Sean Patrick O’Malley, Arzobispo de laarquidiócesis de Boston estuvo en Lawrence,donde ofreció su primera misa en español,después de su recién nombramiento para dirigirla comunidad Católica de Massachussets.

El pasado domingo, 3 de los corrientes,más de 1,000 fieles de distintas nacionalidadesllenaron la Iglesia de San Patricio, en la CalleBroadway para ver de cerca al hombre quelleva en sus hombros la responsabilidad desanar las profundas heridas que han dejado enla feligresía, el abuso sexual de algunossacerdotes en contra de niños y la comprobadatolerancia por parte de las máximas autoridadeseclesiásticas.

Monseñor Sean Patrick O’Malley es elnoveno obispo y el sexto arzobispo de laarquidiócesis. Pertenece a la orden de losFranciscanos Capuchinos y ha ejercido comoobispo diocesano en tres diferentes diócesis deesta nación: la Isla de Saint Thomas, Fall Rivery últimamente en Palm Beach, Florida.

“O’Malley es el hijo del Diablo”, gritabamientras tanto un individuo vestido de negroportando un letrero que se identificó solamentecomo Leonard. Leonard se remontó a losabusos cometidos por la Iglesia Católica desdela Inquisición, hasta el abuso sexual recientede los sacerdotes. “Ellos (los sacerdotes) hanrepudiado su propia iglesia y engañan con susmentiras, yo hablo en nombre de Cristo, elúnico al cual debemos de obedecer”.

portando un letrero, (Jesús Salva), aunque dijono tener conexión con Leonard, expresó queestaba de acuerdo con lo que éste estabaproclamando. “Yo no represento a ningunaiglesia, yo sólo represento a Cristo Jesús. Aquícualquiera viene y le inventa un cuento de queestán ayudándonos, cuando en realidad estánhaciendo tanto daño a tantos niños, y cuandoestos ejercen sus derechos, los pisotean”, dijoVega.

“Yo creo que es maravilloso”, dijo porsu parte Pam Son, propietaria de BroadwayMarket, justo frente a la iglesia. “Esexactamente lo que esta ciudad necesita. Yocreo que él va a hacer la diferencia, estoyencantada de que (el arzobispo) esté aquí”,dijo Son.

Maggy, una residente de Lawrence quesólo dio su nombre, estuvo de acuerdo conSon, y piensa que este Obispo es maravilloso,“algo que hace tiempo necesitábamos”. Encuanto a los curas que han cometido abusoscon los niños, ella opina que deben serremovidos. “A pesar de lo que tengamos quedecir, la Iglesia necesita algo o alguien quenos mantenga unidos y yo creo que él es elhombre para hacerlo”.

Parece que nunca hay carencia de personasdispuestas a poner a la Ciudad de Lawrence en unasituación bochornosa. El viernes, 1ro de agosto,Andrea Traficante estaba en una peluquería del áreapintándose el pelo a la 1:30 de la tarde. Ya había oídorumores que la han visto arreglándose el pelo en horasde trabajo en una peluquería de la Ruta 114 enLawrence y otra el Merrimack St., Methuen, así quecomo esta vez la vi yo misma, decidí confirmarlo.

Llamé al Ayuntamiento para averiguar si ella estabade vacaciones o había pedido tiempo libre y me vienvuelta en algo muy desagradable. Lo que siguió fueun mensaje grosero de Andrea en el teléfono de mi oficina(lea la trascripción del mensaje en esta página.)

La Srta. Traficante no parece comprender que síes asunto mío cuando un empleado municipal, quienrecibe su pago a través de los impuestos que yo pago,está engañándonos en su trabajo.

Es bien sabido que ella tomó esa posición de $40,000al año sin tener los requisitos que pedían. La descripciónde la plaza dice que debe tener “conocimientosespecializados de planificación municipal, cursosuniversitarios con énfasis en proyectos o administraciónmunicipal; entre tres y cinco años de experiencia enplanificación municipal y administración de proyectos;bilingüe Español/Inglés” y ella no tenía nada de eso.Había otros candidatos que sí tenían esas calificacionespero fueron pasados por alto por la administración.

Hoy en día, la gente se pregunta qué ella hace porqueparece estar siempre tratando de justificar su salario,asistiendo a reuniones en las que no contribuye o resuelvenada. Para más, les da órdenes a sus compañeros detrabajo como si fuera su supervisora cuando ella mismano tiene supervisión y parece estar fuera de control.

Un buen ejemplo de esto es su teléfono de Nextel.Su teléfono celular sale de la oficina del alcalde y no deDPW. Todas las personas en ese grupo gastan entre $48y $56 mensuales. Yo pedí, bajo el Acta de Libertad deInformación, copias de las cuentas pagadas en los últimostres meses y en febrero, la ciudad pagó $166.91, en marzo$158.38 y en abril $148.20. Ella usa el teléfono celularde la ciudad como el suyo propio día y noche. Es ciertoque ella tiene que estar disponible un fin de semana almes. De los cuatro supervisores en DPW, cada uno tieneque estar disponible para emergencias un fin de semanapor mes así que no hay excusa para el uso excesivo delteléfono durante las noches y fines de semana.

Hablando de trabajo extra, ellos cobran $100adicionales por hacerse cargo de esas emergencias elfin de semana que están de turno. Ella no sólo se ganael dinero sino que pone por “Comp Time” o seacompensación de las horas extras. En menos de dosaños, Andrea ha acumulado 350 horas. Al saber eso,fui a ver al Director del Departamento de ObrasPúblicas, Frank McCann. El estaba disgustado por elcomportamiento de Andrea hacia mí pero justificó todolo que ella hace y dijo que todos los cuatro supervisorestienen acumulada la misma cantidad de horas porque estánescasos de personal y no puede darles tiempo libre.

La verdad es que el único supervisor que tiene250 horas ha estado en esa posición por más de 10años; los demás tienen una cantidad muy mínima. ElSr. McCann explicó que estas horas no se puedenutilizar como vacaciones. Debe ser pedido conanticipación (aunque no necesariamente por escrito)y aprobado por él. Con respecto a la pregunta de quépasará en caso de irse del trabajo municipal y el Sr.McCann dijo que tendremos que pagárselas. Esosucedió solamente un par de veces y fue lo que hicimos.

El año pasado alguien se jubiló con muchas horasacumuladas y le permitieron tomarse vacaciones antesdel retiro y las que no pudo utilizar, se perdieron. Segúnél, la ciudad no tiene una posición al respecto en cuantoa la forma de obrar con estas horas. Quizá ya es hora dehacer una regla. Los empleados son requeridos asistir alas asambleas del concilio y otras actividades fuera delas horas de trabajo y deben ser compensados por esetiempo. Los otros supervisores de DPW usan sus horasen cuestión de días manteniendo el balance muy bajo.

Pero, ¿cómo es que ella logra acumular esashoras? Andrea no mantiene record alguno y no ofrecedocumentación por la razón para reclamar que le debenese tiempo. Durante el invierno, se pasa la noche en

el garaje de la ciudad (según los empleados queresponden a las emergencias con la nieve para limpiarlas calles.) Una noche fueron a arreglar una tuberíade agua que se había reventado y ella estuvo allí hastalas 3 de la madrugada conversando con los obreroscuando no tenía por qué estar allí.

Como dije antes, Andrea hace sus propias reglasy no tiene supervisión. El viernes, 1ro de agosto,después de haberla descubierto en la peluquería a la1:30 de la tarde, ella llamó a su oficina y pidió quemarcaran la hoja del record de asistencia como quese tomaría el resto del día libre. Los empleadosmunicipales deben firmar esa hoja cada vez que entrano salen. El 1ro de agosto, su firma aparece al lado delas 8:30 cuando entró esa mañana. Aparece que sefue a las 12:00 pero su firma no está allí.

El martes, 5 de agosto, me llamó para disculparsepor el mensaje telefónico que me había dejado y lerecordé que este no fue el primero. Unos meses atrásyo estuve averiguando sobre su hábito de estacionarsu auto en cualquier parte y cuando la policía le poníauna multa, simplemente se iba al encargado de lasinfracciones de tráfico negándose a pagar y diciendoque estaba haciendo funciones del gobiernomunicipal. Cuando se enteró que yo estaba siguiendoel asunto, me dejó otro mensaje venenoso con lasmisma fraseología de “no es asunto tuyo.”

Le expliqué que no he tenido dificultad encontrandoa personas dispuestas a hablar conmigo una vez que seenteraron de lo que estoy averiguando. Me dijeron cosascomo “ella nunca anda por aquí durante el día”, “no esmás que una botella, un fantasma”, “hace el ridículo entodas las reuniones a las que asiste y es una malarepresentación para la ciudad entera”, hasta quejas deotros empleados que tienen que hacer su trabajo tal comoatender los mensajes en la línea telefónica sobre el grafitoy la basura. Como ella no es bilingüe (algo que laposición requiere), el Foreman de DPW y otros obrerosbilingües tienen que recoger sus mensajes. A todo esoella simplemente lo llamó “celos”.

Inmadura, sin experiencia, insensitiva… quiénsabe! Una cosa sí es segura: Andrea Traficante nodebe estar trabajando para la Ciudad de Lawrence.Ella le da a la ciudad un mal nombre.

Yo no he tenido undía libre en dos años. Así que, hoy tengo un día devacaciones. No necesitas llamar y dejarles saberque estoy arreglándome el pelo porque, ¿sabes unacosa? Yo no le robo nada a la ciudad. Estoytomándome un día de vacaciones hoy.

Si tienes un problema con eso, puedes hablarcon mi abogado para no tener que atravesar estasminucias otra vez. Así que, por favor, no trates decortarme mis horas o mantener un record de mishoras porque yo haré lo que me de la gana cuandome de la gana y tengo derecho a un día libre.”

Culpen al Comité Escolar

Lo hemos dicho por mucho tiempo: Este es el peorComité Escolar en largo tiempo. No importa cuántoWilfredo Laboy trata de evitar su culpa por el bochorno

que ha causado a la Ciudad de Lawrence, no hay excusa paraque él no tenga su certificación como SuperintendenteEscolar, para lo cual ha de pasar el examen que ha fracasadoya por tres veces.

Este hombre se crió en New York desde la edad de loscinco años y toda su educación ha sido en inglés. Ahora éltrata de culpar el idioma inglés por ser su segundo idioma.Cuando él llegó aquí, se disculpó por la calidad de su españolporque su primer idioma es inglés.

Cualquier extranjero que estudie inglés en este país conuna inteligencia mínima puede pasar esta simple prueba decomprensión de lectura que incluye puntuación, gramática,uso de las mayúsculas, etc. ¡Increíble! Esas reglas no cambiany una vez que son aprendidas, no hay razón para tener querepasarlas antes de un examen.

El lo sabía desde el primer día que tendría que tener sucertificación de Massachusetts porque así lo decía su contrato– y el Comité Escolar lo sabe! Sin embargo, le dieron unaumento de salario todos los años por haber cumplido consus obligaciones cuando la obligación número uno nunca fuerealizada. Lo que tenemos es un propagandista y un fraude.

Una sugerencia: Vamos a pagarle a Laboy según suslogros profesionales, los cuales deben ser medidos de acuerdoa la cantidad de estudiantes que aprueban el MCAS. Así quevamos a pagarle este año 52% de su salario. ¡Qué buenincentivo para que busque la certificación!

Blame the School Committee

We have said it for a long time: This is the worstSchool Committee in a long time. No matter howmuch Wilfredo Laboy tries to get out of the

embarrassment inflicted to the City of Lawrence, there is noexcuse for not having his certification as Superintendent ofSchools, for which he must pass that test which he failedthree times.

This man was raised in New York City since age five andhis entire education was in the English language. He nowtries to blame English for being his second language. Whenhe was hired, he apologized for the quality of his Spanishbecause his first language was English.

Any foreigner who studied English in this country withminimal intelligence is able to pass a simple readingcomprehension test that includes punctuation, grammar,capitalization, etc. Appalling! Those rules don’t change andonce they are learned, there is no reason to study for this test.

He knew from day one that he had to get certified inMassachusetts because it was stated in his contract – and theSchool Committee knows that! Yet, they gave him a salaryincrease each year for fulfilling his obligations whenobligation number one was not done. We have a preacherand a fraud.

One suggestion: Let’s pay Laboy according to hisperformance which should be measured by how manystudents pass the MCAS. So, let’s give him this year 52% ofhis salary. That’s a great incentive to get certified!

El Departamento Escolar estáaceptando sugerencias para nombrar ciertasáreas en el nuevo edificio. El auditorio,gimnasio y el cuarto de lectura van a sernombrados en honor de ciertos valiososindividuos.

Hay una lawrenciana que vivió en elbarrio de Carletonville toda su vida, cuyaremarcable historia debía ser inmortalizada.Louise Haffner Fournier ostentó muchostítulos durante su vida. Como presidente ytesorera de la Compañía Haffner, ella era ladueña de una línea de estaciones degasolina, lavado de autos y compañía depetróleo, y cada vez que era necesario, ellaarreglaría una caldera de calefacción oconduciría un camión de reparto; ella teníalicencia para ambas cosas.

Wetherbee SchoolUniversidad de Boston. Su agudeza en losnegocios era igualada por sus esfuerzosfilantrópicos. Mucha fue la sorpresa para todos losque asistieron a la actividad política deBárbara González el pasado 31 de julio,encontrarse con la noticia de que la principalatracción de la noche, Bárbara, no estaríapresente para dirigirse a su equipo decampaña y a los que vinieron a brindarle suapoyo en su intento.

“Bárbara Gonzáles está en el hospital”,declaró Ana Rodríguez, hablando a nombrede ella. Bárbara, candidata a Concejal at-Large, tuvo un accidente en el trabajo quela mantuvo todo el día en un hospital deBoston. “Ya que ella no está aquí, quieropedirles que sean ustedes la voz de ella enla comunidad”, dijo Rodríguez.

El Representante William Lantigua (I-Lawrence) que se encontraba entre lospresentes aprovechó la ocasión para haceruso de la palabra y desearle a la candidatauna rápida recuperación. En cuanto a lasrazones de González de correr para laposición de Concejal-at-Large, Lantiguadijo de que fueron las mismas razones quelo hicieron a él correr: “Que nuestracomunidad tenga la representación que semerece”, dijo.

There never seems to be a shortage ofpeople willing to make headlines placing theCity of Lawrence in an embarrassingsituation. On Friday, August 1, AndreaTraficante was having a hair color treatmentat a local hair salon at 1:30 in the afternoon.I had heard rumors before that she has herhair done during work hours and she hasbeen seen at another salon on Route 114 inLawrence and on Merrimack St., Methuen,so since this I saw her myself, I wanted toconfirm it.

Upon calling City Hall to find out ifshe was on vacation or had taken time off, Iinvolved myself in something veryunpleasant. What followed was a nastymessage from Andrea at my office telephone(read the transcript of the message on thispage.)

Ms. Traficante doesn’t seem tounderstand that it is my business when apublic employee, who is getting paidthrough my tax dollars, is cheating on thejob.

It is well-known that she was hired fora $40,000 a year position without the properqualifications. The job calls for someonewith “specialized knowledge of municipalplanning, college course with emphasis inmunicipal project/management; three-fiveyears experience in municipal planning andproject managing; bilingual English/Spanish” and she didn’t have any of those.There were other candidates who did havethe qualifications but they were overlookedby the new administration.

Today, people wonder what she does

because she seems to be always looking forways to justify her salary, attending meetingswhere she has no input or solves anything.To top it off, she gives orders to coworkersas if she were their supervisor when sheherself has no supervision and seems to beout of control.

A good example of that is her Nexteltelephone. Her cellular telephone comes outof the Mayor’s office instead of DPW.Everyone in that group spends between $48and $56 each month. I requested, under theFreedom of Information Act, copies of thetelephone bills for the past three months andin February the city paid $166.91, March$158.38, and April $148.20. She uses thecity’s cellular telephone as her own day andnight. Granted that she is “on call” oneweekend per month. Out of four supervisorsat DPW, they each have one weekend to beavailable for emergencies so there is noexcuse for the excessive telephone usenights and weekends.

Speaking of that extra duty, they get$100 additional to their pay for handlingthose emergencies one weekend a month.She not only earns the cash but put in for“Comp Time.” In less than two years,Andrea has accumulated 350 hours in CompTime. At that point, I met with the Directorof the Department of Public Works, FrankMcCann. He was visibly upset at herbehavior toward me but justifies everythingshe does and said that all four supervisorshave accumulated the same amount of hoursbecause they are stretched too thin and hecannot afford to give time off.

who has 250 hours of Comp Time has beenin that position for over 10 years; the othershave a very minimal amount. Mr. McCannexplained that Comp Time should not betaken as vacation time. It was to berequested (although not in writing) inadvance and approved by him. Regardingthe question of what would happen in theevent of her leaving the city employmentand Mr. McCann said that we will have tobuy it back. That happened only a coupleof times before and that is what was done.

Last year, someone retired with lots ofComp Time recorded and he was permittedto take vacations prior to his retirement andwhat he couldn’t take, was lost. He alsosaid the city has no position on how tohandle it. Perhaps they should come to some

agreement on Comp Time. Employees arerequired to attend council meetings andother meetings and activities after workhours and should be compensated for theirtime. The other DPW supervisors use thosehours within days of putting them in andkeep the balance low.

But, how does she earn those hours?She keeps no records and offers nodocumentation as to the reason for claimingadditional time. During the winter, shespends the night at the city yard (accordingto the employees who respond to snowemergencies to plow the streets.) One night,they went to take care of a broken watermain and she was there until 3 o’clock inthe morning just talking to the guys whenshe had no business being there.

Ruby had her way with the residents ofthe MI Nursing/Restorative Center(MINRC) in Lawrence, MA, winning themover in just seconds after arriving.

Ruby isn’t your everyday visitor toMINRC. She is a miniature horse ownedby Dianne Thomes of Dracut, MA. Thomeshad Ruby certified by the Delta Society fortheir pet partners program which providesanimal-assisted therapy services.

Thomes and her daughter Vicki, whois a music therapy major in college, visitedMINRC with Ruby where the residentsinteracted with the horse who was not onlytrained for pet therapy, but also had receivedall the necessary animal vaccinations beforebeing allowed to participate. The visit wassuch a big hit that more resident-horseencounters are planned.

Well I must admit the meeting wasmuch to do about nothing, unless for thoseof you following the Methuen Grant SignProgram, funded by your tax dollars.

I’m getting a random unconnectedthought, that perhaps sometime in the futureit would be an interesting story to total upall the thousands of tax dollars spent insignage over the last several years, andwonder just what happened to all those signsthat plastered the Red Tavern, complimentsof the tax payers, when Mikey Condon (oneof the incumbents vying to remain livinglarge), decked out in his coon-skinned cap,took up dwelling in the woods.

Back to the intimate little meetingwhere Spada was there to talk about signage,which was incredibly superfluous, in lightof the fact that the neighbors are stillclueless as to what is going to be cleanedup. I keep forgetting where I am. In porktown we are known for chewing the fat,never delving into the meat, just endlesslythrowing the fat back and forth in yourmouth, until you want to vomit!

What did come out of this meeting thatgot my attention was the fact the Spada hadfurnished the chairman of the ZBA with theRAM plan, but no one else has seen hide orhair of the document!

After the meeting I approached thechairman and requested a copy, which Iknow down right well will not beforthcoming because where the word publicinformation is whispered, the words are alsosilently mouthed, BAGHDAD TOODY,KEEPER OF ALL PUBLICINFORMATION IN THE TOWN OFMETHUEN. So, I am not being facetiouswhen I state this document will not becoming my way. It is a fact.

Another unsettling fact was that Spada,and our own Curt Bellevance, actingCommunity Director for the town paid bythe taxpayers (make that permanent CDdirector as of 8/4/03), and two members ofthe Zoning Board of Appeals, who arecitizen volunteers appointed by the queen,along with our consultant paid by the townwere present when these little soirée’s weretaking place trying to hammer out thedetails. I am talking about the precursormeetings that took place before the publichearing.

I am still stymied as to why these littletête-à-têtes never included the citizens, wholive in the area of the project, especially inthis case because there are so many that aresuffering living in a close proximity. Sincethis is such a problem site, wouldn’t it havebeen better to have the public invited to ALLthe meetings big or small?

I wonder if all the promises of thedeveloper Spada were to be accepted as thetruth, what would be the harm. In fact,would it have not brought out into thesunlight all the so-called misconceptionsand assail the fears of the neighbors?

According to the ZBA, Spada isallowed to obtain all the proper permitsBEFORE he unveils the cleanup plan.However, according to the PIP (PublicInvolvement Petition), he is out ofcompliance by not providing thedocumentation to the petitioners listed onthe PIP, of which I am one. Perhaps mycopy got lost in the mail, or even worse,rerouted to BAGHDAD TOODY KEEPEROF ALL PUBLIC INFORMATION IN

THE TOWN OF METHUEN.Even though the PIP is enacted for 254

Broadway and not 4 Gleason Street, Spadaclearly states at the first meeting mandatedby the PIP process he plans to adhere to thespirit of the PIP for the 4 Gleason Streetproperty because it is contiguous to the 254Broadway property, and HIS INTENTIONSARE ONLY HONORABLE WHEN ITCOMES TO THE CLEANUP DOWN ON4 GLEASON STREET.

I think we can safely assume thatsometimes the best-laid plans can be sentaskew. I’ll bet that is what happened downat the Pelham Street site where the volunteerZBA board and the town agencies (who arepaid exclusively by us the taxpayers toprotect our safety and well being), issuedall the proper permits and all the properGRANT MONEY, and TAX CREDITSwhich can be obtained because the land iscontaminated.

Just so my loyal readers know, when acitizen deliberately or inadvertently does notfollow a plan submitted for approval, thebuilding department, the health department,community development department, thefire department, the police department, theengineering department, the department ofpublic works… in other words, all the townservices funded by our tax dollars, are theones responsible for oversight and to makesure the deficiency is immediatelycorrected. This administration as well asthe last is confused. Their minions are

year, celebrated Breast FeedingAwareness Week. The Markethosted tables sponsored by ourproject partner, Lawrence WIC,providing important informationabout breastfeeding and nutrition.They had children’s activitiessuch as face painting andballoons. Additional nutritionalinformation will be provided byU Mass Extension Service as wellas environmental healthinformation from the Casa deSalud project.

The Lawrence DowntownFarmers’ Market is a sponsoredproject of Lawrence GrassrootsInitiative in partnership with U-Mass Extension Service,Lawrence WIC and the City of Lawrence(The Mayor of Lawrence and the Office ofPlanning and Development as well as theLawrence City Council). Three MerrimackValley farmers, Brox Farms of Dracut,Riverdale Farms of Groton and Boston HillFarms of North Andover, offered marketfresh, locally grown produce directly to thecommunity.

The Market derives more than twothirds of its income from Farmers Marketcoupons distributed through the USDA WIC(Women Infants and Children) foodprogram. These coupons, combined withsimilar coupons distributed to seniorcitizens through Elder Services, helpedLawrence area residents purchase nearly

$40,000 worth of nutritious local producelast year. Lawrence had the highest amountor coupon redemption as well as the highestrate of redemption in the Commonwealthof Massachusetts in 2002. convinced their job is, if it suits the reigningheir’s fancy, turn a blind eye. If theneighbors raise holy hell, buy them off; theprimary goal would be to shut them up.Believe me, there is a trail.

If you haven’t figured this out yet and Ido know my loyal readers have, thisoversight phase is only reigned down (pun)on some individuals, while others areallowed to consistently do the dirty and nota word is uttered.

I believe those that are held to higherstandard, it is called retribution, somethingthis administration has perfected to a fineart. The problem is while those in powerabuse it, the real important life threateningissues are never addressed. After all, thereis only so much time in the day andapparently a lot of people who need to betaught a lesson!

Obviously it has become apparent thatDavid Spada plum forgot to use some ofthe money he obtained from grants and taxcredits to clean up the land. In fact, recentlywithin 6 months, the Fox/Nissan Buildingsitting smack on contaminated land wasrented to plethora of tenants, thus colletingyet more money in the form of rent money,still not cleaning up the contamination.

You don’t think we are being scammedby this homeboy developer who has learnedwhat is ripe for the picking in pork town.These programs that Spada is takingadvantage to fund his new endeavor of theMethuen Assisted Suicide Living Complexare not only a local program, but also havestate and federal monies.

These programs seem to have noproblem giving out millions of our taxdollars to insure the safety and well beingof our citizens. Yet, inevitably, in thedelivering of these utterly benevolent andextensive so-called core services they neverend up benefiting the people supplying thecash.

If you remember, I saw Spada exitingour Community Development office on hisway to the little boy’s room. These programscome complete with a set of regulations andrules that would discourage a regular humanthat does not have politico connections,from deciphering the application. Seemsthat developers have unlimited access to ouremployees.

Tell me when does the time come forour Community Development office toadvise the regular citizen/taxpayer of theirrights when it comes to demanding publicinformation that details the results of testingthat was done with the citizen/taxpayer’smoney?

This communal use of our tax dollarsis being waylaid to greedy developers, withthe enabling of this administration and hermerry band of ass-kissers. By communal Imean it is all of us who contribute, butsomehow in the large scale of things, onlythe favored and palm greasing applicantsget the money. I do not see where this is inthe best interest of the financiers… US!

Not to mention the oversight at the stateand federal level, something I have learnedis non-existent. This will make for anotherstory after we deal with the clear and presentdanger, masquerading as our local officials.

In pork town we have short memories,and I think my loyal readers have to admitthat those appointed and elected officialsgouging themselves at the spout have allreceived the mummy treatment.

A ritual in ancient Egypt, whenpreparing a body to be mummified, thebrains were sucked out through the nose andstored in earthen jars. Has anyone been inthe queen’s suite as off late and counted thejars? There is at least seven and I wouldventure a guess a jar for every departmenthead that is currently being funded by yourtax dollars. “Be brief”, somebody yelled toKolofoles when he was getting ready toaddress the crowd at his gathering on August1st, at the Social Naturalization Club onBroadway.

Nicholas J. Kolofoles, District D, TowerHill Councilor, is running for re-election. Wellknown for his lengthy participations duringcouncil meetings, Kolofoles opted for ashort version of his speech, welcoming hisneighbors and friends, thanking them forcoming. “My reasons for re-election are:

Kolofoles’ night with friendsimprovement and progress of the district andthe city as a whole”.

Depriving Kolofoles of spreading hismessage would not do justice to this longtime city fighter that led the neighborhoodcharge against water privatization,collecting more than 1500 signatures.

So, forgive me, now you are going tolisten (read) what he had to say.

“Our gathering here this evening has adual purpose. First, that we have andenjoyable evening and perhaps get to knoweach other better. Secondly, I wish to convey

to you why I am running for re-election. Mycomments will be brief and to the point.

Response from residents in my districtwas overwhelming when I announced that Iwas running for re-election. I had noproblems gathering sufficient signatures toqualify me as a candidate. Speaking of beinga qualifying candidate, I was born andbrought up in Lawrence. My familyhomestead is on Tower Hill, so you mightsay I am a native son.

Being a lifelong resident of Lawrenceis not sufficient to be a candidate. Anotherqualification is the fact that I worked forthe City of Lawrence for 28 years. It wasn’tjust a job. The truth is that I love Lawrenceand felt I was contributing something usefuland productive to the community.

In those years I have seen City Halladministrations come and go. I have seengood and bad eras. Being civic minded andseeing Lawrence slowly recovering from abad era I felt I should involve myselfactively in city government and to make

whatever contributions possible to aid thebetterment of Lawrence as a city, and also,to ably represent constituents in my district.

I have done everything within mypower to do so and wish to continue to assistin the betterment of Lawrence; that’s mygoal. A case in point is that I was recentlyinstrumental in denying privatization of thewater department. With considerable effortson my part after learning that other citieswho had gone that route were undergoingincreased costs and contract violations, tomention a couple of problems amongstothers. Certainly would not be to thebetterment of Lawrence.

I have made it a point to always addressany problems a constituent may havebrought to my attention and will continueto do so. Remember, we are neighbors andTower Hill is one solid neighborhood; acredit to Lawrence.

Now is time for relaxation andenjoyment. I shall be available during theevening for any questions you may have”.

The buddy systemI was traversing back from Lawrence

on Lawrence Street the other day; whenwhat cruised by me was a black and whitecruiser. No, make that two cruisersfollowing each other. I do not understandwhy when our officer have to go to court,they take one of the cruisers that should beout patrolling our streets, fending off crime,protecting the innocent, instead they arestationed out in front of the Lawrence CourtHouse for all to see that Methuen isshorthanded when it comes to line cruisersout patrolling.

My suggestion would be to buy morecruisers to solve this problem… NOT.

Another facet of the buddy system thatI have also noticed as of late. While walkingthe neighborhoods collecting signatures forthe candidate I am supporting for mayor,citizens in some of the neighborhoods werecomplaining of lack of police presence andthe inaction to crack down on crime beingwitnessed by these citizens. I was stunnedthat our police force has claimed lack ofpatrol police officers when it comes topatrolling these neighborhoods, but when Iride through the Arlington neighborhood,the over abundance of cruisers equippedwith two uniformed police officers isunsettling.

Am I to believe that because theArlington Neighborhood is the target areaused to apply for the many many grantsMethuen receives to subsidize the policedepartment’s already hefty budget, the otherneighborhoods in Methuen that are alsoexperiencing difficulty are to be bypassed.

It will be interesting in the future to goback and add up all the grants and otherprograms that have been bequeathed on the

Arlington Neighborhood. I think that allmy loyal readers will agree that by nowthose streets should be paved with gold. Ordoes that other old adage whispered by theunion kick in… Don’t Kill the Job!

The final paymentMonday night, at the regular council

meeting where the knickknacks gather tobrainstorm. I am sure that my loyal readersknow I jest.

In a vote of 7-2, the knickknacksapproved old shar’s choice for a permanentappointment to the post of chief of police.When the meeting was over, the newlyappointed chief, scurried up to the queenand planted a kiss, I am not sure if it was onher lips, I had to look away. It reminds metoo much of good fellows. I wonder whenthe made-man bash is going to be, and if Iwill get an invitation.

The right hand boy of the chief, histrusty dawwg was present, and made acomment to one of the newly appointed fireboys that there were big ears in the crowd,and steered this boy out into the hall tokibitz. For the life of me I cannot understandall the secrecy, after all these boys AREPUBLIC SERVANTS.

If you thought for one momentpromotions in pork town are done fair andsquare, the best and brightest candidate getsawarded the job, think again. This littleappointment speaks for itself; it loudlyscreams that old shar has made the finalpayment on the police department.

of advertisement, death, Dear Abby andhoroscope and was impressed with the newresolution to hold accountable these roguedevelopers. I have one question: Is thisgoing to be retroactive? I have a list ofoffenders that need to held accountable.Hey, whatever happened to the resolutionthat Billy, bridgeboy Manzi put forth severalmonths ago? Wasn’t that also a bad-boydevelopers list?

Can my loyal readers now understandwhy I asked the retroactive question?

The Merrimack Valley YMCA’sLawrence Branch has been awarded a$5,000 JCPenney Afterschool grant to reachmore youth during the danger zone, thehours between 3 and 6 p.m. when as manyas 15 million of America’s youth are out ofschool, unsupervised and at risk fornegative behavior.

“We’re grateful for the continuedfunding from JCPenney Afterschoolprogram. This funding will enable us tocontinue to provide our SportsPlus programto 40 deserving youths,” said FrankKenneally, branch executive at theLawrence YMCA.

The Lawrence YMCA’s SportsPlusProgram is a unique literature-basedprogram that uses children’s earlyexperiences and interests in sports as avehicle to increase literacy, teach positivevalues, and raise self esteem. The programis organized around five theme models:teamwork, respect, responsibility, fair playand perseverance. Program lessonsintegrate reading, writing, speaking andthinking skills into the subject of sports.Students explore the curriculum in a numberof ways, including dialogue and discussion,cooperative teams, role-playing, journalwriting, brainstorming, and, of course,sports.

The Lawrence YMCA was selectedfrom more than 700 YMCAs nationwidethat submitted grant proposals seekingfunding for their afterschool programs.

With 450 YMCAs each awarded$5,000 this year, JCPenney Afterschool isinvesting another $2.25 million inafterschool programs. More than 1,500grants, totaling $9 million have beenawarded to YMCAs since the initiativebegan.

Preschool Childcare and Before and/or After School Childcare registration forSeptember 2003 will be held on Tuesday,August 19 and Wednesday, August 20, from9:00 a.m. to 12 noon and 4:00 p.m. to 7:00p.m. at the new Methuen YMCA, 129Haverhill Street.

The Methuen YMCA will offer classesfor adults and children during the FallSession (September 7 through October 25)and Late Fall Session (October 26 throughDecember 7). Registration begins onAugust 20 for YMCA programs.

The Lawrence School Department isaccepting suggestions for the naming of certainareas in the new building. The auditorium,gymnasium and reading room are to be namedin honor of some worthy individual(s).

There is a Lawrencian, who lived in theCarletonville neighborhood all her life,whose remarkable life story should beimmortalized in such a fashion. LouiseHaffner Fournier bore many titles in life.As president and treasurer of the HaffnerCompanies, she was the owner of a stringof gasoline stations, car washes and a fueloil company, and when necessary she wouldfix an oil burner or drive a tractor trailer;she was licensed to do both!

Louise held a masters degree fromBoston University. Her business acumen

Naming Wetherbee School areaswas equaled by her philanthropic endeavors.Her list of accomplishments would fill abook, she was the first woman elected tomany prominent local boards. GreaterLawrence Chamber of Commerce, 1957;Essex Broadway Savings Bank, 1976; morebanks, both hospitals, and scores of civicand cultural groups, the St. Ann Home beingone of her favorites.

Her most important role was that ofwife, mother and grandmother, accordingto her son, E. Haffner “Haff” Fournier whonow manages the family businesses.Perhaps the one thing most of us in the areaare most grateful for is the unlimited accessto the wonderful spring water on May St.which the Haffner family continues toprovide, free of charge to all of us.

They said thingslike “she’s never around during the day,”“she’s all about no show and phantoms,”“she makes a fool of herself at all meetingsshe attends and is a bad representative forthe entire city,” and even complaints thatshe has other workers doing her work likeretrieving calls from the Graffiti and TrashHot Line. Since she is not bilingual (asrequired in the job description), the DPWForeman and other bilingual laborers haveto retrieve her messages. To all that shesaid is just jealousy.

Immature, inexperience, insensitive…who knows. One thing is for sure: AndreaTraficante doesn’t belong working for theCity of Lawrence. She gives the city a badname.

¡La copa se quedó en el parque!, declaró IsabelMeléndez al entregarle la copa a Martín Puello, másconocido como Martín Piragua, después que éste ganarala Cuarta Caminata del Parque Campagnone, el pasado27 de julio, 2003.

“No fue fácil”, dijo Martín, “ya que este año teníaa un contrincante formidable”.Martín se refería a Carlos Roa, de nacionalidadcolombiana, con un historial olímpico comprobado. “Yome entrené por dos meses para esta caminata, sobre todosubiendo lomas”, dijo Martín.

Martín Piragua nació en la República Dominicanay desde temprana edad se destacó en el deporte delboxeo, el cual practicó profesionalmente desde el año65 hasta el 72. Durante esos años peleó en variasdivisiones, tales como pluma, ligera y welter. “Elmomento más emocionante de mi carrera boxística fuecuando representé a mi país en los Juegos Olímpicosde México en 1968”, dijo.

En 1981, la familia Puello, compuesta de Martín,su esposa Belkis y sus hijos Martín, Ana, Martina yEvelyn se radicaron en Lawrence. Hoy la familia hacrecido, con Echani Cordones, su pequeña nieta. Elmatrimonio opera un comercio de comidas al aire libreen el Parque Campagnone, en la esquina de las callesHaverhill y Jackson, en Lawrence, razón por la queMeléndez dijo que “la copa se quedó en el parque”.

Roa por su parte, compitió en el Maratón de losJuegos Olímpicos de Colombia en 1972, quedando enel #19 entre los corredores de 58 países participantes.En el año 1991, fue seleccionado el Atleta del Año delEstado de New York. “Para ser seleccionado el Atletadel Año, hay que competir en todas las competenciasde atletismo que se celebren ese año”, dijo Roa.
