He loved motorcycles, cars, art, architecture, writing, an- tiques and his cats and animals at his house. Many of his projects paid no money. He did them because they were interesting and needed to be done. Dick was always there for people who wanted information on their projects and wanted to build something to code. He gradu-ated from Alameda High School in 1944, at which time he enlisted in the Navy.He served at the Alameda Naval Air Station and on an aviation supply ship in the Pacific.

Following his release from active duty, Frank attended San Francisco State College where he received his bachelor’s degree with an earth sci-ence major. In 1950 he was recalled to active duty and assigned to a fighter squadron on the aircraft carrier USS Princeton, serving in North Korean waters.

Upon his second release from service Frank was employed as a hydrologist for the U.S. Geological Survey, and built river gauging sta-tions and made river runoff mea-surements between Salinas and the Oregon border. His experience taming nature led him to an inter-est in planning, and he became a planner for Northern California counties.

From there, he embarked upon 17 years as the planning director of Livermore, where he was respon-sible for drafting the city’s original

general plan. Lastly he was employed as the planning director and city manager of Saint Helena.

During his tenure in these communities he was characterized by the local press as the “conscience of the community” and “a rapier sharp

technician.” After retirement Frank returned to Alameda where he was a member of the Aeolian Yacht Club; on the boards of the Italian American League and the Alameda Naval Air Museum.

Dick was affiliated with the American Institute of Architects and served as its secretary for many years. He was also a member of Construction Specifications In-stitute, National Trust for Historic Buildings, Steamship Historical Society of America and the United States Naval Institute.

In 1992 Dick married Ann Chris-tine Rule, and together they oper-ated A Rule Designs in Alameda. They raised Bob and Alan in Alam-eda during this time. Dick worked at A Rule Designs until he literally couldn’t work at all due to cancer.

He was active in the West Coast branch of the Steamship Historical Society for decades, also hosted tours of the Alameda Architectural Preservation Society, worked on A-3 Skywarrior restoration projects at the Alameda Naval Air Station as well as at the Oakland Aviation Museum. He was instrumental in re-pairing the two jets at the entrances to Alameda Point.

He also restored old Triumph and Norton motorcycles, was an ac-complished painter and sketch art-ist and compiler of transportation history in California. He was invited to present various programs around the Bay Area, as well as to the Sons & Daughters of Pioneer Rivermen in Marietta.

Dick is survived by wife Annie, son Robert Way (Elena) Rutter and their children, Camille and Isaac of New Orleans; son Alan (Emma) Rut-ter and their children Michael and Ol-iver of Rochester, Minn. Also, mother Bee Rutter of Marietta, and brother Fred Rutter of Lithopolis, Ohio.

Dick was interested in a wide variety of things, and was a terrific story-teller. He loved motorcycles, cars, art, architecture, writing, an-tiques and his cats and animals at his house. Many of his projects paid no money. He did them because they were interesting and needed to be done. Dick was always there for people who wanted information on their projects and wanted to build something to code. Dick was very civic minded and participated in many issues at City Hall.

He enjoyed life completely and thoroughly. Every day was a new adventure which he greeted with a gregarious and loving nature. He loved people and enjoyed his long-time friendships from his motor-cycle club and Navy days. Dick will be missed by so many people, for to know him was to love him.

A memorial gathering is to be held Saturday, Aug. 26, from noon to 5 p.m. at the Alameda Elks Lodge, 2255 Santa Clara Ave.
