1.0 Introduction
The Course MPT1233, Organization and Management of Resource Center
introduces the students to two important areas in an organization which are
resources and information management. This course focuses on resource
center management, human resource management and smart learning
activities. Students enrolled in this course learn various aspects of
management and administration which centered around 21st century Resource
Center. The topics lectured is an eye-opener to the students on the crucial
function of Resource Center in an education center. Students graduated from
this course are expected to implement the knowledge acquired in their workplace, either directly if they have the authority to do so, or indirectly by
giving suggestions to the management. By strengthening the function of
Resource Center, the government’s intention of creating a smart school
learning environment in all Malaysian schools can be achieved in the near
future
2.0 The Smart School Concept
The idea of smart school emerges from the need to fulfill Vision 2020. Smart
school moves from traditional education which relied on memory-based
learning to an education that stimulates thinking and creativity which
caters to individual abilities and learning styles. (Smart School Conceptual
Blueprint, 1997). Smart School students are students who are self access, self directed and self-paced. In order to function effectively with this type of
students, a Smart School needs to upgrade its resources and also the skills of
its professional staff , particularly the teachers. This report presents the
training path required to handle the resources and staff professional
development program to adapt into the ever changing education environment
to have better communication with the students and achieve a more
effectively teaching and learning process.

3.0 21st Century Resources
In order to identify the training process in the teacher’s professional
development program, the idea centered around the term resources. Our
teaching method evolves from the traditional style of using chalk and
blackboard to relay information to students to a virtual education system
where students and teacher do not need to be present at the same place.

3.1 “Hard” Resources
This type of resources are the type that has been around for hundreds of
years and are very familiar to everyone of us. Examples are:

• Reference Books
• Printouts (Articles, notes, exercises)
3.2 “Soft” Resources
“Soft” resources emerge from the increasing usage of personal computer
which then evolve towards the internet usage for teaching and learning.
The following portrays some of these “soft” resources.

3.3 Virtual Classrooms
The internet, which started as a private project for United States is now
being accessed by billions of people on earth. The popularity of the
internet leads to the development of virtual classrooms which consists of
one or more of the following aspects:
• Emails
• Facebook / Twitter (Chat, Message, Newsfeed)
• Learning management System
(Email, Forums, Download and upload assignment)
• Video Conferencing (Skype, MSN Messenger, Yahoo, Messenger)
• Mobile technology
• EduWebTV
3.4 Digital Teaching and Learning Tools
Digital teaching and learning tools are tools that are used to facilitate a
teaching and learning session. There are increasing usage of these tools,
because they present a more interesting session for the students. The
disadvantage is, some of the cost of these tools are outside the financial
limit of most of Malaysian schools. The following are examples of these
tools:

In the modern education era, new terms are introduced to represent the current
education trends. They are

5.0 Learning partners
Smart Learning partners usually works at the national level. They introduce
the current trends of education and the information is then cascaded down to
the teachers in school through appropriate channel. In Malaysia, the following
learning partners are the ones that have active association with the education
system. They present a virtual learning environment and stimulating learning

activities to the students. However, some of their activities are limited to the
schools selected by the government. They are:

6.0 Training and Nurturing school teachers
The task of producing a successful smart learning school environment lies in
the hands of the following people. They are:
• The government (Ministry, State Officers, District Officers)
• The School Administration
• The teachers
• The parents
The government is responsible to introduce the smart school concept which is
a resource centered school environment to the school management and,
highlighting the importance of deploying a smart school education. The
government also provide the training required to selected staff from the
school, either to the school administration or to a specific teacher such as the
Media Teacher or the ICT teacher. Parents involvement should not be left out
because once they are aware of our national education direction, those who are
technology literate can help the school in achieving its goals. It is then the role
of the school administration to plan and implement the comprehensive and
nurturing and training plan for the teachers. The nurturing and training plan
should be constantly monitored, evaluated and revised to ensure that the plan
is catered to every teachers’ skills and current school environment.

that will be integrated into the school program. They are

6.1 Creating management awareness
In order to ensure any program is successful, support of management is
very important. Currently, school management is still focused on
result based output learning compared to resource based smart
learning. Therefore, school management needs to be reoriented on the
advantages of the smart learning environment before any training plan
is devised. The information awareness are usually passed top down,
shared among schools management offices or relayed by the people
responsible to carry out tasks given by the ministry. A good training
plan handled by a strong committee with full support from the
management is the key factor in a successful development program.
6.2 Setting up a Learning Resources Training Committee
A good development program must be led by a strong committee. This
committee should be formed in the beginning of the school year and
documented in the School Yearly Management Handout. The
committee should include:
• The Principal / Head Masters
• The Senior Assistants

• The Head of Departments
• The Media Teacher
• The Technology Literate Teachers
• Any teacher deemed appropriate to carry out needed tasks planned
by the committee
6.3 Set up the schedule, strategic planning and action plan
The first task of the Learning Resource Training Committee is to
create the 5 year strategic plan followed by the yearly action plan.
These plans and the associated schedule should be monitored,implemented, reviewed and revised when necessary.
6.4 Survey the teachers to get their learning resource background
The initial stage of the training plan is to get the teaching and learning
resource background of each teacher. Every teacher should be profiled
before an appropriate training program is devised. The survey should
explore the teachers’ background on the following three areas:
a) Resource Handling Skills and Awareness
Office Skills
(Word Processing, Presentation, Spreadsheet and Database)
Usage of various learning CDs
TV Learning Channels
Email skills
(attach, detach, forward, reply, reply to all, cc, bcc)
Internet skills
(browsing, searching, upload, download, sharing online file)

program stage.

6.5.1 Introduce the latest terms and concepts in education
New terms and concepts in teaching and learning are usually
introduced in seminars, symposiums and educational
gatherings. These terms portray the current type of education
trend. The terms introduced will then be relayed to the teachers
.
6.5.2 Implement training modules in stages
After analyzing the teachers teaching portfolio and skills that
has been surveyed, training modules are set up. These trainings
are of various type and should be planned carefully. The
trainings can be categorized:
• heavy and time consuming training
• moderate training
• light training
Heavy and time consuming training
Proposed time: Once or twice a year
This type of training range from one to several days to
complete. Therefore, it should be divided into several parts.
The training parts planned should consider the amount of input

that the teacher can absorb. After all, not all teachers are young
teachers who can readily and actively absorb new information.

Light training takes from minutes to an hour. Since they are
light, these trainings can be performed as updates that can be
distributed through emails. The updates can also be done as
briefings during the school meetings. Some of the updates of

6.5.3 Encourage and monitor teachers’ subscription / enrolment toonline teaching and learning resources and association with
education learning partners
Having been a technology literate teacher, teachers can
individually subscribe to newsletters of online teaching and
learning resources, online teaching and learning organizations
and education learning partners. These online resources
always keep up with the latest developments and will broadcast
the developments to their subscribers. Discussions and issues
carried out will give new dimensions and perspectives to the
teachers. Among these useful online sites are:

6.5.4 Encourage and monitor group implementation in using the
new resources
Implementing the teaching and learning resource in daily
session single handedly can be very time consuming. To
overcome this problem, teachers should form groups among
themselves to decrease the burden and pressure of
implementing the new resources. Good teamwork and support
always help a project to run better.
The group implementation will initially be assigned by the
Training Committee. The group then conduct the class session
using the new resources in front of the management and
training committee. The management and central training
committee should give full support and encouragement to the
teachers.
6.5.5 Monitor and recognize teachers that use various resources in
their teaching and learning
Implementation of using resources in teaching and learning
should be constantly monitored by the learning resource
training committee. Teachers who introduce the newly trained
resources should be immediately praised and recognized. This

will boost their morale and at the same time, inspire other
teachers to follow in their footsteps. A documented
appreciation certificate is one form of recognition that enhance
the teachers teaching portfolio.
6.5.6 Assign teachers to give the weekly learning resources tips
through emails which can promote collaboration and sharing
among the teachers
Upon subscription to these online resources, newsletters are
usually emailed out to teachers. The teachers then should
share these knowledges by emailing related useful teaching and
learning resources and techniques to their peers. Since resource
are constantly updated and new resources emerge, not all
teachers have the time to keep up with the latest developments
and innovations. Weekly announcements would certainly help
the teaching in keeping track with these developments and
updates. After all, the teachers have been trained to use the
emails actively and effectively.
6.5.7 Annual In-house competition
(can be nominated for the innovation awards)
An in-house competition can boost the teachers enthusiasm in
using various resources in teaching and learning. Even though
not all teachers are ready to compete, those who are
enthusiastic can be the ones who motivate others to do so.
Technology and resource literate teachers will increase
gradually and in the end, this development will help the total
school organization environment.
6.5.8 Setup Strong Resource Support staffs
(Media teacher, ICT teachers)

All trainings will be followed by practical work. During
practical, teachers may face difficulties in applying the types of
resources learned into their teaching and learning session.
These problems must be handled efficiently to prevent the
teachers disappointment and becoming demotivated.
Therefore, a strong resource support staffs should be appointed
to handle these problems. These staffs should be led by the
Media Teacher and the staffs can come from the ICT teachers
or any recognized technology or resource literate teachers.
6.5.9 Link with Parent Teacher Association, parents and
community
Parents active involvement in school activities has always been
the boosting factor of a successful school. The support are
usually organized by the Parents Teachers Association
Committee members who organize the supporting innovative
ideas and monetary contribution to help school in running its
activities.
6.5.10 Parents and Students assessment
Parents and students can become constructive critics to the
teachers. Teachers’ effort in maximising the use of resources
to facilitate a project based learning in school can be
constantly analyzed and evaluated by both parents and students.
After all, parents involvement is the key to ensure the success
of their children.
6.6 Costing
The cost of development program is divided into two areas :

• Cost of training programs
o In-house training
o National training
o Vendor training
• Cost of acquiring resources
The in-house training programs are usually free since it is conducted
by internal staff. The national training courses can either be directly
sponsored by the government or charged at an affordable cost. Vendor
training is very rare. Vendor training will be taken into account if the
school is very serious in upgrading its teachers’ skills and can providethe necessary financial assistance to cover the teacher’s expenditure.
The role of Parent Teacher Association becomes crucial when it comes
to supporting a school program. Since professional development
contributes directly to the develoment of students, the Parent Teacher
Association should provide the necessary financial assistance to run
the development program and also to acquire the resources suggested.
6.7 Year End Evaluation
The development program is part of a 5 year strategic plan. Therefore,
a program review should be conducted at every year end to analyze the
effectiveness of the year’s program in educating the students. Any
strengths should be taken into account and repeated in the next
program. Weaknesses will be further analyzed to find the source of
problems and the ways to overcome it. The action plan for the
following year’s development plan depends strongly on this year end
evaluation.

The development program is a continous development process to enhance the
teachers’ skills and performance in coping with the robust, active students.
These students crave for stimulating teaching and learning activities instead of
the boring traditional classroom type of teaching and learning. If the school
management and the teachers can see beyond their students’ expectation and
work towards that, surely learning will be the most fun thing for children
because ….
