OLONGAPO CITY– Mobile courtproceedings under the En-hanced Justice on Wheels (E-JOW) led to the resolution of 37cases and the release of 30 de-tainees from the Olongapo cityjail.

Out of 11 cases referred formediation, two cases were suc-cessfully resolved while ninecases were referred back to ap-propriate courts.

It can be recalled that the E-JOW buses recently parked inOlongapo City not only offeredan on-site resolution of casesbut also brought free services toinmates.

At least six municipal trialcourts and seven regional trialcourts in Olongapo and Zam-bales attended and supportedthe said program.

Supreme Court Administra-tor Midas Marquez said courtdockets have been cleared ofaround 15,000 civil and criminalcases since the Supreme Courtstarted E-JOW.

Marquez also said that when-ever they bring the program tovarious municipalities and prov-inces in the country, E-JOW’ssuccess not only depends on theeffective and efficient mobile courthearings and mediation but alsoon the cooperation and supportof the LGUs involved.

On the other hand, 241 de-tainees availed of E-JOW’s le-gal services while 638 inmatesbenefitted from the medical anddental mission conducted at theOlongapo City Jail and the Bu-reau of Jail Management andPhenology through the supportof the City Health Office.

EJOW was officiallylaunched by the Supreme Courtin 2004 and offered on-site res-olution of cases involving poorprisoners. Patterned after anexperiment in Guatemala ofbringing justice to the grass-roots, it became one of the SC’sprojects under the Action Pro-gram for Judicial Reform (APJR).

In July 2008, the programwas re-launched with six com-ponents: docket and jail decon-gestion through mobile courthearings, mobile court-annexedmediation (MCAM), free legalaid, information disseminationabout the rights of marginalizedsectors, medical and dental mis-sion, and dialogue with judgesand court personnel.

CAMP RAVINA, Aurora – Seven police officers, including a train-ing director, were relieved from their posts on Tuesday amidallegation of mauling on two policemen who were undergoingspecial training on counter insurgency operations here.

Senior Supt. Benjamin Hulipas, director of Aurora police pro-vincial office, also placed under restricted status at the provin-cial command pending an investigation Chief Insp. Eric Buen-consejo, PO2 Christopher Soria, PO1 Jennelle Valdez, PO1Rafael Dulatre, PO1 Ranjoe Ramos, PO1 Ysrael Doringo andPO1 Chris Evert Lloyd Querijero.

The relief was a result of complaint filed by PO1 RommelDerit and PO1 Christian Tenoso, trainees for special counterinsurgency operations training, that the seven allegedly mauledthem inside the Baler police station on Feb. 25, 26 and 28.

The two had to be admitted for confinement at the Ma. Auro-ra Medicare Hospital for treatment of injuries.

Buenconsejo, a former station commander in the capital townof Baler, was director of the PNP training committee whichscreens police applicants in the province. Soria, Valdez, Dula-tre and Ramos are members of the training committee whileDoringo and Querijero are assigned with the provincial publicsafety company (PPSC).

Hulipas said the mauling could be triggered by a personalgrudge. He said he is still awaiting the submission by the twovictims of their medical certificates for the possible filing of ad-ministrative cases against the seven cops.

Hulipas, in a report to Region 3 police director, Chief Supt.Ed Ladao, said Supt. Danilo Florentino, assistant provincial di-rector for administration, has been designated as chief of theinvestigation committee.

Ladao said Buenconsejo was replaced as training directorby Supt. Hercules Ileto, assistant provincial director for opera-tions.

Hulipas also ordered the transfer of the venue of the trainingfrom the PPSC to the provincial headquarters. He said there willbe no whitewash in the investigation of the case against Buen-consejo and the six other lawmen.

Governor Lilia “Nanay Baby”Pineda invited Domingo toteach the Aetas in Nabuclod,Floridablanca how to plant “sil-ing labuyo” as part of the mem-orandum of agreement (MOA)she signed with the local gov-ernment of Dupax early Febru-ary during the Ibon-Ebun festi-val in Candaba town.

Pineda said the MOA cov-ers the sharing of technologyamong farmers.

After series of testing, soilexperts recently revealed thatthe soil in Nabuclod is similarto the soil in Dupax, thus, con-ducive for planting siling la-buyo.

Domingo told farmers howhe earned from the sale of hissiling labuyo harvest.

“Kayo rin kikita ng malakidito,” he told Aetas who live inthe 5,000 hectares of ances-tral domain in Nabuclod.

The governor ordered the ini-tial planting of chili covering atleast 10 hectares of the area.Other vegetable crops will alsobe planted soon.

Thus spake Angeles City Councilor Maricel“Marang” Morales of the observance of the NationalWomen’s Month.

With the theme, “Women Weathering ClimateChange: Governance and Accountability, Everyone’sResponsibility,” the celebration aims to raise theawareness – not only of women but of all – on socio-economic issues affecting everyday life as well asempower the women’s role in environmentalcampaigns and activities such as waste segregation;disaster preparedness, risk reduction, recovery andrehabilitation; and climate change adaptation.

In the process building “gender-responsiveresilient communities that are, at the same time,responsible, accountable, and prepared for anycatastrophe that may come their way.”

In his own statement for the occasion, MayorEdgardo Pamintuan said a gender-sensitivecommunity is “not only a dream for but moreso acommitment to the people of the city.”

It is, as a matter of fact, stipulated in the mayor’s“Contract with the Angeleños” that serves as the articleof faith of the Pamintuan administration.

“With our current efforts in promoting andempowering women’s, children’s and even gays’rights, we are well on our way for making Angeles themost gender-sensitive city in the country,” Pamintuanaverred.

The sermonthat is Apu Ceto

THERE IS something about the Most Rev. Paciano B. Aniceto,archbishop of San Fernando, that is indiscernible to the nakedeye.

Of slight – very slight – built, his physique exudes fragility. Thevery antithesis of the stereotypical ideal of masculinity. Handsome– in the movie sense – he’ll be the first to laughingly dismiss that.Orator – in the televangelist’s fire-and-brimstone mold – he wouldnot even think of it.

Apu Ceto is a priest in every bit not extraordinary. So whatdraws people of all ages, of all walks of life to him?

Being with him is always an experience in faith, an epiphanyeven. As that time in 2003 during his ten-day pastoral visit to Californiawhich was one spiritual journey, indeed a pilgrimage of renewal, ofrekindling the fires of one’s faith.

Live the faith. Love the family. His is a message so sincere in its simplicity.

His is a message that indelibly touched thosewho reached out to him and those he reachedout to. Hundreds of Kapampangans, scores ofother Filipinos, and a sprinkling of Latinos, whites,blacks and other Asians in San Francisco,Antioch, Los Angeles and San Diego.

“The two priceless treasures of our people,coveted by other peoples…undiminished in valueeven through our worst economic dislocation,” ApuCeto says of faith and family as the definingcharacter of the Filipino.

“Modernism and materialism, especially inwealthy America, besiege increasingly the veryfoundation of the Filipino-American family.Against this onslaught, we need to return to ourcore values and be steadfast in our Christian faithto prevail.”

Apu Ceto has always made that call for thepropagation of the Filipino core values of respectfor human life, love for the elders, the bayanihanculture of sharing and malasakit, and familyprayer, especially to those already born inAmerica.

He denounced abortion and euthanasia as“pillars of the culture of death…high crimes againstthe family and against God.”

“The baby and the elderly are integral elementsin the nucleus of the Filipino family. Take themout, fission ensues, and the nucleus suffers a totalbreakdown.”

In a clear jab at the pro-choice lobby in the

US: “The baby in the womb is not a simple choice.It is a human being created in God’s own imageand likeness and therefore should come into theworld to fulfill God’s plan for him. Man has nobusiness playing God, usurping His power overlife and death.”

Of love and respect of the elderly: “Filipinoculture puts premium in the wisdom of age. Thus,we take good care of our elders, never treatingthem like overused rags fit only to be shut in someretirement home, left to die alone, and as fastforgotten.”

And the attendant promise of a blessed longlife for those who subscribe to the FourthCommandment – “Honor thy father and thymother” – “so that all may go well with you, andyou may live a long time in the land.” So theApostle Paul wrote to the Ephesians. So it waswritten in Exodus 20:12. So it has become ApuCeto’s mission too.

Live the faith. Love the family. Apu Ceto is his own message. Messenger and

message fused into one. It is from that onenessthat emanates Apu Ceto’s charisma – in its trueessence of grace endowed upon a person owingto his privileged position with the Divine, toparaphrase the sociologist Max Webber.

Apu Ceto is a sermon we see, we feel, and –prayerfully – we live.

ON THIS DAY in 1959, the firstBarbie doll goes on display atthe American Toy Fair in NewYork City.

Eleven inches tall, with awaterfall of blond hair, Barbiewas the first mass-produced toydoll in the United States withadult features. The woman be-hind Barbie was Ruth Handler,who co-founded Mattel, Inc. withher husband in 1945. After see-ing her young daughter ignoreher baby dolls to play make-be-lieve with paper dolls of adultwomen, Handler realized therewas an important niche in themarket for a toy that allowed lit-tle girls to imagine the future.

Barbie's appearance wasmodeled on a doll named Lilli,based on a German comic stripcharacter. Originally marketedas a racy gag gift to adult menin tobacco shops, the Lilli dolllater became extremely popu-lar with children. Mattel bought

the rights to Lilli and made itsown version, which Handlernamed after her daughter, Bar-bara. With its sponsorship ofthe "Mickey Mouse Club" TVprogram in 1955, Mattel be-came the first toy company tobroadcast commercials to chil-dren. They used this medium topromote their new toy, and by1961, the enormous consumerdemand for the doll led Mattelto release a boyfriend for Bar-bie. Handler named him Ken,after her son. Barbie's bestfriend, Midge, came out in 1963;her little sister, Skipper, debut-ed the following year.

Over the years, Barbie gen-erated huge sales--and a lot ofcontroversy. On the positiveside, many women saw Barbieas providing an alternative to tra-ditional 1950s gender roles. Shehas had a series of different jobs,from airline stewardess, doctor,pilot and astronaut to Olympic

athlete and even U.S. presiden-tial candidate. Others thoughtBarbie's never-ending supply ofdesigner outfits, cars and"Dream Houses" encouragedkids to be materialistic. It wasBarbie's appearance that causedthe most controversy, however.Her tiny waist and enormousbreasts--it was estimated that ifshe were a real woman, hermeasurements would be 36-18-38--led many to claim that Bar-bie provided little girls with anunrealistic and harmful exampleand fostered negative body im-age.

Despite the criticism, salesof Barbie-related merchandisecontinued to soar, topping 1 bil-lion dollars annually by 1993.Since 1959, more than 800 mil-lion dolls in the Barbie familyhave been sold around the worldand Barbie is now a bona fideglobal icon.

The Alyansa ng Mang-gagawang Bukid sa Asy-enda Luisita (Ambala) andits mother organizationAlyansa ng mga Magbu-bukid sa Gitnang Luson(AMGL) said in a state-ment yesterday that Coro-na and the rest of the jus-tices of the high courtshould “finally decide andexecute the distribution of4,915 agricultural lands tofarmworkers under Amba-la as the legitimate own-ers of Hacienda Luisita.”

On Nov. 22 last year,the Supreme Court or-dered land distribution inthe estate owned by thefamily of Pres. Aquino.This was not immediatelyimplemented amid ap-peals for reconsiderationon various aspects of theverdict, as filed by the Co-juangco-controlled Hacien-da Luisita Inc. (HLI).

He was referring tosome 180 hectares of ha-cienda lands which HLIturned over to RCBC aspayment for a loan. Thefarmers insisted that thisturn over was illegitimatesince they were alreadycontesting the ownershipof the hacienda at that time.

The AMGL and AMBA-LA statement said HLI’smotion filed last Decem-

ber 2011 for the SupremeCourt to reconsider its ver-dict on land distribution,as against the so-calledstock distribution option(SDO) “again signifies thatthey have no intention ofletting go of the lands.”

“Again, we are firm onour stand that the Cojua-ngco-Aquinos must not becompensated with P10 bil-lion according to the cur-rent value market.

It seems that Associ-ate Justice Maria LourdesSereno is acting as thedefender of the Cojuangco-Aquino’s interest in theSupreme Court because ofher dissenting opinion onthis matter,” Joseph Can-las, AMGL Chairperson.

Canlas recalled thatthe Cojuangcos “used pub-lic funds from the Govern-ment Service InsuranceSystem to acquire Haci-enda Luisita in 1957 butunder the condition thatthe lands would be turned

Sandra Burton was theHong Kong bureau chief ofTIME magazine who accompa-nied then opposition leaderformer Senator Benigno Aqui-no Jr. on his flight home to Ma-nila on August 21, 1983. The

2nd S. Burton Nieman fellowship for Pinoy journalists now opensenator was killed on the tarmacupon his arrival. Ms. Burton re-ported on the assassination andthe political turmoil triggered bythe death of the opposition lead-er as well as the events that ledto the fall of the Marcos dicta-torship in February 1986. Shecontinued to report on the dem-ocratic transition and the presi-dency of Mrs. Corazon Aquino,developing strong ties withmany Filipino journalists work-ing during that period.

Ms. Burton passed away onFebruary 27, 2004 in Bali whereshe lived after retiring from jour-nalism. She left a scholarshipfund to the NCAF to support thestudy of Filipino journalists inthe US.

lects about 12 US and 12 for-eign journalists for Nieman Fel-lowships each year. Only full-time journalists (includingfreelancers) with at least fiveyears’ experience are qualified.Those journalists working for thenews or editorial departments ofnewspapers, wire services, ra-dio, television, web sites, onlinepublications or magazines ofgeneral public interest may ap-ply. Photojournalists, editorialcartoonists, columnists andbroadcast producers are alsoeligible. Public relations practi-tioners and those who write inor for organizations whose pri-mary business is not the mediaare not eligible.

Fellows are expected to doacademic work at Harvard for two

semesters, during which timethey may not do professionalwork and should have obtainedclearance from their employers,if applicable.

May “potential” na sana, kaso naudlot dahil nagte-takeng Law ang dating nanliligaw sa kanya.

Nu’ng una, tsika ni Alex, hindi pabor ang mommyniya sa ligawan. Pero tumagal ’yon ng apat na taon.

“Pareho naman po kaming busy. Siya, nag-aaral ngLaw, ako, sa mga show ko. Kaya, nag-decide munakami to part ways kasi hindi rin naman kami nagkikita,”dugtong ni Alex.

Matagal na raw silang friends nu’ng lalaki, pero ’yunna nga, nagkasundo muna silang mag-concentrate sakani-kanilang mga ginagawa.

This month, ga-graduate na si Alex sa kursongHumanities sa University of Asia and the Pacific.

Anim na taon din niyang binuno ang dapat sana’yapat na taong kurso lang dahil sa kanyang busy showbizschedule.

Nang kausap namin siya, mukhang walang balakmag-join sa martsa ang dalaga. Pero titing-nan dawniya, baka sakaling magbago ang isip niya.
