Environmental recordsRetain these records if applicable: • This calendar with its completed logs and subsequent ones. • Air permit, permit application, and emission inventory reports. • Purchase records for materials that contain volatile organic compounds (VOCs). • Material Safety Data Sheets• Hazardous Waste Generator license application and renewals. • Hazardous Waste license (this should be posted in public view). • Laboratory analysis and evaluations of waste. • Receipts or shipping papers for used oil and used oil filters. • Receipts or shipping papers for wastes taken to a VSQG collection site.• Hazardous Waste manifests and manifest exception reports. • Land Disposal Restriction notification forms. This is required if you are a SQG or

LQG. It is recommended if you are a VSQG.

Air emissionsCollision repair shops

If you have a Registration Permit, you need to know the number of gallons of VOC-containing material that you use during the year. You will need to submit this amount on your annual Emission Inventory Report. Let your supplier or suppliers know if you need these purchase records at the end of the year.

All shops that spray paint must meet the requirements of a new National Emission Standard for Hazardous Air Pollutants (NESHAP). For more information visit the SBEAP Web site at www.pca.state.mn.us/SBEAP, click on “SBEAP Sector Initiatives”, then “Automotive”, or call 651-282-6143 or 800-657-3938.

Mechanical repair shops

If you can document that you use less than 200 gallons or 2,000 pounds of VOCs in a 12-month period, this activity qualifies as a Conditionally Insignificant Activity, and you are not likely to need an air permit. Follow these directions to see if you qualify.Look over records for the most recent 12 months and use one of these equations: • % VOC by volume x gallons material purchased or used = gallons of VOCs • % VOC by weight x pounds material purchased or used = pounds of VOCs • Pound VOC per gallon x gallons material purchased or used = pounds of VOCs

If you ship VOCs off site for recycling, the amount recycled may be subtracted from the amount used.

Hazardous Waste License Businesses that generate hazardous waste are required to report that waste annually and obtain a license that is valid for one year. In addition, they must make a copy of the completed application form and retain it in their records for three years and post their license at their place of business.

Satellite Accumulation Satellite accumulation allows a hazardous waste generator to slowly accumulate up to 55 gallons of non-acute hazardous waste at a location separate from their hazardous waste storage area (for example, paint waste generated at an auto body shop). If you have a hazardous waste that accumulates very slowly, you can designate the container to be a satellite accumulation container. Write on the satellite container the date you first add waste (start date) and the date you fill the container (fill date). The storage time clock begins on the fill date. You have three days from the fill date to move the drum to your permanent storage area. If the satellite container is located in the immediate working area where the waste is generated and is under the direct control of the operator of the process generating the waste, daily visual inspections suffice. If not, you must document weekly inspections of this container.

Generation

Remember, your hazardous waste generator size is based on what you generate, not what you ship. A product is considered a waste when it is no longer usable, wanted, or needed.

Arrange for shipment before this limit is reached. If limit is exceeded, follow SQG rules.

6,600 pounds (about 12 drums of liquid).

Ship stored waste within 180 days of the date waste was first put into the container (within 270 days if you are shipping to a facility located more than 200 miles away).

No accumulation limit.

Ship within 90 days of the date waste was first put into the container unless a storage facility permit is obtained.

Consider using an aqueous parts washer instead of a solvent-based one. Switching to an aqueous brake washer can yield a less than two-year payback when reduced purchasing and disposal costs are considered, as well as being better for employee safety. If you must use solvent, keep in mind that solvent distillation can provide cost and environmental savings over disposal. Equip your shop with a squeegee and plastic dustpan to use as a first step in cleaning up shop spills. Most of the oil will come off the floor and can go directly into your used oil container. The use of absorbent and the cost of proper disposal will be greatly reduced.

Minimize your used oil and filter waste – you’ll also minimize disposal fees and regulatory requirements:

Label all containers of used oil and other oily wastes to avoid inadvertent mixing.Include a squeegee and dustpan (detailed in April) with each spill kit. If you must use sorbents, choose reusable or recyclable materials.If you do fleet maintenance, use longer-lasting synthetic oils and reusable oil filters to minimize waste generation. Remember, used oil filters must be disposed of like other oily wastes -- it is illegal to toss them in the trash! Easy ways to reduce compressor energy use

Decrease the pressure. You can reduce compressor • energy use by 1% for every 2 PSI reduction in pressure.

Bring cool, outside air into the compressor space. • You can reduce energy use by 1% for each 5o F reduction in temperature.

Reuse the heat. Since 80% of air compressor energy • is lost as heat, circulating waste heat for shop comfort in the winter makes good sense and can save you money.

Painting Tips

Keep painters and paint booth floors and filters clean to minimize flaws and reduce unnecessary rework.

Have your painters attend refresher training annually – their technique affects transfer efficiency, and that impacts your bottom line.

Use HVLP spray guns. Less overspray means less waste.

Consider switching to waterborne paints. They have a lower VOC content than conventional paints and clean-up is done with water, not solvents. That means there are fewer emissions, reduced worker exposure, and a potential reduction in regulatory requirements.

Reduce, Reuse, Recycle

Add a second parts washer to create a two-stage parts washer system. Even though you will have two parts washers, you will use less solvent overall. Wash the part first with the dirtier used solvent, then rinse with the cleaner solvent. When the used solvent no longer cleans, replace it with the rinse solvent, replace the rinse solvent with fresh solvent, and recycle the used solvent that no longer cleans.
