Four focus groups have been formed to look at the issues that were identified. These focus groups are run by volunteers from the community with either expertise, knowledge or just an interest in the topic area. 1. Transport Key areas of concern identified: cycling provision, road maintenance, parking, congestion and public transport. The most popular thing people would like to see change in Otley are traffic levels and congestion followed by access to a train station/line. This group are looking at sustainable transport including: Better cycling provision for everyday local trips, commuting & family outings including the development of a safer cycling network and the Wharfedale greenway leisure cycle/ walkway. Ways to tackle congestion particularly in the context of likely housing developments in Otley including whether a ‘by-pass’ will help, limits on HGV’s, speed limits/safety and pedestrianisation. 2. Community Services and Facilities The key themes identified from the consultation include: Leisure facilities – protection/improvement of existing facilities and the provision of new; Health and well-being - looking at access to health care services and opportunities for leading healthier lifestyles; Retail – protecting and improving shopping facilities; Children/Young people and Older people – improving access to services and facilities for these groups. The group are planning to undertake a number of targeted consultation conversations with specific interest groups. 3. Environment The Environment Group is focused on the: Protection of local open space; Protection of local heritage assets; and, seeking quality design of new development. The group is seeking your help to identify those aspects of the towns historic and green environment that people feel should be protected for future generations and where necessary enhanced. Otley’s historic core and areas such as the Chevin are well-known, but other attractive buildings and smaller-scale features and greenspaces outside the town centre often don’t get the same recognition or protection, although they collectively contribute to the overall character of the town. Such assets are often taken for granted until they are lost through develop- ment, road and utility works, refurbishment and neglect. We therefore need to get a better understanding of which buildings, features and greenspaces are considered as being of historic, architectural, aesthetic and amenity value and where environmental improvements are desirable. We are therefore inviting you to take photos and snaps of any environmental aspects of the town that appeal to you, along with location details and send them to: [email protected] All contributions are welcomed, in particular on those not so better-known aspects of Otley’s environment that have survived, evolved and add interest and enjoyment to people’s surroundings and everyday lives. Examples could be pockets of greenery, characteristic paving, street signs and furniture, walling and railings and even quirky and idiosyncratic items that maybe only you have noticed. Ideas for environmental improvements are likewise invited. 4. Housing, Employment & Town Centre The key themes identified in the consultation include: Housing – review the levels and types of housing and consider the need for more affordable housing; Employment – increasing job opportunities and the need for more employment sites within the town; Sustainability – re-use of derelict sites/buildings around the town. The group is currently working on gathering evidence on the issues raised. On completion of the work of the focus groups the next stage will be to consult on the general policy areas which the Neighbourhood Plan will cover – look out for posters around town and leaflets through your door for you to share your views. Under thebaton of its new musical director, Alex Woodrow, the choir will give a special Silver Jubilee Concert tosupport The Yorkshire Cancer Centre which is the fundraising arm of St. James’s Institute of Oncologyand provides specialist medical equipment, research and development and patient ‘home comforts’ to2,000 patients each day.

The Concert will take place at St. Mary’s Church in Burley-in Wharfedale on Saturday 16th May at7.30pm. Choir members first met together on Monday 16th January 1990 and were an offshoot of the Gilbertand Sullivan group which met at Otley Methodist Church. With the permission of The ChippendaleSociety the singers named themselves after Otley’s most famous craftsman. The musical director wasMargaret Smith and the accompanist was Margaret Bentley. Christopher Denton followed as musicaldirector in 2010 and Alex Woodrow joined the choir in September 2015. Margaret Bentley was followedby Bob Walker and the present accompanist is Richard Wilson.

Records show that the very first concert was held at Otley Methodist Church on 9th June 1990 andseveral items from that concert will be performed in May. At present, the number of choristers standsat twenty-seven, four of whom are original members from 1990. The choir is flourishing under its newmusical director and we look forward to another twenty-five years of music making together.

Otley Neighbourhood Watch was set up in1988 and is administered by a committee ofvolunteers with the assistance of 100 localco-ordinators. It is affiliated to a nationalscheme with 3.8 million households involved. Its main objectives are community safety, crime prevention and improved CommunityPolice liaison, enabling members to raise issuesof concern and provide information to thePolice or Trading Standards Officers. The Policealso communicate up to date details ofcriminal activity.

A recent Neighbourhood Watch project, generously supported by Otley Town Council, saw the introduction of ‘No cold calling zones’in Otley. This scheme intends to reduce unfairor even illegal doorstep sales pressure byunscrupulous traders, especially againstvulnerable residents. Feedback indicates thishas resulted in a reduction in nuisancedoorstep callers.

We are currently working on a plan to increase

our geographical scope in Otley with Neigh-bourhood Watch coverage. This is beingachieved through a recruitment campaignwhich can only benefit the town.

Police statistics show that Otley is a relativelysafe area to live with low crime rates andwith freedom from fear of crime. We believethat Neighbourhood Watch has contributedto this.

Neighbourhood Watch invite all Otley residentsto become members of NeighbourhoodWatch and secure our town’s future security. The present committee is John Popplewell,Adele Carr, Wendy Mellon, Jess Nixon, DonnaMarie Hargrave and Ges Solway.

If you need to attend a Police Station personally to produce documents, your nearest is Weetwood Police Station, otherwise there is noneed to attend in person and your query can be dealt with overthe telephone.

Overall Otley remains a low crime area, especially when comparedwith the rest of Leeds district. We continue to see year on yearcrime reductions and crime rates are the lowest I have seen sincethe early eighties. You can now see this for yourself by checkingwww.police.uk which shows all the reported crime and anti-socialbehaviour in a given area, as well as letting you compare yourneighbourhood with other areas. Have a look, I think you will bepleasantly surprised.

Spring is here and we need to be more vigilantabout keeping sheds locked and secure. Offenderswill target sheds which have poor levels of security.

The first things to look out for are the points ofentry to the shed: Doors - Are the hinges visiblefrom the outside? Are the screws accessible andeasy to remove?

If they are, you may wish to consider installing“coach bolts” and Clutch Screws to both thedoor side and the frame side of the hinges. It isrecommended that the wooden door and theframe is reinforced with wood or metal where thebolts are drilled through on the inside of the shed.

Shed bars also offer extra security for sheds.

These are bars that go over the front of the doorthat make it harder to break in.

There are a number of Secured by Design productswhich can be installed inside sheds and garagesto prevent the removal of bikes and other highvalue products such as lawnmowers etc. Theseproducts come in various shapes and sizes andare all securely fastened to either the shed frameor the base.

It is recommended that a good quality lock andchain is used to secure the bike etc. to the anchor.

OTLEY FOOD BANK

At the beginning of September I hadmy Civic Service at the Parish Churchand Reception at Korks. Guestsincluded Otley’s honorary citizens.

November included RemembranceSunday which was even morepoignant as it was 100 years sincethe start of World War One. It is al-ways humbling to hear the namesof the fallen soldiers and it waseven more humbling this year toread many of them out.

In December it was an honour toswitch on the Christmas Lights withRacheal Bamford, The Carnival Queen and Ronnie the Rhino. I think thelast time I saw Market Place so full was on Tour de France day back in July.

Last year was a momentous year and I sincerely hope 2015 will be just as good.
