It’s that time of the year: The Superintendent’syearly three-day administrative conference. FromAugust 9-11, Wilfredo T. Laboy will be taking all ofhis administration to the Portsmouth Sheraton forthree days where they will have conferences on thecoming school year in Lawrence.

It’s called the Instructional LeadershipConference. Selected School Committee membershave attended in past years as well as Laboy’s family(kids and grandkids.) Among the invitees are anumber of retired administrators working in Lawrenceas consultants.

Upon checking with the MassachusettsTeachers Retirement System I found that there areservice and salary restrictions. If a teacher oradministrator is receiving a retirement allowanceand is being paid as a “consultant,” the restrictionson hours and earnings do apply.

Llegó esa época del año: La conferenciaadministrativa de tres días del SuperintendenteEscolar. Desde el 9 al 11 de agosto, Wilfredo T. Laboyse llevará a todos sus administradores al Sheraton dePortsmouth por tres días donde tendrán conferenciassobre el curso escolar que se avecina en Lawrence.

Se llama la Conferencia de Liderazgo deInstrucción. Algunos miembros selectos del ComitéEscolar han asistido en el pasado así como la familiade Laboy (incluyendo hijos y nietos). Entre losinvitados están un número de administradoresretirados que continúan trabajando en Lawrence comoconsultores.

Cuando llamé a la junta de retiro estatal(Massachusetts Teachers’ Retirement System) meexplicaron que hay restricciones de servicio y salario.Si un maestro o administrador está recibiendo pagopor jubilación y a la vez está recibiendo pago como“consultor”, las restricciones sobre las horas y elpago se le aplican.

Mientras que un ex maestro o administrador estácobrando su retiro del Massachusetts Teachers’Retirement System, él o ella puede trabajar para unamunicipalidad en Massachusetts por un máximo de960 horas al año. Sin embargo, el salario que esapersona recibe en esa posición, añadido a su pago deretiro no puede ser mayor que el salario que tenía enla posición de donde se jubiló. Esta regla se encuentraen las Leyes Generales de Massachusetts c. 32, § 91.

Por supuesto, sus horas pudieras ser extendidassi el sistema escolar solicita un “permiso debido asevera escasez” pero, ¿tenemos escasez deadministradores en Lawrence? Esta regla fue permitidapara maestros de idiomas extranjeros, matemáticas,etc.

Si se retiraron, ¿por qué están todavía trabajandopara el sistema escolar con los salarios anteriores?Es hora de permitir que otros soliciten esos empleos.

Hay quienes dicen que esta conferencia es undesperdicio de dinero de dádivas. Laboy lo justificará

simplemente diciendo que era “una dádiva”.En el pasado ha sido pagado por Dan French

Center for Collabortative Education, un centro quepromueve las clases pequeñas para que losestudiantes y maestros se puedan llegar a conocerbien – una necesidad si buen aprendizaje yasesoramiento ha de ocurrir. Junto a las escuelas yclases más pequeñas, ellos abogan por la autonomíade las escuelas individuales para que los maestrosy administradores se sientan en libertad de crear elmejor ambiente de aprendizaje para cada estudiante.

La ironía grande es que Laboy envió a todoslos administradores un memo el viernes, 4 de agostopidiendo que paren los contratos a maestros deTítulo I y asistentes de maestros. El dinero que seestán gastando en esta conferencia pudiera financiarfácilmente a los maestros y asistentes que Laboyestá proponiendo cortar.

Algunas personas especulan que él quiereeliminar a los asistentes que trabajan directamenteen los salones de clases a salario mínimo paracontratar a otro administrador adicional.

En Lawrence High School este año pagaremosel salario de 6 nuevos directores, 6 asistentes deprincipal; Tom Sharkey, Director de la Escuela; suasistente, Duffy Millar; la consultora Betty Devlin,el consultor Bernie Cleland, el consultor Mike Rivet,y Eric Julie (recientemente certificado como asistentede principal para escuelas secundarias), así comootros consultores que trabajan con Duffy Miller enla administración de la escuela. Y la lista continúa.

Fue una desilusión no ver los camiones de bomberosparticipando en la caravana durante Nacional Night Out (laNoche Contra el Crimen) ya que estaban batallando un ferozincendio en la Ciudad de Lawrence. Subir en estos aparatoses siempre la nota más importante de la noche para los niños.

También inadecuado fue ver que muchas familias estabanpreguntando qué estaba pasando con tanto ruido y las sirenaspasando por los vecindarios, ignorando que era una festividad,no una emergencia. Aún muchos adultos y niños participandoen los parques admitieron no saber el significado de esacelebración.

Harold Magoon, Domingo Meléndez y Lawrence/MethuenCommunity Coalition han estado haciendo un trabajo fantásticopor 14 años organizando tan masivo evento. Lo que necesitanhacer en el futuro es más educación desde más temprano ydarle más publicidad. El público debe aprender que todos sonbienvenidos a ser parte y que no deben esperar ser invitados.

Conociendo a nuestros vecinos y logrando conocerlos esel primer paso para que nuestros vecindarios sean más seguros,libres de crimen.

National Night Out– Making it Better

It was disappointing that this year the fire trucks could notparticipate in the caravan during the National Night Outcelebration due to a big fire taking place in the City ofLawrence. Climbing on these apparatus is always the highlightof the evening for all children.

Also, inadequate was finding that many families werewondering what was happening with all the commotion andthe sirens going through the neighborhoods, unaware that itwas a festivity, not an emergency. Even many adults andchildren participating in the parks admitted not knowing themeaning of such a celebration.

Harold Magoon, Domingo Melendez and Lawrence/Methuen Community Coalition have been doing a fantasticjob for 14 years organizing such a massive event. What needsto be done in the future is more education from an earlier startand added publicity. People should learn that everyone iswelcome to be part of it and they should not wait to be invited.

Learning about our neighbors and getting to know them isthe first step in making our neighborhoods safer, free of crime.

Durante el programa de verano de laBiblioteca Pública de esta Ciudad deLawrence las actividades han estadodirigidas no simplemente a enseñarle a losniños cuan importante es desarrollar elhábito de la lectura, sino que además hanpermitido involucrar de forma directa a lospadres de ellos, con la finalidad de que seanparte de ese proceso de valorización hacialos libros.

Desde la visita de personalidades dediferentes campos de la vida socio-políticay económica, quienes estuvieron leyeron aestudiantes de esta ciudad, diseño demanualidades hasta la incorporación de unevento de cuentos, canciones, fábulas,poemas y leyendas bilingüe (ingles yespañol).

Ciertamente que la respuesta a estaactividad ha sido impresionante, no solopor el número de niños y niñasacompañados de sus padres que han estadoparticipando sino por el gozo y el disfruteque se puede palpar en quienes aún sinentender el español se integran a esta horade Lectura de Cuentos.

Este programa se desarrolló durantetres miércoles consecutivos, en dos horariosdiferentes el pasado mes. A la una de la tardeestaba enfocado para niños recién nacidos,edad preescolar y otros. El de las seis fuediseñado para niños y niñas de edad másavanzada y se llama: Bedstory Time.

Personas de diferentes orígenes talescomo afro-americanos, libaneses, caribeños,centro y sudamericanos y orientalesescucharon atentos narraciones de cuentosde países como Puerto Rico, Chile, México,República Dominicana y descubrieronelementos interesantes sobre laidiosincrasia de esos países por medio deartesanías y de poemas y canciones propiasde esas naciones.

La primera actividad se realizó elmiércoles, 12 de julio, donde se escogierontemas del folclore y la cultura de PuertoRico. El libro seleccionado para leer fue:Estrellita dice Adiós a su Isla, un poemaque narra la historia de una niña que tieneque marchar de su isla, llevando con ella losmejores recuerdos del lugar, el cantar delCoquí, sus frutas, su paisaje, y la promesade no olvidar ese pedazo de tierra quesiempre llevará en el corazón.

Esa noche hubo también canciones yjuego infantiles propios de la culturapuertorriqueña.

Asimismo, dos integrantes del grupode danzas del Taller Borinqueño que dirigeVanessa Espendez, ellas fueron AshleySteward y Ninoska Sosa, bailaron unaplena.

El programa de lectura de verano deeste año se denomina “What’s Buzzing atYour Library?”, y quedó oficialmenteiniciado el 10 de julio.

El mismo se desarrolla a nivel estatal yfinanciado por la biblioteca, el SistemaRegional de Bibliotecas de Massachusetts,el Massachusetts Board of LibraryCommissioners, el Concejo Cultural deLawrence, la Fundación Comunitaria delCondado de Essex y el Programa deRecorridos del Museo de Ciencias.

El último miércoles dedicado a tiempode cuentos está pautado para el 16 de

agosto, donde los niños recibirán uncertificado de participación, luego deescuchar historias y canciones de México,traducidas al inglés.Los niños (infantes hasta el primer grado)que se registraron para el Programa deLectura de Verano no solamente estarándisfrutando de muchos eventos especiales,sino que también tienen la oportunidad deganar diferentes premios. Para participar eneste concurso desde que comenzó elprograma han recibido un Bug Buck por cada3 libros que ellos hayan leído o que le hayansido leído. Mientras que los niños queasisten del segundo al sexto grado recibenun Bug Buck por cada media hora que elloslean. Luego los niños utilizan sus Bug Buckspara adquirir los premios que escojan de lavitrina de premios.

El 22 de julio, 2006, Deval Patrickcandidato democrático para gobernador deMassachusetts, habló durante una reuniónen Sal’s Convention Center en el Riverwalk,en Lawrence. De acuerdo a losorganizadores, más de 150 personasacudieron, en su mayoría de Andover y unadocena de latinos de Lawrence. “Yo confíoen su inteligencia y en su humanidad y esono se le puede negar”, dijo la SenadoraSusan C. Tucker, que ha estado muy activaapoyando la candidatura de Patrick a travésdel Valle, cuando lo introdujo brevemente.

El Sr. Patrick se presentó a sí mismoante la audiencia e hizo un relato de subiografía. Él nació en el año 1956, en la partesur de la Ciudad de Chicago, hijo de unafamilia afro-americana viviendo de laasistencia pública (Welfare) y vivían en unapartamento de una habitación. Cuandoestaba en la escuela intermedia, un maestrolo refirió a A Better Chance, una organizaciónsin ánimo de lucro en Boston que proveebecas a niños de zonas urbanas para asistira escuelas privadas. Patrick se ganó la becapara asistir a la Academia Milton, en Milton,MA, donde se graduó en 1974 y más tarde,en 1978 se graduó de Harvard College.

Por siete años consecutivos losdominicanos de esta ciudad han tenido laoportunidad de disfrutar de un eventodedicado a resaltar la cultura, el arte y rendirun homenaje a un acontecimiento ocurridoel 16 de agosto del 1863 que marcó la historiade una nación, que luchódesenfrenadamente por alcanzar la libertad,libertad que se solidifica con el gesta de laRestauración Dominicana.

Este año el Desfile Dominicano, hoyconcebido como Desfile y FestivalDominicano, ha añadido un ingrediente quetiene como objetivo rescatar los valoresculturales, artísticos, y educativos pormedio de una Feria del Libro, donde no solose trata de incentivar el amor a los libros y lariqueza literaria que rodea nuestro entornoy que en ocasiones pasa desapercibido paraquienes no valoran una buena lectura, unaimagen plasmada en un cuadro, unarefrescante ponencia, una puesta de solcaptada en el lente de una cámara, el descifrarel enigma de una escultura.

La inauguración de la Feria del Libro sellevará a cabo el sábado, 19 de agosto a las12 del mediodía y concluye el domingo 20.Durante esos dos días un área del parqueCampagnone estará destinada para estaprimera Feria donde habrá exhibición delibros, documentos, folletos, materialeseducativos, puesta en circulación de obras

literarias, exposición de fotografías delugares y paisajes dominicanas a cargo deldestacado fotógrafo dominicano WalderGómez y exposiciones de los cuadros delos pintores y escultores Freddy Cabral yJavier Osorio.

También los asistentes disfrutarán deuna variedad de fotos del fotógrafo de estaCiudad de Lawrence, José Cruz.

Entre los conferencistas se destacan:Carlos Gutiérrez, con el tema “LaDrogadicción y sus efectos en nuestracomunidad”, la escritora Milenys Sánchez,dictara una conferencia titulada: La Mujercomo Autora en la Literatura Dominicana.

Otros expositores serán Jorge Tapia,con el tema: La Restauración, reafirmaciónde la Independencia Dominicana. FreddyCabral hablará sobre la Historia de la Pinturaen la República Dominicana y Leonardo Ninabordará el tema Evolución de la LingüísticaDominicana.

Michael Miguel Holguín, Padrino delDesfile y Festival Dominicano presentaráuna obra de su autoría, al igual que HéctorWilliam Zorrilla, Elkin Rivera y la profesoray escritora Silvia Mejía, quien pronto pondráen circulación un libro de Fábulas Infantiles.

De igual modo los niños tendrán suespacio en la Feria con la presentación delpayaso Azucarín, quien divertirá a grandesy chicos con sus ocurrencias.

A este espacio reservado para los niñosse agrega la Clínica de Pintura para niños:“Aprendiendo a Pintar” a cargo de FreddyCabral.

Hasta el momento las películas ydocumentales ha proyectar son: La Huelgade Pan y Rosas, La Trinchera del Honor yLa Violencia del Poder entre otras.

Una de las desventajasque tenemos con este calor es el de notener aire acondicionado en nuestrasucursal de South Lawrence. Cuando estádemasiado caluroso tenemos que cerrareste edificio temprano. Un tiempo atrásbusqué opciones para obtener aireacondicionado para este edificio, peroencontré que era demasiado grande ydesagradable o muy costoso. Yo medisculpo con todo el que haya pasadopor nuestra sucursal y la haya encontradocerrada, pero es que por el contrato denuestros empleados y su unión, ningunode ellos puede trabajar en un edificio quela temperatura sobrepase los 90 grados.

Cuando ustedes estén leyendo estasnotas, ya nosotros debemos estaracumulando los resultados de nuestraencuesta de servicio al cliente. Esperoque la mayoría de ustedes hayan tomadounos minutos para llenar una de estas.Esta encuesta nos proveerá la informaciónnecesaria para nuestro plan de largoplazo. esta. El lunes de la semana que viene, elMuseo de Ciencias estará patrocinandouna noche especial para toda la familiacon el tema “Night Sky”. Esta actividadeducacional será una de mucha diversióne incorporará un pequeño planetario. Eldía final del programa de lectura será el 18de agosto. Los empleados delDepartamento de Niños tendrán unabarbacoa para todos los niños queparticiparon en este programa. Losalmuerzos literarios de los adolescenteshan tenido un gran éxito. Estosterminarán el día 9 de agosto con la lecturay discusión del libro Whirligig por elpopular autor Paul Fleischman.

A la vez que llegue el otoño,comenzaremos nuevamente nuestrogrupo de lectura para adultos. Este añodiscutiremos literatura del Medio Oriente.Cuando la fecha esté más cercana, lesproveeré una lista de los títulos de loslibros que se van a discutir. Como estegrupo ha tenido tanto éxito, nuestrabibliotecaria del Departamento deReferencias, Ana Santos, comenzará ungrupo de lectura en español. Este grupodiscutirá literatura de la cultura hispana ylas discusiones serán en español. Estoymuy contenta ya que creo que ningunaotra biblioteca en el área ofrece esteservicio. Es una satisfacción leer y discutirlibros en su lenguaje original ya que elmatiz del autor se puede apreciar más deesta manera. Pienso que este grupo serámuy estimulante para los amantes de lalectura y quiero invitar a todos nuestroslectores hispanos para que participen.

El pasado sábado 5 delcorriente mes de agosto se llevó acabo la selección y coronación dela Reina, Virreina y Princesa delDesfile Dominicano 2006, en elauditorio de la nueva escuelaGreater Lawrence TechnicalSchool, situada en la calle RiverRoad, in Andover.

El evento, señalado paracomenzar a las 6 de la tarde, nocomenzó sino hasta las 8 de lanoche, por lo que el Presidente delDesfile, Asdrovel Tejeda, llegado suturno al micrófono, se disculpó conla concurrencia por el atraso.“Después de una falta deorganización increíble y haceresperar a las personas por doshoras no voy a extenderme”, seexcusó Tejeda.

“Si no hemos podido organizareste evento el primero que va arevisarse soy yo”, añadió Tejedaque aprovechó la oportunidad paradeclarar el orgullo que sentía porlas jóvenes que estabanparticipando. “Gracias porparticipar, gracias por estar aquí ygracias por ser dominicanas”,terminó Tejeda.

El jurado estuvo compuesto porJuan Baez, presidente; MaritzaAlmodóvar, Hernán Guerrero yLucía Cuevas. Carmen Chalas, LaEmbajadora, fungió de maestra deceremonia. Francisco, de ObjetivoFama, cantó acompañado delpúblico. Las candidatas seturnaron para interpretar elpoema de Pedro Mir, Hay un Paísen el Mundo.

With Northern Essex CommunityCollege in Lawrence as the setting, GreaterLawrence Technical School will offer twospecial Parents Nights on Wednesday andThursday, August 16 and 17 from 5:00 to8:00 p.m.

Helping high school students tobecome more successful is the theme of theevent, especially designed for parents ofGreater Lawrence Tech students enteringgrades 10, 11 and 12, or students who haveleft high school without passing MCAS.Parents of other GLTS students are alsowelcome.

Workshop leaders from GLTS andNECC will discuss strategies parents canuse to encourage their children to completehigh school and set high personal goals,including college. Bi-lingual support forSpanish-speaking parents will be offeredthrough headsets and translators in allworkshops.

Parents Night on August 16 will includea welcome by Dr. Judy Ann DeLucia, GreaterLawrence Tech’s new superintendent-director. On both nights, there will berefreshments, prizes and four workshops:What is MCAS and Why is it Important;Reggie 911: Self-Management Techniques;College Opportunities at Northern EssexCommunity College (including financial aid);and Earning A’s: Attendance, Academicsand Attitude, a session on schoolexpectations and how parents can help theirchildren meet those expectations.

Parents Nights are part of the “ReggieRoadmap to Success,” the initiative madepossible by a Collaborative Success Plangrant from the Massachusetts Departmentof Education. GLTS was one of five schoolsstatewide to win the competitive grant,designed to increase student successthrough collaboration with communitypartners. Northern Essex CommunityCollege and Frank Moran of Prudential FirstChoice Realty are the school’s grantpartners.

Grant activities have included visits toCentral Maine Community College andNECC’s Haverhill campus, motivational talksby successful area business people tostudents in the summer MCAS program;workshops presented by NECC; creation ofa parent checklist; and the development ofa Reggie Roadmap to Success booklet thatwill serve as a positive decision-making toolfor students, and will also be posted on theschool’s website with links to communityresources.

Flyers advertising Parents Nights havebeen sent home through students in bothsummer “credit recovery” (academic make-up) classes and the MCAS preparationsummer classes.

On July 22nd, 2006, Deval Patrick,democratic candidate for governor ofMassachusetts, spoke during a rally at Sal’sConvention Center on the Riverwalk, inLawrence. According to the organizers,more than 150 people were in attendance,the majority from Andover, and a dozenLatinos from Lawrence. “I trust hisintelligence, I trust his humanity and youcan’t beat that”, said Senator Susan C.Tucker, who has been actively endorsingPatrick’s candidacy throughout the Valley,when she briefly introduced him.

El Sr. Patrick introduced himself to theaudience by talking about his biography.He was born on Chicago’s South Side in1956, to an African-American family livingon welfare and residing in a one-bedroomapartment. While in middle school, a teacherof his referred him to A Better Chance, aBoston not-for-profit organization thatprovides urban youth with scholarships toattend private secondary schools. Patrickearned a scholarship to attend MiltonAcademy in Milton, Massachusetts, wherehe graduated on 1974 and from HarvardCollege, in 1978.

I shy away from anything that has a 40in it! All 40R appears to be are the hackpoliticos at the State level, in cahoots withthe local level, feathering the nest of theirback home family, friends and partners toallow yet more unsustainable poordevelopment.

I read the article in the daily record ofadvertising, death, Dear Abby andhoroscope on Sunday 7/30/06, but it left mewondering what the mechanism was to fundthis apparent windfall to the participatingcommunities.

More of our tax dollars to help thesebenevolent developers and realtors take careof the “less fortunate and the children”?Stop, you are killing me!

I believe the citizens of theCommonwealth would run like hell ifChristine McConville of the Boston Globewould be allowed to release her scathinginvestigation into just how miserable 40Bhas been for the citizens in somecommunities.

These communities have beenscourged by the abuse these developersand their watchdog public officials havebeen practicing on a regular base. Thecommunities are trashed, in some cases

beyond repair. The abuse runs deep andextensive.

I am sorely disappointed in the Globe,but I must admit that when Christine firstcontacted me down in North Carolina I hadmy misgivings then, but had faith inChristine.DISAPPOINTED!!! But not surprised; it isthe Boston Globe!

What cannot be swept under the carpetis the documentation that I have onMethuen clearly and deliberately breakingthe rules and regulations of the 40Bguidelines, among other indiscretions.Actually, the stealing of money is the leastoffensive in my opinion. The covering upof the contamination and the dumping oftoxic chemicals is the truly offensive acts.

I am talking about the MethuenAssisted Suicide Living Complex downunder on Gleason Street.

So, Billy, if you are thinking of bringingthis new ruse 40R forward to the council,for yet another way of soaking the citizensof Methuen, YOU WILL NOT GOUNOPPOSED!

I suspect that for now you are going tohave your hands full of a bridge… THEBILLY BRIDGE!

How to convince the citizens ofMethuen that your main goal is to revitalizethe downtown, thus making this folly of theBilly Bridge; a totally taxpayer funded over1.5 million dollar project, connecting privateproperty - your liquor store being on oneside and 97 units of section 8 housing onthe other side. A project coincidentlyhammered through under the 40B spikedclub, somehow planned and acceptable!

The truth is, in the last three mayorslust to pound this baby through, you allthought you were going to get away withnot adhering to the guidelines set forth bythe ADA. PREPOSTEROUS!

DiZoglio, Pollard, and Manzi are theones responsible for this massive faux paxthat will cost the city dearly. I say startbaking! Hey! It’s been good weather for acar wash. And Billy you can throw in that$15,000 cash windfall.

If this council allows this city toshoulder one more cent of expense for thisprivate footbridge, you will all join the ranksof one-term politicos just like Billy. Billy, Iam afraid this is going to be your Waterloo.

Hello Rumbo readers. Well, nowwe’re getting some serious summer. Iknow it is awfully warm but I can’tcomplain. I hate the cold and can neverget enough of the sun. The onlydrawback to the warm weather is problemswith the Branch library. Because there isno air conditioning in the building we dohave to close it when the heat is toostrong. Some time ago, I looked intooptions for getting air conditioning forthe building but there doesn’t seem to beany way to do it that is not eitherprohibitively expensive or completelyunsightly. I do apologize for anyinconvenience any of you have had as aresult but the union contract (quitereasonably I think) prevents staff frombeing made to work in a building that isover 90 degrees.

By the time you read this weshould be finished collecting the resultsof our customer service survey. I hopemost of you took a moment to fill one out.The survey is going to give us veryimportant input for our long-range plan.I have my own feelings about directionsthe library should take but, in the end, itis your library and what is most importantis for me to know what you want. We willbe working very hard to get the planwritten by the first of October in order forthe library to qualify for grant moniesthrough the state.

Our summer reading program isprogressing very well. The children (andthe staff) have been having a lot of funand our performers have been excellent.

Next week (Monday) the Museum ofScience is hosting a special evening forfamilies on the theme of “Night Sky”. Thisshould be both fun and educational andwill feature walk-in mini-planetaria. Thefinal day of the reading program will beAugust 18th. The children’s room staffwill host a barbeque for all the kids in theprogram that day and it should be a blast.Rebecca Domin’s teen Literary Luncheshave been going very well too. Thatseries will finish on August 9th with thefeatured book being Whirligig by popularyoung adult writer, Paul Fleischman.

Once we get into the fall, we willbe starting our book discussion groupagain, featuring stories from the mideast.I’ll get you a complete list of the featuredtitles as the first meeting approaches.Because this group has been sosuccessful, we are adding a new elementthis year—reference librarian Ana Santoswill be leading a Spanish language bookclub. The club will read and discussbooks from Spanish and Latin culture andthe discussions will be in Spanish. I amexcited about this as I do not know ofany library around who offers this. Thereis something particularly satisfying aboutreading a book in its original language.The writer’s nuances can be appreciated.I think this club will be very stimulatingand I want to welcome all of our Spanish-speaking readers to participate.

BOARD VACANCIES

Massachusetts Teachers’ RetirementSystem, he or she may work for a publicemployer in Massachusetts for a maximumof 960 hours in a calendar year. However,the salary that the person receives from thisposition, when added to his or her retirementallowance, cannot exceed the salary that isbeing paid for the position from which he orshe retired. This rule is contained inMassachusetts General Laws c. 32, § 91.

Of course, their hours could beexpanded if the school system applies for a“critical shortage waiver” but, do we have ashortage of administrators in Lawrence?This rule was meant to be used with teachersof foreign language, mathematics, etc.

If they retired, how come they are stillworking for the school department at theirold salaries? It’s time to allow others toapply for the old jobs.

Some say that this conference is aneedless waste of grant money. Laboy willjustify the spending because he calls it“grant money.”

In past years it has been paid for byDan French Center for CollaborativeEducation, a center that promotes smallnessso that students and teachers can knoweach other well - a necessity if powerfullearning and assessment are to occur. Alongwith smaller schools and classes, theyadvocate for autonomy of individualschools, so teachers and administrators willbe free to create the best learningenvironments for every student.

Of great irony, Laboy sent all theadministrators a memo on Friday, August

4th calling for a hiring freeze on Title Iteachers and aids. The soft money spentfor this conference could easily fund theparaprofessionals and teachers that Laboy

will propose cutting. Some people speculate that he wants

to eliminate paraprofessionals who workdirectly in the classroom at minimum wageto fund additional administrators.

At Lawrence High School next year wewill pay for 6 new principals, 6 actingprincipals, Tom Sharkey, Acting PrincipalDuffy Miller, Consultant Betty Devlin,Consultant Bernie Cleland, Consultant MikeRivet, and Eric Julie (recently certified APfor Secondary Schools) and consultantswho work with Duffy Miller running theschool. The list goes on.

It will be very interesting to seeing howyou vote when Billy asks the council to payup the tab for the Billy Bridge gone awry.

It will be interesting to see howeveryone on the council votes. Perhaps wecan indemnify Billy. It seems that is theMassachusetts way!

You have utterly missed the point,when it comes to advocating for thehandicap. You are not consistent, when itcame to the track you were out in front andon top of it.

I have written about the bridge manytimes and I know you are a rabid, avidRumbo reader.

A bridge that breaks all the rules, hasyou with your fingers in you ears, eyesclosed humming “everything is beautifulin its own way.”

Does it have anything to do with thefact that your boss, Rep. Arthur Broadhursthas a financial interest in having this bogusfootbridge project go forward.
