Members may download the Annual Report containing the audited account and Minutes of the 47th Annual General Meeting from MIP website. The hardcopy of the Annual Report will be made available during the Annual General Meeting. Should you wish to obtain the hardcopy prior to the meeting, please return the attached reply slip to the Secretariat before 21st March 2020.

AGENDA

1.0 PRESIDENT’S ADDRESS

1.1 President started his speech by welcoming members to the 47th Annual General Meeting and expressing his gratitude for the continuous support given by the MIP members.

1.2 President also recorded his appreciation to Dato TPr Hj Mohd Anuar Maidin, Deputy Director General of PLANMalaysia for his attendance at the AGM and continuous support throughout the year to the Institute.

1.3 He highlighted that with challenges facing the industry and profession, MIP and planning profession needs to continue to be visible and to plan for better sustainable environment. He also added that all town planners need to fully embrace Sustainable Development Goals (SDGs) and the New Urban Agenda (NUA).

2.0 CONFIRMATION OF THE MINUTES OF THE 46th ANNUAL GENERAL MEETING (AGM)

2.1 Minutes of the 46th AGM held on 31st March 2018 at Holiday Inn Kuala Lumpur, Glenmarie Shah Alam was confirmed as true and correct record by TPr Abd Rahman Mohammed (368/96) and seconded by Dato’ TPr Suki Mee (313/95).

5.0 AUDITED STATEMENT OF ACCOUNT FOR THE FINANCIAL YEAR ENDED DECEMBER 31, 2018

5.1 The President then invited the Hon. Treasurer, TPr Mohd Zamri Husin (430/01) to present the Statement of Accounts for Malaysian Institute of Planners for the period of 1st January 2018 to 31 December 2018.

5.2 The statement of account was shown from page 173 to 195 and the summary of the financial statement was also presented to the members of the meeting.

5.3 Honorary Treasurer reported that for year 2018, MIP had a deficit of 12% from total income comparable to year 2017. The total income for the year 2018 was recorded at RM 1,166,834.74 with total expenditure at RM1,275,358.95.

5.4 On MIPTC account year ended 2018, the company recorded a surplus of RM 19,044.39, 46% lower from total profit for the year 2017.



5.5 Honorary Treasurer highlighted that the deficit of MIP account was mainly due to:- (i) reduction in the number of events & seminars organized by MIP, (ii) renovation cost at MIP Training Center and (iii) increase of manpower at the secretariat for year 2018.

5.6 TPr Syed Daniel Haris Syed Husin (510/05) suggested that measures to recover the deficit be formulated and reported.

5.7 Vice President, Datin TPr Noraida Saludin (468/02) later added that MIPTC received training grant of RM25,000.00 from LPBM for period of 2 years. MIPTC will be unveiling the new 2019 calendar of training in the forthcoming month. 5.8 Dato TPr Dr Alias Abdullah (194/88) suggested for Council to review membership subscription fee as it may assist in covering up the activities and office expenses. 5.9 The statement of account was proposed to be adopted by TPr Fu Swee Yun (553/09) and seconded by TPr A.Lokman Ghani (597/12).

6.1 TPr Hj Ahmad Suhaimi Ismail (245/91) proposed to maintain the current external auditor Mohd Hafiz & Co. The motion was seconded by Prof Dr Halmi Zainol (665/17)

7.0 TO PASS 2 RESOLUTIONS TO ADOPT IN THE CONSTITUTION OF THE INSTITUTION RESPECTIVELY

7.1 Membership Committee Chairman presented the resolution of which has been circulated earlier to members.

The proposed amendments of clause 8.2 and 19 to be read as follows:

7.2 TPr Hj Mohamad Nazri Jaafar (168/86) explained that the additional council member from MIP Youth Wing is to be in line with the decision in 18th council meeting (Session 2017/2019) and to develop youth wing as a mirror to the MIP National Council. This is also as part of the capacity building agenda to develop future leadership of the Institute.

7.3 Prof Dato’ Dr Alias Abdullah (194/88) however suggested to maintain the number of council to 10 members inclusive of chairman of youth wing. TPr Md Nazri Mohd Noordin in his reply commented that the decision to add one more council is not only to develop future leadership, but also in light of the increasing demand and work load at the National Council, where additional one person would help to lighten the burden of the National Council. The General Body concurred with the recommendation for one additional members at the National Council.

Clause 19 CONTINUING PROFESSIONAL DEVELOPMENT (CPD)

Every Corporate Member and Graduate Member of the Pertubuhan are required tocomplete the Continuing Professional Development in accordance to the Rulesprescribed by the Pertubuhan. The CPD is mandatory as a requirement for the annual renewal of registration of all Corporate Members.

7.4 Dato TPr Suki Mee (313/95) questioned on the necessity for the graduate planners to maintain their CPD. Tn Hj Mohamad Nazri Jaafar(168/86) replied that the amendment of the clause is recommended with the aim to start the young planners on the practice of continuous professional development as part of their professional growth.

8.1 The Honorary Secretary reported that the Council in its last council meeting had appointed TPr A Lokman Ghani (597/12) as the Election Officer and TPr Mohammad Fahmi Alias (500/05) as the Deputy Election Officer. The post for President, Vice Presidents, Honorary Secretary and Honorary Treasurer were uncontested. There were 14 nominations received for the Ordinary Council Members posts.

10.0 TO DISCUSS ANY OTHER MATTERS FOR WHICH DUE NOTICE HAS BEEN GIVEN

10.1 TPr Philipose Philips (127/84) highlighted that planners should not focus on preparation of Kebenaran Merancang and development plans only. There are opportunities for planners to expand their service beyond the traditional planning service such as assisting in formulating terms of references for projects, budgetary planning and many others. For example, to come out with project budgets and implementation plans from projects identified in local plans, as many of projects proposed in local plans did not take off and remain as plan.

10.2 TPr Philipose Philips (127/84) also emphasized that Planners must also be recognized by other Ministries as consultant in housing, environmental & infrastructure field. Urban planning is a very holistic and not only about layout plan. Mr President in his reply said that the council will look into the suggestion.

10.2 TPr Hj Mohd Saleh Hj Marzoki (275/93) suggested that MIP look into expanding MIP’s services to Sabah & Sarawak. Mr. President replied that it is in the agenda of the Institute and will be looked into.

10.3 TPr Fu Swee Yun (553/09) highlighted on the requirement of non-planner director from allied profession in the recent Certificate of Practice (COP) implementation. Her concern on definition and list of professions recognized as allied profession for purpose of COP registration. There would need to be clear definition as the which professions are deemed as allied profession. Concurring with the concern, Chairman recommended that the matter be brought to LPBM and for LPBM to expand the allied profession definition.

Has any direct or indirect pecuniary interest in a contract or proposed contract with the Pertubuhan (other than such an interest which that person holds as a member of a class of persons for whose benefit the Pertubuhan is established, or in common with all or a substantial proportion of the members of the Pertubuhan must

The above amendments were accepted at the MIP 47th Annual General Meeting on 30th March 2019 held at Best Western I-City, Shah Alam and the MIP Extra-Ordinary General Meeting held at MIP Training Centre on 11th September 2019.

MIP STRATEGIC PLAN With the challenges facing the Institute and planning profession, it is crucial that the Institute formulate an action plan to make the Institute and the planning profession more diverse and inclusive, and be ready for the challenges of the next decade. This is particularly in dealing with the effect of climate change, technological change as well as societal change which demand a paradigm shift in the way the Institute operates. Education and Research Committee was tasked to assist the Executive Committee in the preparation of MIP Strategic Plan.

To kick-start the process of formulating this Strategic Plan, two rounds of workshop were conducted. The first with members of National Council and MIP branches. This retreat, held on 1st – 2nd August 2019 in Spices Hotel Penang, deliberated on the approach, scope and outcome to be achieved from the Strategic Plan.

The second workshop was held on 11th January 2020 at MIP Training Centre. Members of the National Council, Advisory Council and standing committees participated in this workshop. The workshop deliberated further on draft paper on the Strategic Plan formulated by Education and Research Committee led by TPr Dr Mariana Osman. Key outcomes from this workshop are summarised below:-

• The need for MIP to play active and leading role in all impact studies planning related field

• The need to bridge the gap between MIP and government agencies, particularly PLANMalaysia and all other relevant ministries and agencies and to form collaborative partnership with key agencies

• The need for common and shared vision on the future of planning professions – shared between all town planners in all sectors, public, private and academia

• The need for evidence based planning to be embedded in planning process, at all scope of works and all levels of planning

• The need to for the Institute and the profession to be ready in addressing and embracing future disruptive trends and technologies as well as new technologies such as those brought about by Industrial Revolution 4.0 and many others

The Strategic Plan is targeted to be unveiled at the end of 2019/2021 terms of the current MIP National Council. Prior to that, several engagements with members of MIP will be conducted in order to obtain inputs and feedback.

CONTINUING PROFESSIONAL DEVELOPMENT Continuing Professional Development (CPD) is an ongoing program of learning which empowers members to engage in learning activities to enhance their professional capabilities and competencies. In order to maintain public trust, and to uphold the reputation of the town planners, all members must continually update and enhance their professional knowledge. As to date, 493 registered MIP corporate members are eligible to submit and maintain their CPD record with MIP.

As of 1st march 2020, the following are the summary records for CPD submission.

Note: The above data are updated based on the CPD Records as of 1st March 2020.

Effective 1st Jan 2021, the submission of CPD will be made to the Board of Town Planners (LPBM) together with the renewal of the Certificate of Practice (COP). An integrated on-line system is currently being developed between MIP and LPBM to assist members with the submission of CPD, application and renewal of membership and practice.

MIP through its subsidiary, MIP Training Centre Sdn Bhd, with the support of LPBM will continue to offer CPD courses that are affordable for members to participate.


AMENDMENT OF NEW CPD GUIDELINES & RULES There were seven (7) proposed amendments to the MIP CPD Guidelines and Rules that were adopted by the General Body during the 47th Annual General Meeting which was held on 30th March 2019.

The changes highlighted are as follows;

AMENDMENT OF MIP MEMBERSHIP RULES 2019 During the MIP Extra Ordinary meeting which was held on 11th September2019, three (3) main amendments to the membership rules were proposed and adopted by the General Body. INTRODUCTION OF MIP 2-TIER CORPORATE INTERVIEW The general proposal for the MIP 2-tier Corporate interview was proposed to the MIP Council at the MIP Council Meeting no 2. dated 3rd May 2019. The overall concept of the 2-tier Corporate interview was further deliberated with Council members at the MIP Retreat in Penang on 2nd – 3rd August 2019.The objective of the implementation of MIP 2-Tier Corporate Interview are as follows: 1. To provide wider assessment covering and to make sure that the competency

assessments through interview are being evaluated thoroughly.2. To ensure the readiness level of the members.The 2-tier Corporate interview will also be known as follows:• Tier 1 as Oral Exam 1 : focus on the Planning Practices and Planning Law• Tier 2 as Oral Exam 2 : focus on Professional Code of Ethics and Conduct and

General and current planning knowledge.The general overall flow of the 2-Tier Corporate Interview in relation to the admission process of Corporate Membership is illustrated in the following Flowchart.

NOTE:

1. The detail flowchart of the process will be finalized and informed to the members by April 2020.

2. The prescribed form will be made available at MIP website by April 2020.

3. The 2-tier Interview will be implemented by April 2020.

4. Government officers and academics exempted from taking LPBM Professional examination will also need to attend the 2-tier interview.

5. Graduate members who have attended the Corporate Interview before April 2020 and failed, will still subjected to previous process i.e 1-stage interview.


MIP PRE-REQUISITE COURSE FOR TOWN PLANNING STUDENTS FROM FOREIGN UNIVERSITIES OUTSIDE MALAYSIA The implementation of the Pre-Requisite course are is in line with MIP Membership Rules (amendment 2018) Clause 3.0 Graduate Membership.

The amendment to the Membership Rules was proposed for ratification and endorsed at the MIP 46th Annual General Meeting which was held on 29th March 2018.

The general outline of the module has been presented to the Council Members for comments during the Retreat in Penang on 2nd -3rd August 2019 which was later endorsed at the MIP Council dated 4th August 2019.

The draft detail module has been prepared and will be ready for implementation by end of April 2020.

The first pre-requisite course is targetted to be held by April 2020.

COMMITTEE ACTIVITIES

There were few activities organized or attended by Professional Practice committee throughout 2019/2020:-

BRAINSTORMING WORKSHOP WITH PROFESSIONAL BODIES IN IMPROVING OSC SUBMISSION BY PETALING JAYA CITY COUNCIL (MBPJ) As to achieve the aspiration of federal government in enhancing the excellence and efficiency of the delivery system at local government level, Majlis Bandaraya Petaling Jaya (MBPJ) conducted a workshop with professional bodies and their internal technical departments on 8th April 2019 at One World Hotel, Petaling Jaya. The workshop was chaired by the deputy mayor of Petaling Jaya City Council, Mr. Johary Anuar.

The objective of the workshop was to gain insights from professionals such as planners, architects, engineers and surveyors in improving the application process or procedure of development plan submission in One Stop Centre (OSC) using the OSC 3 PLUS system.

MINIMUM SCALE OF FEES - SOF The Legal and Regulatory Planning Division (BPKSP) of PLANMalaysia together with Professional Practice Committee is currently finalizing the Town Planner Professional Scale of Fees (SOF). The amendment of latest SOF has been discussed and agreed from three series of meeting by BPKSP and MIP at Wisma Tun Sambanthan, dated:

• 10th October 2019 (Thursday)• 18th November 2019 (Monday)• 20th December 2019 (Friday)

The amendment involved improvements in terms of minimum man-month calculation rates for development plans as well as the additional of new categories for KM submission on agriculture activities involving engineering works.

To date, MIP has finalized the Scale of Fees and it has been officially submitted to Board of Town Planners Malaysia (LPBM) on 4th February 2020. LPBM will forward the document to the Legal Department of Ministry of Federal Territories for further action.


MANUAL OSC 3.0 PLUS TOWNHALLThe townhall, organised by Jabatan Kerajaan Tempatan, Kementerian Perumahan dan Kerajaan Tempatan (KPKT) was the last session in the roadshow programme for OSC 3.0 PLUS. Held on 24th and 25th July 2019 in Putrajaya International Convention Centre, the townhall aimed to disseminate and obtain feedback from stakeholders on the proposal to upgrade the OSC System from OSC 3.0 to OSC 3.0 PLUS. Significant enhancement of the OSC 3.0 PLUS was the categorisation of development into three categories – small scale, medium scale and large scale development. OSC 3.0 PLUS is expected to reduce the amount of documentations required and number of days taken to process development applications. MIP was represented by TPr Hj. Abdul Hamid Akub and TPr Mohamad Fauzi Ahmad.

CERTIFICATE OF PRACTICE (COP)The Certificate of Practice (COP) for registered town planners came into effect on 1st January 2020, in accordance to section 20, Act 538 and section 13 (1), Act 172. The introduction of COP to regulate the planning profession and practicing town planning consultancy was endorsed at the MIP 46th Annual General Meeting in 2018.

In 2019, prior the COP came into effect, MIP in collaboration with LPBM organised series of awareness programme on COP registration to the members at MIP National Office as well Northern and Southern branches. Until end of February 2020, 171 planning consultancy firms have registered as body corporate with LPBM and obtained COP.


“PENGDEPOSITAN FI PROFESIONAL” TO BOARD OF TOWN PLANNERS MALAYSIA (LPBM) The Board of Town Planners Malaysia (LPBM) has endorsed the proposal on “Pengdepositan Fi Profesional” and this proposal was presented at the 3rd meeting on “Perbincangan Mengenai Permit Pembinaan Bersama Lembaga dan Pertubuhan Profesional” at KPKT on July, 2019. The proposal is on the improvement of payment mechanism where professional fee will be directly lodged to LPBM prior to being released to the town planner for the service rendered. This is applicable to only service rendered for application of planning permission under Section 13 (1) (c), Town and Country Planning Act 1976 (172) or Development Order (DO) under the relevant laws.

The objectives of “Pengdepositan Fi” to LPBM are:- • To ensure that LPBM Members are regulated in terms of professional fee

payments;• To ensure compliance to the Scale of Fees (SOF) approved by LPBM in 2016;• To ensure payments by clients are in accordance to the agreed payment

schedule;• To protect the interests of Registered Town Planners.

TECHNICAL WORKING GROUP ON DEALING WITH CONSTRUCTION PERMIT (TWGDCP)Members of Professional Practice Committee is the permanent representative for MIP in the Focus Group Discussion for Construction Permit (FGDCP) work track at KPKT. The FGDCP work group is tasked to find measures to increase efficiency and improve the system of construction permit in Malaysia. This is as a result of PEMUDAH report on ease of doing business in Malaysia, where Malaysia was ranked 15th out of 189 countries in Dealing with Construction Permit in 2016. This high ranking achievement for Malaysia was a result from improvement made in development approval processing time; with better efficiency and shorter time, through the:- • Strengthening of One-Stop Centres (streamlining the procedures and online.• Introduction of concurrent/ joint final inspections for utility providers.

The concerns with regards to submitting persons was raised at FGDCP meetings, and subsequently PLANMalaysia convened a meeting on “Panduan Kaedah-Kaedah Mengenai Orang Yang Berkelayakan Menyediakan Dokumen dan Pelan Untuk Kebenaran Merancang (KM)” with all professional boards such as Board of Town Planner, Architect, Engineer, Surveyor and Institute Landscape Architect Malaysia. For year 2019, the meeting was held on 31st July 2019. MIP was represented TPr Hj Abdul Hamid bin Akub and TPr Mohamad Fauzi Bin Ahmad.

SIA MODULE FOR COMPETENCY COURSE The Committee is a member of the task force led by PLANMalaysia to formulate SIA competency course module, in collaboration with Malaysian Social Impact Assesment (MSIA). In December 2019, a meeting was held with MSIA and MIP to finalize the module for competency course. Four (4) modules have been developed for the SIA competency course:-:• Module 1 : Introduction to SIA – by PLANMalaysia • Module 2 : Spatial and Land Use Planning – by MIP • Module 3 : SIA Methodology and Impact Studies – by MSIA• Module 4 : Take Home Assignments – by MIP

The Board of Town Planners in a meeting No. 4/2018 on 4th December 2018 has given an instruction that the Qualified Person (QP) for preparation and submission of SIA Report as follows:

Main Consultant:• Must be a Registered Town Planner with Board of Town Planners OR Member of

Malaysian Association of Social Impact Assessment (MSIA) – grace period of 3 years, starting January 2019 to December 2021).

• Must be Registered Town Planner with Board of Town Planners AND Member of Malaysian Association of Social Impact Assessment (MSIA) - coming into effect starting January 2022, after the 3-year grace period ends.

Sub- Consultant:• Must be member of MSIA; or • Member of professional institutions related to SIA; or• Member of Malaysian Institute of Planners (MIP)


ENGAGEMENT WITH MINISTRY OF FINANCE ON ‘SKALA GAJI’ AND ‘ KOD BIDANG’ FOR TOWN PLANNERS Board of Town Planners Malaysia (LPBM) together with Malaysian Institute of Planners (MIP) held a discussion with Unit Pendaftaran Syarikat, Ministry of Finance (MOF) on 14th February 2020. The main agenda of the discussion was on “Kod Bidang Perancang Bandar di dalam Manual Perolehan” and “Skala Gaji Pokok Maksimum Pengarah (Pemilik Firma)/Rakan Kongsi”.

In 2017, the Town and Country Planning Act 1976 (Act 172) was amended (Amendment Act 2017 (Act 1522)) to include preparation of Social Impact Assessment (SIA) under section: • Section 20B (1) and (2) • Section 22 (2A) • Section 21A (1) (ea)

With the requirement for SIA under Act 172, expert service of a Registered Town Planning will need to be rendered by project proponents, This has not been acknowledged by MOF within the current provision; where expertise for SIA is parked under non-physical service code of 340104 (Kajian Kemasyarakatan Sosio-Ekonomi). From the discussion, LPBM was asked to submit proposal with justifications to allow for preparation of SIA by registered town planner, which MOF then will evaluate on the suitability.

Assist and prepare members for internalization and liberalization.vi. Collaborate with MATRADE and Board of Town Planners Malaysia for export of services;vii. ASEAN BUSINESS MEETING

The meeting was held on 13th September 2019 in Jakarta , Indonesia. The meeting was intended to explore the possibility of greater collaborations and opportunities amongst ASEAN member states. MIP has been given the honour to host the 2020 CAP Business Meeting and Conference in Malaysia. The event will be held in late 2020 and details of the event conference shall be out soon.

Bimonthly meetings via teleconference to discuss various initiatives and issues within the Commonwealth. This includes sharing of Planning issues and challenges, participation of Women in Planning and promoting Planning to the community.

WORLD URBAN FORUM 10, ABU DHABI, UNITED ARAB EMIRATES

Honorary Secretary, Datin TPr Noraida Saludin moderated a session entitled Malaysia’s Local Efforts Towards Localisation Of The SDGs and New Urban Agenda. TPr Nik Ruiz was also a panellist for a session hosted by the Royal Town Planning Institute (RTPI), sharing the stage with President of Commonwealth Association of Planners (CAP) and President of the Canadian Institute of Planners (CIP).

A. Promoting Sustainable Development• To create awareness on and to promote sustainable planning principles to

members and the general public at various levels including practising planners, government organisations, developers, students and the general public;

• To promote the agenda of Low Carbon City in town planning and city management;

• To participate in various environmental programmes and projects organised by various agencies including government and non-governmental on behalf of the Institute;

• To collaborate with government agencies and other NGOs in addressing issues related to environment, social and sustainable development;

• To participate in research on aspects related to the application of principles, practice and technologies related to sustainable development such as low carbon development, green development, environmental assessment, etc; and

• To organise programmes and events related to sustainable development and in integrating the principles and measures for sustainable planning and development.

B. Community Participation• To collaborate with local authorities in reaching out to community groups for

more proactive participation in planning and development;• To disseminate the knowledge of planning practice and process to community

groups through conferences, seminars, focus group discussions, workshops, etc; and

• To provide assistance and advisory service to community groups in particular to residents’ associations and underprivileged minority groups on matters related

to town planning.



PLEDGE AND PLANT A TREEPledge and Plant a Tree (PAPAT) programme is a yearly event organized by the Malaysian Institute of Planners (MIP) in conjunction with World Town Planning Day. PAPAT started its journey in 2008, and this year Pledge and Plant a Tree programme was improvised and rebranded into PAPAT 2.0. PAPAT 2019 was designed with an approach to assist our partners to track and monitor the progress with PAPAT 2.0 Tree Scorecard Inventory. This year event was co-organised with five (5) local authorities which are Majlis Bandaraya Johor Bharu (MBJB), Majlis Bandaraya Shah Alam (MBSA), Majlis Perbandaran Selayang (MPS), Majlis Daerah Kuala Langat (MDKL) and Majlis Perbandaran Kulim (MPKK). PAPAT at MBJB, MBSA, MPS and MDKL was held in November 2019, while MPKK was held in December.

PAPAT @ MBJBThe first Pledge and Plant a Tree 2019 event was held on 02nd November 2019, in collaboration with Majlis Bandaraya Johor Bharu at Taman Bandar Eko Flora, Johor Bharu. CAR FREE DAYCar Free Day is an event introduced as part of the city’s low carbon initiatives and encourages the use of non-motorised transport within the area. The event also gives communities an idea of their locality with fewer cars.

On 04th August 2019, Majlis Bandaraya Shah Alam (MBSA) in collaboration with Selangor State Government organized Karnival 3W (Wellness, Welfare and Women) in conjunction with Shah Alam. Various activities were organized to attract community participation and urban picnic is of them. Urban Picnic is a green outdoor seating offers everything that you do enjoy about the concept of a picnic, such as foods, games and friends. MIP was invited to organize a board game at Urban Picnic area.



MIP TAHFIZ ACTION PLANMIP Tahfiz Action Plan (MIP-TAP) is one of MIP Corporate Social Responsibility (CSR) Program. It is a special task force aimed at providing free preliminary planning consulting services to all Maahad Tahfiz in Selangor, to assist them in submission of Planning Permission (KM) approvals to the respective Local Authorities.

On 18th March 2019, Persatuan Institusi Tahfiz Selangor (PITAS) and Jabatan Agama Islam Selangor (JAIS) organized a “Seminar Pembangunan Institusi Tahfiz Negeri Selangor” at Dewan Syarahan & Muzakarah Islam, Masjid Sultan Salahuddin Abdul Aziz Shah, Shah Alam. The seminar was attended by 300 Maahad Tahfiz representative. The main objectives were to create awareness on the importance of obtainingKM for all Maahad Tahfiz (existing schools and future development) and complying to the current planning standards and safety measures.

MIP is currently working with PlanMalaysia@Selangor and local authorities in preparing the “Garis Panduan Pemutihan Maahad Tahfiz in Selangor”. The guideline is expected to be completed and endorsed for implementation by the end of September 2019. With this guideline, it is hope that all registered Maahad Tahfiz in Selangor will be able to get their respective KM and creating a safer and conducive environment for their students.

COMMITTEE ACTIVITIES PUBLICATION OF TWO (2) ISSUES OF PLANNING MALAYSIA JOURNAL The Journal of the Malaysia Institute of Planners or PLANNING MALAYSIA is a multidisciplinary journal produced annually related to theory, experiments, research, development, applications of ICT, and practice of planning and development in Malaysia and elsewhere.

The objective of the journal is to promote the activity of town planning through dialogue and exchange of views concerning professional town planning practice. PLANNING MALAYSIA will welcome any news, feature articles, or peer reviewed (including book reviews, software review, etc.) articles for publication.

LAUNCH OF THE SECOND EDITION OF URBANISE Urbanise is an urban design magazine published by MIP, first unveiled at the 2018 World Urban Forum in Kuala Lumpur. The second edition was launched by YBhg Dato’ TPr Mohd Anuar Maidin, Director General PLANMalaysia and YBhg Tuan Hj. Ihsan Zainal Mokhtar, President of Malaysian Institute of Planners at the National Planning Congress on 5th November 2019.

The main focus of this design magazine is to showcase selected projects and designs by town planning professionals. The theme of the second edition is “Urban Planning and Sustainable Development Goals”, containing eight (8) articles contributed by practitioners and scholars in town and country planning.


RESEARCH ON IMPROVEMENT OF SELANGOR STATE PLANNING GUIDELINES AND POLICY – MIP AND REHDA SELANGOR COLLABORATIVE RESEARCH WORK MIP and the Real Estate Housing Development Association (REHDA) Selangor came together to form a taskforce to review the existing planning standard and policies for Selangor state. Findings from this collaborative research work was presented to PLANMalaysia@Selangor on 12th of December 2019 as an input for the current review of planning standard undertaken by PLANMalaysia@Selangor.

MIP STRATEGIC PLAN WORKSHOP – VISIONING PAPER The committee was task to lead the preparation of a Strategic Plan for MIP and as part of the process, a workshop was conducted with members of MIP on 11th January 2020. This workshop aimed to chart MIP Strategic Roadmap 2030, focusing on the town planning profession and role of MIP, in addressing issues facing the profession and in preparing the profession for future challenges.

WCSC 2019 was held on 19th September 2019 at The Royale Chulan Hotel Kuala Lumpur. The theme for WCSC 2019 are “NEXT: KL 2040” this conference was attended by 600 participant from various sector.


NATIONAL PLANNING CONGRESS 2019 (NPC)National Planning Congress 2019 (NPC) was jointly organised by Malaysian Institute of Planners (MIP), Perbadanan Putrajaya (PPJ), in partnership with Universiti Teknologi MARA, Universiti Islam Antarabangsa Malaysia, Universiti Malaya, Universiti Teknologi Malaysia and supported by Kementerian Wilayah Persekutuan, PLANMalaysia, Lembaga Perancang Bandar Malaysia, Putrajaya Holdings, Yayasan Bank Rakyat and Pulse Grande Hotel. NPC 2019 was held on 4th – 5th November 2019 at Dewan Seri Siantan, Kompleks Perbadanan Putrajaya with the theme “Smart Partnership in the Digital Era”. The NPC 2019 was officiated by Seri Paduka Baginda yang di-Pertuan Agong, Al-Sultan Abdullah Ri’ayatuddin Al-Mustafa Billah Shah. 500 participants from the various sectors attended the NPC.

YOUNG PEOPLE LAB 2019The Young People’s Lab (YP Lab) was introduced and organised annually in conjunction with the “World Class Sustainable Cities” (WCSC) event which engaged and provide a platform for young people (under 40 years of age) to express their ideas towards achieving sustainable urban environment. The theme for 2019 edition of YP Lab was Youthful.Outdoor.Liveable.Ours (YOLO): Malaysia Urban Spaces Intervention Through Social Integration. 100 participants from various background attended YPLab. YB Nik Nazmi bin Nik Ahmad, Member of Parliament for Setiawangsa officiated the event.

The Lab brought about two key outcomes as below:-

• The compilation of selected idea from winning group was presented at the WCSC conference 2019

• Ideas, solutions, issues and challenges were identified for the site, which then can be used as information by DBKL.

PJ INTERNATIONAL YOUTH LEADERSHIP CAMP 2019PJ International Youth Leadership Camp 2019 (PJIYLC) is an annual event organised by Majlis Bandaraya Petaling Jaya. This year, MBPJ invited MIP to collaborate in organizing this programme. This programme aims to create leaders for the future. 69 students from the age of 14 to 17 years old participated in the event. 24 participants are local while another 45 are foreign participants from Seongbukgu, Korea, Miyoshi, Japan, Qingyuan, China and Bandung, Indonesia.

The objectives of this program is : • To grow community makers• To exchange cultural that is fun and meaningful• To celebrate anf showcase the best of PJ and Malaysia

YW RETREATThe first ever retreat involving young members of MIP was organised by MIPYW on 1st February 2020. The Retreat was held at MIP Training Centre, attended by 35 young planner in public and private sector. The objective of the retreat is to discuss the direction and focus of Youth Wing, and at he same time drafting the procedure for the 1st Youth Wing election scheduled to be held in Septemebr 2020.


PETALING JAYA CHILD FRIENDLY CITY CONFERENCE 2019 (PJCFC 2019)The Petaling Jaya Child Friendly City conference was jointly organized by Majlis Bandaraya Petaling Jaya (MBPJ), Malaysian Institute of Planners (MIP), Childline Foundation and was endorsed by UNICEF Malaysia under the Child Friendly Cities Initiative (CFCI).

Toward The Conference day, series of children outreach programs and pre-conference workshop had been carried out.

Outreach Programs4 outreach programs were carried out on 12th October 2019, 13 October 2019, 19th October and 20th October 2019 with more than 120 children from different age and social background. These were mainly carried out to empower children’s right, as articulated in Child Right Convention No. 30, to gain insight on the issues from the children related to their daily life from the perspective of physical as well as their recommendations towards child friendly city. Out of 120 children, 50 will be selected for the pre-conference workshop.

Pre-ConferenceThere were 2 pre-conference workshops which were held at PPR Lembah Subang and Youth Park, Taman Bandaran Kelana Jaya on 2nd November 2019 and 17th November 2019 respectively. The pre-conference workshop focused on the physical improvement of neighborhood where the children live and public spaces around them. Ideas generated throughout the workshop were captured and form a feedback for MBPJ in implementing Child Friendly City. in Petaling Jaya. Urban Sketch @ HPBSUrban Sketch program was held on 10th November 2019 in conjuction with the official launching of World Town Planning Day celebration. It was jointly organised between Majlis Bandaraya Shah Alam and Malasian Institute of Planners Youth Wing (MIP YW). The program was attended by 90 participant consisted of student from University and young planners from public and private sector.

Urban Sketch provide a platform for participant to generate their ideas in making a public space by integrating the potential element within selected site area into becoming a vibrant, sustainable urban living spaces as well as sustainable community. The participant are required to rejuvenate the site into a vibrant and inclusive public space.

The process has been streamlined with the MIP Secretariat’s information dissemination process and sent via email and Whatapps to the MIP members. Two (2) issues were published in year 2019.

MIP CORPORATE PROFILE 2019The committee also was tasked to update and publish a new MIP Corporate Profile 2019 Edition. By having a proper corporate profile, it will help to promote MIP as a Professional Institute as well as an opportunity to talk about MIP planning history and the Institute’s milestones.

MIP RAYA OPEN HOUSEMIP Raya Open House was held on 27th June 2018 at Anjung D’Kelana, Taman Tasik Bandaran, Kelana Jaya to celebrate Eid Mubarak with all MIP members. It was intended to foster good relationships through the traditional ‘open house’ gathering and to entertain all with a banquet of Malay Hari Raya foods.


FUTSAL CHAMPIONSHIP 2019The MIP Futsal Championship was help on 31st March 2019 at Frenzy Sports Arena, Section 16 Shah Alam in conjunction with MIP AGM Month. 18 team participated in the championship. The 18 teams were divided into four groups, with the group winners and the best runner-up advancing to the quarter-finals. The Match

concluded at 3.00pm with the result as follows:

MIP MyPLACE AWARD DINNER 2019MIP MyPlace award Dinner 2019 was successfully held on 15th November 2019 at GLAMHall Mercu Mustafa Kamal, Damansara Perdana. The Award dinner was attended by almost 600 guest from various sector. We were blessed to have the privilege to being able to dined with Yang Berhormat Menteri Senator Dato’ Raja Kamarul Bahrin Shah bin Raja Ahmad Baharuddin Shah, Deputy Ministry at Ministry of Housing and Local Government on that memorable night.


MIP PLEDGE & PLANT A TREE PROGRAMME (PAPAT)MIP Pledge & Plant A Tree Programme 2019 was head by MIP Sustainable Planning & Resilient Development Committee (ScoRED). This year PAPAT was co-organised with five (5) local authorities Majlis Bandaraya Johor Bahru, Majlis Bandaraya Shah Alam, Majlis Daerah Langat, Majlis Perbandaran Selayang and Majlis Perbandaran Kulim. 2856 trees were successfully planted.

WORLD URBAN FORUM – WUF 10TH, ABU DHABI MIPSB led a delegation of 38 people to WUF 10 in Abu Dhabi on 7th -12th February 2020. Amongst the participants were TPr. Zamirzan Bin Puji, TPr. THE 7TH ASIA-PACIFIC URBAN FORUM (APUF-7) – “FUTURE OF ASIA AND PACIFIC CITIES: TRANSFORMATIVE PATHWAYS TO ACHIEVE THE 2030 AGENDA FOR SUSTAINABLE DEVELOPMENT”The 7th Session of the Asia-Pacific Urban Forum (APUF-7) was co-organised by Urbanice Malaysia and UN-Habitat at Setia SPICE Convention Center, Penang. It provided a platform for discussing the future of Asia & Pacific Cities as well as challenges and opportunities in achieving the Sustainable Development Goals (SDGs) and the status of implementation of the 2030 Agenda and New Urban Agenda (NUA) in the region.

TPr. Amelia Neoh Siew Yin served as a liason officer throughout the event. TPr. Cheng Hui Lin and TPr. Fang Hwei Ling represented MIPNB as rapporteurs for keynote taking during conference session and paper presentation for the whole APUF-7 from 15th -17th October 2019.

THE 7TH PLATFORM FOR ASIAN ARCHITECTURE AND URBANISM (7 PAAU)The international workshop was held from 19th – 25th October. It was organised by UTAR Center of Sustainable Architecture (COSA) in cooperation with PAM & MIPNB. The theme of the workshop was ‘Inclusive Urbanisms”. Ar. TPr. Michael Ong Chin Keong has volunteered to be a mentor for the students during the workshops.

CITIZEN JANE: BATTLE FOR THE CITYA Film Screening Session organised by MIPNB (Youth Section) on 26th September 2019 at Spices Hotel, Lumut Lane, Penang, to present a series of documentary films revolving around the theme of urban planning and its contemporaries. Exploring the issues underlying rapid urbanization and the power of citizenship in 1960s New York through the lens of Jane Jacobs, a name synonymous in contemporary urban planning till this day. The session will then be followed by a short discussion and led by two urban practitioners - Dr Diana binti Mohamad, Senior Lecturer from School of HBP, USM and Ms Evelyn Teh, Founder of Penang Urbanites and Chevening Scholar Alumni.

TECHNICAL REVIEW PANEL (GEORGE TOWN HERITAGE AREA)Technical Review Panel (TRP) was set up by MBPP with the role to review the impact of a development proposal particularly within the George Town Heritage Core and Buffer Zone to ensure that they are in congruence with the dossier prescribed by UNESCO. MIPNB is represented by Ar. TPr. Michael Ong from 2nd January to 31th December 2019.

PENANG HILL DESIGN REVIEW PANEL (PHDRP)Technical Review Panel for Penang Hill Development was set up. MIPNB is represented by Dato’ TPr. Dr. Jamil bin Jusoh from 2nd January to 31th December 2019.

PENANG GREEN AGENDA (PGA)Penang Green Agenda (PGA) 2030 is to produce a roadmap that help Penang achieve its sustainable development goal by 2030. A working group was set up to produce a sectoral roadmap that provides major policy recommendations and milestones on how Penang should better plan its future land use. MIPNB was invited to be part of the working group. Dato’ TPr. Dr. Jamil bin Jusoh was nominated as a regular representative to attend the meeting.

PENANG ACCESSIBILITY ACTION GROUP (PAAG)Penang Accessibility Action Group (PAAG) was set up to monitor and improve public access for the elderly and disabled community. PAAG will conduct periodic audits of public places as well as cooperate with the authorities to improve infrastructure in Penang. TPr. Fang Hwei Ling is MIPNB regular representative attending the meeting. The first meeting was held on 25th April 2019 at Komtar, Penang.

SABAH LIAISON SUB-COMMITTEE (SLSC)MIP Pro-tem Sabah Committee was to succeed the Sabah Liaison Sub-Committee (SLSC). The Pro-tem was initiated by Sabah members, with the support of the Chapter and agreed by the Council on 20th September 2019. It was a transition move to establish the eventual Sabah Branch /Chapter.

WORLD TOWN PLANNING DAY (WTPD) SEMINAR The Committee organised a half-day seminar on the theme ‘Planning for the People’ in conjunction of World Town Planning Day (WTPD) on 31st October, 2019 at the State Library. 55 participants took part in the event.

Topics and speakers of the WTPD seminar were as follows:• Keynote topic – Urban Renewal by TPr Chau Loon Wai;• Safe City and Design Guidelines by TPr Dr. Alias bin Rameli; and• Integrated Transport in Transforming Cities by TPr Dr. Lawrence Tseu.

OTHER ACTIVITIESMembers of the Chapter were invited and had participated in the following events:-

A Lab Urban Renewal Rejuvenation Initiaties for Kuching & Miri City (Urban Space) MUDeNR organised 3 Labs (12th April 2019, 1st July 2019 and 9th August 20190 on urban renewal program. Five members joined the Labs. Four Councils i.e. MBKS, DBKU, MPP and MCC Councils came out with identified sites and submit proposals to the respective authority for funding the projects. At this stage, no action will be taken by the Chapter until further notice from the Ministry.

B Inter-Professional Games (IPG) 2019 MIPSSC teamed up with PFS (Persatuan Farmasi Sarawak) in the IPG 2019 to take part in four games out of six in total. The Chapter was the organiser for Darts. The team obtained 7th placing in the overall standings.

C Recompilation of DCS with New Standards and Guidelines MIP – PAMSC jointly proposed recompilation and updating of the Development Control Standards (DCS) with new standards and guidelines which have been issued via circulars or letters from the Ministry of Urban Development and Natural Resources over the years. The DCS was first published in 1998.

A meeting was called for presenting Terms of Reference (TOR) to the MUDeNR at Wisma Sumber Alam on 20th February 2019. Pertubuhan Perancang Malaysia Sarawak & Sabah Chapter (MIPSSC) and Pertubuhan Akitek Malaysia Sarawak Chapter (PAMSC) are co-secretariat to propose name list to be appointed by the Ministry as member of the Special Committees (Working, Technical & Steering) for the exercise. TPr Victor, TPr Law Hui Ho, TPr Chai Yek and TPr Sharon Kong represent the Chapter in all the three committees. The joint letter dated 21st March enclosed with name list had been submitted for the Ministry’s further action.


Presentation of TOR to MUDeNR

D Review of the Land Code (Development and Subdivision of Land) (Qualified Person) rules, 1998 MUDeNR held a briefing on Review of the Land Code (Development and Subdivision of Land) (Qualified Person) rules, 1998 on 18.6.2019. 6 representatives from the Chapter attended the briefing session, chaired by Head of Planning. The Chapter requested the Ministry to allow us to give our feedbacks in responding to some of the new proposals for amendment to the Land Code on a later date. An open discussion among the members and registered QPs was held on 13th July 2019 at UPC Auditorium to have a collective opinion towards the proposed amendment. Feedback letter on the review had been sent to the Permanent Secretary on 25th July 2019.

E SUSToM Workshop The workshop was conducted by Sarawak Drainage and Irrigation Department (DID) on 28th November 2019 as a platform for brainstorming session among all the stakeholders in relation to stormwater management, particularly on work processes and checklists of SUSToM. 5 members attended the workshop.

F Lab on the Preparation of Draft for ‘Guideline for Guarded Neighbourhood’ The one-day lab was organised by MUDeNR on 9th December 2019, at Imperial Hotel. 3 committee members participated in the lab.

G World Class Sustainable Cities 2019 This conference is organized by a tripartite collaboration between the Real Estate & Housing Developers’ Association Kuala Lumpur (REHDA KL), the Malaysian Institute of Planners (MIP) and the Institute of Architects Malaysia (PAM) on 19th September 2019. 6 members joined the event.

H Seminar on Low Carbon Cities Framework (LCCF) The seminar was organised by Sustainable Energy Development Authority (SEDA) on 26th Match 2019, Madam Jessica Lim attended the seminar held in KK Hilton while TPr Dr Lawrence Tseu attended the one held at Kuching Hilton.

OBJECTIVESThe objectives of the MIP Training Centre are as follows:

• To provide courses and training for the advantage of MIP’s members that are in line with the latest development trends, lifestyles and needs of human settlements to meet current and future challenges;

practices in planning, urban design, urban governance and all matters related to human settlements, including initiatives towards climate change adaptation;

• To provide a centre for the training of related professionals such as architects, engineers, landscape architects, surveyors and developers to learn more about Town Planning practices, guidelines, standards and policies pertaining to land use and their practical implications;

• To organise both national and international conferences, workshops, expert talks and dialogues for members and all professionalism in related field, in order to expand knowledge, experiences and best practices in the arena of human settlements as well as to obtain updates on the latest trends and issues;

• To keep members informed of annual international conference and seminars that are related to the fields of human settlements, and assist members who may be interested in attending them, in terms of more detailed information and references on travel plans.

4.7 LOW CARBON CITIES & SUSTAINABILITY CENTRE (LCCSC) SDN BHD

The LCCSC Sdn, Bhd. was registered at the Registrar of Companies on 5th April 2016 with registration no 118229A. The centre is managed by Puan Norliza Hahgim, whose appointment was made by MIP Council as a general Manager.

ROLESLCCSC’s role are:• To research, develop and disseminate understanding of the present and future

impact of cities on carbon emission• To gather and encourage applications of solutions related to innovations,

products, services and systems for low carbon cities and sustainable development through projects, training, events, networks and information.

PROJECT UNDERTAKENSince its establishment, this centre has undertaken various projects with various partners. Currently, LCCSC is working on two projects for SEDA Malaysia and which are; Study on Institutional Framework for Low Carbon Cities and Development of Low Carbon Cities Assessment and Accreditation Panel, Facilitator and Assessor/Verifier Training Curriculum under the ‘Train the Trainer’ Activity. Both of the studies is in the final stage.

Study on Institutional Framework for Low Carbon Cities • Scopes of the study are:- i. To provide a comprehensive study including identify, analyze and proposed an institutional framework for low carbon cities in Malaysia;

ii. To provide a comprehensive study including proposing tools for streamlining local planning control processes for low carbon cities which shall cover development application appraisal and approval of ‘Development Order’; and iii. To provide a comprehensive study including identify, analyze and propose suggestion and strategies on the One-Stop-Centre (OSC) at local authority as a green technology and low carbon cities advisory platform.

Development of Low Carbon Cities Assessment and Accreditation Panel, Facilitator and Assessor/Verifier Training Curriculum under the ‘Train the Trainer’ Activity. • Scopes of the study are:- i. To prepare a training curriculum for Low Carbon Cities Assessment and Accreditation Panel, Facilitator and Assessor/Verifier; and ii. To produce training toolkit and manual for the above.

These two studies are part of the Green Technology Application for the Development of Low Carbon Cities (GTALCC) project, managed by SEDA Malaysia and funded by UNDP and Global Environmental Facility (GEF). The GTALCC is a five (5)-year project to facilitate the implementation of low carbon initiatives and to showcase a clear and integrated approach to low carbon development in Malaysia. Its objective is to support the Low Carbon Cities program by the Ministry of Energy, Science, Technology, Environment & Climate Change (MESTECC) by removing barriers to integrated low carbon urban planning and development.

LCCF TRAININGThe centre also provides training to the local authorities and interested stakeholders on the Low Carbon Cities Planning. In 2019, five training sessions were conducted to local authorities upon their requests.


MAJLIS BANDARAYA MELAKA BERSEJARAH (MBMB)On 11th June 2019, the centre was invited by Majlis Bandaraya Melaka Bersejarah (MBMB) to conduct an awareness session of Low Carbon Cities Framework (LCCF) to their officers. The session was held at MBMB and attended by Head of Departments of MBMB and Mayor of MBMB, Tn. Hj. Mansor bin Sudin.

MAJLIS PERBANDARAN HANG TUAH JAYA (MPHTJ)On 19th June 2019, LCCSC was invited by Majlis Perbandaran Hang Tuah Jaya to conduct an awareness session of Low Carbon Cities Framework (LCCF). The session aimed to provide understanding about LCCF to the internal departments of MPHTJ, Developers and Consultants.


MAJLIS BANDARAYA SHAH ALAM (MBSA)The Centre was appointed by Majlis Bandaraya Shah Alam (MBSA) as a strategic partner to conduct a training to increase awareness and knowledge for of stakeholders. On 2nd – 4th July 2019, a training session was conducted as a part of introductory of the awareness regards to the Global Climate Change and the Low Carbon Cities Framework, at Summit Hotel Subang, USJ. The session aimed to provide more understanding in the adoption of LCCF and help stakeholders in preparing a report for emission baseline.

MAJLIS BANDARAYA PETALING JAYA (MBPJ)A training for officers of MBPJ session was conducted on 11th June 2019 at Smart PJ Centre, MBPJ. The session aimed to provide understanding on LCCF to the staffs of Jabatan Perancang, MBPJ.


SIME DARBY PROPERTY SDN. BHD.A one-day teach-in session on Low Carbon City Planning was conducted by the for executives of Sime Darby Property. The training session was divided into two, theory and practical session. Theory session introduced the Low Carbon Cities Framework (LCCF) and practical session used Case studies to provide a better understanding of the application of the LCCF assessment system. The teach-in session was conducted at Sime Darby Convention Centre on 29th August 2019. The session received a great response and involvement from audiences.


CONFERENCES AND SEMINARAside from undertaken projects and conducting LCC training, the experts were

invited as a speaker and panellist at various conferences and seminars.

WACANA PERBANDARAN RENDAH KARBON NEGERI SELANGORDatin TPr. Hjh Noraida Saludin represented MIP in Wacana Perbandaran Rendah Karbon Negeri Selangor. The event was organized by Majlis Perbandaran Klang on 17th July 2019 at Premiere Hotel, Klang. Datin TPr. Hjh Noraida Saludin shared with the audience on Malaysia’s commitment for carbon emission reduction, Malaysia’s achievement on how low carbon cities contribute to the delivery of Sustainable Development Goals (SDGs) and New Urban Agenda (NUA) as well as the role local government and communities.

GREEN BUILD CONFERENCE (GBC) 2019On 27 June 2019 Datin TPr Hjh Mazrina Abdul Khalid represented MIP at Green Build Conference (GBC) 2019. GBC is a sustainable built environment focused forum with participation from global influential speakers and industry-renowned experts who have made an impact on the sustainable real estate industry. The conference was held at One World Hotel, Petaling Jaya. Datin shared with the participants on the causes and effect of climate change and how Low Carbon Cities Framework

(LCCF) helped in reducing the impact of human activities on the climate.

SEMINAR PERANAN PIHAK BERKUASA TEMPATAN DALAM PELAKSANAAN SUSTAINABLE DEVELOPMENT GOALS (SDGS) AND NEW URBAN AGENDA (NUA).Datin TPr. SEMINAR KE ARAH PEMBANGUNAN MAMPAN @SEPANG.On 10th December 2019, Datin TPr Hjh Noraida Saludin spoke at Seminar Ke Arah Pembangunan Mampan @SEPANG. Datin TPr Hjh Noraida Saludin was a keynote speaker for the seminar and she shared about the challenges in implementing Sustainable Development Goals [SDG]. The seminar was attended by various

PERMANENT MEMBER OF GTALCC TECHNICAL COMMITTEE Since 2018, MIP is a Permanent Member of GTALCC Technical Committee. SEDA Malaysia and UNDP appointed MIP to be one of the project technical committee members of GTALCC, together with other 13 organizations such as MESTECC, UNDP, SEDA Malaysia, GreenTech Malaysia, PTH Melaka, Suruhanjaya Tenaga, Putrajaya Corporation, MP Sepang, IRDA, MPHTJ, MBPJ, MBMB, and CETDEM. COMMONWEALTH ASSOCIATION OF PLANNERS (CAP)

The Commonwealth Association of Planners (CAP) held is Executive Committee meeting on a monthly basis via teleconferences. MIP is represented by Datin TPr Noraida Saludin and TPr Nik Mohd Ruiz Razy Nik Ahmad Fakhrul Razy at these meetings.

COMMONWEALTH SURVEY OF THE BUILT ENVIRONMENT PROFESSIONSCAP undertook a survey of the Built Environment Professions which MIP also took part. Analysis of the responses to the survey of BE professionals by the International Growth Centre, a collaboration between Oxford University and the LSE and the Presidents of CAP and CAA has been concluded. The survey covers CW planners (CAP), architects (CAA), engineers (CEC) and surveyors (CASLE). Preliminary results were released at the UN-Habitat World Urban Forum 10, February 2020 with the final results to be released at the Commonwealth Heads of Government Meeting, Kigali, June 2020. The survey shows significant capacity gaps between the anticipated rates of population growth and rates of urbanisation vs the capacity of the built environment professions to assist in the delivered of well-planned and serviced cities.

WORLD URBAN FORUM 2020WUF 2020 was held in Abu Dhabi from 7-14 February with 18000 registered participants. CAP was represented in multiple sessions and also on the WUF Advisory panel to the organisers. A core task of the advisory panel was the drafting of the WUF10 Outcome statement which includes multiple clear references to the importance of planning in the growth and development of cities.

The WUF 10 Outcome statement also included declared actions for the first time in the WUF process. This change in process came from the Executive Director of UNH Maimunah Mohd Sharif who was clear about the Forum being focussed on action rather than only discussion. Participants were invited to submit declared actions for inclusion and the final document includes the following commitment from CAP and related Commonwealth partners:

The Association of Commonwealth Universities, Commonwealth Association of Architects, Commonwealth Association of Planners & Commonwealth Local Government Forum commit to the development of an inter-disciplinary, cross-sectoral collaboration, working to advance sustainable urbanisation in the Commonwealth; home to one third of the World’s population and nearly 50% of the projected increase of the World’s urban population to 2050.


It was very pleasing to see CAP and the planning profession being represented in such a significant document and throughout the course of the Forum.

CHOGM 2020 CHOGM will be held in Kigali, Rwanda, in June 2020. The themes of CHOGM will be: Governance & Rule of Law, ICT &; Innovation, Youth, Environment, Trade &; Business. CAP is working closely with the Commonwealth Association of Architects and the Commonwealth Local Government Forum and others to seek opportunity to engage with CHOGM events around a cross cutting theme of Cities and Human Settlements.
