NOTICE is hereby given that application has been made to me under the Commonwealth Conciliation and Arbitra -

tion Act 1904 -1921 for the change of the name of an organiza- tion called " The Australasian Institute of Marine and Power Engineers (Employees) " to " The Australian Institute of Marine ,_and Power Engineers (Employees)."

Any person who desires to object to the change of the name of the organization may do so by lodging with me a notice of the objection in the prescribed form and a statutory declara- tio3i in support thereof within twenty -one days after the pub -' lication of this advertisement, and by serving on the organiza- tion copies of the notice of objection and statutory declaration so lodged.

NOTICE is hereby given that application has been made to me under the Commonwealth Conciliation and Arbitration Act 1904 -1921 for the change of the constitution of The Australasian Institute of Marine and Power Engineers .(Employees) from the following :-

" Rule 3. -The institute shall consist of engineers, marine and power plant, except engineers working ashore regularly using the working tools of an engineer, honorary associates, and honorary members, the quali- fication for each as hereinafter defined. For the pur- pose of facilitating communication between and for the mutual benefit of its members it is divided into districts where necessary," and Rule 35-

" Members shall be engineers holding certificates recognized by the Board of Trade or who have served an appren- ticeship. The term of apprenticeship shall be under- stood to mean having worked for a period of not less than five years at the engineering trade or served such apprenticeship as is required for qualification in their respective callings except apprentices who in the last year of their time shall be eligible for membership."

" Candidates holding the B.E. Degree (Mech.) of any Aus- tralasian university shall be exempted from two out of the five years' apprenticeship necessary to qualify. them for memoership. Auxiliary members shall be those admitted in accordance with any agreement with kindred societies."

Engineers in possession of any marine engineers' cer. tificate recognized by the Commonwealth or --State in accordance with the provisions of the Navigation Act, may. be elected as members.

VACANCIES FOE STAFF CADETS.

APPLICATIONS are invited from candidates 'who desire to enter the Royal Military College as Staff Cadets.

2. To be eligible for selection candidates must be natural - born British subjects and of British origin or descent, over 16

and under 19 years of age (as on 1st March, 1926), and have qualified at one or more of the public examinations (known as the Junior Public, Senior Public, Intermediate or School Leaving Examination) in the following subjects:-

English, mathematics, a modern language and two other subjects. (Mathematics includes algebra and geo- metry. The modern language may be either French, Japanese, or German.)

The subjects may be _passed in any convenient order, and need not be taken at the same examination. There is no other entrance examination.

3. One -fifth of the vacancies are specially set apart for sons of persons who served in an Australian Force in the South African War, 1899 -1902, or who have been abroad on active service in the Royal Australian Navy, the Australian Im- perial Force, or the Naval and Military Expeditionary. Force, subject to their obtaining half marks at the qualifying ex- aminations and making application under this heading.

4. Conditions of eligibility and particulars of examination of candidates over nineteen years of age may be obtained on application to District Base Commandants at the capital cities of the various States.

5. Successful candidates will be allowed travelling expenses to the College; outfit allowance of £30 on joining; and main- tenance allowance of between 5s. 6d. and 7s. 6d. per diem, ac- cording to the cost of living. The course is normally four years, during which time Cadets receive free maintenance and education. On graduating at the termination of their course they receive commissions as Lieutenants in the Staff Corps with salary commencing at £285 per annum, and increasing by annual increments to a maximum of £430 after six years' service. At the end of eight years' service, promotion auto- matic to the rank of Captain, with salary of £446 to £550, there being four annual increments of £26 each.

6. After graduation a number of vacancies are available annually in the Royal Australian Air Force for allotment to officers of the Staff Corps.

7. Applications are to be addressed to the District Base Commandant at the capital city of the State in which the candidate resides, or, if more convenient, they may be handed to the local Brigade Major or Adjutant for transmission to the District Base Commandant. ,

On the receipt of the intimation from any candidate that he desires to enter the College,. the District Base Commandant ( Sydney, Melbourne, Brisbane, Adelaide, Perth, or Hobart, as the case may be) will furnish application forms and all necessary information to the candidate.

8. The last day for the receipt of applications by District Base Commandants is the 31st October, 1925.

9. Candidates who have not previously qualified should. when filling in their entry forms for public examinations, state thereon that they are applicants for admission to the Royal Military College.

EXAMINATIONS.

Qualified candidates who on appointment are already temporarily employed, or who take up duty within fourteen days of the date of notification by the Chief Officer of their appointment, will be regarded as having entered the Service on the date of the Public Service Inspector's appointment certificate. The latter date will then determine seniority, rate of pay, and length of service, but no pay will be allowed before- duty actually commences.

REFUSAL OF APPOINTMENT.-If a successful candidate de. clines to accept an appointment offered to her, or fails to reply within seven days to a communication from the Board or a Public Service Inspector, or the chief officer, respecting her nomination to the Public Service, her name may be removed from the " Registor of Persons Qualified for Appointment."

PRACTICAL TESTS SUBSEQUENT TO APPOINTMENT. -Every per. son appointed to the position of Telephonist shall, after the expiration of three months from the date of appointment, be tested in clearness of speech and acuteness of hearing over a telephone line and in practical efficiency in the operation of a telephone switchboard. If an appointee fails to pass this test her appointment will be annulled.

In order to pass, a candidate must secure at least half marks in each subject,

APPOINTMENT SUBJECT TO CERTAIN CONDITIONS. -A success- ful candidate must, upon appointment, produce evidence of the date of her birth and a medical certificate, satisfying the Board in such particulars as it may determine, of sound bodily health and freedom from physical defects. These cer- tificates should not be obtained by a successful candidate until instructed. ALLOWANCE. -An allowance at the rate of £6 per annum will be paid to officers on passing a 'test in sending and re- ceiving telegraph messages at the .rate of twenty words a minute.

GENERAL PARTICULARS.- Candidatès will pass this examina- tion if they secure half marks in Handwriting and in Spell- ing; but those who also gain half marks in Arithmetic will be eligible for promotion to a higher" position in the Fourth Division. Those who do not secure half marks in Arithmetic will he required to pltss a further examination, after appoint- ment, in that snhject in order to become qualified for pro- motion. A Telegraph Messenger, on reaching the age of 18 years, must retire unless he has qualified for promotion. Promotion examinations are held half -yearly.

Telegraph Messengers, upon being qualified for promotion, may be promoted to higher positions in the Fourth Division, such as Telephonist, Postman, Assistant, and Mail Driver. Officers may advance from these positions to other higher positions in the Fourth Division. Telegraph Messengers may also he promoted as Postal Assistants on passing an examina- tion in Telegraphy.

NAVAL OR MILITARY TRAININO.- Before any successful candidate, who is liable for training under the compulsory clauses of the Defence Act 1903 -1918, can receive appoint- ment, he must produce evidence from his Area Officer that he has rendered the personal service required or has been granted a temporary exemption.
