Dos Concejales de la Ciudad deLawrence han solicitado un recuento de losvotos que obtuvieron durante las pasadaselecciones. Ellos son, el Concejal at-LargeNunzio DiMarca y la Concejala por elDistrito F, Marie Gosselin.
“No lo hago por mí, sino por misconstituyentes que me lo han pedido. Nocreo que los resultados vayan a cambiar”,dijo la veterana concejala que perdió suasiento por 56 votos de manos del novicioMichael Fielding.
El Departamento de Elecciones hafijado la fecha del lunes, 24 de noviembre,a las 9 de la mañana, en la Cámara del
Concejo Municipal, donde serán contadoslos votos del Distrito F.
El martes 25, a las 9 de la mañana, enel mismo recinto, serán contados los votosque obtuvo DiMarca. DiMarca necesita porlo menos 54 votos para sobrepasar a IsraelReyes y de esta forma mantener su sitio enel concejo.
El escribano de la ciudad, Sr. JamesMcGravey, estima que el costo total delconteo oscile entre $3,200 y $3,400. “Elconteo del Distrito F costará un tercio deesta suma, ya que se hará con solo dosmesas. El conteo at-Large es más caroporque se utilizarán cuatro mesas, paracontar la ciudad entera”, dijo McGravey.

El Comité Escolar de Lawrenceplaneó tomar un voto sobre la extensióndel contrato del SuperintendenteEscolar el martes, 18 de noviembre. Esamisma tarde, pregunté por qué elAlcalde Michael Sullivan favorece estaidea y me dijeron que “él tiene queapoyar al superintendente.” Tambiénme aseguraron que sería una reuniónmuy breve ya que el alcalde leería unacarta del Sr. Laboy retirando su peticiónde que le extendieran el contrato y nadamás. Esto es algo que le conviene quehagan antes que los nuevos miembrostomen juramentación. No habríaparticipación pública para evitar elambiente de circo que era de esperar.
Varias personas llegaron antes delas seis de la tarde con la esperanza deexpresar su opinión al Comité Escolarpero no había una hoja disponible paraque firmaran. Entre ellos, Frank yDottie Incropera, Rick DiZazzo, EddieCosta y Bill Collins.
De repente, la reunión comenzó yel Alcalde Sullivan tenía una hoja confirmas. ¡Qué coincidencia que todas laspersonas en esa lista pertenecen a unaiglesia o al sistema escolar y todosalabaron la labor del superintendente enapoyo de la extensión del contrato.
Amy McGovern insistió que estareunión no debía llevarse a cabo yleyendo las regulaciones, pudoconvencer a sus colegas que no debíantomar ningún voto ya que esta era una
reunión ilegal. El Alcalde Sullivanentonces decidió llamarla una“Reunión Informativa” permitiendo laparticipación pública que tenía en sumano.
Una joven, Omayra De Hoyos atacópersonalmente a Amy McGovern y apesar de quejarse al alcalde porquesegún las reglas no deben permitirataques personales, el Alcalde Sullivanalzó la voz permitiéndole quecontinuara. Lo que el público no sabees que ella es empleada del Sr. Laboy yes miembro de su iglesia. La hermanade ella también es empleada en laOficina Central.
El Sr. Laboy le tiene prohibido atodos los empleados hablar en públicoo con la prensa pero obviamente no esasí cuando sea para su propósito.
Cuando el Alcalde Sullivan anuncióque la participación pública de lareunión había terminado, hubo muchoruido desde la audiencia. Los residentesque habían llegado temprano y nopudieron encontrar la hoja para firmary hablar durante la participación públicase enojaron muchísimo.
Lo que debemos preguntarnosahora es quién está realmente operandoestas reuniones. El Alcalde Sullivandijo que no habría participación públicapero Laboy se las arregló para tener unalista de sus secuaces para que hablarany el alcalde obedeció.

“El trabajo de Joselyn era ayudar a laspersonas que no eran ciudadanos a obtenerla ciudadanía”, informó Alfredo Cruz alhacerle entrega a Joselyn Chalas de unaproclama en nombre del RepresentanteEstatal David Torrisi. “Por ese trabajo, ellarecibía pago, pero muchas personas se leacercaban pidiéndole favores. Ella nunca lenegó su ayuda a nadie, por lo que se merecetodas las presentaciones que hoy harecibido”, dijo Cruz.
Joselyn Chalas ha enseñado clases deciudadanía por espacio de casi 7años, a másde 3,000 adultos que utilizaron lasfacilidades que el Lawrence FamilyDevelopment & Education Charter School,ofrece desde su Centro María del PilarQuintana, situado en el 34 de la Calle West,en Lawrence.
Joselyn y su esposo han comprado unacasa en Springfield, Massachusetts, a dondese han mudado, razón por la cual ella harenunciado a la Charter School, segúnexplicó ella.
Por esta razón, el pasado viernes 14,sus amigos de Lawrence decidieron hacerleun homenaje en el Heritage State Park de laJackson Street, de 5 a 7 de la tarde, segúnrezaba la invitación que recibimos del Sr.Alfredo Cruz. Por otra parte y a través delos programas radiales, se supo que elhomenaje terminaría con comida y músicabailable en Mi Casa Hall, del 525 de la CalleEssex.
Dado lo acontecido en los homenajescelebrados en el Heritage State Park y en
Mi Casa Hall, cabe calificar de Demócrataal primer homenaje y de Independiente alsegundo.
Me explico: En Heritage State Park,Alfredo Cruz leyó una proclama dedicadaa Joselyn Chalas, firmada por los tresrepresentantes de la ciudad, David Torrisi(D - North Andover), Barry Finegold (D –Andover) y William Lantigua (I –Lawrence), mientras éste último seencontraba sentado, no entre los dignatariosinvitados al evento, sino en el público, enla última fila. Además, Nancy Stolberg,representante de la candidatura de JohnKerry para presidente, le entregó a Joselynuna proclama del candidato.
En Mi Casa Hall, al RepresentanteWilliam Lantigua (I-Lawrence) le tocó leersu propia proclama, similar a la anterior,avalada por los tres representantes de laciudad, mientras agradecía por haber sidoinvitado a ambos eventos.
Al día siguiente, sábado, durante elprograma radial de la Asociación deComerciantes, José Silverio hizo fuertescríticas al comportamiento de Cruz, quecalificó de ofensivo, al no permitir que elRepresentante Lantigua leyera la proclama.Posteriormente, Cruz ha estado llamando adistintos programas radiales, donde justificasu acción declarando que el RepresentanteLantigua fue invitado a leer su proclama yrehusó hacerlo.
Es obvio que entre el RepresentanteLantigua y el Sr. Cruz existendesavenencias. Cualquiera que sea elmotivo, ha sido lamentable que estas
desavenencias se hicieranpúblicas durante la celebracióndiseñada a honrar a la personade Joselyn Chalas.

Con la seguridad y el optimismo de unposible ganador, reflejado en su rostro y enla firmeza de sus palabras llegó a Lawrenceel candidato presidencial por el PartidoReformista Social Cristiano de la RepúblicaDominicana Ingeniero Eduardo Estrella,quien presentó a su partido como elsinónimo de salvación en los momentos dedescomposición que actualmente vive laRepública Dominicana.
Estrella dijo que un gobierno suyoestaría enfocado básicamente en la creaciónde un proyecto de desarrollo de su paísdonde existe un interés sobre especial en lageneración de empleos para las pequeñas ymedianas empresas. De igual maneratrabajar por el desarrollo del turismo el cualse inició durante el gobierno del partido querepresenta.
“Otro proyecto sería el incremento dela zona franca y a través de la prioridad quedemos a los institutos tecnológicos queexisten, trabajaríamos por dos de lossectores más importantes de cualquiernación como es la salud y la educación.
Al hacer una panorámica de la crisissocio económica del país Estrella señaló queésta es realmente tétrica, difícil, donde lamoneda nacional está devaluada; encomparación al dólar se cambia al 40 por 1.
“Asimismo la inflación va más allá del35% este año y el aumento de una nóminaprácticamente parasitaria del gobierno queen comparación al pasado año se ha vistoaumentada en más de un 20%”, dijo.
Agrega el político dominicano, que enrelación al costo de la vida, la canastafamiliar dominicana ha subido de unamanera galopante y la pobreza es cada vezmayor.
Otra de las áreas afectadas de acuerdoa Estrella, durante el gobierno de HipólitoMejía es lo que se refiere al empleo, ya queel desempleo va en aumento, al punto quecuando los jóvenes egresan de lasuniversidades no consiguen trabajo paraponer en práctica lo aprendido.
“Ante el aumento desorbitante de ladeuda externa, la gente ha perdido laconfianza en el gobierno, no hay fe mientrasexiste la repatriación de capital, pero almenos tienen la esperanza de que hay unaselecciones al doblar de la esquina”, aseveró.
El candidatopresidencial indicó queel PRSC está preparadopara salir vencedor enuna primera vuelta yque en política siempreexiste una segundaestrategia y para laentidad política laestrategia B es ir a unasegunda vuelta de sernecesario.
También dijo queestán abiertos al apoyode otros partidos y enparticular del PLD y elPRD puesto que de esaforma estaríandevolviendo los favoresque el PartidoReformista le ha hecho.
Eduardo Estrellavisitó la Ciudad deLawrence este martesinvitado por la Filial delPRSC y el Movimiento InstitucionalReformista y durante su corta estadíadesarrolló una apretada agenda que se iniciócon una visita de cortesía al Alcalde de laCiudad Michael J. Sullivan quien le entregóun reconocimiento dándolo la bienvenida aLawrence. Por su lado el presidente delConcejo Municipal Marcos Devers entregóuna resolución al candidato presidencial,ambas entregas se realizaron en la salacapitular.
Durante el encuentro con el alcalde,Estrella agradeció al jefe municipal el tratodispensado por Sullivan a los dominicanosresidentes en esta ciudad.
Luego de su visita a la alcaldía, elpolítico se dirigió junto a la comitiva que loacompañó, hasta la residencia de EpifanioMinaya, ex presidente de la filial del partidoreformista.
Concluida la visita, el candidato, sucomitiva, junto a los miembros de la filial ydel Movimiento Institucional Reformista secongregaron en el local de la organizaciónpolítica donde simpatizantes, amigos yrepresentantes de los partidos de laLiberación Dominicana y RevolucionarioDominicano tuvieron la oportunidad de

La Senadora Sue Tucker anunció queel Senado de Massachusetts aprobó suproyecto de ley el miércoles expandiendola definición del término veterano, facili-tando a miles de veteranos en Massachusettsacceso a beneficios estatales. Muchosgrupos de veteranos del estado han pedidoeste proyecto por varios años.
“Fue una batalla larga pero estoy muycomplacida con los resultados,” dijo laSenadora Tucker, Chair del Comité deServicios Humanos y Asuntos de Ancianos,el cual se encarga de los asuntos de losveteranos en la Legislatura. “Creo que elestado debe reconocer a todos los hombresy mujeres que han servido honorablementeen el servicio militar.”
El proyecto de ley de Tucker aproximamás la definición de lo que es un veterano alas normas para los beneficios federales aveteranos. Primordialmente afecta aquines sirvieron entre 1975 y 1990.También incluye a un pequeño númerocuyo servicio entre 1946 y 1950. Los queestán sirviendo actualmente están cubiertosbajo la Guerra del Golfo la cual comenzóen 1990.
La ley actual en Massachusetts definea un “veterano” basado en el servicio militardentro de cierto período de tiempo cuandolos Estados Unidos se vieron envueltos encombate. Con pocas excepciones, los quesirvieron entre 1975 y 1990 hoy en día noson considerados como “veteranos.”

Este singular programa permite quelos miembros del Lawrence Boys & GirlsClub tomen parte en una serie de doceexperimentos educacionales y divertidosde una variedad de disciplinas científicas.Al final de cada sesión, los estudiantesllevarán sus proyectos a casa para poderexplicar su creación científica a susfamiliares y amistades.
“Estamos muy contentos con esteprograma. La mayoría de nuestros niñosasumen que la ciencia es aburrida hasta quese dan cuenta que los experimentoscientíficos pueden ser mucha diversión,”dijo Markus Fischer, su director ejecutivo.

This unique program allows membersof the Lawrence Boys & Girls Club to engagein a series of twelve fun and educationalexperiments from a variety of scientificdisciplines. At the end of each session, thestudents take their projects home and explaintheir scientific creations to family membersand friends.
“We are really excited about thisprogram. Most of our children assumescience is boring until they realize thatscientific experiments can be lots of fun,”said Markus Fischer, executive director.

Just so, the collaboration who wrotethis easily refutable letter that has so amusedme knows, the City of Lawrence has morethan a 10% saturation of affordable housing,a glowing example of City Planning at itsbest. Something to emulate, or so my letterauthor thinks, Methuen Citizens what doyou think?
I loved the line 10% is what the Stateof Massachusetts wants every communityto meet - a goal. I know my loyal readersknow this, but for those of you who are justjoining the Rumbo family, according to theState of Massachusetts, this 10% figure isonly viable for those communities planningon belling up to the addictive GRANT BAR,which by the way, Methuen is gorging itselfon.
In all actuality the 10% saturation hasbeen a moot point for a very long time.Think about it, Andover has reached its tenpercent, and they do not have as many“Please Come Rape and Pillage” signs asthe lovely confines of pork town does.
I have been doing a little research atthe state level. I know you are not going tobelieve this, but our own beloved queen hasbeen keeping secrets from certainneighborhoods. Secrets have a way ofcoming out, especially when they were keptnot for the good of the citizens of Methuen,but for enhancement of the ruling party tobooster her campaign coffers, her power and
just all around creature comfort.It’s not good when the queen gets
cranky. It proliferates her propensity fortaxpayer-funded revenge, something elsethat is not a core service to the taxpayers,but in this monarchy a necessity. Nothinglike keeping the serfs down, making themspend their hard earned money, defendingthemselves against trumped up charges allthe while paying their taxes, funding theperpetrators. I am getting off track this isanother whole series of stories that will betold under the heading of, “TAXPAYERFUNDED REVENGE”.
It has come to my attention that oldShar, as the mayor of this lovely haven wecall Methuen, was in the possession ofinformation, dated August 16, 2002 thatlisted important changes in the Chapter 40Blaw. 40B, the developers spiked club,enabled by greedy local pols has nowundergone a legislative change that iswaiting to be adopted by the DCHD, if ithas not already been.
For now Methuenites, I want you toremember the date August 16, 2002, this iswhen our illustrious queen knew that“emergency regulations” could be sought tostave off the 40B rape and pillage.
Here is a brief synopsis of just whatthe queen knew. As of August 12, 2002,municipalities can: Count locally-subsidized housing units as part of their 10%affordable housing requirement, countapproved accessory apartments constructedafter July 1, 2002, count group home units,count affordable housing units developedwith community Preservation Act funds(those units serving households at 80%median income).
Now tell me East Enders when did theArchstone Project pass? Now tell me WestEnders when did the Stone Castle Projectpass? Now tell me Central Districters whendid the Methuen Assisted Suicide LivingComplex pass?
Have we ever received an honestreliable inventory of just much affordablehousing Methuen now has? Do you thinkthat the queen was paying off favors? Whatdo you think she got for this? Knowing fullwell that Methuen could have refused togrant theses permits on the basis of the 40Blegislation on the horizon and have signedon to the “emergency regulations” that wereoffered from August 12, 2002 to October11, 2002.
Also keep in mind that Mitt Romneyappointed our very own queen to the boardassembled to study the 40B statute. At thetime I believe I remarked that old shar hasnever seen a 40B she hadn’t embraced. Imust be a fortuneteller!
If you thought you were betrayedbefore, all I can say is you ain’t seen nothingyet! A lame duck with a propensity forrevenge and now the sky is the limit. Thereis always the recall route!

I loved the way the daily record ofadvertisement, death, Dear Abby andhoroscope editorial team took the time tothrow their weight into the queen’s corner,the very same day the front page read,“Flares’ Effects: Radio Interference, WildTheories.” The Flares Effect seems to havewreaked havoc on their judgment as well.
I am still laughing about their opinionthat even though old shar is the big bully onthe playground and has no problem crushingher dissidents beneath her heel, she is stillthe editorial board’s choice. I wonder, doany of them live in Methuen? Are theyaware that Sharon M.oney Pollard has takenothers’ accomplishments and put her nameon them?
It goes on to say that she willshamelessly use her political tentacleswhich, by the way, were developed at theknee of the corrupt midge (Howie Carrrefers to Billy Bulger, the ex MassachusettsSenate President that way). If you have been
following his antics, he has abruptly leftpublic service, with a golden parachute. Ibet old shar would sell her soul for, if shehadn’t already sacrificed it, to be the queenof Methuen.
The most intriguing part to the wholeendorsement was the fact that the editorialboard chose to mention that Pollard’s anticsare legal. I know for a fact one that is not,whether she makes someone else fall on hersword, yet remains to be seen.
If public information were indeedpublic in the Town of Methuen, many otherantics would be scrutinized. The truth willcome out, it always does.
The editorial board also goes to lengthsto tell of the fierce hatred by Pollard’sopponents. Did they ever stop to wonderjust what type of behavior would incite thatintense emotion?

Letme refresh your memories and list them foryou, Kevin Barry, Ryan Fortune, MichaelGiarusso, David Lahey, Steven Moriarty,Richard Talbot, Christopher True and DerekWinsor.
After having read, in the article, oldShar’s diligence to maintaining the 96person department, and of my owndeduction, noticing the just-before-the-election appointments, I could not helpmyself and must once again prove old sharto be the pathological liar she is.
As the forked tongue monarch hasprofessed time and time she does not baseher appointments on the fact of patronageand ass-kissing ability. If that were the case,would one not appoint according to theorder of the civil service list. After all thesemen and women must take a test to bequalified. Their placement is then derivedaccording to highest score.
Logically thinking and I know, I knowin pork town there is no logic, but wouldone not appoint from the top of the list, thehighest scorers? I decided to request fromthe Keeper of All Public Information in theTown of Methuen, Baghdad Toody, thecurrent civil service list.
Loyal readers you are going to love thisstory. As usual my requests cannot beanswered one second before the 10-day limitthe town has by the law. On October 24,2003, I received a letter from Tina ToumaConway, an answer.
This is what it said. My request hasbeen forwarded to Town Clerk, Conway bythe Keeper of All Public Information in theTown of Methuen, Baghdad Toody, whichin itself is an astronomical waste of time.In every other haven in the Commonwealthof Massachusetts, regular people, citizensof the community, taxpayers can go into thedifferent departments in their town and cityhalls and request PUBLICINFORMATION. I know you in pork townare not going to believe this, but thesecitizens actually get what they ask for.
I have been conditioned by BaghdadToody, Keeper of All Public Information inthe Town of Methuen after many, many rapson the nose with a wet newspaper, that ALLREQUESTS MUST BE SENT TO HER.Isn’t it strange now that the procedure hasbeen suddenly changed? You don’t thinkthat someone at the state level used the oldwet newspaper trick on her nose?
Next the letter stated that, you said youwanted public information…IT’S GONNACOST YOU! Search Time: .5hour@$16.35/hr = $8.18, Photocopy Cost:7 pages @ $.20/pg = $1.40, Total Cost$9.58. A ten spot if you will!
It just so happens that last week bychance, I happened to be at the State House,listening in on yet another Civil Serviceboondoggle being perpetrated by twoknown suspects, the acting badly chief ofpolice and our legal beagle Moe. Anotherstory for another time.
While I was there I decided to get thecivil service lists for the fire and police forMethuen. The woman was cordial,courteous and unbelievably quick. I wasexpecting to be hanging around for ten dayswhen it only took ten minutes and I was notcharged for the list. The list I got was
complete and comprised of 15 pages.I wonder just what list Town Clerk
Conway was going to give me? It was only7 pages. You don’t think they needed theten days to make up old shar’s version ofthe civil service list?
You would also think that since thesemen were just appointed from the civilservice list on October 14, 2003, it wouldbe at Tina or Toody’s finger tips and nottake a half hour to find it. I say these girlsneed to streamline their offices to be moreefficient. Call up Kingsley, head of thesuper-duper computer department and askwhich button to push on your computers.After all, the taxpayers are paying for thebest and we just ordered over hundredthousand dollars worth more of computers.Perhaps the girls need computer lessons.
Let me put the appointees in order onthe civil list that I received from the state.Number 8, Steven Moriarty, whose name Ido not recognize, hopefully he has obtainedthis post due to merit, though I wonder whywe skipped over the first 7 on the list. Doesany of my loyal reader recognize this name?
Number 9, Richard Talbot. Hey, isn’tthe dawwg’s wife, and executive secretaryto the queen at a whopping 42K plusbennies, (it must be her prowess for balloonblowing up), originally a Talbot?
Number 19, Kevin Barry. Accordingto the payroll for the fire department, aWilliam Barry is a Lt. on the force, andconveniently his household has alreadygiven the queen’s coffers a measly $239 onthe last campaign finance list. You do notthink there is a connection, do you?
Also number 19, Ryan Fortune. Againthis name does not ring a bell. But againone must wonder the jump to 19 forgoingall the names from 1 to 18. Let me alsoclear up something that might be puzzlingmy readers. On some of the numbers thereare more than one candidate. This meansthat their test scores were tied. This alsomeans that Ryan was in actuality number22 on the list.
Next we have Michael Giarusso, andagain I am hoping for merit hire, but alasnumber 24 on the list.
David Lahey slides in at number 24also. I tried calling Phil Lahey, candidatefor Central District Councilor but could notreach him. I was going to ask if there was arelation.
Number 24 had a lot of ties in the score,because Christopher True was also thatnumber. Sources have told me that Chrishad a relative on the police force nowretired. It just so happens that Chris is alsolisted on the campaign finance list forhaving graced the queen’s coffers with yetanother measly $145. It also appears thatChris is running a landscaping businessfrom his residential property. The firefightergig would just fit nicely to an already homerun business. When you have friends in highplaces the sky is the limit. Be sure andfollow the series, “TAXPAYER FUNDEDREVENGE”, you will know I have no suchfriends.
Last but certainly not least, we haveDerek Windsor, number 32 on the list, thesixth 32nd mind you, actually making himnumber 37. If you remember when lastDerek shot off his big mouth at the podium,my comment after I found out he had takenthe civil service test that I think we can bankon the fact that he was not one of the topscorers. Shooting your big stupid mouth
off does not count toward the score of thecivil service test. Too Bad! But then Derekseems resourceful and pressed those big lipsinto service and planted them firmly on thequeen’s rump! Something that turned outto be a marvelous decision.
I think my loyal readers will alsoremember his resounding, grandstanding,nonsensical display at the Deputy DawwgShow. Where he got up to whip the crowdof head butters into a frenzy (which by theway, was not hard) so that the knickknackswould establish the position of DeputyDawwg and appoint that card Joe Alaimoto the post.
At the time, I wondered just who thisdark horse Derek was. Ask and you shallreceive, he is classified as Tree Surgeon onthe payroll, a heady appointment if thereever was one. If you all remember, he wasin charge of the light bulb change on theChristmas Tree, AKA 4th of July Tree.
After Derek came out of the closet atthe Deputy Dawwg Show and showed ushis stuff, which prompted an article by me,
Civil Service - Methuen styleI received more information on DerekWindsor that I will now relay to my loyalreaders. Derek doesn’t really like to workhard and has smelled the rape and pillagescent coming from our quaint little havenof Methuen and has set up house. Accordingto sources Derek is a newcomer in town,and already deft at huffing.
You know folks in Derek’s defense ofhis gum flapping at the Dawwg’s Show, himbeing a newcomer and all, how could hehave known that the Alaimo family has costthe town over a hundred thousand dollarsin hush money to quell the bad behavior theypracticed on several occasions. Derek justgot too much gas too fast, and nowunfortunately we the people will be payingthe price.
So much for merit… BRING ON THEPATRONAGE, UNQUALIFIED HACKS!

Two Lawrence City Councilors arechallenging the election results and areasking for a recount. They are Councilor at-Large Nunzio DiMarca and District FCouncilor Marie Gosselin.
‘I’m not doing this for me. I don’t thinkthe results are going to change, but myconstituents are asking me to do it”, saidthe veteran District F Councilor Gosselinwho lost by 56 votes to novice MichaelFielding.

Our young, hopeful, Todd Woekel,lost the election. That is sad. Sadder tothink how pathetic the Methuentownspeople are to have allowed queenieto reign again. She is going to demolish usnow. She does not have to worry aboutbeing reelected so she will do as shepleases, not that she hasn’t been doing so.I am very disappointed in my fellow-Methuenites. I thought they were smarterthan that. Oh well, they have two years tomull over their error while they are digginginto their wallets.

I wish to congratulate Nicholas J.Kolofoles on being re-elected as theCouncilor of District D, in spite of all theobstructions he had to overcome.
Specifically, he voiced an objectionto voting for the Lawrence AirportIndustrial Park development as he neededadditional time to review the package.
In accordance with the City ofLawrence Charter Rule 12, LegislativeProcedures, Section C, Charter Objection,Councilor Kolofoles was well within theRegulations to request the additional twoweeks. At the subsequent council meeting,Councilor Kolofoles had the opportunityto review the package, discuss the issueswith the administration, was satisfied withthe answers and voted for the approval ofthe plan.
Further, it will take from one to twoyears before the Enterprise Commissioncan develop the land. Other importantfactors to be taken into consideration arethe market value of this land, andsubsequent sale and or lease.
I applaud and commend CouncilorKolofoles for this audacity and stand as aman who has the courage of his convictionsand the guts not to cave in under pressure.
The people of Lawrence are indeedfortunate in having such a dedicated manon their Council.

The Merrimack Valley Project (MVP),a regional organization of congregations,unions, and community groups, is close tosecuring final implementation of a state lawthat will promote the reconstruction of tax-delinquent properties in the city, after nearlya year and a half of work. “There are hundreds of tax-delinquentproperties in Lawrence,” said Alice Caseyof St. Patrick’s Church and chair of MVP’sHousing Committee. “Implementation ofthis law will provide an important new toolto the city for rebuilding these properties,
rebuilding the city’s tax base and creatingdesperately-needed affordable housing forLawrence residents.”
The Affordable Housing TaxAgreement Law, passed the StateLegislature in early 2002, allows the city toabate back taxes, interest, and penalties fordevelopers who purchase tax-delinquent,abandoned properties. In exchange for taxrelief, developers commit to buildingaffordable housing on the properties.
Casey said that the “implementationordinance” that the City Council will voteon in December will provide tax relief for arange of new housing construction, fromlow-income to middle-class housing, withspecial incentives for developers to createhousing in the price range of Lawrenceresidents.

Most classes are held for two hours on Mondays. Classesare free and open to all interested adults.
