• SERVICE CHANGES:Changing the route or frequency of a Metrobus or Metrorail line

What projects are under the Public Participation Plan?
Each communications and outreach plan is different. The strategy comes from:• Project purpose, public role, goals • Project population• Resources, budget and timeline
Depending of the strategy, then we can select the activity types that best suit the project.
What factors are considered when building a plan?
• To involve Title VI populations, go where they are.• Demonstrate cultural sensitivity.• Make it convenient to attend events.• Tailor event formats to the preferences of groups
whose input is sought.• Translate materials and use graphics.• Use ethnic media and distribution outlets.• Newspaper advertising still works.• Include children.• Acknowledge and use input.• Use Community Based Organizations.

PPP Example #1:Takoma Langley Crossroads Transit Center
• New bus facility built by the Maryland Transit Authority at the intersection of University Blvd (MD 193) and New Hampshire Ave (MD 650)
• Required public input for WMATA to lease, operate and maintain the transit center

• Demographic analysis on local area and Metrobus customers showed high Hispanic, low-income and Limited English Proficient (Spanish) populations
• Created communications and outreach plan that included heavy CBO involvement, outreach at bus stops, translated materials and Spanish-speaking staff at all events

• Over 1,400 fliers distributed and over 600 surveys taken during three bus stop “pop-up” events

• 16 CBO visits during the public comment period• Spanish media was major component of

approximately 20 attendees and the presentation was verbally translated.

• Phase 1 of plan is complete (Feedback) but Phase 2 (Implementation/Education) will begin once an opening date is set.
• Lessons learned: Know the area -- Spanish, Spanish, Spanish (and some French)! Staff appropriately.
Consider low literacy in all materials (more visuals).
CBOs can provide great insights into behaviors of their constituents.
