Notice to Members of the Ontario Taekwondo Association
NOTICE OF ANNUAL GENERAL MEETING OF MEMBERS
Released June 30, 2016
Notice is hereby given that a General Meeting of Members of the Ontario Taekwondo Association will be held on Saturday, July 30, 2016 at 11:30 a.m. with the draft agenda to follow. The location of this meeting will take place at:
SHERATON GATEWAY HOTEL IN TORONTO INTERNATIONAL AIRPORT (TERMINAL 3) Terminal 3, Toronto AMF, Toronto, ON L5P 1C4
MEMBERS ALLOWED TO ATTEND THE GENERAL MEETING OF MEMBERS Please note bylaw number 8, section 11.05 (approved at the Annual General Meeting of Members held December 13, 2008): 11.05 VOTING OF MEMBERS Only Club Owners as defined in Section 2.07, or the said Club Owner’s proxy holder, are entitled to vote and shall be issued a voting card at registration for the meeting indicating the number of votes as registered with the OTA 30 days prior to voting. The number of votes allotted to a Club Owner shall be determined by allowing one vote per Black Belt Individual Member, 18 years and older, registered with both the OTA and Member Club in good standing with the OTA and Member Club, 30 days prior to a vote. CERTIFICATE OF RESIDENCY AND CITIZENSHIP A Certificate of Residency and Citizenship (issued with this Notice) must also be signed by each Club Owner attending in person or by proxy. For Club Owner appointing a proxy, the signed certificate must be submitted along with the “Appointment of Proxy” form. For Club Owners attending in person, the certificate can be completed at check-in. APPOINTMENT OF PROXY A proxy may be appointed by a Club Owner, only by use of the “OTA Appointment of Proxy” form (issued with this Notice). The signed proxy, along with the Certificate of Residency form must be received by the OTA at the address below by mail, by hand, or by email on or before Wednesday, July 27th at 8:00 pm. SUMMARY OF EXECUTIVE COMMITTEE & BOARD OF DIRECTOR ACTIONS August 15, 2015 – July 30, 2016 BOARD OF DIRECTORS MEETING – August 15, 2015 Motion To dissolve all current OTA committees Discussion: In order to reevaluate our committee structure, all committees would be dissolved, with the Referee Committee Chair and Tournament Committee Chair retaining their roles and responsibilities until the new committee structure was determined Motion: To authorize the Executive Committee to act on behalf of the Board of Directors in between Board of Directors Meetings. Motion: To create the staff position of Operational Director with roles and responsibilities to be defined by the Executive Committee, and to promote Master Rommel Cabanatan to this position effective immediately until March 31 2016 Motion: To authorize the Operational Director to work closely with the OTA’s Ministry Consultant to develop an operational plan and increase the capacity of the OTA. BOARD OF DIRECTORS MEETING – Sept 3, 2015 Motion To create a separate insurance account apart from Taekwondo Canada, effective September 05, 2015 with HKMB HUB International Limited as per the proposal provided and amended by Mr. Allan Hollingsworth. Motion The 2015-16 OTA Colour Belt and Black Belt Individual Membership Fee will be $25 and does not include Taekwondo Canada membership fees. Motion The 2015-16 OTA Club Membership Fee will be $300 and does not include Taekwondo Canada Club membership fees. Motion To update our Individual and Club Membership Forms to reflect 2015-2016 expiry, with a note: "Please note that all memberships with the OTA expire as of August 31, 2016. A student's membership is valid only if the Club (where you have a membership) is registered as an OTA Club Member in good standing. As of September 1st, 2015, Taekwondo Canada membership is separate and is not included in this OTA membership." EXECUTIVE COMMITTEE MEETING – Sept 23, 2015 Motion: To approve 3 new clubs: (I) Chelmsford TKD –Roland Dutrisac, (II) Exeter Tri-Star- Aaron Karr, and (III) Shelburne Bluewater- Bernard Karsch Motion : To decline the proposed agreement from Taekwondo Canada (attached), with regards to the TO2015 equipment legacy. Motion : To re-constitute the TOURNAMENT EVENT SANCTIONING COMMITTEE, and appoint the following individuals to this committee: Master John Huh (Chair) Master Sungmin Son (Member) Master Rommel Cabanatan (Member)
Master Bhajan Mann (Member) Master George Koh (Member);
Motion: To assign the Event Sanctioning Committee with the task of processing any tournament sanctioning applications received according to the currently approved Event Sanctioning Policy.

EXECUTIVE COMMITTEE MEETING – Dec 10, 2015 Motion: To approve, adopt, and implement the Operational Plan as drafted. Motion: To approve the Quest for Gold Criteria. Motion To approve 3 new clubs: (i) 1812 Fitness & Martial Arts – Rodney Reid(ii) Coniston Taekwondo- Nik Geer (iii) Black Belt World Brampton –Tommy Chang Motion To approve the following budget / expense reimbursements for Jerome Cabanatan & Sungmin Son, as Coaching Staff for the 2015 Panam University Championships in West Point, NY on October 23-25, 2015. Airfare $800 Mileage $0.25 per km Transportation $200 Hotel $ 160/night Honorariums $80 per Day
Food $60 per Day Parking $20/night Coaching Pass $100 All funds are CAD

CV-16-54542, AND approve remuneration up to $2,000, plus HST, in connection with STEPS TO BE TAKEN TO PREPARE AND SERVE A STATEMENT OF DEFENCE. 2016 Referee Report
July 15, 2016
This report was prepared to provide the OTA Board of Directors with a summary of the activities of the referee committee from August 16, 2015 to July 15, 2016. This report provides the number of sanctioned tournaments officiated, the number of referee seminars conducted and the number of referees accredited during this period.
Summary:
The referee chair attended a WTF International Poomsae Referee Refresher Course in Bonn, Germany.
We also had two of our International Referees attend refresher courses during this period.
We also had 19 new National Kyorugi and 18 new National Poomsae referees certified during this period.
The referee committee ran four referee seminars during this time and has trained 56 kyorugi referees and 15 poomsae referees.
We ran eight colour belt events during this period as well as four Provincial Black Belt Games with each event running over two days as follows:

This was a busy year and we managed to balance the tournament season for most of the year.
We also ran fewer seminars, but managed good turnouts in terms of attendance
The referee committee will try to conduct the 4 referee seminars in the next year.
We have achieved balanced gender representation for the 2016 Ontario Summer Games scheduled for August 11-13, 2016 with eight male and eight female referees.
Going forward:
1. The referee committee recommends that the BOD look at the honorarium of the referees to come in line with other provinces.
2. The use of the KP&P scoring system is working out well for the colour belt tournaments and we hope to continue improving our knowledge of the new system.
3. Tournaments need to follow a standard format. The idea that each tournament has different rules and divisions results in wasted time and confusion, leading to unnecessary down time.
4. We should also be looking at having the OTA Poomsae Black Belt selection game as a separate event due to increased participation numbers.
5. As the WTF strives to promote and respect gender equality, we are committed in our efforts in achieving gender equality wherever possible as it relates to the selection of officials for OTA sanctioned events.
6. The referee committee hopes to work with the BOD in strengthening and harmonizing poomsae instruction in Ontario through development seminars and workshops for club owners. Respectfully submitted Master Bhajan Mann OTA Referee Committee Chair

Updated Fee & Honorarium schedules are pending final Board approval, and request to be implemented. 16. As a SPORT ORGANIZATION, the OTA must focus on what makes up SPORT as a priority (athletes, coaches, competitions, officials, administrators, volunteers etc.). The following are outcomes from the Ministry of Tourism Culture & Sport, that they would like to see progress based on the Operational Plan. Continued Provincial Base Funding Grant will be dependent on actions & outcomes of the following by Dec 31 2016. Recommendation to activate the following Committees and the Executive to Approve below projects and fulfill the following identified priorities.
x Fully activate the online membership registration and promote its utilization.- x Publish a Tournament Standards & Sanctioning Policy document for all aspects of taekwondo and levels of
competitions using LTAD Terminology (AS, FUN, L2T, T2T, T2C, L2W, T2W). x Host a Provincial Coaching Symposium. x Expand the taekwondo program into a number of Aboriginal communities with a specific element of the
program addressing promotion of taekwondo to this population (Northwest Region). x Collect and distribute information on best practices on introducing “Taekwondo in after school and
community programs” in various regions of Ontario. x Develop and deliver, if and when necessary, a basic “Introduction to Taekwondo” course for PE teachers
