Welcome to the 2011 Ocean County Recycling Guide. Annually, the Ocean CountyBoard of Chosen Freeholders provides you with an updated comprehensive

recycling directory that we hope answers your many questions and concerns about recycling in your County and your town.

Recycling is the cornerstone of the Ocean County Solid Waste Management Planand it provides a host of economical and environmental benefits. Ocean County townssaved nearly $4 million in tipping fees in 2010 by recycling 55,235 tons of material.

Ocean County launched an Internet based waste exchange program this yearcalled 2Good2Waste Ocean County that focuses on the reuse of materials. See page 12 ofthis guide for website address. It is the first of its kind in New Jersey. The program is freeto County residents and provides an item exchange venue that lets residents give away,trade, or sell household items at a minimal price that might otherwise have ended up inthe landfill.

Other highlights of this directory are Ocean County’s schedules for the FallHousehold Hazardous Waste Program and the Fall Document Shredding Program.

The Ocean County Northern Recycling Center consists of a 60 acre site which includes a new single stream fa-cility with state of the art processing equipment, two large compost fields, backyard compost demonstration area,24 hour resident drop-off recycling center and a special waste drop-off area. The 24 hour resident recycling cen-ter is located at 601 New Hampshire Avenue, Lakewood Township. The special waste, compost and wood chippick-up areas are located at the 535 Oberlin Avenue entrance. The Ocean County Southern Recycling Center consists of a recyclables transfer station, special waste building anda compost facility whick is located at 379 Haywood Road. The resident recycling center located at 350 HaywoodRoad, Stafford Township, is open 24 hours. If you have any questions please call 609-978-0913.

FREQUENTLY ASKED QUESTIONS1. How can I recycle telephone books and hardbound books?

A: Remove covers on hardbound books and place in with regular recyclables.DO NOT recycle telephone books with regular recyclables. They are accepted at the County’s two Recycling Centers. Also check with your local public works office to see if they accept them.

2. What do I do with propane tanks?A: If your local recycling center does not accept them (check pages 6&7) contact a local propane

distributor for proper disposal or exchange. Propane tanks are not accepted at the County’s two Recycling Centers. Ask your local HomeDepot, Lowes and propane distributor about their trade-in policy. Scrap dealers may also accept them. (See page 8)

RECYCLING COLLECTIONThe New Jersey Mandatory Recycling and Source Separation Act and the Ocean County Recycling

Plan requires municipalities to make provisions for the collection of residential recyclables including: bottles and cans, newsprint, cardboard and mixed paper.

The curbside collection of recyclables varies significantly with many municipalities providing weeklycollection and others providing bi-weekly collection. All the municipalities are required to make provisions tocollect the mandatory recyclable material from residential areas. Many coastal communities have a summerand winter collection schedule to accommodate the increases in quantities generated by summer vacationers.A number of municipalities provide a drop-off center where residents can bring recyclables. Please review thetable on pages 6 and 7 for details on drop-off centers. In addition, the municipalities are responsible for thecollection of bulky items and appliances. Please contact your municipal recycling coordinator to obtain infor-mation on procedures and fees.

OCEAN COUNTY REYCLING GRANT PROGRAM:Since 2001 the County has funded over $1.3 million in municipal and school projects. The Ocean County Board

of Chosen Freeholders established this program to provide support and incentive for municipalities and schools to improve their existing recycling programs and thereby hopefully reduce the cost of trash disposal. This program offersfinancial assistance to interested municipalities and schools for projects such as improvements to existing recyclingcenters or development of new residential recycling centers, new recycling collection containers for the classroom andeducational materials to improve and increase recycling efforts in their communities. Each municipality and school district that receives funding is required to provide at least 50% of the proposed funds. The Freeholders awarded in 2011 the following schools and municipalities a total of $136,298.28: Toms River Township $39,652.50; Borough of ShipBottom $2,478.50; St. Joseph Grade School $273.00; Berkeley Township Elementary School $3,274.48; Bayville School$ 724.80; Monsignor Donovan High School $819.00; Borough of Beachwood $3,987.50; Lacey Township High School$1,897.00; Lacey Township $20,247.50; Long Beach Township $25,000.00; Borough of Seaside Heights $10,144.00;Brick Township $27,800.00. The recycling grant program is funded from the State Recycling Enhancement Act Tax andthe County Recycling Revenue Sharing Program.

RECYCLING REVENUE SHARING PROGRAMOcean County shares 50/50 with the municipalities from the sales of recyclables processed at the Materials

Processing Facility at the Ocean County Northern Recycling Center. The County returns revenues to each municipal-ity that participates in the County’s recycling program. Since the recycling revenue sharing program began in 1995 bythe Ocean County Board of Chosen Freeholders, over $12 million has been returned to municipalities. The more yourtown recycles the greater the economic benefit will be. The money can be used to fund existing recycling programs suchas improvements to existing recycling drop-off centers, purchase roll off containers or other projects deemed appropriateby the town. Towns will be receiving revenue checks that can total anywhere from $969 to $184,000 for their recyclingefforts. For the first half of 2011 a total of $917,436.01 will be awarded to the following municipalities: Barnegat$31,089.70; Barnegat Light $2,620.92; Bay Head $2,523.57; Beach Haven $6,802.56; Beachwood $13,590.84; Berkeley $48,109.07; Brick $100,222.47; Eagleswood $2,926.47; Harvey Cedars $1,590.31; Island Heights $2,851.19;Jackson $53,883.61; Lacey $48,077.66; Lakehurst $3,486.43; Lakewood $140,140.65; Lavallette $5,816.60; Little Egg Harbor $34,324.31; Long Beach Township $13,730.24; Manchester $39,362.89; Mantoloking $969.35;

SOLID WASTE DISPOSALThe solid waste generated in Ocean County has been disposed of at the Ocean County Landfill Corporation Inc. formany years.The OCLF is privately owned, has a double composite liner system, and it is seven feet thick. The OCLFis located on Route 70 in Manchester Township.

2011 Household Hazardous Waste Disposal Program

Guidelines for Proper Disposal of Household MedicationDO NOT flush unwanted medications or pour down sinks or drains. Traces of certain medications have been found in local waterways, such as Barnegat Bay. They harm fish and wildlife. Also, improper disposal in your trash allows others to divert the substanceand consume medication not prescribed to them:

• Keep medicine in original container. Mark out personal information on prescription bottles.• Mix liquid medicine with coffee grinds, cat litter or dirt. Dilute pills with water and then add coffee grinds, cat litter or dirt.• Place bottles in an opaque container, like yogurt container, and secure lid, or wrap in a dark colored plastic bag.• Hide the container in the trash. DO NOT RECYCLE.

As of January 1, 2011, due to the new ELECTRONIC WASTE recycling laws, televisions and computers can no longer be landfilled. Municipalities are required to make provisions to collectthese items for recycling or you may bring them to the County’s two Recycling Centers.

Full, partially full and empty paint cans are accepted at the following locations. The limit is 20 paint cans per day.

The Board of Chosen Freeholders with the Department of Solid Waste Managementsponsor free “how to” compost classes each spring and fall for Ocean County residentsand taxpayers. Residents can learn how to manage their organic waste and understandthe environmental benefits of home composting in these classes taught by Ocean County

Master Composters. Classes are held in the Ocean County Recycling Education Centerat the Northern Recycling Center in Lakewood Township. Classes run approximately anhour and a half and are limited to 25 people. On December 31, 2010 the New JerseyDepartment of Environmental Scrap TireGrant ended in Ocean County and thefunding that was earmarked for tire recycling in the County ended. The feethat had been waived for quite some timehas been reinstated as of January 1,2011. The County will only accept tires, no larger than 10/20, without rims, from residents only of Ocean County at our two recycling facilites in Lakewood and Stafford Townships Monday-Saturday 7:30 am to 3:00 pm.Proof of residency or tax bill must bepresented. The price per tire for residentswill be $2.00 with a limit of 5 tires daily.Also check the chart on pages 6 & 7 tosee if your local public works yard accept tires from residents.

Also beginning January 1, 2011 allOcean County municipalities, retirementvillages and schools must take the tiresdirectly to an approved tire recyclingcenter of their choosing. With the grantfunds expended and due to budgetaryconstraints, the County can no longerpay for tires recycled by these entities.See page 8 for a list of facilities that accept tires.

• The Residential Document Shredding program is to provide residents and taxpayers with the opportunity to recycle their old documents and files safely and securely.

• The service representatives are uniformed, bonded and insured.• The shredding unit features an automatic feeding and dumping system, eliminating human contact with your documents and forms.

• Each vehicle is limited to 6 boxes or bags of documents each day.The program will be held Thursdays, Fridays and Saturdays.

The program is for all paper documents and paper forms. Paper clips and staples DO NOT have to be removed.
