During the meeting they have been specifically asked to give reasons for the non-disposal of 33 B/f G.Ps of Board which should have been reduced to NIL as per action plan target .as on 30.09.2010. Mr. Radha Kishan, DCIT Helpline has
been specifically assigned to monitor the progress of work by Inspectors on day to day basis besides concerned ITOs.
The status of Board and General G.Ps as on 30.09.2010 is as under:

Likewise the attention of the officers was drawn to the current 46 G.Ps of Board pending as on 30.9.2010. Apart from these, the pendency of G.Ps received directly in this office, both B/F and Current are 115 and 113
respectively. All the Inspectors are directed to submit status report in all the pending cases through DCIT and respective ITO’s (HL) and put up a disposal plan so as to ensure the disposal of all the 307 G.Ps by 15th December 2010.
Shri Shakti Prakash, newly posted Inspector has given in writing that he is paralyzed. He is neither able to do any written table work nor field work, so he has requested for transfer to PRO or Welfare office,(copy enclosed). His half of the body is paralyzed. Except, putting signature on letter, he is not in position to do any kind of work in this office.
It is also mentioned by one of the ITO (HL) that Mr. Mohan Joshi. Insp. is non- punctual and very often avails leave whenever assigned some work. The maximum number of pendency of Board G.Ps i.e. 27 is lying with him.
It is also realized that with the available strength of five Inspector’s, it is not possible to dispose of the heavy pendency of Board G.P pertaining to search and seizure cases in particular and other’s G.Ps. in general .
The meeting was concluded with the commitment to put in all sincere efforts to achieve the target`s.

During the meeting the inspector’s have been specifically asked to give reasons for the pendency of 168 G.P’s (175) which should have been reduced to NIL by 31’st, Dec. 2010 as per target assigned. Ms. Sudesh Ashok, Insp. in particular is carrying pendency of 81 cases of Grievance petitions. Ms. Sudesh Ashok’s Inspector have been specifically asked to dispose of 40 cases out of her pendency of 81 cases by 31’st Jan.,2011. Sh. A.K. Taneja DCIT (Helpline) may supervise her work to help to achieve this target.

The CIT (Helpline) has expressed satisfaction on the work as well pace of disposal of GP’s during this quarter, except, Ms. Sudesh Ashok, Insp., who has been instructed to improve upon, under her supervisory officer. The CIT (Helpline) has set a target for disposal of all kind of GP- CBDT/General (b/f or current) received up to 15.03.2011 by 31.03.2011. It is also mentioned that attendance of all the staff and insp.’s to be maintained by OS through respective supervisory officer’ and report to the Addl. CIT (Helpline), to monitor their functioning and in turn out put in the form of disposal of grievance petitions.

During the meeting, the inspector’s performance have been specifically reviewed on the targets given to them for resolving pendency’s of G.P’s (175) to reduce Nil which should have been reduced to NIL by 31’st, Dec. 2010 as per target assigned. Ms. Sudesh Ashok, Insp. in particular is carrying highest pendency of 81 cases of Grievance petitions has disposed of 29 cases by 31’st Jan.,2011 under the guidance of Shri A.K. Taneja DCIT (Helpline).

The CIT (Helpline) has expressed satisfaction on the work out, but stressed upon working in co-ordination, to each other under the supervisory officers in particular, to increase the pace of disposal of GP’s during these last two month’s Feb. & March of F.Y. 2010-11. The CIT (Helpline) has set a target for disposal of all kind of GP- CBDT/General (B/f or current) received up to 15.03.2011 by 31.03.2011. We, the allottees of HIG and MIG flats in Housing Scheme 2006-2007(H)(02), of Noida Authority hereby bring to the kind notice of the hon’ble Chief Executive Officer, New Okhla Industrial Development Authority, the following unreasonable, irrational, illogical additional cost / charges proposed by Noida Authority’s as follows:-
1. The registration money Rs. 3.00 Lac was deposited by 27.10 2006 and the whole estimated cost of 38.50Lac (Inclusive of registration money) collected in one time payment i.e. in March, 2007.
2. Unreasonable demand for considerable sum in the name of price escalation/Inflation for the said flats although the prices of steel, cement etc. has been decreased leading to decrease in cost of construction.
3. As per scheme, the Authority was supposed to hand over the flats within 2 to 3 years i.e.latest by Sept.,2009 i.e. after 2 year 6 month but delayed by 1 year and 6 month, yet flat are not ready.
4. However, more than 4.0 years passed and we did not find even a single flat ready for possession from the Authority. Further, it was all the more disgusting to harm the innocent allottees for the fault of officials of the Noida authority and workers deployed. Under the circumstances, you may please reconsider the following proposals sympathetically-
Unusual high price hike/escalation D eserve compensation for delayed period of 1 & ½ year instead of interest. Lift may be installed in the blank columns/ space provisions in HIG Flats, Sector-99. The registry provision may be the Land Value in convenience between Noida

Instrumentality of the State has to be “Just and Fair” and should have policy beneficial to itscitizen and should have no profit making motive. Government schemes are meant to beaffordable and if that purpose itself defeats, it shakes the faith of the public, dreaming to own ahouse in NCR. Regarding the aforesaid scheme, following points may be noted:1. The scheme was launched way back on 27.10.2006 and after depositing the registration
money, the draw was held in Jan. 2007.2. The allottees were asked to deposit the entire estimated cost of their flat to Noida Authoritywithin 60 days (March 2007), probably a unique scheme in contrast to standard schemes.Accordingly, we all arranged the sum, mostly through bank loans, and deposited within thestipulated time. We were not even told the Flat Nos. and it was said that a separate drawwill be held for the same.3.
Considering all the above, it is requested that Noida Authority may please reconsider theunusually high price hike. The irony of the situation is that the allottees who, on account ofsubstantial delay on the part of Authority have already suffered much of mental agony,monetary loss owing to loss of rent for a year, loss in income tax exemption etc, infactdeserve compensation to this effect. But rather, we are forced to pay for the same!Further, the allottees of LIG and EWS are still awaiting any information from the Authority aboutthe draw for final allotment. We can only hope the Authority now recognizes their prolongedagony on account of indefinite delay and plead for early allotment without any cost escalation.We, on behalf of all the allottees of the flats under the Scheme (HIG, MIG, LIG, & EWS flats) areapproaching you with the hope that your good office would look into the matter in a holisticmanner and that you will appropriately address our grievances and will do justice by notimposing this unbearable extra monetary burden on us and suitably compensate the allotteesfor the deficient service including delay..Being a Government body, the Noida Authority has both the responsibility and duty andaccountability as well. Up to this month, 747 grievance petitions were liquidated. Disposal of 230 brought forward petitions has been made up to this month. The Board monitored grievances were given priority and 50 brought forward cases of the grievance petitions forwarded by the Board have been disposed off up to this month. The total pendency as on 31-03-2011 is 60 cases including 29 cases received during the month. The cumulative disposal this year is highest ever i.e. 747 out of total pendency of 807. Comparative chart of disposal for 3 years is as under:

It may be mentioned that Mrs. Lata Sagar, ITO is on medical leav e since January 2010. Further, Smt. Sushila Karira, ITIO is retiring on superannuation on 30-04-2011.This charge will be left with working strength of 2 ITOs against sanctioned strength of 4.
Against earlier working strength of 17 Inspectors, only 7 are working. Workload is increasing with every passing month. In view of this, I will request that five Inspectors and two ITOs may be posted in this charge urgently.

A list of 256 grievance petitions has been received from the Board under the nomenclature ‘CPGRAMS’. The same is under advanced stage of progress. Final status report will be submitted shortly.
