Even approval has been accorded to the creation of the posts of Divisional Commissioner and Inspector General of Police Ladakh while as task of identifying the posts of divisional level heads of various departments has been assigned to a committee headed by Principal Secretary to Government, Planning, Development and Monitoring Department. The EXCELSIOR in its edi- tion dated December 6, 2018 had exclusively reported that the Governor's Administration was contemplating to accord Divisional status to the Ladakh region and formal orders in this regard would be issued soon after completion of basic ground work. It was also mentioned in the report that following accord of Divisional status, there will be separate Divisional Commissioner and Inspector General of Police for Ladakh region besides separate Directorates and heads of around 40 departments to ensure that people of Leh and Kargil districts don't face the hassles of travelling to Srinagar for getting routine issues resolved. As per the official handout issued by the Government, a committee has been constitut- ed under the chairmanship of Principal Secretary to Government, Planning, Development and Monitoring Department to identify the posts of Divisional level heads of various departments that may be required for the new Division; particularly their staffing pattern, role and responsibilities and proposed location of these offices. A Divisional Commissioner and Inspector General of Police for Ladakh Division will be appointed shortly while as post- ing of Divisional heads of vari- ous departments will take some time. The air traffic was restored to Kashmir this afternoon while Jammu-Srinagar National Highway remained closed for the third consecutive day today. Batote-Doda-Kishtwar highway could not be restored due to fresh landslides in Assar and Raggi Nallah area today. Official sources said that some villagers along with SDRF and Police this morning launched massive rescue opera- tion at Jawahar Tunnel by dig- ging snow with the shovels and earthmovers they had bought along. They pulled bodies of five policemen and two civilians and rescued two cops in injured condition while one was still missing. They were buried under snow after an avalanche hit Jawahar Tunnel along Srinagar- Jammu highway last evening. The rescuers comprising police, volunteers and member of SDRF besides security forces pulled out two persons alive from the Police posts who were buried under mounds of snow. The rescuers faced a lot of difficulty in reaching the ava- lanche site this morning due to strong winds and heavy snow that had accumulated on the highway. Around 1000 locals joined the SDRF, Police and security forces in the rescue operation. The locals were carrying shovels and three earthmovers that they used to clear the high- way and dig the snow at the ava- lanche site. They protested against the administration and police and alleged that they delayed the rescue operation that led to death of the seven persons including 5 cops. They also raised slogans against the police and local administration. Two survivors were located by the rescuers and they have been identified as Mohammed Khalil (SPO) of Dog Squad, Ghulam Nabi alias Gulzar. Seven bodies were also retrieved and they include that of Fayaz Ahmad Parrey (Selection Grade Fireman, belt No. 1571), Firdous Ahmad (Head Constable of Fire Service, Driver No. 181), Constable Arshad Gul (1000/ Kgm), Head Constable Muzafer (125/ Kgm.), Shabnam of (Dog Squad) Kokernag, Vikram Singh, a civilian, son of Kalvender Singh of Salan Talab Udhampur and Baljeet Singh, civilian, son of Hari Singh of Dera Baba Nanak Gurdaspur Punjab. The duo were arrested two days back with narcotics at the Jawahar Tunnel. Gopal Sharma DARHAL: Darhal con- stituency of district Rajouri, recently represented by former PDP Legislator, Ch Zulfkar Ali continued to reel under severe water and power scarcity. The condition of most of the roads and main Rajouri-Kandi- Budhal Road, which is under BRO, is also not good, although from Palma side, the work has been expedited. The people of this entire con- stituency are facing lot of prob- lems due to inadequate health care facilities, shortage of doc- tors and other para-medical staff. Even for small ailments, the Medical staff refers the case to District Hospital, Rajouri from Darhal, Kotranka and Budhal. Most of the water sources go dry during hot summer days and the people of most of the villages and hamlets remain depend on the natural sources like, nallahs and springs. This was second consecutive term of Ch Zulfkar Ali from Darhal constituency. During 2014 elections, Zulfkar secured 24,381 votes and defeated NC candidate Liaqat Choudhary, who got 19,313 votes. Iqbal Malik of INC remained at third place with 18,605 votes. Excelsior team conducted extensive survey of the entire constituency recently and inter- acted with a large number of peo- ple at Budhal, Khawas, Samote, Kotranka, Rehan, Targain, Swari, Danna, Tralla, Charhan, Dhar Sakri, Peeri, Mandargalla, Darhal, Thanna Mang, Chowkian and several other vil- lages. It was found that water and power related problems have remained almost same as it were about 5 years ago. The team recorded the statements of vil- lagers and sought their remarks with respect to performance of their recent MLA during this term. In Kotranka area, many peo- ple spoke in favour of ex-MLA and former Minister Zulfkar , giving him the credit for several works initiated including provid- ing ADC to Kotranka, improv- ing road condition in some areas, opening of many ration outlets in the area, up-gradation of schools and sanctioning of many roads under PMGSY/CRF etc but the people from Budhal said that they are demanding restoration of their old Rajnagar `Kool' which has been broken at several places but concerned authorities and their recent MLA did not give attention towards this popu- lar demand. In the entire con- stituency, there is not even a sin- gle Gynecologist while people are dependent for delivery cases on the District Hospital, Rajouri. Darhal, Budhal and Kotranka hospitals are suffering for want of adequate staff. Mohd Shabir and Chander Shakher from Budhal said in Govt High School Gabbar, which is hardly 6 kms away, there is no Laboratory and Library. According to the highly placed sources, the matter in this regard has been discussed at the top level and the Presidential Ordinance is likely to be issued before the Modal Code of Conduct comes into force ahead of the forthcoming Lok Sabha elections. A draft proposal is being prepared by the State Government in consultation with the Department of Law, which will be forwarded by the State Administrative Council to the Union Cabinet for its approval and consequent Presidential Ordinance for the reservation, sources added. Prime Minister Narendra Modi, in his Vijaypur rally on February 3, had also hinted of the same when he said that reservation for economically weaker sections of the general category would also benefit youth of Jammu and Kashmir. The reservation, meant for individuals belonging to eco- nomically-weaker sections whose annual earning is below Rs 8 lakh and who possess less than 5 acres of agriculture land, was recently implemented by the Government of India across the country, except Jammu and Kashmir State, after passage of 124th Constitutional Amendment Bill by the Parliament and subsequent approval of the same by President of India, last month. In Jammu and Kashmir, reservation for the reserved categories is governed by J&K Reservation Act 2004 and rules 2005, passed by the State Presidential Ordinance likely soon on quota for economically weaker unreserved in J&K Sanjeev Pargal JAMMU, Feb 8: With a view to enhance and strength- en its capability for anti-ter- rorist and anti-infiltration operations along the Line of Control (LoC) in Jammu and Kashmir, the Army has started induction of sniper rifles and other modernized equipments and the entire process of induction will be completed shortly. Sources told the Excelsior that Army would be inducting about 6000 sniper rifles along LoC in Jammu and Kashmir including twin border districts of Poonch and Rajouri in Jammu region and Baramulla and Kupwara in Kashmir during next few months, which would be of great help to the troops in anti-militancy operations espe- cially in thwarting intrusion bids from Pakistan as sniper rifles can strike the target from quite a distance. "Army has a target of pur- chasing around 6000 sniper rifles for the soldiers deployed all along the LoC in Jammu and Kashmir. The induction process has begun with arrival of some of the weapons from suppliers. As soon as all weapons are received, they will be inducted on the LoC to strengthen capa- bility of the troops during anti- infiltration operations,'' they said. The sniper rifles will replace Dragonov SVD rifles with Army soldiers on the LoC. Induction of sniper rifles on the LoC, according to sources, will go a long way in more forcefully countering infiltration attempts by the troops on the LoC as these weapons can target the infiltrators from a very long distance. The targets can be hit very accurately with these weapons, sources said. Sources, however, added that upgradation of weaponry is an ongoing exercise. "Other equipments which enhance counter terrorism capability of the Army along the LoC were also being inducted,'' sources said, adding that further capability building of the troops is in the pipeline". As per the reports, soldiers guarding the LoC are being armed with deadly new sniper rifles, including an anti-material rifle that can go through concrete and Army begins induction of 6,000 sniper rifles on LoC Govind Sharma JAMMU, Feb 8: The State Government today announced Standard Operating Procedures (SOPs) and nomi- nated Nodal Officers at vari- ous levels of healthcare institu- tions to streamline the patients' referral system. The objective behind announcing SOPs is to provide required level of treatment facil- ities to the patients, who need treatment that is not within the scope of services of hospital and the referral is made to other hos- pital. According to the SOPs, the 'On Duty' Consultant/Post Graduate/BMO/Medical Officer shall decide referral from peripheral hospital/healthcare centre to Tertiary Care Hospital and sign the 'Referral Slip' of the patient. The doctor referring the patient will have to mention the details of the patient like treat- ment received, status of the patient and reasons for referring the patient to 'Tertiary Care Hospital' on the 'Referral Slip'. "Also, when the patient is being referred, a Whatsapp mes- sage should immediately go to the Nodal Officer of the con- cerned referral hospital from the 'On Duty' doctor so that the nec- essary preparations are made well in advance", read the SOPs. "The treating doctor, besides signing the referral, will have to mention his name, designation, registration number and mobile number under his seal. In case, the treating doctor decides to shift the patient in an ambu- lance, a medical attendant/ ASHA worker, well versed with 'resuscitation drill' should accompany the patient along with a Patient Referral Log in the prescribed format. Thecondition of most of the roadsand main Rajouri-Kandi- BudhalRoad, which is under BRO, isalso not good, although fromPalma side, the work has beenexpedited.

The people of this entire con-stituency are facing lot of prob-lems due to inadequate healthcare facilities, shortage of doc-tors and other para-medical staff.Even for small ailments, theMedical staff refers the case toDistrict Hospital, Rajouri fromDarhal, Kotranka and Budhal.Most of the water sources go dryduring hot summer days and thepeople of most of the villages

depend on the natural sourceslike, nallahs and springs.

This was second consecutiveterm of Ch Zulfkar Ali fromDarhal constituency. During2014 elections, Zulfkar secured24,381 votes and defeated NCcandidate Liaqat Choudhary,who got 19,313 votes. IqbalMalik of INC remained at thirdplace with 18,605 votes.

Excelsior team conductedextensive survey of the entireconstituency recently and inter-acted with a large number of peo-ple at Budhal, Khawas, Samote,Kotranka, Rehan, Targain,Swari, Danna, Tralla, Charhan,

Dhar Sakri, Peeri, Mandargalla,Darhal, Thanna Mang,Chowkian and several other vil-lages. It was found that water andpower related problems haveremained almost same as it wereabout 5 years ago. The teamrecorded the statements of vil-lagers and sought their remarkswith respect to performance oftheir recent MLA during thisterm.

In Kotranka area, many peo-ple spoke in favour of ex-MLAand former Minister Zulfkar ,giving him the credit for severalworks initiated including provid-ing ADC to Kotranka, improv-ing road condition in some areas,opening of many ration outlets in

the area, up-gradation of schoolsand sanctioning of many roadsunder PMGSY/CRF etc but thepeople from Budhal said thatthey are demanding restorationof their old Rajnagar `Kool'which has been broken at severalplaces but concerned authoritiesand their recent MLA did notgive attention towards this popu-lar demand. In the entire con-stituency, there is not even a sin-gle Gynecologist while peopleare dependent for delivery caseson the District Hospital, Rajouri.Darhal, Budhal and Kotrankahospitals are suffering for wantof adequate staff.

and Kashmir is likely to makeprovision of 10 percent reser-vation for economically weak-er sections in the general cate-gory by extending 124thAmendment of the IndianConstitution to J&K Statethrough a PresidentialOrdinance , very soon.

According to the highlyplaced sources, the matter in thisregard has been discussed at thetop level and the PresidentialOrdinance is likely to be issuedbefore the Modal Code ofConduct comes into force aheadof the forthcoming Lok Sabha

elections.A draft proposal is being

prepared by the StateGovernment in consultationwith the Department of Law,which will be forwarded by theState Administrative Council tothe Union Cabinet for itsapproval and consequentPresidential Ordinance for thereservation, sources added.

Prime Minister NarendraModi, in his Vijaypur rally onFebruary 3, had also hinted ofthe same when he said thatreservation for economicallyweaker sections of the generalcategory would also benefityouth of Jammu and Kashmir.

individuals belonging to eco-nomically-weaker sectionswhose annual earning is belowRs 8 lakh and who possess lessthan 5 acres of agriculture land,was recently implemented bythe Government of India acrossthe country, except Jammu andKashmir State, after passage of124th ConstitutionalAmendment Bill by theParliament and subsequentapproval of the same byPresident of India, last month.

view to enhance and strength-en its capability for anti-ter-rorist and anti-infiltrationoperations along the Line ofControl (LoC) in Jammu andKashmir, the Army has startedinduction of sniper rifles andother modernized equipmentsand the entire process ofinduction will be completedshortly.

Sources told the Excelsiorthat Army would be inductingabout 6000 sniper rifles alongLoC in Jammu and Kashmirincluding twin border districts ofPoonch and Rajouri in Jammuregion and Baramulla andKupwara in Kashmir duringnext few months, which wouldbe of great help to the troops in

anti-militancy operations espe-cially in thwarting intrusion bidsfrom Pakistan as sniper riflescan strike the target from quite adistance.

"Army has a target of pur-chasing around 6000 sniperrifles for the soldiers deployedall along the LoC in Jammu andKashmir. The induction processhas begun with arrival of someof the weapons from suppliers.As soon as all weapons arereceived, they will be inductedon the LoC to strengthen capa-bility of the troops during anti-infiltration operations,'' theysaid.

The sniper rifles will replaceDragonov SVD rifles with Armysoldiers on the LoC.

Induction of sniper rifles onthe LoC, according to sources,will go a long way in more

forcefully countering infiltrationattempts by the troops on theLoC as these weapons can targetthe infiltrators from a very longdistance. The targets can be hitvery accurately with theseweapons, sources said.

Sources, however, added thatupgradation of weaponry is anongoing exercise.

"Other equipments whichenhance counter terrorismcapability of the Army alongthe LoC were also beinginducted,'' sources said,adding that further capabilitybuilding of the troops is in thepipeline".

Government today announcedStandard OperatingProcedures (SOPs) and nomi-nated Nodal Officers at vari-ous levels of healthcare institu-tions to streamline thepatients' referral system.

The objective behindannouncing SOPs is to providerequired level of treatment facil-ities to the patients, who needtreatment that is not within thescope of services of hospital andthe referral is made to other hos-pital.

According to the SOPs, the'On Duty' Consultant/Post

Graduate/BMO/Medical Officershall decide referral fromperipheral hospital/healthcarecentre to Tertiary Care Hospitaland sign the 'Referral Slip' of thepatient. The doctor referring thepatient will have to mention thedetails of the patient like treat-ment received, status of thepatient and reasons for referringthe patient to 'Tertiary CareHospital' on the 'Referral Slip'.

"Also, when the patient isbeing referred, a Whatsapp mes-sage should immediately go tothe Nodal Officer of the con-cerned referral hospital from the

'On Duty' doctor so that the nec-essary preparations are madewell in advance", read the SOPs.

"The treating doctor, besidessigning the referral, will have tomention his name, designation,registration number and mobilenumber under his seal. In case,the treating doctor decides toshift the patient in an ambu-lance, a medical attendant/ASHA worker, well versed with'resuscitation drill' shouldaccompany the patient alongwith a Patient Referral Log inthe prescribed format.
