Salary & Entitlements

Pay in the Air Force is much more than just a salary. There are many factors that come into play. The next few pages are designed to explain what makes up your pay and entitlements

Salary & Entitlements

1. Basic Allowance for Housing (BAH): This is a monthly TAX FREE

allowance given to those who choose to live off base to offset off-base

living expenses. BAH is based on location, rank, and dependency status.

2. Basic Allowance for Subsistence (BAS): All members receive a

monthly TAX FREE food allowance. This amount is what they estimate it

would cost to feed you for a period of one month at a dining facility. BAS

for officers is $223.04

3. Federal Tax Advantage: Air Force personnel receive additional

indirect compensation since allowances are not taxable. These allowances

include BAS, BAH, Overseas Housing Allowance (OHA), Cost-of-Living

Allowance (COLA), and Family Separation Allowance (FSA).

4. State Income Tax Advantage: Most states do not withhold state

income tax for those serving in the military. Conceivably you could go 20

years without having to pay any state income tax. Check with your state to

see if this applies to you.

Salary & Entitlements

5. Medical and Dental: As an active duty member, the Air Force

provides you complete health care with no out of pocket

expense. Should you require treatment that is off base, the Air Force

will provide for that as well. Should you need medical attention while

on vacation, regardless of location, you are covered.

The Air Force Medical Service also provides required dental care for

all active duty personnel at no cost to the member.

Salary & Entitlements

6. Military Leave: Accumulates 2.5 days leave per month (30 days of

leave with pay each year) that can be carried forward (maximum of 60

days) into the next fiscal year.

7. Military Pay Raises: Every year you will receive a cost of living

raise. Every other year after 4 yrs, (ie: 6, 8, 10, etc.) you will receive

an additional pay raise called a longevity raise. So basically you will

receive 2 pay raises every other year, on top off any pay raise one gets

from being promoted.

8. Special and Incentive Pays: Air Force members may be entitled to

selective reenlistment bonuses, accession bonuses, proficiency pays,

career incentive pays, deployment pays, hazardous duty pays, and

other special pays depending on specific qualifications.

9. Solders' and Sailors’ Relief Act: Any debts incurred prior to entering

the military, that have an interest rate higher than 6%, has to be

reduced to 6% upon the request of a military member. It will remain

at 6% for the entire time that one is in the military.

10. Tax Free Shopping: Every base has it’s own grocery store

(Commissary), department store (Base Exchange “BX”) and

convenience stores (Shoppette). All items sold at these stores

are tax free. Food sold at the commissary is sold at cost, in

addition to being tax free. All purchases on a base are tax free,

to include going to the movies on base, the bowling alley, the

golf course etc.

Salary & Entitlements 5. Medical and Dental: As an active duty member, the Air Force

provides you and your family (if applicable) with comprehensive

medical care. TRICARE is the name of the Defense Department’s

regional managed health care program. Under TRICARE, there are

three health plan options: TRICARE Prime (all active duty are

automatically in Prime, but family members may choose to enroll in

this plan); TRICARE Standard (a “fee-for-service” plan) TRICARE

Extra (a Preferred Provider Organization plan). Under TRICARE

Prime, you will have an assigned military or civilian primary care

manager who will manage all aspects of your care, including referrals

to specialists. Prime has no deductibles, cost-shares, or co-payments

except a nominal co-payment for certain prescriptions filled outside of

the military system. The personal costs experienced by you or your

family will vary depending on the TRICARE option you select. For

additional information, please contact the Beneficiary Counseling and

Assistance Coordinator at the nearest military treatment facility.

The Air Force Medical Service provides required dental care for all

active duty personnel at no cost to the member. Family members may

receive dental care through the military system in many OCONUS

locations, or through the TRICARE Dental Program (TDP), available

in both CONUS and OCONUS areas. The TDP is a dental insurance

program, with monthly TDP premiums that are cost-shared by the

Department of Defense (i.e., government pays 60% and the sponsor

pays 40%). The sponsor’s monthly premium payment is about $8

when a single-family member is enrolled and about $20 for two or

more enrolled family members.

Educational Programs

Air Force Nurses enjoy a wide variety of opportunities to continue their education. A brief overview of several available programs is provided below:

Nurse Transition Program: This course is designed to facilitate the transition of novice nurses into the USAF Nurse Corps and prepare them for their roles and responsibilities as officers assigned to AF Medical Treatment Facilities (MTFs). The primary focus is to provide nurses an opportunity to gain experience and competence in

direct patient care under the supervision of a nurse preceptor. This 10-week program includes didactic and clinical components correlated with JCAHO, ANA standards, and Air Force directives. Held at several different locations

throughout the continental United States.

Nursing Service Fundamentals: Introductory-level correspondence course designed to prepare nurses to deal effectively with day-to-day situations encountered on AF nursing units. Additionally, the course facilitates an

awareness of the nurse manager role. Some components include cultural diversity, sexual harassment, followership, mentoring, manpower and duty schedules, ethical decision-making, and delegation. Prerequisite to selection for

Nursing Service Management (see below).

Flight Nursing: Trains nurses pre-selected for a flying assignment as a member of the medical crew in aeromedical evacuation units. At Brooks AFB, TX, the 5 ½-week course includes principles of aerospace medicine;

altitude physiology; specialized techniques necessary for safe and efficient transportation of patients by air in peacetime and wartime environments; life support principles, procedures, equipment, and techniques; and survival

skills. Provides the knowledge and skills required for management and nursing care of patients in flight.

Clinical Hyperbarics: Provides training necessary to function as a hyperbaric medicine nurse, emphasizing management of total patient care for critically/chronically ill patients selected for hyperbaric oxygen therapy.

Attendees participate in all phases of clinical hyperbaric medicine, including wound care, in this 7-week course at Brooks AFB, TX. Students gain experience in emergency practice to include treatment of decompression sickness,

air embolism, carbon monoxide poisoning, and gas gangrene. Four weeks of job qualification training is then mandatory at the selectees’ clinical hyperbaric site before the nurse is considered fully qualified.

Nursing Service Management: This 32-day course in residence at Sheppard AFB, TX provides training in the knowledge and skills needed to perform the duties associated with nursing management positions. Some topics

covered include regulatory agencies, standards of practice, responsibilities, management tools, quality assessment/improvement and risk management, duty scheduling, and performance evaluations. Completion of

Nursing Service Fundamentals is mandatory before selection to attend NSM.

Operating Room: Provides training to enter the operating room nursing career field, AFSC 46S1, from other NC career fields. Course consists of two weeks of didactic training and ten weeks of clinical experience under direct

supervision of the course supervisor and approved preceptors. Emphasis is placed on development of the perioperative role and ability to function effectively and safely as a surgical team member. Creation of an optimal

surgical environment, utilizing the principles of aseptic technique and infection control practices, is stressed. Operating room nursing responsibilities during OR emergencies, peacetime disasters, and wartime medical

readiness are also emphasized. Selection is competitive. .

Education cont. Neonatal Intensive Care Nursing: This new 10 week course is scheduled to begin in late FY 02.

Provides training to enter the Neonatal ICU nursing career field 46N1F, from other NC career fields. This course provides training for neonatal nurses in the knowledge and skills necessary to perform the duties of a clinical nurse in a Level II-III neonatal intensive care unit. This course will include emergency response to newborn deliveries and concepts of neonatal transport. Instruction is geared toward providing the basic

knowledge and hands on training needed in assessing, planning, implementing, and evaluating care of the neonatal patient. Selection is competitive.

Perinatal Nursing: This 6-week course, held at Langley AFB, VA or Lackland AFB, TX, provides training for

new perinatal nurses in the knowledge and skills necessary to perform duties as a staff nurse on an obstetrical unit, including labor and delivery, postpartum and newborn nursery. Instruction is geared toward

providing the basic knowledge and hands-on training needed in assessing, planning, implementing, and evaluating care of antepartum, intrapartum, postpartum, and neonatal patients.

Health Professions Education and Training Course: Four-week course held at Sheppard AFB, TX to

prepare both officer and enlisted members for various roles in education within the Medical Group. Attendees make several oral presentations and accomplish various individual and group learning projects. Content focuses on initial orientation of medical group personnel, in-service education, and continuing education. Included are such topics as assessing learner needs, teaching adult learners, planning and implementing

educational programs, evaluating effectiveness of educational endeavors, and management of Group Education and Training.

Nurse Anesthetist: Selected RNs participate in a two-year master’s degree program through selected universities, which are fully accredited by the American Association of Nurse Anesthetists. The didactic

instruction involves areas such as general anatomy, physiology, physics, chemistry and pharmacology. The clinical phase is accomplished at various Air Force Medical Centers. Selection is competitive.

Sponsorship for Graduate Study: Through the Air Force Institute of Technology (AFIT), nurses are selected each year to earn a graduate degree, at the Air Force’s expense, from civilian colleges and

universities all over the United States. Tuition and fees, as well as full pay and allowances are provided while obtaining a master’s or doctoral degree. While a student, nurses are not assigned to any other duty.

However, time limits do apply for completing degree requirements and additional service commitments are incurred. Several degree majors/clinical specialties are generally offered based on forecast needs of the AF

Medical Service. Examples of some opportunities include: family nurse practitioner, pediatric nurse practitioner, women’s health nurse practitioner, and midwifery; clinical nurse specialist such as critical care,

maternal/child,emergency/trauma, pediatrics, neonatal, adult health, mental health, and gerontology; community health nursing, nursing education, and nursing administration. Selection is competitive.

Continuing Education Contact Hours (USAF NC requires 60 hours every 3 years, state

requirements vary): The USAF NC supports professional growth and development through continuing education programs. Several funding sources exist to send nurses, expenses paid, to educational offerings

such as national conventions of nursing specialty organizations and other local and national education conferences/courses. In addition, the NC continues its tradition of commitment to education through its Continuing Education Approval and Recognition Program (CEARP). Contact hours activities, approved

through CEARP, are often held right in the workplace and are possible because the NC is an accredited approver unit of the American Nurses Credentialing Center Commission on Accreditation (ANCC COA).

Nurse Transition Prog.

Air Force Nurse Transition Program

Overview:

The Nurse Transition Program (NTP) is an initial training program for new nurses with less than

12 months of nursing experience to gain skills in the exciting world of nursing. The course is offered at six training sites: Andrews

AFB MD, Keesler AFB MS, Lackland AFB TX, Scott AFB IL, Travis AFB CA, Eglin AFB FL and Wright Patterson AFB OH.

This program is 10 weeks in length.

The first week occurs in a classroom environment where documentation and assessment, intravenous therapy, infection control,

respiratory care, annotation of orders and other relevant topics are taught.

The next five weeks, clinical rotation one, occur on an assigned nursing unit in which the student enhances their clinical skills. The

new nurse will work with a dedicated preceptor whose primary purpose is to train, educate and mentor while the nurse is on that

unit.

Clinical rotation two begins the sixth week of the program. The student is assigned to a new floor and a new preceptor. The focus of

this rotation is to improve clinical skills and begin team leading. The final day of the program consists of a formal graduation for all

students who have met the program objectives. Students assigned to the NTP may remain at the training site as a permanent party or

they may be assigned to another base. In either case the new nurse will know their follow on assignment prior to beginning the

program.

NTP PROGRAM OBJECTIVES The NTP is 10 weeks in duration. The first 3 days are didactics: documentation/assessment, medication administration,

computational pharmacology, annotation of physician orders, supervision and management (nurse/technician interactions), Basic

Life Support, and emergency response and procedures

First clinical rotation: 5 weeks, geared toward skills acquisition. The following Air Force Nurse Corps core competencies are

used: venipuncture, IV drip/piggyback medication administration, IV heplock, IV push/bolus medication administration, peripheral

IV cannulation, administration of blood/blood components, anaphylactic shock/blood transfusion reaction computational

pharmacology (used in didactics), and emergency response and procedures (used in didactics).

Second clinical rotation: 5 weeks, geared toward team leading. They have to be able to manage a team of patients by graduation;

accomplish admissions, discharges, pre-op and post-op management of patients. Currently they get training on ethics and

leadership, as well as age specific care.

There are progress checklists that students must pass to graduate. They also have to pass the computational pharmacology exam

and the anaphylactic shock/transfusion reaction test.
