and service membersin neighboring countries such as Turkeywill continue to receive that award.The president establishes campaign me-

dals for large-scale and long-durationcombat actions or operations. InherentResolve meets the criteria, officials said.The entire operational area has been sub-ject to lethal combat operations. U.S. for-ces are executing an extensive aircampaign in the region. A U.S. division-plus force is providing command and con-trol, intelligence, and other advisoryservices.The award is separate from the Iraq

Many customers are under the impressionthat the Police Check MVRO provides correlatesto traffic tickets in Italy. This is not correct. TheMVRO Police Check simply ensures that your ve-hicle was not reported stolen in the Italian sys-tem. For traffic citation issues, please pay a visitto the Legal Office.

Selling/TransferringTransferring ownership to another AFI member

is a simple process. The seller must obtain a newsafety inspection on the vehicle if one has not beendone in the past 60 days. Next, make an appoint-ment with MVRO for both parties to sign the billof sale. Make sure your buyer has an AFI driver’slicense and that an insurance policy was initiatedon the vehicle in advance. It is best to not waituntil the last minute in case of technical problemsor the buyer is missing something necessary tocomplete the transfer. Any loan on the vehiclemust be paid off with proof of release of lien priorto the transfer.

ScrapIf the vehicle cannot pass a safety inspection or

you want to get rid of it, you can simply haveMVRO scrap it. Simply give MVRO a call and setup a time to deliver the vehicle to the scrap yardon Support Site. MVRO will meet your there toverify the VIN number. You will then bring the li-cense plates to our office and sign the paperwork.There is no cost involved unless the vehicle is not

running and must be towed at your own expense.Contact MVRO for a list of towing companies towork with. To process the scrapping, it is neces-sary to have both license plates and to have proofof release of lien if there had been a loan to pur-chase the vehicle initially. Additionally, the majorcomponents of the vehicle including; body, motorand tires must be intact and present.Despite best efforts, sometimes none of these op-

tions can be accomplished in time. In this case,the vehicle owner needs to assign a power of attor-ney (PoA) for the vehicle. PoAs are limited to 90days and the car must remain insured by theowner during this period. Choose a reliable PoAwho will sell, ship, or scrap your car for youwithin the time limit. No extensions may be made.Once expired, the owner, not the PoA, may becharged up to 32 percent of the car’s value and itwill be scrapped as an “abandoned” vehicle.MVRO is always available to assist customers
