WESTON CONFERENCE

The Florida Accreditation conference was held October 5-9, 2015 at the Bonaventure
Resort & Spa in Weston, Florida. Florida Accreditation thanks the Florida Police Accreditation Coalition for their dedication and hard work in making this conference a success. We also thank the Broward County Sheriff’s Offi ce
for hosting the conference. The volunteers were greatly appreciated for their many hours dedicated to the conference.
The Florida Corrections Accreditation Commission (FCAC) met on October 6, 2015 for facility reviews and to conduct general business. The main order of business was to grant reaccreditation to the Broward County Sheriff’s Offi ce Department of Detention, Collier County Sheriff’s Offi ce Corrections Department, Monroe County
Sheriff’s Offi ce Bureau of Corrections, Palm Beach County Sheriff’s Offi ce Department of Corrections, Polk County Sheriff’s Offi ce Jail, and the Sarasota County Sheriff’s Offi ce
Corrections Bureau. The Standards Review and Interpretations Committee, chaired by Colonel Aldrich, met on October 5, 2015 and recommended changes to FCAC standards.
The Change Notice and updated Standards Manuals are on the website at www.fl accreditation.org.
The Commission for Florida Law Enforcement Accreditation, Inc. (CFA) met
on October 7, 2015 to review agencies for accredited status and conduct general business. The main order of business
was to acknowledge the professionalism of agencies through granting accreditation. Flagler County Sheriff’s Offi ce, Department of Corrections Offi ce of Inspector General, Miami-Dade School Police Department, and the Doral Police Department were awarded initial accreditation. Agencies reaccredited by the Commission at this meeting were: Division of Alcoholic Beverages and Tobacco, Department of Environmental Protection Offi ce of Inspector General, Department of Children and Families Offi ce of Inspector General, Kissimmee Police Department, Sanford Police Department, St. Petersburg Police Department, Venice Police Department, Winter Springs Police Department, University of South Florida Police Department, Hendry County Sheriff’s Offi ce, and the Monroe County Sheriff’s Offi ce. The Putnam County Sheriff’s Offi ce, Orlando Police Department, Satellite Beach Police Department, and the Palm Beach County Sheriff’s Offi ce were awarded reaccreditation by the Commission with recognition as Excelsior Agencies.
The CFA Standards Review and Interpretations Committee met on October 6, 2015, chaired by Commissioner Deryl Loar, and reviewed standards from the Standards Manual rewrite.
The next Florida Accreditation Conference is scheduled for February 22-26, 2016 at the The World Golf Village, St. Augustine, Florida. We look forward to seeing you there.

This year continues to be a busy year for the Florida Accreditation Offi ce, during the October conference we had four agencies that were awarded initial accreditation and 15 agencies reaccredited. We will be considering 26 agencies for accreditation status at the February 2016 conference.
The FAO is still working tirelessly with the committee on the re-writing of the manuals. The new manuals will be proposed to the respective SRICs at the February conference for approval.

Anthony Holloway joined the Clearwater Police Department in 1985 as a patrol offi cer. Upon his retirement in 2007 as the Patrol Division Commander, he was selected as the Chief of Police for the City of Somerville, Massachusetts.
Chief Holloway rejoined the Clearwater Police Department in February 2010 as Chief of Police, and in August 2014, he was selected and now serves as Chief of Police for the St. Petersburg Police Department.
Chief Holloway earned his Bachelor of Arts degree (Business Management) in 1999 and Master’s degree (Business Administration) in 2001. In June of 2011, he was awarded a Certifi cate of Completion for the Senior Executives in State and Local Government Program from Harvard University, Kennedy School of Government, Executive Education and in August of 2015 he successfully completed the Executive Leaders Program at the Naval Postgraduate School’s Center for Homeland Defense and Security.
Major Darrell Hibbs is employed by the Brevard County Sheriff’s Offi ce and has proudly served for 28 years. His wife, also of 28 years, Pamela Hibbs, is a deputy sheriff, assigned to the Community Services Unit. Pam and Darrell Hibbs have been residents of Brevard County, Florida since 1987. They are proud parents of 2 adult children and have been recently blessed with a grandchild.
Major Darrell Hibbs earned his Master’s Degree in Public Administration from the University of Central Florida and a Bachelor of Science Degree in Police Administration from the University of Eastern Kentucky. He began his career as a Corrections Deputy and was promoted to Sergeant a few years later. In 2000, he was appointed to the position of Deputy Inspector for Internal Affairs and Accreditation and in 2008, appointed to the rank of Major. During his 28 years of professional service with the Brevard County Sheriff’s Offi ce, Major Hibbs has been the recipient of a multitude of awards including: Service Award for Prosecution
Chief Holloway is married to Andra Todd Dreyfus of Clearwater, an attorney.
Chief Holloway has taught law enforcement to governmental, educational, and community organizations throughout Florida. He was appointed to the Board of Governors of The Florida Bar in June 2012 and serves as Co-Chair of the Law Enforcement Committee of the Criminal Justice of the American Bar Association. He is past President of the Tampa Bay Area Chiefs of Police Association, a current member of the Florida Police Chiefs Association and the International Association of Chiefs of Police and serves as consultant/trainer to organizations such as the Department of Juvenile Justice, U.S. Department of Justice, and St. Petersburg College
Alternatives for Youth, Southern Police Institute University of Louisville Dean’s Scholar, Brevard Community College Law Enforcement Academy top academic award, and Brevard Community College Corrections Academy top academic award.
Darrell Hibbs currently serves in the capacity of Major at the Brevard County Sheriff’s Offi ce where he continues to serve as a role member and mentor to the employees he supervises and the public he is sworn to protect.
