Has anyone ever told you that you have changed her life?

If so, that means you understand the joy and pride I am taking when telling you about the activities of ourT

team. PACT Foundation – Partnership for Community Action and Transformation, as suggested by its very

name – is a group of people, partners who attract fi nancial and other kind of resources aiming to stimulate

community actions that trigger a positive transformation in people’s and communities’ life.

Our work is based upon the belief that people know what’s best for their life. And it is themselves who

can improve their life, by using resources, time and energy from the community. PACT projects facilitate

transforming community experiences and activities, which revive people’s feelings of hope and pride to be

members of a certain community. The last 2 years have confi rmed that one can often do wonderful things

with little money and human capital and trust among people are much more valuable resources.

The activity report for 2006-2007 speaks about us, about what we are doing and about the results we have. If

nobody has ever told you that you have changed her life, then we hope this report will give you some ideas

about how you could do it in the future.

We dedicate this report to all our benefi ciaries who have

believed in us. We dedicate this report to our partners and

donors, without whom our work would not have been

possible. And we hope that the facts illustrated in this report

convey to all of us the trust to go on.

PACT Foundation is located in Bucharest and is active in rural and urban localities in the southern area of the

country, in the regions of Oltenia and Wallachia.

Strategic directions

Capacity building of the disadvantaged groups and community-based organizations

Too many communities in Romania still have limited access to resources and power, becoming poorer, more

isolated and hopeless. PACT Foundation works with these communities, helping them get united, work

together, fi nd solutions to their local problems and mobilise resources- from inside and outside community-

to solve their problems. The main mechanism of stimulating the participation of the disadvantaged groups

is the development of community organizations that help them represent their rights and interests, gather

resources and solve the problems aff ecting their life.

For instance, when one sets up a folk group everybody enjoys – children and elderly as well… That would be my idea about community development, but I would also add: this is not only the community task, the institutions should act together with the community.”

A community organization is a non-governmental organization or an informal group of citizens consisting in members of a community who associate in order to initiate activities that contribute to the development of their community, by answering the needs locally identifi ed by community members.


Promotion of local and regional social-economic development

PACT Foundation understands that the training of a new development actor in the community – the

community organization – is important, but not enough to stimulate the social-economic development

of the locality. That is why PACT

Partnership mediation to stimulate social responsibility

Through its activities, PACT Foundation aims to encourage social responsibility of individuals, community

groups and companies. PACT Foundation supports its benefi ciaries – community organizations – to gather

local resources to solve problems identifi ed in the community. PACT Foundation also runs its own fundraising

campaigns to fi nance community projects and business enterprises in the communities where activates.

Facilitating the exchange of experience

and knowledge in community development and social economy

PACT Foundation initiates and participates in meetings, seminars, conferences intended to facilitate the

exchange of experience between active organizations in the fi eld of community development, resource

mobilisation or social economy, both within Romania and abroad. PACT Foundation also conducts studies,

research and documentation that enable the analysis of the results obtained, further sharing the good

practice in these fi elds.

PACT Foundation

— Provides training and consultancy in the following fi elds: participatory needs assessment, development

PACT Foundation’s actions are based upon the principle that the development of a community cannot

be done exclusively by experts (infrastructure, environment or social service experts), but it must be also

wished, initiated and managed by community members. We believe that local people, even if they are poor,

having a low educational standard or are isolated in terms of information, they are the experts with regards

to their own needs and wishes. Therefore community members are supported through PACT projects to talk

about their problems, search solutions and implement their ideas.

PACT Foundation works with those people who do not consider lamentation a virtue, who are not

overwhelmed by problems, but rather stimulated to fi ght them. We work with people who do not just

sit around and complain, but with people who get involved, who are willing to dedicate their time,

money, energy and skills for a community action that concerns the others as well. And as this is not

a work to be done individually, we assist them to get associated with other people, like them, from the

community and we put them in touch with other groups, from other communities, from other counties.

PACT Foundation does not divide people in good or bad, smart or stupid, rich or poor, Romanian or “Gypsy”.

We believe that every person has unique knowledge and skills and we help people and communities

to discover, use, develop and appreciate them. Moreover, we believe that learning is a life-long process,

irrespective of the level of formal education. We believe people can keep learning and do new things, they

can see beyond the routine, make their life better and change themselves.

PACT programmesand projects


Learning, Participation, TrustProgramme for the Development of Community Organizations, 3rd Stage, Călăraşi, Ialomiţa, Giurgiu

and Ilfov Counties

The purpose of the programme is to support people interested in taking initiative and coming together

in order to solve local problems. The programme off ers training, consultancy and small grants which

contribute to the development of viable community organizations, with impact upon the community life.

The knowledge and skills acquired during the project will enable benefi ciaries to initiate projects, to attract

the necessary resources, to conduct projects and assess the results obtained in order to continue their

activity.

Period: October 2006 - June 2008

Activities:

— Promotion of the programme, receiving of applications and selection of the community groups – out of

the 44 applications received, 15 were selected to participate in this project

— 2 representative of each community group participated in 4 training modules on the following subjects:

participatory needs assessment, development of a community project, project management, communication

and fundraising.

— There were 3 consulting visits in every community meant to help the community members to decide

upon a project idea, to plan and implement the project.

— A fi nancial support of maximum 3,600 RON/project was granted for the development of 11 community

projects.

Empowering through participation

The programme aims to support the initiation and setting up of new community organizations in

neighbouring communities and in areas where experienced community organizations are active. Thus

knowledge is further conveyed, not only through PACT Foundation, but through the action and model of

community organizations acting in the relevant region as well. Seven experienced community organizations

facilitated the creation and development of 13 new community groups. The programme provided training,

consultancy and fi nancing, so that these groups learned how to work in the community and conducted a

community project.

— A maximum fi nancing of RON 1650/project was granted, for the development of 11 community

projects

— Through this project, PACT Foundation aimed to promote the concept and practice of community

organizations. Thus, a research on community organizations was conducted within the project – the results

of this research were promoted to students and practitioners who are active in the fi eld of community

development.

Community enterprise development project

The aim of the project is to support alternative income generating activities, creating a frame for the

economic inclusion of disadvantaged groups. To reach this target, the project supports the creation and the

past and which wish to initiate income generation activities.

Activities:

— 2 representatives of each of the 7 community organizations participated in 2 training modules on

developing business ideas and business plans

— 2 consultancy visits were conducted in each community in order to assist the community organizations

in critically analysing their ideas and developing them further

— 4 business plans were fi nalised: a barber shop, a traditional rug weaving workshop, a traditional brick

oven and a cultural-artistic events enterprise.

Giurgiţa village is located in the south of Dolj County, 50 km away from Craiova, and has 3,120 inhabitants.

Most of the inhabitants deal with subsistence farming. There are no signifi cant economic activities in the

village and only 8% of the inhabitants are employed. Rudezis Association, a non-profi t non-governmental

organization, has been acting in the commune since 2003, its purpose being the development of Giurgiţa


by involving the village population in its projects. The Association has conducted several projects – a

summer school for the village children, the setting-up of new community organizations in two neighbouring

localities, the establishment of a Youth Centre providing information, Internet access, computer courses and

foreign languages courses. The Association has a good partnership with Giurgiţa City Hall, with which it has

conducted common actions and projects.

To encourage the preservation of local traditions and maintain the young generation’s interest in the village

development, Rudezis Association wishes to establish a traditional workshop for manufacturing carpets and

rugs from Oltenia. There will be 6 people who will gain employment in this workshop – one experienced

weaver and 5 young women who wish to learn the craft. Carpets will be hand-made, using traditional

patterns of Oltenia, such as the red poppy and the wheat ear. The wool will be spun and dyed in natural

colours right in the workshop. Carpets will be sold in specialized shops (hand-made goods), at fairs and

exhibitions. To initiate this process, a fi nancing of 50% is provided by PACT Foundation and 40% by Giurgiţa

Local Council, which also provides the premises for arranging of the workshop. In the future the workshop

will be able to fi nance itself by the selling of carpets and rugs.

Waters have swept by, hope is found again. Local development project in the communities aff ected by fl oods

The aim of the project was to contribute to the reconstruction and development of two villages aff ected by

fl oods during the summer of 2005 - Agăş (Bacău County) and Cobăteşti (Harghita County). The project was

initiated by PPD (Partnership for People and Development), a partnership among 4 non-profi t organizations

in Romania – Association for Community Relations, Princess Margarita of Romania Foundation, Environmental

Partnership Foundation and PACT Foundation. The project was initiated in March 2006.

3 types of activities were conducted in Agăş: the partial restoration of the Arts and Crafts School in Agăş,

supply of the joinery workshop and development of income generation activities. The project intended to

create a post-emergency approach model for the communities aff ected, by contributing on the long run to

their reconstruction and development.


In this project, PACT Foundation supported the initiation of 2 income generation activities by conducting

several local activities, namely:

— delivered a business development course

to 15 community residents, in partnership

with Junior Achievement Romania

— provided consultancy for the develop-

ment of 2 business plans

— fi nanced the initiation of two business

activities in the locality- RON 7,580 for

a construction fi rm and RON 9,500 for a

cereal shop. Financing is refundable at a

0% interest, with a 6-month grace period

and 14-month period of repayment. The

reimbursement shall be made directly to the

community in construction materials and

construction work for the refurbishment of

a sports ground in the yard of a local school

aff ected by fl oods.

Social economy seminars

Wishing to answer the multiple needs of the communities where it activates, PACT Foundation is looking to

diversity its scope and activities. Together with the promotion of the civic spirit and the support of community

initiatives, we aim to support income generation activities and economic development opportunities for the

disadvantaged groups and communities. We also wish to off er to interested organizations and institutions

the opportunity to share their experience regarding various activities of social economy. For this reason

PACT Foundation organizes in Romania a series of seminars and conferences, which generate ideas and

partnerships for new social economy projects in Romania.

PACT Foundation launched itself on the market of non-profi t organizations in Romania by organizing the

seminar “Social enterprises for disadvantaged groups and communities”. 32 persons in the NGO fi eld and

government agencies in Romania, Great Britain and Belgium participated in the meeting and discussed

about the development of social enterprises in Romania and good practice examples in Europe. Thus the

seminar enabled an inventory of a large range of experiences in the fi eld of social enterprises and raised a

series of questions, among which: What activities are part of social economy? Where does a social enterprise

begin and where does it end? What are the features a fi rm should have in order to be considered a social

enterprise? How should social enterprises be fi nanced - by grant or credit? Participants agreed upon the fact

that the fi eld of social economy in Romania is an incipient one, but has great potential for development and

the group showed its interest in contributing to the further development.

PACT Foundation was further interested in exploring microfi nance mechanisms and programmes and in

understanding methods through which these can be used in order to contribute to the development of

local communities. Thus on February 6, 2007 the seminar “Community Development and microfi nance in

disadvantaged communities” took place, organized by PACT Foundation in partnership with Allavida (UK) and

the PHARE Programme for Technical Assistance for the development of the Small and Medium Enterprises in

Social economy refers to those activities using mechanisms of the market economy in order to reach social goals. A business in the fi eld of social economy reinvests the profi ts obtained in the community or in the business itself and is not interested in maximising these profi ts to the shareholders’ interest. Social enterprises or co-ops are examples of such social economy entities.


Romania. The seminar comprised a series of international presentations of some microfi nance programmes

addressed to disadvantaged communities and off ered the participants a framework for discussions and

refl ection. Presentations were delivered by Bernie Morgan (Executive Director, Community Development

Finance Association, www.cdfa.org.uk), Maria Doiciu (Component Leader – Technical Assistance Programme

for the Development of Small and Medium Companies in Romania), Mircea Oniţă (General Director, Centre

of Economic Development, www.cde.ro) and Florica Cherecheş (Executive Director, Integra Romania, www.

integraromania.ro). The seminar intended to fi nd answers to the questions: What is microfi nance/micro-

crediting? Who are the benefi ciaries of the microfi nance programmes? To what extent are the microfi nance

programmes accessible to disadvantaged groups and communities? The concept of sustainability in

the context of microfi nance. Sustainability for whom? Partnership between community development

organizations and microfi nance institutions: purposes, values and instruments. The event was attended by

52 representatives of non-profi t organizations, microfi nance institutions and governmental institutions in

Romania directly interested or experienced in the fi eld of community and microfi nance development.

Development of civil dialogue in Europe

The aim of the project is to explore and review various experiences in the fi eld of civic dialogue by means

of an inventory of good practice in the fi eld, identifi ed in various countries in Europe at all levels: local,

regional, national and European. Considering that the civil society has been developed and structured

diff erently in various parts of Europe, its evaluation is focused upon a comparison of the good practices in

the former Member States (before 2004) and in the New Member States – Romania and Bulgaria. The project

is conducted in Austria, Belgium, Bulgaria, France, Hungary and Romania, in the period August 2007–July

2008.

Main activities:

— Study of the most recent experiences, methods and good practice of civil dialogue in the countries of

origin of the project partners and creation of a European bilingual site (www.beingcitizen.eu) about active

citizenship and participation, which will supply information to citizens, organizations of civil society and to

all actors interested in this issue.

Civil dialogue refers to 3 outstanding practices: dialogue between organizations of the civil society regarding the line followed by the European Union and its policies, a constant dialogue structured between these organizations and bodies of the European Union and a sector dialogue between organizations, their partners of negotiation and the executive and legislative power.

— Organization of a seminar in Bucharest, aimed to discover and debate practices in the fi eld of civil dialogue

in the new member states. This seminar will create a space for discussions on civil dialogue, to be attended

by representatives of non-governmental organizations and representatives of the state institutions as main

actors of the civic dialogue initiatives.

— Organization of a project-closing conference in Brussels (Belgium) to create a bridge between actors

who operate at local, national and European level. The conference will be organized under the form of open

meetings, where all citizens, representatives of civil societies’ organizations and European networks, public

authorities, European public offi cials and companies will be invited.

— Elaboration of a bilingual publication (French/English), a training guide book on civic dialogue, which

will off er the representatives of non-government organizations the actual instruments to understand civic

dialogue and to initiate it at various levels.

The story of a community organization

Association Humanity Rom, Iancu Jianu village, Olt County


Iancu Jianu village, Olt County, is an isolated locality, situated on a county road linking the counties of Olt

and Vâlcea. Having a population of 4,885 inhabitants, the village faces serious problems of poverty, lack

of jobs, poor education and lack of professional training. A part of the young people left the village to

work abroad and most of the inhabitants have abandoned themselves to subsistence farming. 20% of the

village population is of Romany origin and this percentage refl ects the adequacy and participation of the

organization Humanity Rom, an organization founded by the Romany villagers.

Humanity Rom was established as an informal initiative group in 2003 and then became a registered

association. The objective of the group has been, from the very beginning, the improvement of the living

conditions of the Romany population in Iancu Jianu village. In 2005-2006, the organization participated

in the programme “Learning, Participation, Trust” and benefi ted from training, consultancy and fi nancing.

As mentioned by the organization’s leader, these training sessions were very useful for the acquiring

management skills. As he said “PACT helped us be successful. [...] I think that fi rst we have to learn and then take

the money”. Within this programme the organization conducted the project “Preservation and promotion

of folk traditions”, which included some technical equipment for local folk group, training courses were

organized for the new members of the group, as well as other educational and social activities such as

documentation trips and shows.

During their participation within “Learning, Participation, Trust” programme, the association conducted a

PHARE project for the establishment of a waste collection company, in partnership with the local city hall.

This project led to the creation of jobs for the Romany population in the community and to the improvement

of the social-economic standing of their families. The organization also conducted cleaning activities in the

village and arranged green areas, with community resources. Humanity Romany was involved as a mentor

organization in the programme “Participation and Empowerment”, facilitating the establishment of 2 new

community groups, in Caracal and Piatra Sat. Within the community enterprise development project, the

association wishes to establish a barber shop in the village.

The projects carried out by Humanity Rom had signifi cant community participation from the disadvantaged

category of Romany population. 12 volunteers were initially mobilised for the organization of the waste

collection company, then there were 47 volunteers involved in the project of development of the folk group.

Also, as a benefi ciary of this project stated, “[It] mattered quite a lot, you can see that, there were so many jobs

created, 20 jobs, not only for the Romany community, but for the entire village.” At the same time, actions in the

project for the modernization of the folk group led to a better promotion in the local media of the artists in

Iancu Jianu village, which led to subsequent paid employment.

According to the members of Humanity Rom, the organization also had an educational impact, motivating

and even off ering fi nancial support to Romany young people to attend university lectures. As far as the

cultural life is concerned, the organization got involved in organizing folk dances and getting volunteers

involved in this activity as well. This has led to an improvement of relationships between the Romanian

majority and the Romany minority. The actions of Humanity Rom led to the gaining of respect by members

of the community and enrichment of inter-ethnical relationships: “Before this, they used to call us Gypsies

openly. Now, they discuss with us, participate in our activities. We have members in our group who come and who

are not Romany. We are pleased and we are glad they are open.” The board of the organisations also includes

villagers who are not of Romany origin.


As far as the Humanity Rom organization is concerned, it is to remark an effi cient mobilization of human,

material resources and know-how, especially locally, but also extra-locally. In terms of human resources,

we notice a good participation of volunteers. Leaders’ skills to delegate responsibilities and to coordinate

have an important role for active mobilization. As the head of the organization says “[Everything is] based on

volunteering. For example, the folk band [...]. We let them choose a head to respect and listen to and they have

chosen one. <Who wants to deal with transportation?> Somebody did. But we supervised everything. [...] In cases

they cannot cope with it, then we get involved.”

It is important to note that the organisation collaborates with a large range of institutions. At community

level, besides the local enterprises, there are the public administration (know-how, material resources),

educational institutions (know-how and educational resources) and sanitary institutions that collaborated in

projects. As to the generally positive collaboration with the local public administration, there are also a series

of divergences expressed on the background of the electoral cycle and competition for political capital. At

the county level, there is a good cooperation with AJOFM-Olt, for the partial fi nancing of jobs in the cleaning

fi rm.

As far as future projects are concerned, the organization aims to organise “the children’s town hall”, an

initiative that should help children develop their civic spirit. Another idea is to create a “Council of the Elders”,

in which the elders would have a chance to express ideas for the development of the local community. The

development of the organization and its focus on projects with a social impact are other issues mentioned.

The organization also aims to establish a barber shop in the village.

PACT Foundation contributes to the advancement of the community development sector by conducting

research and studies, the results of which are shared with students and practitioners in the fi eld.

Sons of the villageStudy on the attitudes and practices of the community members regarding the role of the sons of

the village in the process of local development

This is a research initiated by PACT Foundation and Allavida and carried out by Operations Research. The

study describes events and methods through which people whose origins are in a certain village, who

left the village and acquired a high social position (sons of the village), show interest and have initiative

for the development of their community. The main topics of the research are the types of assistance, the

motivation and the context for certain initiatives, the involvement of the community, of local authorities

and of community organizations. A separate chapter is dedicated to the meetings of the sons of the

village, traditional community events in many of the localities included in the study. This is a qualitative

study conducted in 17 rural communities in 9 counties of the country (Brăila, Sibiu, Cluj, Iaşi, Vaslui, Harghita,

Ialomiţa, Gorj and Timiş) deliberately selected according to the involvement of the sons of the village and the

representative character of social-economic diversity. In-depth interviews were taken with 47 interviewees –

sons of the village, representatives of the local public authorities and other inhabitants of these communities.

Data were collected in 2005 and the research report was published in June 2006.

The study on the profi le and role of community organizations developed through the programmes

of PACT Foundation is a research initiated by PACT Foundation and carried out by Răzvan Stan (sociologist),

who aims to draw the profi le of community

organizations benefi ciaries of PACT Foundation,

to review the role they play in the development of

the community and the benefi ts and limitations of

this form of organization. It is a qualitative study

that uses data from the review of PACT documents,

from interviews with PACT programme coordinators

and from research made on the fi eld in 4 localities.

The study contains a review of the general profi le

of the community organizations developed

through the programmes of PACT Foundation

(origin–rural/urban, organization form – informal

community group /registered non-governmental

organization, profi le of the initiating members,

profi le of the benefi ciaries). The studies continues

with a chapter regarding the success factors and

problematic aspects regarding the functioning

of community organizations and presents 4 case

studies on mentor community organizations and

community organizations initiated within the

programme “Participation and empowerment”. In

the end, the study presents a series of conclusions

and recommendations regarding the methodology of development of community organizations and the

activity of community organizations for the development of localities.

Community Projects Financed by PACT Foundation


Between 2006–2007, PACT Foundation supported the development of 24 projects initiated by community

groups and organizations, by off ering small grants, training and consultancy for their initiation and progress.

The fi nancing ranged between RON 1,650 and 3,600 for a project, while the whole fi nancing amounted

to RON 57,956 RON (USD 23,769). The amounts off ered as fi nancing are contributions of international

foundations, multinational corporations, Romanian companies, 2% law, offl ine and online donations through

the means of www.ajutaonline.org.

“This project off ered us the possibility to hope that something can be changed in small communities, such as Vrăneşti village. The most important players were on the one hand Pact Foundation and on the other hand the inhabitants of Vrăneşti village. As far as the inhabitants of the village are concerned, most of them were sceptical in the beginning but, as works went on and “something” began to move, more and more of them wanted to participate, the richest made donations in money, while others off ered as volunteers.”

women aged between 15 and 35, for pregnant women or women

having children less than 1 year old.

Dolj Bârca To answer the need for support and socialization that lonely

elderly people resent, a group of kind-hearted people created an

“Elders’ Club”. They arranged the premises made available by the

city hall and supplied it with the objects necessary for socialization

medical assistance and information activities in the club.

for socialization and promotion of local cultural values.

inhabitants) regarding the environment protection norms.

Dolj Goicea As nearly 200 children did not have a proper playground to spend

their leisure time, a group consisting in teachers and parents

decided to arrange a playground. Inspired from their initiative, the

city hall decided to build 2 other playgrounds in other areas of the

village, so that all the children in the community could enjoy this

initiative.

Financial Report


The fi nancial report presents the statement of incomes and expenses of PACT Foundation for the years 2006

and 2007, in RON and US$. The fi nancial statements were censored (in 2006) and audited (in 2007), and the

opinion of the censor and the auditors is found below.

Censor’s Report regarding the fi nancial and accounting activity of PACT Foundation

For the period 14.04.2006-31.12.2006

We have proceeded to the verifi cation of the annual fi nancial situations of PACT Foundation, for the period 14.04.2006-31.12.2006.

The management of PACT Foundation bears the responsibility for the elaboration of the fi nancial and accounting situations. Our responsibility is to express an informed opinion of these fi nancial situations, based on our expertise.

The verifi cation was made taking into account the Professional Norms issued and approved by the Body of Accounting Experts and Certifi ed Accountants in Romania and the situations were presented in RON and USD. These standards require to plan and deliver the verifi cation process in order to ensure, to a reasonable manner, that these fi nancial situations are not prone to signifi cant errors.

The verifi cation includes the random examination of the accounting documents which justify the amounts and the calculations of the fi nancial-accounting situations.

The Foundation has elaborated the annual fi nancial-accounting situations taking into account the accounting regulations relevant to the non patrimonial juridical persona.

We have proceeded to the verifi cation of the fi nancial situations of PACT Foundation for the year 2006, as the foundation had started its activity from 4.04.2006.

As it came out from our verifi cation, the funds attracted by the foundation were spent for the eligible expenses of the contracted projects and the benefi ciary had gained no profi t from these funds. We have not identifi ed any amounts spent for purposes which would not be connected with the objectives of the projects.

At the end of our mission, we had found no elements which would question the regularity and honesty of the annual accounts, neither the accurate image given to the patrimony, fi nancial situation and profi t/loss account of PACT Foundation at the end of the fi nancial year of 2006.

Piatra Sat

Olt Piatra Sat Deoarece aproximativ 150 de copii şi tineri nu benefi ciau de

un spaţiu care să le ofere condiţii optime de desfăşurare a

activităţilor sportive, un grup de tineri activi din comunitate

a reamenajat terenul de sport din comună. De asemenea,

tinerii implicaţi au promovat activităţile sportive în

comunitate, pentru însuşirea unui stil de viaţă sănătos.

Dolj Goicea Pentru că aproximativ 200 de copii nu aveau un spaţiu de

joacă amenajat în care să se recreeze, un grup format din

cadre didactice şi părinţi a hotărât să creeze un loc de joacă.

Inspirată de iniţiativa lor, primăria a hotărât construcţia a încă

2 locuri de joacă în alte zone ale comunei, astfel că toţi copiii

din comunitate au putut să se bucure de această iniţiativă.

Projects and Activities in 2008


In order to continue and consolidate the results obtained during 2006 - 2007, in 2008, PACT Foundation

would carrying out the following projects and activities:

— facilitates public participation and strategic planning in 10 villages in the counties of Gorj, Dolj, Argeş,

Călăraşi and Ialomiţa, within the project “Participation. Strategy. Democracy”, fi nanced by the European

Union through the PHARE 2005 Programme – Consolidation of democracy in Romania,

— facilitates the formation and development of new community groups in 20 villages in the counties of

Gorj, Dolj, Argeş and Teleorman, within the programme “Learning, Participation, Trust”, 4th stage, fi nanced

by Trust for Civil Society in Central and Eastern Europe,

— works with 150 adults of Romany origin in 10 villages in Argeş county, for personal development and

obtaining a professional qualifi cation, in order to facilitate access to the employment market; within the

project “Good craftsman looks for an employer”, fi nanced by the European Union under the PHARE 2006

programme – Social inclusion measures,

— continues to support the initiation of 4 community business activities, with support of Provident Financial

Romania and other donors,

— continues to promote good practice in civic dialogue, by means of a project fi nanced by the European

Commission, DG Education and Culture,

— participates in a project of exchange of experience and good practices in community development,

together with other 15 organizations of community development in the Netherlands, Belgium, Hungary,

Slovakia, Great Britain, Germany, Sweden, Bulgaria and Romania, a project fi nanced by the European

Commission, DG Education and Culture.
