HISTORY

ICADV was founded by 12 agencies located around Illinois that were responding in some way to requests for help from victims of domestic violence. After a series of meetings the group applied for incorporation in September 1978. The Board of Directors at that time were representatives of the 12 agencies. That has been the governing structure up until 2013. Beginning in fiscal year 2014, the membership consists of over 50 agencies providing services to battered women, their dependents and men who are battered by their partners. The Board of Directors is made up of seats representing the program council as well as allies supportive of ICADV, its members and the services they provide.

The primary goals of the founders were: safety for women and children; secure funding for services; and gain passage of protective legislation.1/2/2014New Member Orientation Presentation--Dec 201321/2/20143MISSION AND VISION

ICADVs vision is to promote, to ensure, to hold, to encourage to advocate for social change in our society so that gender based violence is no longer accepted or condoned anywhere under any circumstances.

The ICADV By-laws are fairly standard in describing the purpose of the organization and the rules by which ICADV operates. The by-laws spell out the membership categories, terms and duties of the Board of Directors and officers, quorum, meetings, and manner of acting.

They include a section on conflict of interest so everyone is clear about how to proceed if any issue arises that would benefit any particular member or director. A few standing committees are identified as well as a process for creating committees based on the needs of the organization. The by-laws lay out the roles and responsibilities between the Board, the Program Council and the Executive Director. Please read through them carefully so you will be a fully informed.The by-laws are included as an addendum to this module.

As with your agencies, ICADV has extensive policies guiding the complete operation of fiscal duties. Please review them so you are familiar with our procedures. Hopefully they can be a helpful guide in reviewing your own agencys fiscal policies. It is important to point out the Fundraising Policy on page 7 that was adopted by the Board in 2011. This policy helps guide the ICADV office in fundraising to reduce the possibility of competing with member programs for resources to the extent possible.

In addition, the fees for each category of membership are indicated. The required audit committee is spelled out on page 15. An extensive record retention policy and procurement procedures are included. Please review these as a guide to see if your policies are thorough.

A list of current Board Members may be found in the members only section of the ICADV website that includes the name of the agency, the primary delegate and the business phone. We encourage you to reach out to other directors for advice, questions or to express frustrations. You may find that many of your colleagues have or are experiencing the same thing you are on any given day.

Typically the Program Council meets in February, May, September and November. September is reserved as the meeting to hold a retreat for members. The November meeting is planned to include a joint meeting with the Board of Directors where new officers are elected. A full calendar of Program Council, Board and Committee meetings is on the members only section of the ICADV website. Generally a theme or topic is the focus of the retreat. The Executive Committee of the Board is the committee tasked with working most directly with the Executive Director on the activities of the office and the construct and oversight of the annual operating budget. Members of the Executive Committee are the President, Vice President, Treasurer and Secretary.

The Operations Committee of the Program Council is composed of the Convenor, the Recorder and chairs and co-chairs of the Program Council committees. The Operations Committee meets the month before the Program Council January, April, August and October. Their primary tasks are to plan for next Program Council meetings and keep any strategic plans moving forward.

As in your agencies, the Executive Director is hired, evaluated and terminated by the Board of Directors. All other staff work for the Executive DirectorThe boxes on the chart with dotted lines indicate positions that ICADV hopes to add in the future. Solid boxes indicate current positions. Positions that are grant driven may be added depending on the funding source.

The attached addendum outlining the staff describes the current positions and identifies the individual filling that position. Hopefully this list will aid you when you call or email us with questions or requests. One requirement all ICADV staff must fulfill is to get the 40 hour basic training regardless of their position. We feel strongly that staff have to have a primary understanding of domestic violence and the work we do in order to support our members. We work closely together and are available by phone and email. We have a dedicated line just for use by our members so you can call us as necessary without the cost of a long distance call. In 2007, the ICADV Board of Directors spent several months creating a three-year strategic plan for the organization. It included goals for each committee that existed at that time, as well as a communications plan for the Board and staff. Having accomplished the original plan, the ICADV Board then extended the strategic plan for another three years to be completed by January of 2014. The plan is attached as an addendum for your review. This may help you decide what committee on which you wish to participate by reviewing what committees have been working on.

Moving forward the ICADV Board of Directors and the Program Council will work together on strategy development.1/2/2014New Member Orientation Presentation--Dec 20139
