CHAIRMAN’S REPORT

It’s been a terrific start to the school year! We had a delicious pancake breakfast (thanks to the staff

and board for making and serving it!) and a very nice opening assembly, complete with a new theme

(James 1:12) and song for the year. While it was mentioned in the Snapshot, an official board welcome

is also in order to Krista Veenendaal, who has joined the staff as a part-time EA this year.

At the upcoming general meeting, among other things, we will be presenting the financial statement for

the past year. The board will also be presenting a special resolution to open membership up to families

from churches in ecclesiastical fellowship with the Canadian Reformed Church. You can find the details

and the resolution elsewhere in this edition. Darryl Driegen, Darren Veenendaal and Tyler Voorhorst

have all agreed to let their names stand for the upcoming board vacancy. In accordance with our bylaws,

if there are other members that are willing to let their names stand, please bring these nominations in

writing, supported by two members, to the meeting. We will also have a special guest join us – Harry

Moes will be giving us report of FISA’s activities over the past while. There will also be copies available of

the booklet NO NEUTRAL GROUND: A Christian Critique of the Secular Onslaught in Provincial

Education Systems. This is one of ARPA’s latest resources that hopes to equip us in our educational task

here at William of Orange.

Finally, as this is my last report in the Courier, I would like to thank you all for your support for the board

over the past few years – it is good to see that, whether we agree or not at times over how the school

ought to be running, the discourse is done in a manner that seeks to give glory to God. Please pray for

continued wisdom and strength for the board as they continue their task of governing this Christian

school.

PRINCIPAL’S MESSAGE At the end of September, I had the privilege, along with most other Canadian Reformed principals, of attending the

National Principal's Conference in Sumas, Washington. The main speaker was Alwyn Terpstra, who is principal of

John Calvin Christian College in Armadale, Australia. In short, he encouraged us to reflect on our own practice by

sharing a set of standards for the principalship that were developed in Australia. In addition to the speeches, the

opportunity to connect with fellow principals was very valuable. It is time well spent!

Another benefit of conferences such as this is the exposure one gains to various books and articles. Mr. Terpstra

referenced a speech by Rev. Ian Wildeboer entitled "Making your Classrooms Theatres of Praise" which was

recently published in the Australian magazine Una Sancta. When I read the article, it pointed me to a previous

article called "Martin Luther on Reformed Education," written by Reimer Faber and published in Clarion. I think it is

worthwhile to quote a portion of that article here, especially since Reformation Day is coming up. (By the way, our

annual Reformation Day play is taking place on Oct 30 at 2:30 pm in the school gym. In connection with the

school's 60th anniversary, the subject of the play is William the Silent. All are welcome. See you there!)

"Luther herein attacks especially the increasing materialism of his fellow Germans. Seeking physical comforts,

wealth, and material prosperity, parents wish for their children not spiritual, but material well-being. Throughout

the letter Luther opposes education to the pursuit of Mammon, knowing that many parents focus on this world

rather than the next. Granting that the offices of the temporal realm concern this world, Luther nevertheless

values the purpose of the worldly estate as more than the acquiring of material property, since it is "an ordinance

and splendid gift from God, who has instituted and established it and will have it maintained."

"The true function of the secular realm is to "make men out of wild beasts," that is, to effect an orderly, fair, and

peaceful society in which the spiritual estate may be fostered. Justice, social order, and the preservation of life fall

under the jurisdiction of the temporal government, which must be exercised by people properly educated for such

tasks. In this way the temporal realm promotes God's kingdom on earth, as it is subservient to His word and seeks

to advance life according to His will. For this reason also, "it is the duty of the temporal authority to compel its

subjects to keep their children in school... so that there will always be preachers, jurists, pastors, writers,

physicians, schoolmasters, and the like..." After all, in the temporal realm, "every occupation has its own honour

before God, as well as its own requirements and duties."

"For Luther, knowledge of Scripture is both the basis and goal of education; humanistic methods may serve this

objective, but they are not to be deemed an end in themselves. Unlike the humanist Erasmus, Luther did not

consider education per se as contributing to the salvation and piety of the believer. The depravity of the human

will, Luther argued, is so great that without the righteousness of God no-one can progress in piety, let alone be

saved. Equally condemned before God, all believers are equally saved by God's grace through faith in the death of

Christ -- regardless of education. Without the gospel, then, education is meaningless. And it is only from the

perspective of the gospel that education must be valued. On the basis of the Bible, all youths should pursue

education as a means to becoming responsible men and women who can govern churches, countries, people, and

households."

ORANGE AID We’ve closed the books on the 2014/15 school year and it was once again a successful year. On the

profit side, last year we raised over $20,000. This is a considerable sum for a school society of our size.

Thanks to everyone who helped organize and support the fundraisers. Family fun night once again

raised over $10,000 and the school dinner was particularly profitable. The smaller fundraisers also

were important and are required in order to earn enough money to cover the items we have grown to

expect the school to provide our children. Each dollar helps!

Certificate sales continued their downward trend. Please consider this fundraiser as you do grocery

planning and if it works for you make the extra effort to purchase script from the school. As with any

budget, on some items we spent less than expected and on some we spent more. In the end, the

actuals came in lower than budgeted despite an unbudgeted expense for a projector. Thanks to the

staff for being judicious in their expenditures and ensuring our hard earned profits are well spent.

This year, we are presenting the financials of OA in a standard budget form: prior year budget, year

actuals, next year budget. A reminder: unlike a school or church budget, there is no ‘budget’ on the

income side. Expenditures for this school year (2015/16) are based on the profits from the 2014/15

school year. This year, we plan to spend almost exactly what we earned last year.

If you have any questions or suggestions regarding the budget, please don’t hesitate to contact one of

the Orange Aid board members.

Orange Aid is adding to the freezer!

Orange Aid will be having boxes of mild Italian meatballs available for purchase. Each box has 10

pounds, that's about 320 meatballs! Cost is $49.00. They are perfect for soups, pasta, appetizers and so

much more! They can be found in the freezer in the staffroom.

BIG BROTHERS

This popular fundraiser is continuing again this year! Bring your bags of

used clothing, shoes, linens, purses, etc to the school. Orange Aid receives

$2.50 per bag from Big Brothers.

GRADE 6/7 CONTRIBUTIONS

Last week, in Grade 6/7 Bible, students learned about the metaphor or motif of the grand

narrative of the Bible as a 4-act play … creation, fall, redemption, restoration. Then they took that

metaphor or motif, and applied it to individual Bible stories.

What follows is a compilation of excerpts from their essays (written individually).

MARK 4:35 – 41 JESUS CALMS THE STORM

One evening Jesus said to his disciples, “Let us go over to the other side.” So they started

boating to the other side leaving the crowd. This symbolizes creation because it shows how things

were meant to be peaceful, as they peacefully were boating, and that the crowd wanted to be with

Jesus.

In the middle there was a storm and the disciples didn’t trust God would save them so they

woke Jesus and asked “Don’t you care if we drown?” And that was the fall. Because of sin the

weather broke out into a storm, and also the people didn’t have faith and called Jesus.

Jesus got up and calmed the storm. That was redemption. Jesus saved us eternally and in

this verse Jesus saved the disciples from earthly death.

Jesus said to the disciples why are you afraid, and the disciples were afraid/amazed that

even the seas listened to him. This symbolizes restoration because they were amazed at how

powerful he was, just like we will be when God will come down to earth.

MARK 5:1 – 20 JESUS HEALS THE DEMON-POSSESSED MAN

Jesus went across a lake. The lake was very calm and peaceful; peaceful boat ride as well.

This [represents] Shalom – God’s peace. It also represents creation.

When he got off the boat, a demon-possessed man came out of the tombs to meet him. The

man had chains around his arms and legs. He had an evil spirit. He is demon-possessed by Satan,

[like] Adam and Eve. It is because of the fall into sin that demons could enter and possess people.

Jesus says to the man “Your sins are forgiven.” Jesus just saved the man, and that is the

redemption part, but the demons are still there.

Jesus sent the demons into a herd of pigs, and the man is dressed and in his right mind.

Jesus said to the man “Go home and tell them how much the Lord has done for you”. The people

were amazed. The demons are gone, and the damage that has been done to the man’s mind is

restored. His body has been made like new again.

MARK 6:30 – 44 JESUS FEEDS THE 5,000

One day the apostles gathered around Jesus and reported all they had done and taught.

Jesus was preaching and people were following him listening to what he’s saying. This symbolizes

creation because it shows how things were between Jesus (God) and humans he created. The people

wanted to be close to him as he preached and wanted to listen to him as he did it. And in the

beginning [Adam and Eve] loved walking with him in the garden.

The people had a problem because they did not have food to eat and the disciples say go get

your own food. This symbolizes the fall because people started arguing with Jesus and not listening

to him. The disciples didn’t believe that Jesus could help, and Adam and Eve doubted God and didn’t

believe that God was right and they should not eat the fruit.

Then taking five loaves and two fish and looking up into heaven, he broke them. Then he gave

them to his disciples to set before the people. This symbolizes act 3: redemption. The problem of

the hungry 5,000 people is resolved. This is like when Jesus died on the cross, he forgave our sins,

the problem of sin is resolved.

They all ate and were satisfied. He makes so much the people left some. This represents

restoration; God gave the people more than they wanted. The people are satisfied. Not only for

food but also for the Word of God. When Jesus comes down from heaven [his people] will be happy

and satisfied and they will live in peace, God’s peace, Shalom.

MARK 4: 35 – 41 JESUS CALMS THE STORM

At the beginning of the story Jesus and his disciples decide to go to the other side of the

lake. This represents creation because his disciples are “walking” with Jesus as Adam and Eve did

with God.

Then Jesus goes to sleep and a storm comes and all the disciples were scared. And this

shows the fall because of sin there are storms. And because of sin they have no faith.

Then the disciples woke Jesus and He calmed the storm. This symbolizes redemption

because Jesus made things better when He died. Here He made things better by calming the

storm.

They ask each other “Who is this? Even the waves and winds obey him.” The disciples praise

him for calming the storm. This symbolizes restoration because we’ll be in awe of God at the end,

of how great He is.

LETTER FROM THE MINISTRY OF EDUCATION

The BC Ministry of Education recently announced the implementation of the BCEdplan, a new

curriculum for schools in B.C. We are publishing this open letter (see following page) at the request of

the Ministry. The staff of William of Orange hope to collaborate with our colleagues in the other

Reformed schools in B.C. in deciding how best to modify our existing curriculum to meet the new

requirements.

1. Opening

i. Question: What is the estimated cost per student in the future? Answer: The cost per student is predicted to remain under the Surrey school district threshold for the foreseeable future.

ii. Question: For the 2019-2020 projection, what % of the students are not from the Canadian Reformed Churches? Answer: between 15 and 20%, as is the case now.

iii. Clarification was requested on tuition deduction by family chart. iv. Clarification was requested regarding land swap proposed and the ramifications for

the Cloverdale Canadian Reformed Church. v. Question: Is there any problem foreseen in requiring 66% threshold for supporting

this motion? Answer: Motion can be amended by the members present if desired. vi. Clarification was requested about basketball court on proposed diagram.

vii. Question: Would the church lose parking spot? Answer: No, the land swap is on paper only. In the eventuality that the remaining school property is developed, the swapped land from the school can be converted to parking space for the church, or the future board could reverse the swap at that time.

viii. Clarification regarding the 2 meter right of way on 60 Ave was made via questions and comments.

ix. Comment: Would recommend buying the two houses along 60 Ave instead of this property swap.

x. Question: Would there be no access from the back through the development? Answer: No, it would be a strata (private) road, no legal access.

xi. Comment: IF WOCS closes, it would effects the supporting churches and then the lost parking spaces would not make a difference.

xii. Comment: We do not make have to make a decision now, it is just a swap, the church can move parking to the new area if needed to replace lost parking.

c. The following motion was tabled:

Whereas

a. The projected declining enrollment at William of Orange Christian School will have a negative impact on the future operation thereof, and

b. The cost of living in the catchment area of said school has risen significantly with the last decades, and

c. The development and sale of part of the property of the Society, is an irreversible step which should receive the support of more than just a simple majority vote, and

d. A two-thirds majority of the votes of the members present at this Spring Membership meeting indicates a strong support from the membership:

Now therefore the members of the Canadian Reformed School Association (the “Society”) resolve

that, contingent on a two-thirds majority vote of the members present:

a. The board of directors of the Society is directed to take such steps as are necessary to commence with the development of the current grounds as described in the proposed document,

b. The board of directors of the Society is directed to utilize the income derived from investment of the proceeds of the sale of the property for the purpose of tuition reduction.

d. Floor was opened for members to speak to the motion: i. Value is in the school and community and not in the land ii. Real estate bias from west to east does exist iii. Would have to pay to demolish school if it would close

e. A counting committee was appointed consisting of Mike Schoen (board rep), Adam van den Hoven, and Chris Schouten

f. Given that two thirds majority was required by the motion to proceed further, and having received 65% support, the motion was not carried.

5. The chairman presented an update from the board.

a. Student enrollment will be up for the 2015/2016 school year, possibly over 80. b. The board is considering amending the bylaws to open up membership to United

Reformed Church families, and requests input from membership on this matter. c. Board had completed a Policy on Distributed Learning d. Another course was planned for the 2015 summer as part of a Reformed Education

Certificate program e. The computers in the lab will be upgraded, thanks was given to Orange Aid for providing

the funds f. Photos from the school dinner were shown

6. Presentation of 2015/2015 Budget

a. Cheryl van den Hoven and Rick Enkhorn reported on their review of financial books for the year 2014/2015, and that the books were found in good order.

b. The proposed budget for 2015/2016 was presented by the treasurer c. Questions/comments from the floor:

i. Question: How are the donations tracking so far this year? Answer: Treasurer used last year as a guideline to estimate donations for the upcoming year.

8. A motion to amend a bylaw of the society was tabled:

RESOLVED

That Article 4 Section 2 of the Bylaws of the Society be amended by deleting it in its entirety and replacing it with the following”

The “Balance Sheet” and “Statement of Receipts and Disbursements” together with the financial review shall be submitted for adoption at the annual general meeting

That Article 5 Section 5 of the Bylaws of the Society be amended by deleting it in its entirety and replacing it with the following:

The Treasurer shall keep all financial books and records of the Association. The Treasure shall receive all monies in behalf of the Association and shall be responsible for the safekeeping of the same. The Treasurer shall properly account for all funds of the Association and keep such books as may be required. He/She shall present to the Board a full and detailed account of receipts and disbursements at regular intervals during the year and shall prepare a financial statement, duly reviewed, of the Association’s financial position for submission to the annual general meeting.

a. Floor was opened for members to speak to the motion: i. Is “duly reviewed” adequate or descriptive enough? ii. Do we need two people to check books if the accountant signs the books as a

review? Do we need to have make change? iii. Are you just trying to get rid of the time spent waiving the bylaw audit each year? iv. Would change it to review by charter accountant. v. Suggests this change is sufficient, it would be require by school act. vi. We can hold the society accountable with this wording.

b. Motion was carried unanimously by show of hands. 9. Election for Director

a. There is one position to be filled. b. No additional nominations came from the floor. c. Will Faber was therefore the only nomination to fill position. d. As bylaws require directors to be elected by a vote, the meeting was asked if there was no

objections in declaring Will Faber elected by acclamation. No objections were brought forward.

e. Motion to elect Will Faber by acclamation was carried.

10. Question Period:

a. If CCES votes in favour on their URC proposal, can the Board come with a similar motion in the fall? Answer: The board thanked the member for his input, and reiterated the request for further feedback from the society on this matter.

b. Comment: Only our society should decide about the distribution of our assets; so that if the membership dissolves, the board should request proposals so that the society as a whole can decide on how to distribute its funds.

c. Comment: Outside catchment + non-Canadian Reformed today is 25% of student population, do we need a cap on that? Would encourage Board to engage membership on that topic.

d. Question: As far as the funds already spent on PDP, was it wasted? Answer: Not necessarily, the funds have laid the ground work for possible future use.

e. Question: Considering that the motion failed, and if the financial situation changes in the future would the board reconsider this proposal or is it dead? Answer: The same motion can be resubmitted at a future meeting, just not at same meeting.

f. Question: Are we past the point for combined valley cooperation as JCS is proposing an addition? Answer: No, the board clarified that it is engaged in combined board meetings, and that the renovation undertaken by JCS and CCES were required regardless.

g. Member expressed words of encouragement. Board replied that they were appreciated.

11. Closing a. Chairman requested the signing of Hymn 55: 1, 3 and thereafter Kent Dykstra

closed in prayer b. Chairman declared that the meeting was adjourned.

Church Membership Bylaw Change Proposal

Citing progress in unity discussions between church federations, some schools supported by members of

other churches in the Canadian Reformed federation (CanRC) have extended membership privileges to

members of federations in Ecclesiastical Fellowship (EF), including John Calvin Christian School in Yarrow

(JCS). Last May, membership of Credo Christian Elementary School in Langley (CCES) also changed their

bylaws to do the same. In order to maintain a common membership policy within the schools, especially

as it relates to our cooperative efforts in running the high school, the Board agreed to put this matter to

the membership. As such, the following motion (Motion 1) will be proposed to membership at the Oct

28 meeting. If this motion passes, then Motion 2 will be proposed to membership at the same meeting.

Since Motion 2 is a bylaw change, it will require a supermajority (75%) vote.

Motion 1:

The purpose of this motion is to establish if there is agreement in principle to extend Society

membership to members of the church federations with whom that CanRC has extended ecclesiastical

fellowship:

"That the Board be directed to propose amendments to the Canadian Reformed School

Association (the Society) bylaws that would enable members of churches with which the

Federation of Canadian Reformed Churches has ecclesiastical fellowship to become members of

the Society."

Motion 2:

If Motion 1 is approved, the purpose of this motion is to present specific wording changes to the bylaws.

RESOLVED:

1. That Article 1 Section 1 of the Bylaws of the Society be amended by deleting it in its entirety and replacing it with the following:

Membership is available to everyone who is a confessing member of a Canadian (or

American) Reformed Church or a confessing member of a church with which the

Federation of Canadian Reformed Churches maintains ecclesiastical fellowship.”

2. That Article 9 Section 1 of the Bylaws of the Society be amended by deleting it in its entirety and replacing it with the following:

Teachers holding permanent appointments shall be a confessing member of a church as

defined in article 1 section 1 and subscribe to the Three Forms of Unity.
