ABOUT ENERGY METER TESTING LABORATORY (EMTL)CPRI has Energy Meter Test Laboratories at Bhopal. Bangalore and Noida. Energy Meter TestingLaboratory is rendering metrological testing services for Type Testing.Acceptance Tests. RoutineTests and Tamper & Additional Tests of Whole Current, CT/PT Operated. Pre payment and SmartMeters and DLMS/COSEM protocol testing services for Energy meters and Smart Meters. CPRI isa member of DLMS UA, Switzerland.The Energy MeterTesting Laboratory is duly accredited byNABL as per ISOIIEC 17025: 2005 standard and recognised by Bureau of Indian Standards.

PROGRAMME OVERVIEW AND OBJECTIVEAs per the guidelines of Ministry of Power, Govt. of India. the rollout of Smart meters in thecountry by the Utilities is on the fast track. To cater to this ambitious initiative Energy metertest laboratories of CPRI are geared up to meet the expected demand and quality assuranceof Smart meters. At this juncture the awareness about the testing procedures as per relevantstandards is very important for engineers from utilities and the industry.

All utilities are looking for the implementation of Smart Meters at their consumers premises tomonitor load and consumption patterns and allow their consumers to use I schedule theirconsumption effectively to ensure uninterrupted power supply to all. This is accomplished bytransmitting the data automatically through a communication network. Robust communicationtechnologies would enable utilities in taking advantage of features including facilitating demandresponse. enforcement of sanctioned load limits and detecting tampering and theft.

Communication is the key distinguishing capability of smart metering over conventional electricitymeters. Stability and reliability of the technology behind the communication network is the key tothe success of smart metering programmes.

In 2015, the Bureau of Indian Standards (BIS) released a standard [IS 16+44 (Part I)] for a.c. Staticdirect connected watt hour Smart Meters. Class I & 2 in the country. Further, in 2017 the Bureauof Indian Standards (BIS) released a standard [IS 16+44 (Part 2)] for a.c. Static transformeroperated watt hour andVar-hour Smart Meters, Class 0.2S,O.5S & I.OS.

The quality of Smart meter is non-negotiable for which Testing of Smart Meters is important toevaluate its performance based on National/International Standards. The standards stipulate testconditions and procedures as per which the tests are carried out. Therefore. it is very muchessential to know the procedure of Type testing and Data exchange protocol testing as per IS16444 (Part I &Part 2) and IS 15959 (Part 2 & Part 3).

The objective of the programme is to familiarize Engineers to understand the Standards andimportance of testing of Smart Meters and Advance Energy Metering being used in Power sector.

ABOUTTHEWORKSHOPTraining of human resources is always paramount for any organisation and hence CPRI isorganising this workshop on Smart Energy Metering, which aims to provide interactive platformfor enrichment of knowledge. In view of the importance of the subject, Energy Metering TestingLaboratory (EMTL) of CPRI, Bhopal. is organizing one day workshop on "Smart Energy Metering".The main focus is on Type testing and Data exchange protocol techniques. Introduction toAdvanced Metering Infrastructure, Communication technologies for Smart Meters. Case study onSmart Meters and challenges in testing of smart meter will be discussed and an interactive platformfor sharing the knowledge in respect of evaluation of smart meters. The Workshop consists oflectures by experts followed by discussions and visit to the test laboratories.

TOPICSThe workshop covers:* Introduction to Smart Meters and Advanced Metering Infrastructure (AMI).* Type testing as per IS16444 (Part 1 and Part 2) and IS:I5959(Part 1.2 and 3) Standards.* Data exchange protocol (DLMS/COSEM) testing.* Communication technologies for Smart Meters.* Case study on Smart Meters and challenges in testing of smart meter.
