OUTCOME OF THE 19TH MEETING OF

LAND-BASED POLLUTION GROUP

(HELCOM LAND)

Introduction

0.1 The 19th Meeting of the Land-based Pollution Group (HELCOM LAND 19-2014) was held from 14 to 16 May 2014 in Gdansk, Poland, upon invitation by the Chief Inspector of Environmental Protection of Poland, and in accordance with the decisions of the 18th Meeting of the Land-based Pollution Group (Minutes of LAND 18/2013, para 7.5) and the 41st Meeting of HELCOM Heads of Delegation (Minutes of HOD 41/2013, para 3.65, LD 160).

0.2 The Meeting was attended by representatives of all HELCOM Contracting Parties except Denmark, European Union and Latvia. Representatives of Observers from Republic of Belarus and the EUREAU, as well as invited guests from John Nurminen Foundation (Finland), and REM Consult (Germany)attended the Meeting (cf. List of Participants in Annex 1).

0.3 The Meeting was preceded by the introductory meeting at the Pomeranian Voivodeship’s Office on the recent activities related to the environmental situation at the phosphogypsum waste stack site in Wislinka, nearby Gdansk, and a visit to the site.

0.4 On behalf of Poland, the Meeting was opened by Mr. Andrzej Jagusiewicz, Chief Inspector of Environmental Protection of Poland.

0.5 The Meeting was welcomed by Mr. Ryszard Stachurski, Voivode of the Pomeranian Voivodeship and Mr. Mieczysław Struk, the Marshal of the Pomorskie Voivodeship.

0.6 The Meeting was chaired by Mr. Leonid Korovin, HELCOM LAND Chairman. HELCOM Professional Secretary Mr. Mikhail Durkin acted as the Secretary of the Meeting, assisted by Ms. Leena Heikkila, HELCOM Administrative Assistant.

Agenda Item 1 Adoption of the Agenda

1.1 The Meeting adopted the Agenda as contained in document 1-1.

Agenda Item 2 Information by the Secretariat, Contracting Parties and Observer Organizations

Documents: 2-1-CMNT, 2-2-INF, 2-3-INF

2.1 The Meeting took note of the outcomes of relevant HELCOM meetings, including FISH/ENV 9/2013, MONAS 18/2013, HABITAT 15/2013, HOD 41/2013, LOAD 6/2013, HOD 42/2013, HOD 43/2013, HOD 44/2013, MONAS 19/2013, HOD 45-2014, HELCOM 35-2014, LOAD 7-2014, MONAS 20-2014, FISH-ENV 10-2014 introduced by the Secretariat and contained in document 2-2.

2.2 The Meeting also took note of the outcome of the 2013 HELCOM Ministerial Meeting as contained in document 2-1 and decided to make use of it under relevant agenda items, including action on

revised Maximum Allowable Inputs and Nutrient Reduction Targets and the follow-up work (cf. 2.3);

nutrient pollution from air and waterborne sources on land (cf. Agenda Item 4 ;

pollution by hazardous substances from air- and waterborne sources on land (cf. Agenda Item 5 ;

follow-up of Hot Spots under Joint Comprehensive Environmental Action Programme (cf. Agenda Item 6 .

2.3 The Meeting further took note of the Summary report on the development of revised maximum allowable inputs (MAI) and updated country-allocated reduction targets (CART) of the Baltic Sea Action Plan, presented by the Secretariat (document 2-3). The Meeting noted that the BALTSEM model is capable to provide reliable calculations of MAI for the open sea, except for some sub-basins where it gave some biased results, that need to be addressed by the next model generation and in line with foreseen review of MAI and

CART scheme as requested by the 2013 Ministerial Meeting. The Meeting also noted the still ongoing national consultations on adoption of CART figures for Poland, having been accepted as indicative.

National implementation of the HELCOM BSAP and ministerial commitments

2.4 The Meeting noted information by the Contracting Parties on implementation of the HELCOM Baltic Sea Action Plan (BSAP) and the Ministerial Commitments:

Estonia plans to prepare the Action Plan by the end of 2014 for reaching CART;

Finland stressing that CART figures were integrated into the River Basin Management Plans (RBMPs) under the EU Water Framework Directive (WFD) and also for the purposes of developing Programmes of Measures under the EU Marine Strategy Framework Directive (MSFD); also that the occurrence of the WFD priority hazardous substances, including pharmaceuticals have been investigated at wastewater treatment plants (WWTPs) across the country and that agricultural hot spot in the Archipelago Sea area remains a national priority in curbing nutrient pollution;

Germany also referring to integration of HELCOM BSAP and Ministerial commitments into development of Programmes of Measures under the EU MSFD that are currently under preparation;

Lithuania stating that the BSAP is implemented through variety of instruments including RBMPs, National Baltic Sea Strategy; also that recently five smaller WWTPs were upgraded to reduce nutrient inputs, requirements for compulsory fertilization plans in farming were introduced and Stockholm POPs Convention was ratified; requirements for hazardous substances are included in environmental permitting procedures across the country, as well as that HELCOM Palette of cost-efficient option to reduce pollution by hazardous substances will be considered in preparation of the RBMPs, as appropriate;

Poland referring to implementation of the National Implementation Programme under the BSAP, still ongoing consultations on adoption of CARTs; the work with Ministry of Agriculture on further implementation of agri-environmental measures, including roundtable on this issue being arranged recently;

Russia highlighting the work of the St .Petersburg Initiative and the role of public-private partnerships in, e.g. addressing sustainable manure handling in Leningrad Oblast and green shipping/alternative fuels work; as well as about the completion of the Northern Tunnel Sewage Collector in St. Petersburg;

Sweden informed that the work is ongoing in line with the revision of the RBMPs under the EU WFD and development of the Programmes of Measures under the EU MSFD; further information can be provided in writing to the Secretariat.

Activities of the EU Strategy for the Baltic Sea Region

2.5 The Meeting took note of the information about the activities of the EU Strategy for the Baltic Sea Region presented by Priority Areas (PA) Coordinators:

Ms. Laura Saijonmaa, Finland, representing PA Nutri, informed about the current state of implementation of the EUSBSR, including ongoing and potential flagship projects, funding opportunities and prospects for cooperation with HELCOM (Presentation 1);

Ms. Jenny Hedman, Sweden, representing PA Hazards, informed that their work is addressing both specific sources of hazardous substances, e.g. combustion, as well as capacity building (Presentation 2).

2.6 The Meeting welcomed proposals for cooperation between EUSBSR and HELCOM, especially with the view to contribute to the implementation of the HELCOM BSAP and the Ministerial commitments, as well as on importance for the Priority Areas to cooperate with non-EU countries in the Baltic Sea catchment area, both directly within specific Priority Areas and the Horizontal Action Neighbours.

2.7 The Meeting noted the need for better coordination between national experts participating in HELCOM and EUSBSR work (national PA’s focal points) and invited the Contracting Parties to establish such coordination in order to streamline and seek coherence in the issues of relevance, e.g. in identifying priorities for developing specific flagship projects, including those addressing capacity building and public awareness.

2.8 The Meeting noted the upcoming Annual Forum of the EUSBSR together with the Baltic Development Forum to be held in Turku, Finland, on 3-4 June 2014 and invited the Contracting Parties to take part in the event.

Reduction of pollution inputs from transboundary sources

2.9 The Meeting welcomed the presentation by Mr. Aliaksandr Pakhomau, Belarus (Presentation 3), on the implementation of measures for prevention of transboundary pollution of the Baltic Sea by nutrients, including the activities performed under coordination of PA Nutri and with financial support of the BSAP Trust Fund managed by NIB/NEFCO. The Meeting invited Belarus, in coordination with PA Nutri, to make the final report of the study on “Assessment of regional nutrient pollution load and identification of priority projects to reduce nutrient inputs from Belarus to the Baltic Sea” available to the Contracting Parties.

2.10 The Meeting also noted the information by the Secretariat on the recently performed screening of the transboundary loads originating from Belarus within a small project in cooperation with Latvia and Lithuania and financed with the support from PA Nutri and the Ministry of the Environment of Finland. Further information on the project can be found in the outcome of HELCOM LOAD 7-2014 (cf. 2.1).

2.11 The Meeting took note of the information by the John Nurminen Foundation, Finland, on the recent activities within PURE and PRESTO Projects, contributing to advanced wastewater treatment in Brest, Grodno and Molodechno to reach phosphorus removal level according to HELCOM Recommendation 28E/5.

2.12 The Meeting thanked Belarus for its active cooperation with HELCOM with regard to the development of measures and testing methodologies for prioritization of pollution-reduction measures and translating reduction targets into area-specific targets with a view to identify remaining investment needs, also in line with the 2013 Ministerial commitments. The Meeting encouraged Belarus to continue activities to address prioritised pollution sources. The Meeting noted that the above methodology can be applied, e.g. for revision of the National Implementation Programmes of the Contracting Parties under the HELCOM BSAP.

2.13 The Meeting invited Belarus to consider possibilities for addressing the issue of hazardous substances inputs into the Baltic Sea, i.a., in coordination with PA Hazards.

Agenda Item 3 Streamlining of HELCOM

3.1 The Meeting took note of the directions and solutions for streamlined HELCOM activities, as presented by the Secretariat and contained in document 3-1.

3.2 The Meeting also took note of the Roadmap of HELCOM activities on ecosystem approach, as presented by the Secretariat and contained in document 3-2.

Agenda Item 4 Actions to limit emissions and discharges of nutrients from land-based sources

Handling of phosphogypsum waste from fertiliser production

4.1 The Meeting took note of the presentations on

the history of the phosphogypsum dumpsite in Wislinka, presented by the Fosfory Group (Presentation 4)

the environmental review of the situation at the phosphogypsum dumpsite in Wislinka, presented by Ekokonsult, Poland (Presentation 5 in Polish, Presentation 5.1 in English – unofficial translation), and

the measures undertaken regarding the phosphogypsum stack in Wislinka, presented by the Voivodeship Inspectorate of Environmental Protection in Gdansk (Presentation 6).

4.2 The Meeting noted the information by Poland that monitoring performed within the environmental review provided evidence of significant reduction of phosphorus concentrations in Martwa Wisla in the vicinity of the stack. The Meeting discussed reasons for possible decrease of phosphorus concentrations and pointed out the need to continue regular and intense monitoring in the vicinity of the dumpsite in order to obtain reliable data on the trend regarding phosphorus concentrations. Finland invited Poland to provide data to support the reduction of concentrations.

4.3 The Meeting welcomed the information about the plan by the Fosfory Group to collect and divert (transport) drainage water from the phosphogypsum stack in Wislinka into the production process at the Fosfory Fertiliser Plant in Gdansk. The Meeting expressed the opinion that it would be relevant to get further information when this plan will commence, pending its approval by the authorities.

4.4 The Meeting noted the information by the Voivodeship Inspectorate of Environmental Protection in Gdansk that they do not consider the need for any additional environmental protection measures to be imposed on the company in addition to the requirements of the current environmental permit.

4.5 The Meeting invited Poland to submit the report on the results of the environmental review of the situation at the phosphogypsum dumpsite in Wislinka in English to the Secretariat for circulation to the Contracting Parties. The Meeting also invited Poland to submit the information on the situation at a similar dumpsite in Police, nearby Szczecin, prior to the next meeting of the Heads of Delegation.

Potential sources of nutrient pollution from other industrial sources

4.6 The Meeting discussed the Ministerial commitment to continuously assess potential significant sources of nutrient pollution on land, e.g. industries, fur and fish farming, and address them with abatement measures and/or emission limits, with specific focus on their environmental performance and application of BAT/BEP for reduction of inputs of nutrients (and hazardous substances). The Meeting considered pulp and paper industry, as well as fur and fish farming as such potential sectors, but was of the opinion that it is premature to identify any industrial sector for such a detailed assessment before the new HELCOM [WG PRESSURE] is established.

Drafting of HELCOM Recommendation on sustainable handling of sewage sludge

4.7 The Meeting took note of the introduction by Sweden on the drafting of HELCOM Recommendation on Sewage Sludge Handling (Presentation 7, document 4-1) prepared jointly with Germany upon request by HELCOM LAND 18/2014 and following the commitment from the 2010 and 2013 HELCOM Ministerial Declarations. The Meeting noted that the proposed draft has a broader coverage for sewage sludge handling options than is prospected under the revision of the EU Fertiliser Directive.

4.8 The Meeting took note of the comments by the Contracting Parties, including:

Estonia, pointing on lack of justification for item A(3) regarding “choice of treatment technology to facilitate phosphorus re-use”, as well as the need to clarify that item A(4) is applicable mostly for anaerobic process, that C(5) – hygienization should be applied only for agriculture; that item C(8) – an explanation note should be included to justify proposals for specific proposed limit values; section D – that recommendation for control could be proposed, and in section E – re-use of ash should be clarified with regard to availability of technologies, as well as that Estonia prepares waste-end criteria on sewage sludge expected to be finalized by 2015;

Finland, asking for a study reservation and further time for national consultations on the proposed draft and in general pointing on the need to look further into the proposed limits for hazardous substances;

Lithuania, suggesting the need for further national consultation and that a justification of emission limit values and inclusion of additional substances is needed;

Poland, asking for a study reservation in order to provide formal comments in writing to the Lead countries and the Secretariat;

Russia, in general accepting the proposed draft;

Sweden, proposing that copper limits can be adjusted in the draft, and pointing out the need for providing further background information of the proposed limit values.

4.9 The Meeting took note of the comment by Belarus on the relevance of this work for national consideration on sewage sludge handling.

4.10 The Meeting also took note of the comment of EUREAU on the need to take into account the upcoming revision of the EU Fertiliser Directive, that will cover sewage sludge -based products and therefore potential duplication should be avoided; and that limit values for pollutants should be scientifically justified, while those for organic compounds, as the recent JRC study shows, lack grounds for the establishment of any additional requirements/limit values; as well as that some of the proposed requirements represent general Good Agricultural Practices and therefore those could be simply referred to instead of including them into the draft recommendation; impacts of the draft recommendation should be assessed.

4.11 The Meeting agreed on the following procedure for further drafting of the Recommendation:

written comments to the draft, as contained in document 4-1, should be provided by the Contracting Parties as soon as possible and not later than by 16 June 2014 through the Secretariat ([email protected]) to the Lead Parties Sweden ([email protected]) and Germany ([email protected]);

Lead Countries in coordination with the Secretariat will prepare and circulate the updated draft by 19 September 2014 with a view to consider the draft at the first meeting of the [WG PRESSURE], pending the adoption of the Terms of Reference of the proposed group by HELCOM HOD 46-2014;

pending further discussion on the draft, it can be presented to HELCOM HOD 47-2014 in December 2014 for endorsement and consequent adoption by HELCOM 36-2015 in March 2015.

Drafting of HELCOM Recommendation on sustainable aquaculture

4.12 The Meeting took note of the Outline for drafting HELCOM Recommendation on Sustainable Aquaculture presented by the Secretariat to HELCOM LAND 19-2014 and HELCOM HABITAT 16-2014 (via Skype) as contained in document 4-3 and in general accepted the proposed outline and provisional timeline for drafting of the recommendation, taking into account the ongoing EU work on the matter. The Meeting noted the comment by the Secretariat on the tight deadline for drafting the recommendation stemming from the 2013 Ministerial Declaration and on the need to engage relevant national experts in the drafting process.

4.13 The Meeting noted that HELCOM HABITAT will provide specific recommendations/proposals on the nature conservation issues to be considered while drafting the recommendation and invited the Secretariat to submit this information to the Lead Country Finland.

4.14 The Meeting took note of the comment by Germany on the need to take into consideration the promotion of closed-circuit systems for aquaculture when discussing the scope of the draft recommendation, as well as to foresee in the draft recommendation the obligation to report on the antibiotics and biocides that are used in aquaculture.

BASE Project activities with regard to nutrient pollution

4.15 The Meeting also took note of the presentation by HELCOM-EU BASE Project Manager Ms. Saija Vuola on activities in Russia to assess nutrient loads from Neva and Pregolya Rivers and to evaluate nutrient loads and propose measures to reduce them from scattered settlements (Presentation 8). The Meeting invited the Contracting Parties to provide written comments/questions on the presented information by the end of May 2014 to the Secretariat ([email protected]), e.g. on evaluation of nutrient loads in order to transfer them for consideration of Project’s consultants.

Agenda Item 5 Actions to limit emissions and discharges of hazardous substances from land-based sources

5.1 The Meeting took note of the endorsement of the Palette of cost-effective management options to reduce discharges, emissions and losses of hazardous substances by the 2013 Ministerial Meeting, as contained in document 5-1, and invited the Contracting Parties to make use of the document in their national work on implementation of the hazardous substances segment of the HELCOM BSAP and the Ministerial commitments.

Prevention of contamination by pharmaceutical substances

5.2 The Meeting took note of the information on the Project idea – Reduction of Pharmaceutical Substances in the Aquatic Environment, as presented by Ms. Bente Vollstedt, REM-Consult, Germany (Presentation 9, document 5-5).

5.3 The Meeting also took note of the activities of HELCOM-EU BASE Project on screening of pharmaceuticals at the major waste water treatment plants in St. Petersburg as presented by Project Manager Ms. Saija Vuola (Presentation 10). The Meeting noted that according to the results, the current waste water treatment technology does not allow for efficient trapping of pharmaceuticals from the waste water, and that it needs to be addressed in future work, both with regard to source reduction and end-of-pipe methods to prevent pharmaceuticals from being discharged into marine environment.

5.4 The Meeting also noted the Flagship project under PA Hazards on Making the Baltic Sea Region sustainable with regard to pharmaceuticals, focussing on the production and seeking measures, including voluntary commitments by industry both on green pharmacy and on safe disposal of pharmaceuticals.

5.5 The Meeting felt that the project idea represents a good example of potential cooperation between HELCOM and EUSBSR, providing added value to both HELCOM and the EU. The proposed project may contribute to the implementation of the HELCOM BSAP and the Ministerial commitments, as well as to respective EU work following the revision of the Priority Substances Directive (2013/39/EU), including development of strategic approach to pollution of water by pharmaceutical substances and measures to be taken, as appropriate, to address the possible environmental impacts of pharmaceutical substances.

5.6 The Meeting invited the project initiators to contact the respective projects mentioned above for seeking synergies when developing further the project proposals, with a view to avoid overlaps and provide added value for HELCOM’s work.

5.7 The Meeting invited the Contracting Parties to consider potential participation in the proposed project and contact the project initiator (cf. 5.2).

5.8 The Meeting took note of the proposal by Germany on potential development of a draft HELCOM recommendation with regard to general provisions for sustainable handling of pharmaceuticals in the Baltic Sea Region, discussed that before agreeing on such potential recommendation it would be relevant to see an outline for such work, and welcomed the readiness of Germany to provide a draft outline/list of measures that could be included in such recommendation for the consideration of the first meeting of the new HELCOM [WG PRESSURE]. The Meeting also welcomed the willingness of EUREAU to share information on measures to address contamination by pharmaceutical substances.

BASE project activities with regard to pollution by hazardous substances

5.9 The Meeting took note of further activities of the BASE Project contributing to implementation of the hazardous substances component of the HELCOM BSAP, including the screening of hazardous substances in aquatic environment in Kaliningrad, drafting an environmental action plan for Kaliningrad Port Oil Terminal (Hot Spot No. 71), the work on microplastics screening at the waste water treatment plants in St. Petersburg, as well as respective project reports, as presented by the Project Manager (Presentation 10, document 4-2). The Meeting requested the Secretariat to inform the Contracting Parties about the publishing of the final deliverables of the project, when they become available online.

Draft HELCOM Guidelines for Management of Dredged Material at Sea

5.10 The Meeting considered the Draft Guidelines for Management of Dredged Material at Sea and the Draft revised reporting format for Management of Dredged Material at Sea, as contained in documents 5-3, 5-3-Att and 5-7, and in general endorsed the Draft Guidelines and the reporting format for adoption by the Heads of Delegation, pending correction of final comments by Finland (to be provided in written form to the Secretariat as soon as possible for circulation to the Lead Countries Lithuania and Germany).

5.11 The Meeting took note of the background document on Implementation of the Minamata Convention on Mercury in the Interim Period and prospects for early implementation in the Baltic Sea Region (document 5-4) and noted the information by the Contracting Parties that

Estonia is still elaborating the final position regarding signing of the Convention;

Finland has not started ratification yet, pending national consultations;

by Germany, that it is actively participating in the working groups internationally on the follow-up of the Minamata Convention to prepare for its ratification;

Lithuania informed that the EU has started a study to assess economic implications of the Minamata Convention ratification and what kind of changes would be required in the legal basis in relation to this process; Lithuania will take the decision regarding ratification after evaluation of the ongoing EU assessments;

Poland has not taken the final decision regarding ratification, as it is pending the coordination with relevant EU processes;

Russia will provide information regarding signing/ratification of the Convention within two weeks’ time;

Sweden has signed the Convention and considerations are ongoing regarding ratification and also pointed on the need to correct the outdated reference in the background document claiming that EU is the main exporter of mercury. This is no longer the case after export of mercury was forbidden in the EU in 2011.

Actions regarding mercury pollution

5.12 The Meeting considered a step-wise approach that can be applied for early implementation of the Minamata Convention in the Baltic Sea Area, pending the signing and ratification of the Convention by the Contracting Parties, and preliminary agreed on the following steps:

the Secretariat, as a first step, will put forward the proposal for revision of HELCOM Recommendation 6-4 Concerning Measures Aimed at the Reduction of Mercury Resulting from Dentistry based of the draft revised Recommendation presented to HELCOM LAND earlier;

Lead Countries for HELCOM Recommendations relevant for measures addressing mercury pollution and listed in Annex 1 of document 5-4 will be invited to consider and provide the first meeting of the new HELCOM [WG PRESSURE] with proposals for potential revision of these recommendations, if relevant;

a contribution on mercury-containing wastes dumped in the Baltic Sea can be provided to the one-off HELCOM thematic assessment on environmental risks of hazardous submerged objects covering contaminated wrecks, lost or dumped dangerous goods (e.g. containers) and other objects, agreed by 2013 Ministerial Meeting, to be produced by 2015 (HELCOM SUBMERGED).

Energy-efficiency and emission limit values from small-scale combustion sources

5.13 The Meeting discussed the development of specific efficiency requirements and emission limit values for small scale combustion (document 5-6) as requested by the 2013 Ministerial Meeting and took note of the following comments by the Contracting Parties

Finland prioritising the work related to large-scale combustion;

Germany and Lithuania pointing out that energy-efficiency requirements and respective public awareness campaigns on the use of energy-efficient equipment are more relevant for the work to cope with this source of dioxins; however other aspects, e.g. related to construction standards, could be considered.

5.14 The Meeting took note that small-scale combustion sources are also addressed by the Flagship Project CONDOR and the Policy Network for Dioxins under the Priority Area Hazards of the EUSBSR. The Meeting noted that the kick-off meeting of the CONDOR Project will take place on 17-18 June 2014 in Gdansk, Poland, and invited the Contracting Parties to follow the developments of these activities with a view to collect additional information for addressing dioxin emissions from combustion sources.

Drafting of HELCOM Regional Action Plan for Marine Litter

5.15 The Meeting took note of the information by the Secretariat on the ongoing process on the development of the HELCOM Regional Action Plan for Marine Litter. The Meeting noted that the first regional workshop for development of a Regional Action Plan (RAP) on marine litter will be held on 27-28 May 2014 in Helsinki, Finland, and will address, i.a., the need to develop actions limiting inputs of marine litter from land-based sources. The Meeting encouraged the participation of relevant national experts in the Workshop.

Agenda Item 6 Compliance with HELCOM requirements on pollution prevention from land-based sources

6.1 The Meeting considered the information on the proposal by Russia to delete Sub-Hot Spot No. 18.1 “Construction of new sewer connections” (Saint-Petersburg) as contained in document 6-1. The Meeting took note of the request by Finland, supported by Estonia, Germany and Poland, that taking into account the specific nature of this hot spot, further information should be provided on concentrations, flows and treatment efficiency achieved at the major waste water treatment plants connected to the newly constructed part of sewer connectors to the Northern Tunnel Collector (Northern, Central and South-West WWTPs, including possible bypasses due to re-construction) before a decision on the deletion from the Hot Spot List can be made. The Meeting agreed to decide on the deletion of this Hot Spot by correspondence prior to HELCOM HOD 46-2014, pending that additional information by Russia is submitted for the consideration of the Contracting Parties as soon as possible.

6.2 The Meeting took note of the information by the Secretariat on the status of revision of BREFs under the EU Industrial Emissions Directive and development of BAT Conclusions (document 6-2).

7.1 The Meeting supported the proposal by HELCOM LOAD to hold the first meeting of the new HELCOM [WG PRESSURE], pending adoption of its Terms of Reference by HOD 46-2014, on 27-30/31 October 2014. The Meeting welcomed the preliminary indication by Finland on possibility to host the meeting and invited Finland to clarify this matter with the Secretariat in advance of HELCOM HOD (17-18 September 2014).

7.2 Noting that this Meeting is the last LAND meeting for Mr. Mikhail Durkin, Professional Secretary, the Meeting expressed its gratitude to him for the past six years’ dedicated and enthusiastic work and wished him success in his future endeavours.

7.3 The Meeting expressed its opinion that since its establishment in 2001, the HELCOM LAND Group has contributed considerably to the work on prevention of pollution of the Baltic Sea from the land-based sources and that relevant expertise will need to find its place in the new proposed HELCOM working structure.

7.4 The Meeting also expressed its appreciation to the long-time Chair of HELCOM LAND, Mr. Leonid Korovin, for his outstanding contribution to the work of the Group.

7.5 The Meeting expressed its gratitude to host country Poland for the generous hospitality and excellent arrangements of the Meeting in Gdansk.
