APPLICATION FOR DESIGNATION AS A NEIGHBOURHOOD FORUM – PART 3(8) In accordance with The Neighbourhood Planning (General) Regulations 2012 Part 3(8) this document represents the statement explaining why the Belmont and South Cheam Neighbourhood Development Group is considered a relevant body for purposes of designation as a Neighbourhood Forum.

(a) Name of Proposed Forum: Belmont and South Cheam Neighbourhood Development Group (BSCNDG)

(b) Copy of Written Constitution: See Annexe 1

(c) Name of the Neighbourhood Area to which this application relates: The boundary of the proposed neighbourhood area (See Annex 2 for Map) is to incorporate the Belmont Parish which includes Belmont Village shops, the Sutton Hospital, Royal Marsden Hospital and Royal Cancer Research site and South Cheam. The boundary of the proposed neighbourhood area has been consulted on and represents the consensus of the Belmont and South Cheam Neighbourhood Development Group.

(e) Statement which explains how the proposed Neighbourhood Forum meets conditions contained in section 61F(5) of the 1990 Act:

1. The Belmont and South Cheam Neighbourhood Development Group (BSCNDG) is submitting this application for designation as a Neighbourhood Forum, for which we will formulate and produce a ‘Neighbourhood Plan’.

2. The Belmont and South Cheam Neighbourhood Development Group (BSCNDG) recognise and support the spatial vision for Belmont and South Cheam, as set out in the Council's Local Development Framework and the adopted Core Planning Strategy (2009), as a focus of sustainable regeneration and growth, whilst protecting, maintaining and improving the character of the Belmont and South Cheam area and sustaining its local economy.

Challenges

3. Belmont is currently the subject of imminent and extensive pressures for re-development and regeneration which will have significant implications and challenges for the environment and economy of the area including: i) the redevelopment of the Sutton Hospital cluster site and the creation of a Life

Sciences Centre; ii) the redevelopment of the Henderson Hospital site; iii) the expansion of the Avenue Road and Overton Grange schools; iv) the possible location of a new school within the area.

All these developments will have a significant impact on the existing residential and business community within Belmont Village and the South Cheam area. Accordingly, local residents and businesses wish to be fully involved, by consulting, engaging and working with the Council and developers and other agencies to ensure a positive and beneficial impact for the area.

4. These changes will result in a significant influx of additional residents and potential new businesses into Belmont and South Cheam. This rise in population will increase demand for new homes, and will increase pressure on local established infrastructure and public services. Such developments will require careful planning to ensure that all people who live and work in the area feel included in these changes and ensure they result in a better quality of life for all within a thriving local economy.

Concerns

5. There is very real concern within the BSCNDG area that the current approach to developments is very piecemeal, driven by developers who have commercial interests as their main priority. Developments (whether residential, commercial, educational, leisure, or other), require to be designed and built in full consultation with local residents; having regard to the effect on the local economy, the character of the area, transport and parking.

6. There needs to be a more holistic approach to any proposed developments within the BSCNDG area to ensure that the impact of any change is reflected across the whole area and not just in the immediate vicinity. This will be the approach taken in formulating the Neighbourhood Plan and thereby ensuring that all environmental considerations are taken into account (within the broader context of sustainable development – economic growth, environmental responsibility and social coherence).

7. The stakeholders in the BSCNDG area currently have different objectives and motives for improving the neighbourhood and this could be confusing to developers, investors and the Council. There is a need to develop a common understanding amongst all stakeholders as to how the area can be improved, to the benefit of all, and this is seen as a major outcome of this process.

Aspirations

8. The members of the BSCNDG are committed to producing a plan that meets the requirements of the 10 ‘One Planet Living’ principles (see Annexe 3) and, using the vehicle of a Neighbourhood Plan, aim to help Belmont and South Cheam to become a viable mix of vibrant retail outlets, commercial developments, health services and residential and affordable housing. Through this process the residents and businesses aspire to:

i) Support, promote and protect the identity of Belmont and South Cheam as it moves through this period of radical change, addressing the impact on the local residential population, businesses and potential visitors that will be attracted by the re-development of the area;

ii) Promote and improve sustainable transport and accessibility; iii) Improve health and well-being of the local community; iv) Protect, enhance & improve access and use of Belmont Park, Belmont Pastures

and Overton Park for play, recreation & biodiversity; v) Enhance connectivity between all the communities that comprise Belmont and

South Cheam and its surrounding area; vi) Establish guidelines that will allow improvement of the areas designated as

ASLCs so as to ensure that the varied characters of those areas are maintained and not diluted;

vii) Identify, protect and restore buildings and structures of historic interest that demonstrate the heritage of Belmont and South Cheam and the surrounding area.

9. Formulating a Neighbourhood Plan will provide clear guidance and direction to the Council, investors and developers, as to the way local people wish to see Belmont and South Cheam develop and thrive in the future. It will form part of a longer-term delivery plan, for implementation by a variety of stakeholders and partners.

Stakeholders and Partners

10. The BSCNDG will take its membership from and consult with the following: • Residents Associations:

- Belmont and South Cheam Residents Association - Shanklin Residents Association - South Sutton Neighbourhood Association - Carshalton Beeches Residents Association

• local residents from all parts of the area; • local businesses and traders, particularly those in Belmont Village; • local Chambers of Commerce • Ward Councillors; • Epsom and St Helier NHS Trust • Royal Marsden Hospital • Institute of Cancer Research • Belmont Allotment Association (BAA) • land owners; • persons who work in the area; • community, leisure, sports and social groups including:

- Belmont Social Club - Bowls Clubs (Sutton and Carshalton Beeches) - Downs Lawn Tennis Club - Cheam Fields Sports Club - Cheam Sports Club - Scouts and Guides groups

• churches (St Johns, St Andrews, Chiltern) • heads of local schools (day nurseries, primary and secondary) • cycle groups • nature conservation groups • Metropolitan Police • Fire Service • LB Sutton • local transport providers

The current Group membership is over 21 individuals (see Annexe 1), including representatives from all the above categories (further membership details are set out in the ‘Written Constitution, Annex 1). New Group members will be actively encouraged from the above organisations by a variety of means, including invitations and information updates at the Council's Local Committee and other local community meetings and events.

11. The BSCNDG welcomes the powers being passed to local residents and businesses, under the provisions of the Localism Act 2012, and is capable of working with all relevant partners to help bring forward sustainable development in the neighbourhood.

12. The BSCNDG is also very keen to work with developers who are intending to bring forward sites for re-development, in order to ensure the re-development meets the needs and aspirations of the local community and impacts positively on Belmont and South Cheam and its surrounding area.

13. BSCNDG therefore considers that the above information demonstrates it is a relevant body for the purposes of Sections 61F(5) of the Town and Country Planning Act 1990, to apply for designation as a ‘Neighbourhood Forum’.

ANNEXE 1 – WRITTEN CONSTITUTION

BELMONT AND SOUTH CHEAM NEIGHBOURHOOD DEVELOPMENT GROUP

TERMS OF REFERENCE

Purpose: To contribute towards the protection, maintenance and improvement of the character of the area for the benefit of local people and businesses. Planning and improving the social, economic and environmental well-being of the neighbourhood area.

Aim: The Group aims to lead and facilitate the local community in shaping future developments and may receive statutory powers.

Membership: There should be a minimum membership of 21 members.Membership is open to all who live, work or represent organisations relevant to the Neighbourhood Area, and elected Members from Wards in the Neighbourhood Area.

Meetings: Meetings will normally be held monthly. Seven members will constitute a quorum. Formal meetings will be publicised on the Belmont Village public notice board in Station Road Belmont, the notice board at St Johns Church, and on the website (tba).

Voting: Discussions will aim at consensus. If a vote is taken, voting is restricted to members as defined above and a majority required for a decision. Chairman has the casting vote.

Code of Conduct: All parties have equal status and everyone is to be treated with respect.

Communication: The Group will communicate with the local community through the web and printed materials, and through the South Sutton and Belmont Local Committee.

Officers: Chair, Vice-Chair and Secretary will be appointed at a formal meeting of the Group, normally for a period of 12 months. The Group will appoint facilitators to lead particular sub-groups.

Chair • Responsible for the overview and facilitation of the Belmont and South Cheam

Neighbourhood Development Group (enabling the successful production of a Neighbourhood Plan).

• Chair meetings of the Belmont and South Cheam Neighbourhood Development Group. • Attend meetings to provide clarification and continuity across sub-groups. • Provide regular updates while the sub-groups are undertaking specific tasks. • Maintain routine dialogue with stakeholders, identified as follows:
