Submitted herewith is the Preliminary Assessment for the subject site.
The Woodlawn Landfill is located on a 37-acre property that .formerly served as a sand and gravelquarry. Two large pits were excavated during the quarrying process. Cecil County, Marylandoperated the landfill from 1965 until 1978 with the intention of filling the pits with agricultural,municipal, and industrial wastes. From 1965 to 1973, the dump was opea.on a 24-hour basis; hence,no records exist documenting waste types disposed of at the site. The only documented wastedisposal was by Firestone Tire and Rubber Company, who placed polyyinyl chloride (PVC) sludge inthe two cells. In January 1978, the landfill was closed under court order and the two PVC cells werecapped in the spring of 1981.
On numerous dates in 1982 and 1983, the Maryland Department of-Health and Mental Hygienesampled nearby stream locations, domestic wells, and on-site monitoring wells. (See attachment 3for the laboratory results.) NUS FIT 3 completed an available information site investigation (TDD No.F3-8305-66), utilizing the state's laboratory results on July 10, 1984.
NUS FIT 3 was tasked by ERA to conduct a site investigation (TDD No. F3-8403-23) of the WoodlawnLandfill. The final report was completed on March 18, 1986. See attachment 4 for the laboratoryresults of that investigation.

NUS FIT 3 completed a Hazard Ranking System (HRS) report for the Woodlawn site based on thestate's laboratory results. The HRS (TDD No. F3-8506-12) was completed on October 15, 1985 and thescore for the landfill is 50.05. See attachment 5 for HRS summary sheets.

General Description of the Facility:
Woodlawn Landfill is operated by Cecil County and has been in operation since1965. Originally, the 37-acre property served as a sand and gravel quarry,resulting in 2 large pits. One pit measured 70 feet by 30 feet by 13 inches. Itwas the county's intention to fill these 2 pits with waste from agricultural,industrial, and municipal sources. The dump was open on a 24-hour basis until1973. As a result, there are few records as to what was disposed of at thedump. The only documented waste disposal was by Firestone Tire and RubberCompany, who placed PVC sludge in 2 pits. In January 1978, the landfill wasclosed under court order and the 2 PVC cells were capped in the spring of1981. A total of 21 monitoring wells have been installed throughout the site.
