Dear Chapter Members,
The MOAA Florida Council of Chapters 2012 Convention was
held May 18 to 20 at the West Palm Beach Marriott. Our
Bradenton Chapter was represented by Joyce Harte, Don &
Donna Courtney, my wife, Pam, and me. VADM Norbert R.
Ryan, USN (Ret.), MOAA President, spoke at the "All Hands
Breakfast" which kicked off the Convention, and Congressman
Allen West was our Keynote Speaker for the Military Ball. Their
remarks stressed the importance of MOAA's work at the national
level and the efforts needed to maintain a strong military and a
stable economy in the interest of preserving our National Security.
Convention highlights included the election of the following new
officers to lead our Florida Council: President, Jim Conner, Lt.
Col., USAF (Ret.); Vice President, John Morrison, LTC, USA
(Ret.); Southwest Area Vice President, Len Friedlander, Col.,
USAF (Ret.); East Central Area Vice President, Susan
Neugebauer, Col., USAF (Ret.); Southeast Area Vice President,
Marc Oliveri, LTC, USAR (Ret.). Our own Don Courtney is
continuing to serve as Council Treasurer. A complete listing of
all Council Officers is available at www.MOAAFL.org. I look
forward to sharing more Convention information with you at our
June 20th Luncheon.
The continued success of our Chapter's JROTC Scholarship
Program relies on the support of all Chapter members.
Contributions of any size are appreciated and are tax
deductible. Checks may be written to MOAA-BC and mailed
to MOAA Bradenton Chapter, P. O. Box 381, Bradenton, FL
34206-0381. Please help to provide this important
recognition of our very deserving JROTC Cadets.
Col. Pat Newhall is accepting reservations for our June 20th
Chapter Luncheon. We will gather at 11:30 a.m. at the
Bradenton Country Club and hear Guest Speaker Attorney
Mike Hamrick inform us about Estate Planning. Please call
Pat at 746-8744.
Keep our brave men and women in uniform in your thoughts

The MOAA-BC Newsletter is published nine times a year for
the information of the members of The Military Officers
Association of America—Bradenton Chapter, an affiliate of The
Military Officers Association of America (MOAA). The MOAA
-BC is a nonprofit organization, incorporated under the laws of
the State of Florida.
(MOAA) Panel Rejects Most TRICARE Fee
Hikes
The Senate Armed Services Committee unanimously
approved its draft of the FY2013 Defense
Authorization Act, including a variety of initiatives
affecting military pay, retirement, health care, and
more.
Among other provisions, the Senate Committee bill would:
Bar the Pentagon from implementing proposed dramatic
increases in retiree fees for TRICARE Standard, TRICARE
Prime, and TRICARE For Life.
By remaining silent on the issue, it would allow the
Pentagon to implement significant increases in pharmacy
copays (e.g., raising the copay for retail, brand-name
medications from the current $12 to $26 as of Oct 1, 2012, and
eventually to $34 by Oct 1, 2017).
Authorize a 1.7% military pay raise on January 1, 2013.
Require appointment of a Military Compensation and
Retirement Modernization Commission to make recommended
changes in the military pay and benefits package, primarily for
future service entrants, with special rules to expedite
congressional consideration that limit debate time and bar any
amendments. (MOAA strongly objects to limiting essential
congressional oversight in this way on an issue so essential to
long-term retention and readiness.)
Require a Pentagon report on the impacts of the sequester
that will cut another $500 billion from the 10-year defense
budget, starting January 2013.
Require civilian workforce cuts to generate savings equal
to that of a 5% cut in military force levels.
Allow SBP-participating military retirees who waive their
retired pay in favor of a survivor annuity under the Federal
Employees Retirement System to stop paying SBP premiums.
Authorize 180 days of TRICARE Standard coverage for
members of the Selected Reserve who are involuntarily
separated without cause.
Authorize the Defense Department to put selected over-the
-counter medications on the TRICARE pharmacy formulary
and establish a copay for them. Require an annual report on
access, cost and quality of health care for military dependents
with disabilities and special needs.
(MOAA) Administration Opposes TRICARE Relief
The Administration released a statement opposing many of the
provisions included in the House-passed defense authorization
bill (H.R. 4310). The Administration letter said it considers the
TRICARE fee increases to be important because “DoD needs
these savings to balance and maintain investments for key
defense priorities.”

Please bring those old books and magazines to the next
luncheon. Col. Fred Graves (USAF/Ret) will be taking them to
the VA hospitals in St. Petersburg and Tampa.

Memorial Day Observation
Hundreds attended the
Memorial Day ceremony
at Manatee County
Veterans Park to honor
past and present military
members. Speakers include-
ed Florida Senate Mike
Bennett, Congressman
Vern Buchanan, and Marine Corps Lance Corporal Jessica
McVay as the guest speaker.
Also present were Manatee County and Palmetto officials.
