What are the key elements?

(1) Emphasis on competitive research, internal evaluation of research groups, common “algorithm” for humanities/social/experimental sciences, based on outputs (stress on ISI publications)

URV support to research groups (financing of infrastructures and/or technical staff)

The research and academic staff commitment agreement : Why?

Teaching and research are collective rather than individual tasks, although they are performed by individuals with a high level of autonomy.

The changing role of professors at the crossroads of the Bologna and Lisbon processes: facilitators in the learning process but also generators of knowledge and service providers (emergence of the 3rd mission).

Need for a way to direct faculty and administrative efforts toward the achievement of mutually accepted individual, departmental, school, and university goals and objectives, in keeping with the university’s mission.

•To emphasise the collective character of the work of each department as a whole: teaching, research, transfer of knowledge and service and administration.

•To explicitly allow for different profiles of professors, as a means of ensuring that all staff can give their best in accordance with their individual skills and in cooperation with their colleagues and the mission of the department and the university.

What is our R&A staff commitment agreement?

• An instrument for human resource management and a key element in the strategy for improving the quality of the university.

• A tool that focuses on improving the overall process of planning and management of R&A staff activities. The development of the commitment agreement includes planning, monitoring and ending phases.

• An on-line document that brings together all the activities carried out by the R&A staff.

• The agreement allows the university to maintain an up-to-date and permanent record of its activities, structured around five areas:

• Teaching

• Research

• Transfer of knowledge & technology

• Service & academic administration

• Personal development

Concluding remarks

• Enables planning of personal development and full recognition of these activities as part of the R&A staff’s overall set of tasks.

• Makes more effective use of individual talents and interests.

• Improves the planning of individual activities and alignment with the overall plans for department activities.

• Helps R&A staff to enhance their own performance and progress in their careers while the overall performance of the departments (and thus the university) is improved.

• Directly affects professional development and the degree of work satisfaction. Staff devote most of their efforts to what they are most competent at: increasing interest and giving a better response to objectives.

• Allows full knowledge and full accountability of the activities of the University and encourages greater productivity and competitiveness.
