Current environment – costs and revenues Keywords ­ Transition. ­ Little or no tracking of licenses: negotiated, ordered, “unharvested.” ­ Only optional tracking of products purchased, so little data available. Synopsis ­ The negotiation of both system­wide licenses (see Appendix A on page 12) is done through OCIO’s Strategic Technology Acquisition services.

­ The Scholars’ Workstation (TSW), under IST’s Client Services, used to manage both departmental purchases and individual purchases of software. o TSW used to negotiate for three of the main statistical packages (Matlab, Mathematica, and SPSS) and sell all five statistical packages (including SAS and JMP, which are negotiated at the UCOP level), but did not practice strategic acquisition – either forecasting demand with any accuracy or inventory control. TSW now been dismantled and the management of these statistical software packages has been moved to IST’s Client Services.

­ We have no data on which, if any, departments are making individual purchases of software where there already exists a site license for the campus.

Possible directions to move in 1. Consolidate all services in a single location/organization in OCIO/IST. a. “One­stop shopping” for the customer

i. Easily recognizable ii. Lends itself better to communicating to the customer where to

purchase software covered with site licenses b. May make it easier to identify emerging software acquisition trends and realize further economies of sale.

2. Explore outsourcing – with either a commercial vendor or another UC – with vigor. Outsourcing would not preclude a campus software distribution presence, but would relieve the campus of the responsibility, burden, and cost of hosting the software, managing the licenses, and achieving economies of scale.

3. Capture better data in our financial system a. Require standardized descriptions of what products are being purchased b. Define, with more precision the account codes so that they reflect what the purpose of the purchase is, e.g., purchase of a new license vs. a renewal, license and/or media, server vs. individual machine.

Appendix F – Further explanation by Mike Stark of UCSD’s Software Distribution Service (by email August 31, 2010)

1. When you looked at the pros and cons of hosting the software yourself vs. outsourcing the hosting, what came up for you?

We have been doing this since 1989. Long before outsourcing or ESD was popular. This was to cut down on the physical loan or order of physical media. (Environmentalists for a long time). We started with things like floppy disk images and unix TAR files or VMS archives. Currently we are moving in large part to DVD ISO disk images.

2. Are you outsourcing any hosting, e.g., with SHI? No. SHI is much worse at hosting than CDWG was. I try their services and know we are doing an equal or better job, and also know that only the appropriate folks get access to the software and/or keys. Our target is the departmental system admin. (http://software.ucsd.edu/serve.shtml). SHI put off the hosting of Adobe to adobe and their horrible system. Or Filemaker or whoever. They are not a one­stop shop. We are for 99% of the ESD for our campus. The same access methods & tools apply.

3. How do you keep track of the negotiated number of licenses and what's been purchased on campus so that you can harvest the unused ones? This seems especially problematic at Berkeley!

We act as the gateway, so that we have in a single data management system all data since 1989 for any agreement that has saved the university money to do via aggregation or centrally. So no records on Oracle, but near 100% on Microsoft, SAS, adobe etc for the last 20+ years. Microsoft, Apple & Adobe have over the years all signed off on our record keeping as begin able to survive an audit of theirs. Note... I was able to show Adobe that their main licensing reporting system was chopping off records. A state that they were unaware of and have only partly fixed in their SAP implementation. Of course I also showed them that their initial implementation of FlexLM was flawed and they turned it off world wide (at Acrobat 8).

4. Does your accounting/financial/procurement system capture WHAT is purchased so that you can search for it in the system?

The central campus system does not. Anything under $5,000 is invisible to them. Hardware & software for the most part. We can drill down to the department deployed to level. We provide department summaries regularly to new support staff and such to let them know what they have rights to. We usually only drill down for 3 or 5 years for most needs. But we can go back 12 or more with ease.

5. What would you say the cost of maintaining your 20+ servers is? And is it rolled into the price of the software or is it subsidized?

No hard cost number in mind. The servers are real or virtual servers. A snapshot of what is running now....

­ 3 FlexLM license servers with on campus only (not world accessible) network addresses. 2 are at a remote server room. The most remote server also has a mirror of the most popular 1 Terabyte of the most common software, for disaster recovery.

­ 3 ""distribution" servers.1 open to the UC system and 2 campus only. The first server is distribution only. The other two also act as hosts for 4 virtual servers each. (Total 5 per box).

­ FlexLM server with a routed address I keep for occasional needs like student Labview. Old hardware, at a remote server room.

­ 1 physical Microsoft KMS server at a remote server room (Cheap dell PC / server 2008 r2)

­ 8 Virtual servers: (can be hosted by desktop computers if server hardware fails).

­ 1 KMS server running server 2003 in case the server 2008 has issues.

­ 1 Sophos gateway to campus (for cost management mostly. So dept paying has admin control)

­ 1 network status monitoring server (http://netmonitor.ucsd.edu) Sophos distribution servers

­ 1 Sophos staging server for the next release to be supported. Will replace gateway VM.

­ 1 Utility server hosting various web servers mostly with lightweight academic info like http://labcheck.ucsd.edu

­ (Labcheck & netmonitor can be stopped, to run services for other server, if one fails.)

­ FlexLM servers on Linux dedicated to Matlab as a redundant trio

­ 1 Database server (Filemaker pro databases for software distribution and inventory). This is a Mac OSX server that can also serve the most popular 640MB of software if needed if we have a disaster affecting windows servers. (Mirror like the one FlexLM server).

­ 1 OS X desktop acting as server used for UC system SAS/JMP and similar ad hoc distribution.

­ 1 old Windows and 1 old Mac OSX servers to test Sophos & patches on. Both planned to be retired end of year.

­ 1 Virtual web server "software.ucsd.edu" that I feed content but do not maintain the whole server.

­ I also have a desktop client hosted copy of server in construction, for testing the Sophos new release. "Children". And there are several virtual web & FTP servers on the above.

On costs:

­ Cost is part of my FTE. The hardware costs are partly rolled into the costs of the software.

­ 1 distribution server is explicitly funded by the MCCA & Adobe TSL annual subscriptions rounded up to the dollar. It is primarily used for that with excess CPU/Ram capacity hosting the VM's. (Dell 2900)

­ The 6 main "flexlm" License servers are partly funded by the ESRI, Mathematica, PTC, and Matlab fees. The Linux servers are re­purposed hardware. Mostly management costs there.

­ The main dist server is partly funded by the cost model on the SAS, JMP, ESRI, Matlab agreements.

­ The others are partly re­purposed hardware and then VM's.
