Overhead Utilities

Minimum Radial Clearance Distances

When work is undertaken near electrical lines, the distance maintained from those lines shall also meet the minimum distances for electrical hazards as defined in Table 1: Minimum Radial Clearance Distances

Safe Work Conditions When working around overhead utilities and guy wires, one or more of the following four conditions shall be met: • The utility company shall confirm, preferably in

writing, that power is de-energized.

• Minimum radial clearance distances shall be established and maintained according to Table 1 unless a MoC is authorized through the exceptions process. Refer to Section 4.5 Exceptions Process and the Management of Change ADP.

Safe Work Conditions

• Where utilities voltages cannot be verified, use Figure 1: Example Voltages of this section as guidance. However, voltages can be higher than those depicted in Figure 1.

• If insulating blankets are used to isolate a power line, they shall be placed by a utility company. The utility company shall also determine the minimum safe operating distance and provide the information in writing.

Pre-Job Planning

Risk Assessment • Before starting work around overhead utilities,

an RA that identifies hazards and provides mitigations shall be performed. Refer to the Work Risk Assessment ADP. The hazards and mitigations shall be documented on the RA Form.

Overhead Utilities Permit

• A permit shall be required if the RA conducted classifies the residual risk as “substantial” risk level or higher. Refer to the Work Risk Assessment ADP.

• If a permit is required, the Overhead Utilities Permit section of the Scoping Document Permit Forms shall be completed according to the requirements of the Scoping Document Permit ADP.

Definition of Risk Assessment

• The process of identifying potential hazards, determining the level of risk in terms of consequence, likelihood and frequency, and implementing appropriate controls to reduce the risk identified.

What is a Risk

• A measure of loss/harm to people, the environment, compliance status, Group reputation, assets or business performance in terms of the product of the probability of an event occurring and the magnitude of its impact.

A process shall be implemented to assess and control work risks

• Hazard identification and documentation.

• Assessment of risks for site, project and job.

• Assessment of risks for tasks.

• Monitoring and review of hazards and control measures during work.

• Permitted activities shall be classified as a minimum in the High Risk category.

DESCRIPTION

• A TRA is a hazard identification that breaks down basic work elements.

• Each element has hazards identified.• Risks are then assessed for each hazard at “Low,

Medium, High”, pre mitigation. • Mitigations are established and the risk range is re-

evaluated,• HASP’s are presently “under construction” to contain

TRA’s (i.e. all HITRA formatting by 12/31/14)

Health and Safety Plan

What is a HASP

• A written document that details all health, safety and security responsibilities, guidelines and requirements of the relevant workforce relating to field activities to be undertaken at a particular work site. It shall be site-specific

Health and Safety Plan Development

• The HASP is an evergreen document that should evolve at the Site, Project, Job and Task phases.

• Verify that the corporate HSSE program elements have been gap-assessed against AECI HSSE requirements.

• Identify specific HSSE program elements that apply to the specific AECI scope of work

Note:

• Contractor-specific HSSE requirements over and above the AECI HSSE MS should also be included in the HSSE program elements (e.g., ergonomic assessment or industrial hygiene-monitoring protocol).

The UNIQUE Components

• Each HASP might look the same but the content of the material is set up for each site and for each project.

• The HASP components may be set up different for each project in that each set of hazards are unique to every site.

• Each site is at a different location and therefore needs information unique to that site.
