Each of the plans has been reviewed by Equity, Access, and College & Career Readiness staff for compliance. Each plan contains the components of effective planning based on student needs, assessment data, use of staff, parent involvement, and allocation of resources. Each schools’ approved SPSA for the 2015-2016 school year will also serve as an interim plan until the following school year’s SPSA is revised and approved. The funding for all programs and personnel outlined in these SPSAs is reflective of the current fiscal year only. 2. APPROVE NEW MIDDLE SCHOOL MATHEMATICS COURSE OUTLINE – MATH 8

SDC Approve the new regular status Math 8 SDC course. This new course outline is aligned to the California Common Core Standards in Mathematics and the LBUSD Strategic Plan’s goals and objectives. This courses prepares grade 8 students enrolled in a Special Day Class for Algebra and focuses on (1) the formulation of and reasoning associated with expressions and equations; (2) the concept and use of functions to describe quantitative relationships; (3) the analysis of two- and three-dimensional space and figures using distance, angle, similarity, and congruence; and (4) the understanding and application of the Pythagorean Theorem. The core textbook for this course is: Big Ideas MATH Course 3, Larson & Boswell, Big Ideas Learning, 2015. 3. APPROVE REVISED MIDDLE SCHOOL MATHEMATICS COURSE OUTLINES –

MATH 6 SDC, MATH 7 SDC Approve the revised Mathematics course outlines entitled Math 6 SDC and Math 7 SDC. The revised course outlines are aligned to the California Common Core Standards in Mathematics and the LBUSD Strategic Plan’s goals and objectives. The core textbooks for these courses are: Big Ideas MATH Course 1 and Big Ideas MATH Course 2, Larson & Boswell, Big Ideas Learning, 2015. 4. APPROVE THE SUBMISSION OF THE APPLICATION FOR HEAD START AND

EARLY HEAD START PROGRAMS Approve the submission of the 2016-17 grant application for year 3 of the five year grant for the Head Start and Early Head Start program. This refunding application will serve 1,525 low-income preschool children and 160 infants, toddlers and pregnant women and their families in program options that include a center-based option for preschool, and center-based and home-based options for Early Head Start for the period from July 1, 2016 through June 30, 2017. The funded enrollment reflects a reduction of 170 Head Start slots due to the conversion of

The total budget for each program is comprised of funds that include the Basic grant and Training and Technical Assistance. Board of Education Long Beach Unified School District

Subject: Adoption of Tentative Agreements, California School Employees Association, Long Beach Enclosures: None Chapter #2, Units A and B __________________________________________________________________________________ Category: New Business Reason for Board Consideration: Action Date: March 15, 2016 BACKGROUND: The Long Beach Unified School District (“District”) and the California School Employees Association, Long Beach Chapter #2, Units A and B recently concluded negotiations for Collective Bargaining Agreements. CSEA informed the District on March 11, 2016 that their membership had ratified the Tentative Agreements providing for the modification of the Units A and B contracts through October 31, 2018. Ratification resulted in revisions to the California School Employees Association Long Beach Chapter #2, Units A and B contracts, including a 5% increase in all salary schedules for bargaining unit members, retroactive to July 1, 2015. In addition, changes were made to health and welfare for PPO plans with participation in the National Formulary effective July 1, 2016 and the inclusion of a school district subsidy for participation in the Weight Watchers program as part of the LBUSD’s wellness program. Other modifications included being compensated for unused compensatory time, updates to adoption of a child, providing clarifying evaluation and progressive discipline language, and modifications to the District technology guidelines. In compliance with collective bargaining agreement public disclosure requirements of Government Code, Section 3547.5, the “Public Disclosure of Collective Bargaining Agreement” forms for CSEA Units A and B have been displayed for public review since March 2, 2016. These forms have also been reviewed by the Los Angeles County Office of Education according to compliance with AB1200 (Chapter 1213/1991), Government Code 3547.5 and CCR, Title V, Section 15449. COMMUNITY RELATIONS BP 1312.3 Uniform Complaint Procedures The Governing Board recognizes that the district has the primary responsibility to ensure compliance with applicable state and federal laws and regulations governing educational programs. The district shall investigate complaints alleging failure to comply with applicable state and federal laws and regulations and/or alleging discrimination, harassment, intimidation, or bullying and seek to resolve those complaints in accordance with the procedures set out in sections 4600-4687 of the Title 5 Regulations and in accordance with the policies and procedures of the governing board. The district shall follow uniform complaint procedures to resolve complaints alleging unlawful discrimination, harassment, violence, intimidation, and bullying, actual or perceived, based on age, sex, sexual orientation, gender, gender identity, gender expression, genetic information, ethnic group identification, race or ethnicity, ancestry, nationality, national origin, religion, marital or parental status, color, mental or physical disability or any other characteristic identified in Education Code 200 or 220, Penal Code 422.55, or Government Code 11135, or on the basis of a person’s association with a person or group with one or more of the actual or perceived characteristics, in any program or activity which is funded directly by, or that receives or benefits from any federal or state financial assistance. Uniform Complaint Procedures shall also be used to address any complaint alleging the district’s failure to comply with the prohibition against requiring students to pay fees, deposits, or other charges for participation in educational activities, the requirements for development and adoption of a school safety plan and state and/or federal laws in adult education, consolidated categorical aid programs, migrant education, career technical and technical education and training programs, child care and development programs, child nutrition programs, special education programs, and federal school safety planning requirements. (PC 422.55, EC 200, EC 220, Title 5 CCR 4610, 4622). Uniform Complaint procedures shall also be used to address any complaint alleging that the district has not complied with legal requirements related to the implementation of the Local Control and Accountability Plan (Education Code 52075), and any complaint alleging retaliation against a complainant or other participant in the complaint process or anyone who has acted to uncover or report a violation subject to this policy. The Board encourages the early, informal resolution of complaints at the site level whenever possible. The Board recognizes that a neutral mediator can often suggest a compromise that is agreeable to all parties in a dispute. In accordance with uniform complaint procedures, whenever all parties to a complaint agree to try resolving their problem through mediation, the Superintendent or designee shall initiate mediation. The Superintendent or designee shall ensure that mediation results are consistent with state and federal laws and regulations. (Title 5 CCR 4631) The Board acknowledges and respects every individual’s right to privacy. Discrimination complaints shall be investigated in a manner that protects the confidentiality of the parties and the facts. This includes keeping the identity of the complainant confidential except to

(Title 5 CCR 4621, 4630) The district's uniform complaint procedures policy and administrative regulation shall be posted in all district schools and offices, including staff lounges and student government meeting rooms. If 15 percent or more of students enrolled in a particular district school speak a single primary language other than English, the district's policy, regulation, forms, and notices concerning uniform complaint procedures shall be translated into that language. (Education Code 234.1, 48985) The Board prohibits retaliation in any form for participating in complaint procedures, including but not limited to the filing of a complaint or the reporting of instances of discrimination. Such participation shall not in any way affect the status, grades or work assignments of the complainant. (Title 5 CCR 4621) The district’s Williams uniform complaint procedures, AR 1312.4, shall be used to investigate and resolve any complaint related to the following:

Education Code Sections 35035(i), 42130, and 42131 require school districts to prepare two reports regarding the financial and budgetary status of the district. The first report covers the period ending October 31, and the second report covers the period ending January 31. The District is required to prepare these interim reports in a format prescribed by the state and in accordance with the state’s Criteria and Standards. In addition, the Governing Board of each school district is required to certify to the district’s ability to meet its financial obligations for the remainder of that fiscal year and for the subsequent two fiscal years.

RECOMMENDATION:

Approve a positive certification of the Second Interim Financial Report for 2015-2016 indicating that the Long Beach Unified School District will be able to meet its financial obligations for the remainder of the 2015-2016 fiscal year and the following two fiscal years, and authorize filing of this report with the Los Angeles County Superintendent of Schools, in accordance with Education Code Section 35035(i).
