Raising the issue, Congress leader Jyotiraditya Scindia also slammed the Government over National Security Adviser Ajit Doval's meeting his Pakistani counterpart in Bangkok last week, notwithstanding Pakistani authorities ill-treating the family of Indian death row prisoner Kulbhushan Jadhav in Islamabad. "What is the Government's Pakistan policy? The NSA met the Pakistani NSA in Bangkok after the family of Kulbhushan Jadhav was ill treated by Pakistan. On the other hand, cross- border attacks are going on," Scindia said during Zero Hour. A Pakistani national security division official was quoted by Dawn newspaper as saying that a meeting between Pakistan NSA (Retd) Lt Gen Nasser Khan Janjua and India's Ajit Doval took place on December 27 in Thailand. He said this responding to a question on the Army's strategy to deal with repeated ceasefire violations by Pakistan along the LoC in Jammu and Kashmir. A group of militants fired at the Police Station Pulwama tonight with automatic rifles and the police guards fired back. The firing continued for about 10 minutes. Police, CRPF and Army immediately launched an opera- tion in the area and searches are being conducted against the militants, who fired at the Police Station. However, sources said that the militants managed to escape under the cover of darkness. The most shocking aspect is that some of these panels have failed to meet even once ever since their constitution. After regular intervals the General Administration Department comes up with the Government orders regarding framing of committees of bureaucrats to handle those issues, which are of much importance for the welfare of the people and the State. However, no steps are initiat- ed to ensure that these commit- tees handle the assigned task with utmost seriousness. What to talk of the committees whose task is not made time-bound even those panels which are asked to complete the required exercise within the stipulated time-frame are not showing seri- ousness. All this clearly estab- lishes that the present dispensa- tion has failed to make the bureaucrats accountable. The Government vide Order No.40-GAD dated January 9, 2017 had constituted a State- level Distribution Reforms Committee for effective imple- mentation of Re-structured Accelerated Power Development Reforms Programme (R- APDRP), Integrated Power Development Scheme (IPDS) and Prime Minister’s Development Package-2015. The mandate of the com- mittee was to monitor progress and resolve issues relating to implementation of sanctioned projects under these three schemes/programmes. However, the committee has failed to achieve the objective till date and the same can be gauged from the fact that despite repeated extensions granted by the Union Ministry of Power works under R- APDRP could not be complet- ed till date. Moreover, imple- mentation of IPDS and PMDP projects has yet not begun. Similarly, vide Government Order No.294-GAD dated March 6, 2017 provincial level committees were constituted for implementation of Special Package for development of sports infrastructure in the State. The committees were required Numerous committees of bureaucrats on vital issues fail to complete assigned task Fayaz Bukhari SRINAGAR, Jan 2: The production of Samba Unit of Jammu and Kashmir Cements Limited that was commis- sioned two years ago has fallen to 5 percent and the Performance Guarantee test which was to be conducted in six months of commissioning was conducted recently. The 300 tons per day (TDP) capacity Cement Grinding cum Packing Unit at Samba was commissioned in September 2015 when it was supposed to complete by January 2013. Sources said that the project constructed by M/S Ashoka Gears was delayed by more than two years despite conducive environment and availability of funds leading to loss of around Rs 160 crore to the Corporation. After the commissioning, the plant is almost defunct as it has run only on 14 percent of rated capacity in 2015-16, 19 percent (19000 MTS) in 2016-2017 and 5 percent (3000 MTS)till November this year leading rev- enue loss of Rs 150 crores so far these years. As per the terms of the con- tract the plant was to be hand- ed over to the JKCL after 6 months of successful commis- sioning and running of the unit at the rated capacity and Performance Guarantee test (PG test) was to be conducted within six months of the com- missioning. Sources said that after over 2 years, the management of the JK Cements has now conducted the PG test to benefit the contractor against the provisions of the contract as his payment of around Rs 2 crore was kept with held for lack of the PG test. Despite clear terms and con- ditions of the contract and agree- ment with M/S Ashoka Gears, the turn key project contractors of the Unit, there is unnecessary dispute of Rs 6 crores created by the management in favour of the contractor for extra works as claimed by him. Sources said that in this regard, Administrative Department framed a committee headed by Special Secretary Industries, Director Finance I&C along with officers of JKCL to see the ground reality and appraise the Administrative Department regarding the progress of the work required to be taken at the site. The report submitted by the Committee was not conclusive hence the Administrative Department visited the Samba site and took the series of meet- ings also at Secretariat level with the representative of M/S Ashoka Gears and officers of JKCL. Finally, Administrative Department framed another committee (vide Govt. order No. JK Cements Samba project production 5% of installed capacity Gopal Sharma JAMMU, Jan 2: An impressive religious rally was taken out in the winter capital city here by the members of Sikh community and others to mark the Gurpurab celebra- tions today. committees of the bureaucratsconstituted by the PDP-BJPCoalition Government duringthe past one year on manyvital aspects have failed tocomplete the assigned taskthereby establishing thataccountability is a least priori-ty for the present dispensation.The most shocking aspect isthat some of these panels havefailed to meet even once eversince their constitution.

The Government vide OrderNo.40-GAD dated January 9,2017 had constituted a State-level Distribution ReformsCommittee for effective imple-mentation of Re-structuredAccelerated Power DevelopmentReforms Programme (R-APDRP), Integrated PowerDevelopment Scheme (IPDS)and Prime Minister’sDevelopment Package-2015.

The mandate of the com-mittee was to monitor progressand resolve issues relating toimplementation of sanctionedprojects under these three

s c h e m e s / p r o g r a m m e s .However, the committee hasfailed to achieve the objectivetill date and the same can begauged from the fact thatdespite repeated extensionsgranted by the Union Ministryof Power works under R-APDRP could not be complet-ed till date. Moreover, imple-mentation of IPDS and PMDPprojects has yet not begun.

production of Samba Unit ofJammu and Kashmir CementsLimited that was commis-sioned two years ago has fallento 5 percent and thePerformance Guarantee testwhich was to be conducted insix months of commissioningwas conducted recently.

The 300 tons per day (TDP)capacity Cement Grinding cumPacking Unit at Samba wascommissioned in September2015 when it was supposed tocomplete by January 2013.Sources said that the projectconstructed by M/S AshokaGears was delayed by more thantwo years despite conducive

environment and availability offunds leading to loss of aroundRs 160 crore to the Corporation.

After the commissioning, theplant is almost defunct as it hasrun only on 14 percent of ratedcapacity in 2015-16, 19 percent(19000 MTS) in 2016-2017 and5 percent (3000 MTS)tillNovember this year leading rev-enue loss of Rs 150 crores so farthese years.

As per the terms of the con-tract the plant was to be hand-ed over to the JKCL after 6months of successful commis-sioning and running of theunit at the rated capacity andPerformance Guarantee test(PG test) was to be conductedwithin six months of the com-

missioning.Sources said that after over 2

years, the management of the JKCements has now conducted thePG test to benefit the contractoragainst the provisions of thecontract as his payment ofaround Rs 2 crore was kept withheld for lack of the PG test.

Despite clear terms and con-ditions of the contract and agree-ment with M/S Ashoka Gears,the turn key project contractorsof the Unit, there is unnecessarydispute of Rs 6 crores createdby the management in favour ofthe contractor for extra works asclaimed by him.

Sources said that in thisregard, AdministrativeDepartment framed a committee

headed by Special SecretaryIndustries, Director FinanceI&C along with officers ofJKCL to see the ground realityand appraise the AdministrativeDepartment regarding theprogress of the work required tobe taken at the site.

The report submitted by theCommittee was not conclusivehence the AdministrativeDepartment visited the Sambasite and took the series of meet-ings also at Secretariat levelwith the representative of M/SAshoka Gears and officers ofJKCL.

Finally, AdministrativeDepartment framed anothercommittee (vide Govt. order No.
