Please accept this letter of reference for Kaiserkane, Inc. KaiserKane, Inc. was awarded the Cumberland County, TN Debris Removal Project resulting from Tennessee Winter Storm (DR-4211). Rostan Solutions was the Debris Monitoring Contractor on this project.
Kaiserkane, Inc. cut all leaners and hangers per FEMA guidelines, removed 699,401 cubic yards of debris, hauled debris to 9 DMS sites and ground all debris via tub grinders resulting from approximate 1,100 miles of county roads that were damaged. Kaiserkane, Inc. paid all sub-contractors and vendors on a weekly basis. Mark Garrison, V.P. Disaster Division and Jared Henry, Operations Manager for Kaiserkane, Inc., demonstrated the utmost professionalism in all day-to-day operations.

Work Performed: Emergency Debris Removal, Reduction and Disposal
Liberty and Chambers County, TX – Hurricane Ike – 3,246,000 Cubic yards of debris following Hurricane Ike. There were over 3 million cubic yards removed from Liberty and Chambers County, Texas. Much of this de-bris resulted from the storm surge that destroyed Crystal Beach, Boliver Peninsula and surrounding commu-nities which washed the debris into Chambers County. Texas Department of Transportation was tasked by the Governor to remove all the storm surge debris and haul it to multiple dumpsites around the county for segregation of debris, debris reduction and recycling. The debris was mostly compiled of C&D debris from the destructions of hundreds of homes along Boliver Peninsula. The debris was ran through large screens and separated, reduced and much of it recycled for beneficial use. This project also included debris removal from over 3,000 miles of Texas Department of Transportation roads. This project also included waterway debris removal from 10 different watersheds and over 25 streams. The debris from the waterborne opera-tions was barged to unloading sites then hauled to multiple TDSRS’s and reduced by burning, grinding and mulch stockpiled for beneficial use on landowners sites.

LETTER OF REFERENCE To whom it may be of concern; Mr. Mark Garrison has been an administrator in two different storm disasters in South East Texas for the TXDOT system. During the affected times he has effectively removed over 1 million yards of Debris. The contracted amounts have run into the tens of millions of dollars. The task entrusted to Mr. Garrison has been professionally administered at all times. All of the assigned projects have been completed on or before schedule. Mr. Garrison’s advice has proved to be innovative and very well suited to facilitate an efficient attempt at recovery efforts. TXDOT will welcome him as a qualified bidder in future disaster recovery efforts. His initial assessments of debris amounts have proven to be a valuable asset in both accuracy and direction. Columbia County, Arkansas – Ice Storm – 1,368,000 Cubic yards of debris removed from County ROW’s and taken to 9 separate debris reduction sites for grinding or burning. The majority of this material was ground into mulch and hauled to a material recycling facility located in the adjacent county. There was approximate-ly 225,000 cubic yards of mulch hauled to the facility, re-ground and recycled into beneficial use. The debris removal operation was accomplished within 45 days of receipt of Notice to Proceed and the debris reduc-tion was completed within 60 days of the Notice to Proceed. The mulch hauling was completed resulting in the final closeout of all debris reduction sites within 90 days of the Notice to Proceed. There were over 100
crews for debris removal operations and more than 20 tub grinders operating 24 hours a day.

To whom it may concern:
I Larry Taylor, office of Emergency Mangement, Columbia County, Arkansas, would refer Mark Garrison for Emergency Disaster Debris Removal, reduction and disposal services. Columbia County, AR. suffered an ice storm that generated over 1,368,000 cubic yards of debris which resulted in an overall contract amount in excess of over $18,000,000. Mr. Garrison mobilized a vast majority of equipment, trucks, sub-contractors,etc… within 24 hours of receipt of the notice to proceed and was 100% mobilized and processing debris within 48 hours of the notice to proceed. Mr. Garrison completed the project ahead of time and was able to recycle a large amount of the debris. Mark was extremely knowledgeable and greatly assisted the county judge in every aspect of this debris mission. Due to Mark’s knowledge and assistance in FEMA reimbursement paperwork and procedures, Columbia County received 100% reimbursement for these services. I would highly recommend Mark for any future large scale emergency disaster recovery contracts as he managed our recovery with the highest proffesional integrity and employed the same with his workforce, as well as, his subcontractors.
