As I sit here writing this article, we are a week removed from a very successful Fall Booster meeting in Atlantic Beach. We, as a board, decided to try something different by holding the meeting on Sunday to give more RCAs the opportunity to attend. The RCA seminar conducted by the District Representatives held on Sunday afternoon was well received. We heard many positive comments regarding the breakout session. We also recognized the Association and Auxiliary Members of the Year. The Auxiliary also awarded many scholarships to our Juniors. We hope to see more of you in attendance next year. We, as carriers, are heading into the busiest part of the year for parcel delivery. The latest projection from the USPS is a 12% increase in parcel volume over last year. This is a trend over the past few years with an ever-increasing number of our customers ordering online. This can make for some long days out on the route, with many of us working well after sunset. We all must do our jobs in a safe manner, regardless of the situation. Your families want to see you return home safely. On the political front, there is little to no movement on postal reform right now. We have a lame-duck Congress that may or may not have any desire to enact any meaningful legislation. They have already passed a continuing resolution to keep the government funded through March, instead of passing a bill. If nothing occurs before this congressional session adjourns, we must start over from scratch with the incoming Congress. Many districts held fall meetings, but there were some issues with the assigned board members and NSS representatives not being contacted before the scheduling of these meetings. This lack of communication needs to be addressed. It is a must that each district contact their assigned representatives and board members to avoid scheduling conflicts. Christine, Andrew and I want to wish everyone a Merry Christmas and Happy New Year. Be safe out there. Obituaries

William Ralph Sasser, 86, died Thursday, Oct. 27, 2016 at his home in Nakina, NC. He was born in Columbus County July 31, 1930, the son of the late Cordis and Flauda Lay Formyduval Sasser. He is the widower of Oma Lou Harrell Sasser. He was preceded in death by his wife; parents; two sisters, Mabel Canady Smith, Billie Faye Carter; and one brother, Hubert Sasser. Mr. Sasser served five years in the U.S. Army. He was a rural letter carrier for 25 years. He was also a farmer. He was a member of Nakina Baptist Church. Robert Henry Howard, 90, of Mooresville, passed away on Tuesday, November 15, 2016. He was born on December 12, 1925 in Iredell County, to the late Henry Durant and Lottie Mae Howard. Robert was a lifelong resident of Mooresville. He served in the United States Navy. He was a rural letter carrier for 27 years. He held numerous roles with the National Rural Letter Carriers Association. Robert was also a successful farmer. Robert was a faithful member of Williamson's Chapel United Methodist Church of Mooresville for over 50 years. Mr. Howard always helped his community and had donated over 20 Gallons of Blood to the American Red Cross throughout his life. In addition to his parents, he was preceded in death by his loving wife of 69 years, Frankie Call Howard; sisters, Rachel Spears, Mary Bethel Neel and Ruth Sloop. He is survived by his daughters, Janice Simpson, Nell Weddington, Faye Freeze, Patty Arts; sons, Franklin Howard, David Howard; sister, Elizabeth Shinn; fourteen grandchildren and eleven great grandchildren; numerous nieces and nephews and friends

JOY THAT LASTS

Read Luke 2:1-20

The angel said to them, “Do not be afraid; for see ~ I

bring you good news of great joy for all people.”

Luke 2:10 (NRSV) A small, attractive folder in the mail pictured a young woman with a radiant smile, holding a gift. Below the picture was the word “Joy” in big red letters. Inside the folder were suggestions for gifts that would bring great joy. Advertisers tell us that buying Christmas gifts will bring joy that endures, but we should know better. At best, material gifts bring only fleeting joy.

In contrast, the angel’s message brings joy that abides. The Messiah has been born! The shepherds who heard the news went to Bethlehem to see the child. Later the magi, overwhelmed with joy, knelt down and worshiped the Christ child and presented their gifts to him. (See Matthew 2:11)

The biblical message reminds us that the source of joy is God’s love for us. Jesus came to bring us forgiveness and new life. He invites us into his family and assures us of a home in heaven. Christ brings a genuine joy to all who receive him with a humble heart, Trusting in Christ, abiding in him, obeying and serving the lord, we find joy that lasts a lifetime and beyond.

Prayer: Come, Lord Jesus; come to us and to all people. Abide with us, and fill our hearts with love and joy. Amen. May you all have a Merry Christmas.

The first US Christmas stamp On November 1, 1962 the United States Post Office issued its first holiday stamp. Anticipating a huge demand for the new Christmas stamp, they had 350 million printed, the largest number ever produced for a special stamp at that time. The red and green 4-cent stamp featured a wreath, two candles, and the words “Christmas 1962.” The initial supply sold out quickly and the Bureau of Engraving and Printing began working around-the-clock to print more. By the end of 1962, 1 billion Christmas stamps had been printed and distributed.

WINTER IS COMING!

Hey Y’all! As a quick recap from last month I would like to remind everyone of the PS Form 4056 which can help you to keep your routes safer. This form allows you to adjust mailbox heights, fix faulty doors and correct unsafe approaches to and from your boxes. It will also inform the customer they need to secure their box to the post to prevent the carrier from overextending and possibly falling out of the vehicle. It is also a great tool for documentation to keep YOU safe once you notify a customer of repeat offenses. I encourage you to use these forms and to make a copy to keep at your desk until the issue is corrected. Well… as for this issue we all know wintertime is upon us. This will mean a lot of different things for different carriers depending on your area. But one thing we all need to do is stay safe! Most of us know that winter in North Carolina can be 70 degrees one day and 40 degrees with snow the next day. You need to prepare early! Always keep up to date on your vehicle maintenance whether it is your POV or LLV. Make sure before winter really sets in you check your tires, not just for tread but proper air pressure as well. Tires always fluctuate from season changes and low tires can affect gas mileage as well as alignment and increase the risk of picking up nails and screws. Nobody wants to change a tire in the middle of a route with 100 packages to deliver in 40-degree weather. Along with your tires and brakes also have your cooling system checked and flushed if needed. Winter tends to be very hard on vehicles. For those that have just been topping off with water over the summertime to keep from overheating, your antifreeze is surely diluted. This could cause your radiator or engine block to crack as well as a stuck thermostat, which can result in heat loss. I would recommend everyone keep a bottle of water, a snack, and hand warmers from the dollar

store, tire plug kit and spare quarts of oil and transmission fluid in their vehicles at all times. This could keep you safe if you have a breakdown until help arrives or you can make it back to the office. For my mountain friends snow chains, would be a great investment! Please refill washer fluid with the deicing brand and make sure your wipers are in good shape as your windshield will more than likely ice over at some point. Keeping your office and your dismounts safe are just as important as your vehicle in wintertime. A lot of areas will be subjected to snow, ice and slush on walkways and driveways. Please keep this in mind when delivering Christmas packages and loading your vehicles. Leather shoes with tread and fingerless gloves are excellent to help prevent slipping or dropping accidents. An inexpensive can of deicer is great to keep under your seat for frozen mailboxes or your cluster boxes! Please remember the floors of your office could be slick also from tracking in rain and snow. Rubber mats at your case can provide extra safety. Along with all these things I cannot stress enough the importance of not backing up. Especially in snow or inclement weather where poor visibility can be a factor. Keep in mind your traction will not be as good on slick surfaces so do not speed or slam on brakes. If you do find yourself in a sliding accident steer INTO the direction the rear end is sliding and lightly apply brake pressure if at all. Locking your brakes during a slide will make it worse. Also, make sure your amber light is in proper working order and is visible from the front and back for at least 500 feet. The $20 lights from Wal-Mart won’t cut it folks! Invest in a good light because it may save your life… Wintertime is here everyone so let’s stay safe and as always, WEAR YOUR SEATBELT! Wishing you all happy and SAFE holidays!

How to use eRetire What is eRetire? eRetire is a web-based application that allows employees to plan for and begin their retirement activities. If you fall into one of the eligibility categories for eRetire, you will be able to do one or all of the following:

• View and print your annuity estimate. • Select a specific retirement date to start the

retirement process. • Request retirement application forms through

the mail or download and print locally. • Schedule a retirement counseling session.

Who Can Use eRetire? eRetire is for full-time employees who are:

• Within five (5) years of retirement eligibility. • Within 180 days (6 months) of retirement

eligibility. • Currently eligible for retirement (also known

as Optional retirement).

Part-time (PT) and Non-traditional Full-time (NTFT) employees and Postal Inspectors require a manual annuity estimate and must contact the HR Shared Service Center (HRSSC) to request a manual estimate. A manual annuity estimate is mailed to the employee's address of record within 7-10 business days. Contact the HR Shared Service Center (HRSSC) at 1-877-477-3273, menu option 5 to request an annuity estimate.

What Can Employees do in eRetire?

If you are within five (5) years of retirement eligibility, you can:

• Request an annuity estimate for a specific date.

If you are within five (5) years of retirement eligibility, you can view and print your annuity estimate based on the following:

• Your retirement eligibility date. • Your retirement eligibility date, plus (6) six

months. • Your retirement eligibility date, plus (1) one

year. • If you have requested a date specific Annuity

Estimate, you can also view/print that Annuity Estimate in eRetire.

If you are within 180 days (6 months) of retirement eligibility OR currently eligible for retirement (optional eligibility) you can:

• View/print your annuity estimate based on the following:

o The first day of the next month (or from your retirement eligibility date, if you are not yet eligible but you are within 180 days of retirement eligibility).

o The first day of the next month, plus six (6) months.

o The first day of the next month, plus one (1) year.

• If you have requested a date specific Annuity Estimate, you can also view/print that Annuity Estimate in eRetire.

• Request a retirement application package (to be downloaded or mailed).

• Pick a specific effective retirement date that falls within six (6) months of the date you make the request in eRetire.

• Schedule a counseling session. Where Can I Find eRetire? eRetire is one of many options available through http://liteblue.usps.gov. Once there, you will be prompted to key in your Employee ID # and USPS Password. That will take you to the USPS liteblue Human Resources Page where you can access retirement information by either clicking on My HR and then the retirement subject beneath the Browse by Subject division—or—you can simply click on the Quick Links options in the center of the page with Employee Apps. There you will use the arrows on either side of the windows with footnotes like eOPF, ePayroll, and yes, eRetire. Click on the eRetire square and it will take you to the eRetire page.

NEW COVERAGE HIGHLIGHTS

UNDER THE RURAL CARRIER BENEFIT PLAN

The Rural Carrier Benefit Plan has added several new additions for the 2017 season. The additions are as follows:

1) Coverage for Telemedicine through American Well. This is when you call or video chat with a doctor, 100% no deductible if you use an American Well provider. 2) Adding coverage of additional genetic tests recommended by ACMG, including Cell Free DNA testing for Fetal Aneuploidy. 3) Benefit change for orthotics from $250 per foot per year to $500 per person per year. 4) Hearing Aid change from $1500 per ear every 5 years to $3000 per person every 5 years. 5) Cochlear implants and bone anchored hearing aids, moved from hearing aid benefit to orthopedic and prosthetics devices. 6) Wellness incentive program will change from a gift card to a Wellness Account credit used to reimburse out-of-pocket expenses. 7) Under/Over weight management, adding 12 individual/group sessions per year not subject to $1,000 maximum. 8) Under transplants, increase testing for up to 4 donor candidates for any covered transplant. 9) Added coverage for Applied Behavior Analysis (ABA) therapy under mental health/substance abuse benefits. Preauthorization will be required. 10) Coverage added for gender reassignment surgery. Preauthorization will be required. 11) Voluntary male sterilization at 100% when in network. 12) Clarifying that we pay for 3D mammograms.

The cold and flu season is here; therefore, the Telemedicine Addition to the health plan will make seeing doctors easy without having to leave your home.

Flu, pneumonia, and shingles vaccinations are available at CVS. Please check with the CVS clinic for age limits on these shots. These are just a few of the new highlights for the 2017 season others will be in the RCBP brochure.

Please read your Rural Carrier Benefit Plan Brochure for complete information on all changes. New benefits for 2017 are effective January 1. If you joined this plan during Open Season, your coverage begins on the first day of your first pay period that starts on or after January 1. If you changed plans or plan options during Open Season and you receive care between January 1 and the effective date of coverage under your new plan or option, your claims will be paid according to the 2017 benefits of your old plan or option. We are entering the Eating Season. Yes, you know Thanksgiving, Christmas, and New Year’s. Please eat and drink in moderation and enjoy your family and friends.

Please take a minute to ask yourself a few questions about your insurance coverage. 1. Am I properly covered on my route? 2. Am I paying more for commercial insurance coverage that I'm not required to have? 3. When was the last time I shopped around for better coverage? If you are in an accident and coverage is denied under the Federal Tort Claims act, which could possibly happen for various reasons, then your liability will need to be covered by your private insurance. If your policy doesn't have the proper language or you failed to disclose that you use your vehicle on your route, your insurance company may deny your liability claim. Then you personally can be held liable. Your insurance company can even cancel your policy, and backdate that to a date they choose. If you are covered, are you paying for commercial insurance? The USPS does not require us to carry commercial insurance but that may be what you’re paying for. Without a knowledgeable agent or one who doesn't regularly write the kind of coverage we need you may have been sold a higher priced commercial policy that's more than you need. Prices and polices can change, with more competitive prices or features added meant to entice new business. The Internet has changed the game, with some companies completely eliminating brick and mortar agencies and the local agents with them. It is a very good time to shop for around for a better deal. And that does not always mean the lowest price, but the best service for a reasonable price. National General has been a trusted partner of the NRLCA since 1963 and their new NRLCA Insurance Marketplace may be the answer you didn't know you needed to look for. They are experts in dealing with Tort Claims cases and offer route car discounts. They can even help if you are assigned an LLV. As I stated in a previous article, we received over $10,000 in revenue last year from the quotes and policies of Association member from North Carolina.

RCA Session at the

Fall Booster By Brian Davis

As most of you know the fall booster meeting was held in Atlantic Beach on Veterans Day weekend. I would like to personally thank each one of you that attended! We tried something a little different this year by having the meeting on Sunday instead of Saturday and the most important change was having a separate session for just the RCAs of which I had the privilege of sitting in on! Our board decided to do this to help drive RCA involvement and give them a chance to ask questions directly to a steward. For those of you who did not make it we had stewards Sally Corriher and Frank Suttles on hand to have a very casual round table discussion. They informed the RCAs of the proper way to file a grievance, how to bid on available routes and understanding pay issues. They also discussed the new ARC position and how it would affect RCAs. Most of the RCAs in attendance did not even know the new position existed. The RCAs all agreed it was nice to be able to ask questions directly to a steward and that the meeting was informative. So… since all the feedback was positive we hope to do more of these RCA sessions at future meetings! This helps to inform our subs of things that only pertain to them and cuts out a lot of confusion from the general session they usually sit through. For the RCAs that did not attend PLEASE try to come to the next session which will be advertised on the website and the state magazine as soon as we finalize the details. You RCAs are the future of our craft and the board recognizes you do not always get the appreciation and recognition you deserve! We are working to change that so bring your friends and non-members (they can join at the meeting) and GET INVOLVED!!! This is YOUR union too. We all know the Christmas season is upon us and you will be working many hours of overtime so stay safe and remember to ALWAYS WEAR YOUR SEATBELT.

Always Watch Washington!

The election is finally well behind us, we have celebrated Thanksgiving and are headed into the Holiday Season. Just getting through the election is a something to be thankful for considering the amount of political mail we had this year. I am thankful for a great deal more as I am sure all of you are too. As I write this a week before Thanksgiving, the lame duck session of Congress has not yet been called to order. I have no idea what; if anything, the Congress may decide to do, or what a lame duck president may decide to do. We have seen lame duck Congresses in the past become very spiteful. I don’t expect that because the party in charge of congress is not changing; however, the party in the White House is changing. There are many bills in committee that can affect us still under consideration. Some could have a positive effect, others negative. Six-Day delivery is still on the table. Most bills out there are in support of maintaining 6-day delivery but there are still members of Congress that would like to see Saturday delivery ended. There are several bills that would take us back to the more consumer friendly delivery standards that we had several years ago. There is even a bill that would add financial services to the Post Office including small-dollar loans, checking and savings accounts and international money transfers, and to create a Postal Card (credit card) that allows users to engage in these services. There is even an anti-union bill that I have been speaking about at District Meetings and the Fall Booster that would negatively impact unions mainly because members that failed to mail in their votes for contract ratification would automatically be counted as a NO vote. That bill was referred to the House Committee on Oversight and Government Reform back in April and has only garnered 41 co-sponsors in the House. Had that bill been law when we voted on our current contract we would now be in arbitration with little hope of getting the raises that

we received. My hope is that it will die in committee. There are still other bills that would have an impact on our health care and others that would impact retirees. For all of these reasons, it is critical that we all keep our eyes and ears open about what is going on in our Capital. It is also important to send in those PAC donations so that Paul Swartz can continue to represent us on The Hill. We desperately need your financial support to keep our lobbyist working on Capitol Hill and ---- if you have not called your member of Congress and both Senators to voice your support of six-day delivery; WHY THE HECK NOT? Call them. Write letters to their in-state offices. Make your voice heard and protect your job and benefits and the future of the United State Postal Service. NC Membership 4,668 NC PAC Donors 56 (1.20%) Members missing 4,612 (98.8%) 1.20% of our members are carrying a lot for the rest of us. Please send in your PAC donation today. Just imagine the power this organization would have if the numbers above could be reversed. UPS would no longer be the largest lobbying organization, it would be US. You don’t have to break your bank account to support PAC. We have members that have donated $5 this year and we will have members that will hit $500 or $1000 by the end of the State Convention. 1) The PROVIDENT GUILD is a Non-Profit, Fraternal organization, created and operated by Rural Carriers, for our membership and Auxiliary Members to give their survivors an amount of READY CASH for those days when routine procedures of the courts and legal action tie up our estates after death. 2) The GUILD is NOT an insurance. Rather, it is a Fraternal Death Benefit Fund which guarantees you at least 30 times your annual dues and, depending on the number of claims in any given year, can pay you up to 100 times your annual dues. 3) There are no physical examinations - No assessments - No commissions - No high salaries. 4) This low cost protection does not decrease, nor can it be cancelled when you reach age 65. 5) You can become a GUILD member until you reach age 56. After that age, you cannot enter the program BUT you do remain in it as long as you pay your GUILD dues annually. 6) Claims are to be filed within 30 days after death. The claim form together with a copy of the death certificate are to be mailed directly to the Secretary-Treasurer. If death certificate is not available within this time please advise the current Secretary-Treasurer. IT NEED NOT BE HANDLED BY A LAWYER 7) Upon receipt of forms listed in item #6, an IMMEDIATE RELIEF CHECK for 30% of the maximum payment is mailed to the beneficiary. The balance of settlement is mailed in August, following our Board meeting which is held during the NRLCA Convention. 8) Your GUILD dues are payable in advance. The Secretary-Treasurer will mail you a dues notice during the month of May for the following year. These are then payable by June 30th. 9) Members joining later in the year pay only a portion of the full year’s dues. The fiscal year runs from July 1st to the next June 30th. Those who become members during July, August and September pay full dues. During October, November and December, you pay 75%; January, February and March, 50%; and those joining in April, May and June pay only 25%. 10) The entrance fee of $2.00 is payable when joining during any part of the year.

Don’t lose your annual leave

2016 is coming to a close very quickly. That means the leave year will be ending very soon. Regular rural carriers may carry over 55 days of annual leave. If you have more annual leave days than the 55 days you a r e a l l o w e d t o carry over, you should have already been discussing with management about taking those days off. It is never wise to wait until the end of the year, with the shortage of RCAs we sometimes have a difficult time getting those necessary days off. I also know we have difficulty getting annual days approved all year long because of the shortage of leave replacements, but talking to management is what we must do so our days off can be scheduled. If you are having any issues getting the leave needed, please call me or the ADR assigned to your area. No annual leave days should be fortified for any reason. The leave year ends on January 7, 2017. That is the target date for using any annual days over t h e 55 days you are allowed to carry over. The new leave year begins on January 8, 2017/PP 02, but your advanced leave days will not show on our checks until January 27, 2017/PP 03.

Edit Books and 4003s

I cannot stress enough how important it is for your edit books and 4003s to be co r re c t . T he y mus t be submitted to management in a timely manner. And you must not wait 3 months or longer for yo u r edit book and 4003 changes to show up. Ask management for a current 4003 and if it is not accurate, ask them to immediately make corrections and submit the new 4003 to the District. If this does not happen call me, the ADR assigned to your area, the area steward assigned to your office, or talk with your local steward. This issue of adding new boxes to your route must be handled timely. Your 4003 determines the

evaluation and your rate of pay. It is vital that you ensure that you are credited for the miles and boxes that you deliver every day.

Saying Goodbye As some of you may know Barbara Smith retired from the USPS some time ago but has continued as a part time Assistant District Representative. As of November 30th Barbara will be retiring from the NRLCA as the PT-ADR. She said that this year she was going to enjoy the month of December and Christmas for the first time in a long time. The rest of the stewards in the District want to wish her a happy retirement. We are going to miss her immensely. Her knowledge, her skills in dealing with management and carriers and her ability to have and know where all the forms and paperwork that we have to keep up with at any time. I, especially, am going to miss being able to call her and ask her guidance on issues. She’s been a mentor to me and several others that have served as a steward in this association. She’s going to be spending more time with her husband, Linwood, who has been so gracious to share her with us for all these years and her grandson, Easton. Barbara, THANK YOU for all you have done for this association and from Bryan, Jeff, Gail, Danny, Brenda, Art and myself may you have a blessed retirement. New Territory Assignments for the Greensboro District are effective as of 12/01/2016. Remember, if there is a local steward in your office you must contact them FIRST. If there is no local steward then contact the Area Steward, ADR or the DR assigned to your area. Continue to watch for announcements concerning assignments as changes may occur as needed.

Bus transportation will be available from the hotel. Schedule: Saturday- First seminar will be 6:30-9:30 p.m. Sunday- Morning services will begin at 8:30 a.m. with Doug Byrum leading and special entertainment. Opening session begins at 9:15 a.m. with the Presentation of Colors. Sheila Reardon-Gilman, National Auxiliary President, will speak on her project for the coming year. Don DeCinque will present information on the Atlanta Postal Credit Union, followed by Linda Foran with National General Auto Insurance. Following a short break, new carriers and RCA's will break out for special sessions where RCA's will hear more about the Rural Craft and new carriers will learn more about their jobs. The main session will continue with information from the Rural Carrier Benefit Plan, Legal Counsel and PAC. This session will end at lunch. After lunch our National President will speak, followed by a refreshment break leading into a Question & Answer (Q & A) session. A retirement seminar will be available beginning at 6:30 p.m. with Joni Montroy. Monday- Session begins at 8:00 a.m. We will have the Postal Managers and/or Vice Presidents speak followed by a Question & Answer (Q & A) session with them and the National Officers. Our Executive Committee will speak also. New officers will be installed and we should finish no later than 12 noon. Come on down for a VERY informative session! Auxiliary News From

Roanoke Heath Executive Committee

The Fall Booster was held at the Double Tree by Hilton in Atlantic Beach on November 13th 2016. We had an awesome time seeing our NCRLCA friends from across our great state. The Auxiliary met Sunday morning after our joint session with the Association and also enjoyed devotional services held by Doug Byrum. Doug is a real asset to North Carolina. He serves as our state and national Chaplain. The Auxiliary National Program for 2016-2017 is PNO Scholarships to honor all the Past National Officers. These PNO’s include all prior NRCLA, Auxiliary as well as Junior officers. The PNO scholarships will offer several scholarships to children and grandchildren of rural letter carriers. The rules for these scholarships are available on the NRCLA.org website. Applications may be obtained from Auxiliary State Officers.

Below is our President’s program for 2016-2017. Motto: “Our Past Supporting our Future” Symbol: Mailbox and Graduation Cap Americanism: Our Freedoms Safety: Preventing Suicide Songs: “How Great Though Art” and “God Bless America” Flower: Iris and Apple Blossom As always we ask our Juniors to enter the Junior contests. We have contests for every age group. Rules can be found on our state website and from Auxiliary Officers. Age 6-8: design a poster “Eastern Blue Bird” Age 9-11: design a poster “Our Freedoms” Age 12-14: design a poster “Going to College” Age 15-17: write an essay “College Scholarships” Age 18-20: write an essay “Preventing Suicide” Special Education: design a poster “Mailbox and Graduation Cap” Because I am married to the PACman (Van Heath) – I need to remind our members to help support PAC. PAC raised nearly three thousand at our fall booster meeting in Atlantic Beach. Thanks to all who continue to support PAC, you are really awesome.
