The Philippine Printing Technical Foundation (PPTF) is hosting the 19th Forum of Asia Pacific Graphic Arts (FAPGA) Meeting from October 9 to 12, 2019 to coincide with the PACKPRINT PLAS exhibition at the SMX Convention Center, Mall of Asia, Manila, Philippines.

Over the past 4 years, the FAPGA has made considerable progress as an organization and this progress needs to continue to maximize positive outcomes among the Asia Pacific countries therefore your attendance is invaluable. Enclosed are the proposed activities during the above-cited dates.

On October 10, 2019 after breakfast, proper orientation will start with the participation of the FAPGA Chief Delegates at the opening ceremony of PACPRINTPLAS and brief visitation of the exhibit followed by lunch and the holding of the Annual General Meeting (AGM).

The agenda of the General Meeting from 1330 to 1630 shall include among others the reading and approval of the minutes, business arising from the minutes of the preceding FAPGA meeting, adoption of resolutions, country reports of Japan, Korea, Malaysia, Nepal, New Zealand, Singapore, Sri Lanka, Thailand, and Philippines, committee reports, election of officers for 2020 to 2021 and appointment of committee chairs.

On October 11, 2019 FAPGA Chief Delegates from Australia, China and India will render country reports within the 0900 to 1200 time allotment in the course of the PACKPRINTPLAS Forum followed by lunch

at the SMX Convention Center.

From 1330 to 1730 the PPTF shall bring along the FAPGA delegates to visit noteworthy places in Manila.

Starting at 1900 to 2100 the PPTF is inviting the FAPGA Chief Delegates to a Farewell Dinner in order for you to meet and interact with the stakeholders.

HISTORICAL BACKGROUNDAs historical background information, the Forum of Asia Graphic Arts Technology (FAGAT) was formed in 1995 by the Japan Association of Graphic Arts Technology (JAGAT), based on an objective to facilitate the exchange of printing technologies and to promote progress in the printing industry in Asian countries, through the development of a cooperative relationship and a view toward internationalization.

The first official FAGAT meeting for exchange of this general and technical information was held in Tokyo, Japan, in 1997 and the countries of China, Korea, Malaysia, Philippines, Singapore, Thailand and Japan attended. Australia (PIAA) was appointed a member of FAGAT in 2002 when Singapore hosted the 6th FAGAT meeting and it involved considerable support from Malaysia for Australia to be formally elected to the board.

HISTORICAL BACKGROUNDThere is no annual membership fee involved to be a member of FAGAT, however, there is an expectation for all member countries to attend each annual meeting. Also, since Australia has been a member of FAGAT, we have proposed the need for a name change to the Forum of Asia Pacific Graphic Arts and in particular the acronym from FAGAT to FAPGA and the implementation of a Constitution to formalize the association.

During the 2013 meeting in New Delhi, India the name of FAPGA was approved as the acronym for the Forum of Asian Pacific Graphic Arts and a Constitution drafted by the Philippines and further developed by Australia was tabled.

Also, during this same meeting, a President (Peter Lane, PIAA) was elected and Suresh Rajendran (AIFMP, India) was elected as Secretary General to achieve agreement on the content of the FAPGA Constitution with all participating member countries.

In August 2015, the formal approval of the Constitution and By-Laws by participating member countries was endorsed during the 15th FAPGA held in Kuala Lumpur, Malaysia.

The Constitution Objectives of the Forum of Asia Pacific Graphic Arts (FAPGA) are as follows:

1. To provide common association that will provide the appropriate environment for high quality information and technology exchange where FAPGA member- countries can best position the printing industry in a globally competitive world;

2. To promote the international standards of the printing and graphic communication industry in the Asia Pacific region;

3. To exchange ideas among FAPGA member-countries on printing and graphic communication industry;

4. To promote the best business practice and legal infrastructure among FAPGA members;

5. To assist member-countries on creative strategies on how to engage, network and align effectively with present and future market demands;

6. Encourage co-printing projects among the member-countries;

7. To promote better understanding and goodwill among Asia-Pacific countries;

8. To provide representation in international forums on print and graphic communication industries.

9. Give effect to these objectives by establishing such other bodies and organizations, holding of conventions and other types of meetings as are necessary for dealing with all problems affecting printing and graphic arts

Also, during the 2015 Malaysia FAPGA meeting, Malaysia was elected as FAPGA Treasurer as they indicated that a number of their FAPGA event sponsors manifested a desire to continue to participate as a regular FAPGA sponsor with future host countries throughout the Asia Pacific region though this sponsorship still needs further qualification.

As confirmation, there have been 18 previous meetings with 12 known as FAGAT held in various member countries prior to being renamed the Forum of Asia Pacific Graphic Arts (FAPGA) in 2013, as follows:

Under the FAPGA Constitution and By-Laws there is a requirement to establish four (4) Working Level Committees to undertake discussions and to provide recommendations that will progress the actual working of FAPGA as an influential association in the Asia Pacific region and to report progress to the FAPGA Assembly when it meets on an annual basis.

The Working Level Committees are:

1. Legal and Ethical Standards Committee

2. Training and Development Committee

3. International Fora and Affairs Committee (Exhibitions)

4. International Standardization Committee

In the 16th FAPGA in October 2016 in Shanghai, China another Committee was formed which was the International Relationships Committee.

The present Working Level Committees have the following as Chairmen:

In the 17th FAPGA Meeting in Sydney, Australia in May 2017, a motion to appoint three (3) countries to fill up the unfilled three (3) Vice-President slots was approved bringing about the following organizational set-up:

5. Vice-President IV Nepal

6. Vice-President V New Zealand

10. Chairman – International Fora and Affairs Committee (Exhibitions), Malaysia

11. Chairman – International Standardization Committee, Australia

In summary, FAPGA has an important role to play in the Asia Pacific region, with those member countries who have demonstrated over the past 20 years a common commitment and objectives for open dialogue for the exchange of information and technology impacting on the printing industry in their respective countries.

Apart from Japan, Singapore and Australia the other member countries in the Asia Pacific region are still considered developing economies, however despite the status of their economy, we all share a common concern that the print industry in their respective countries are equally being challenged with alternative portable electronic technology, reduced demand for print, the environmental and value of paper as a communication media, a potential negative industry profile, etc., that requires a collaborative approach and mutual consideration.

As a consequence, when a country hosts a FAPGA event and with the other Asia Pacific members in attendance, this represents an opportunity for that host country to promote the cooperation and involvement of these other Asia Pacific countries, at all levels of government, as a collaborative voice to promote the future and diversity of the print industry throughout the region in a positive manner, despite the impending challenges and perceptions.
