Dimensions of Accounting Profession, Board Meeting and other Committee meetings held on 12-13 August 2016 at Tahachal, Kathmandu, Nepal.

South Asian Federation of Accountants (SAFA) is a forum of professional accountancy bodies of this region. Representatives from the accounting bodies and a large number of delegates from SAFA countries have thronged the convergence in Nepal.

ICAB Vice President Adeeb H Khan FCA, also Chairman, Professional Ethics and Independence Committee-SAFA, presented the Key-note on "IESBA Code of Ethics - 2014: Sustaining Public Trust" in the conference organized by the Institute of Chartered Accountants of Nepal (ICAN) on 13 August 2016.

ICAB Council Member & Past President and SAFA Vice President ASM Nayeem FCA chaired the Session-III on ‘Ethical Compliance: Country Experience’ while M. Farhad Hussain FCA shared current status, challenges and way forward in relation to ethical compliance from Bangladesh perspective.

Mr. Adeeb said a statutory audit report may be addressed to shareholders, and perhaps in most reasonably developed jurisdictions, our legal responsibilities can be limited to this group, but public perception and expectation can be very different.

He said that recently cyber crimes have risen on alarming proportions and it is expected that regular statutory financial audit to unearth every error, irregularity and weakness in all aspects of a business, and address all major expectations of key interested parties. The meeting took cognizance of the reports from the Committee for Improvement in Transparency, Accountability and Governance (ITAG), Small & Medium Practices (SMP) Committee, Professional Accountants in Business (PAIB) Committee, International Relations Committee and Committee to Study Fiscal Regimes and other Statutory Requirements of Business in SAARC Region.

The SAFA Board discussed the status of actions on decisions taken in earlier meetings on several issues like Gap Analysis On Quality Control Mechanism, Revised Terms of Reference (ToR) Of Committee on Quality Control, Survey on compliance of IESBA Code of Ethics by Professional Accountants in Practice in the countries of SAFA Member Bodies, Joint SAFA-IFAC Program on Code of Ethics for Professional Accountants in Practice and in Business, work towards IFAC Regional Organization Status for SAFA, SAARC Agreement on Trade in Services, Virtual Knowledge and Training Centre for Financial Reporting in South Asia, Document on Rights & Obligations of Member Bodies for VKTC, Project on Integrated Reporting, Exploring

possibility of joint SAFA-IFAC PAIB Forum, Strengthening Collaboration between Professional Accountancy Organizations and Supreme Audit Institutions, Sustainable Development Goals (SDGs) and the Accountancy Profession.

Update on MoUs and Collaborations signed by SAFA and Way Forward, Nomination of 2-3 Arbitrators by each member body for inclusion in panel being maintained by SAARC Arbitration Council, invitation of Ministry of Finance, Afghanistan as Observer, etc. were also discussed.

The issue of the participation of the winners of Integrated Reporting Awards was discussed elaborately. It was further clarified that only winners of national competition can participate in SAFA awards and direct entry will not be

allowed. The Board cleared that in the BPA Awards organized by SAFA, nominations are taken from countries and not from member bodies.

Dear Fellow Members,

Assalamu Alaikum and greetings to all of you.

I am in the second half of my tenure as President. Since my joining in January 2016 I gave attention to the development of this profession by taking initiative for arranging trainings, seminars and workshops. A good number of such events took place in the month of August too. All these activities made this month vibrant and the coming months will be more eventful as planned. These will help the members to enrich their professional lives which is my top priority- to glorify this profession pertaining to regulatory compliance issues. I also gave special attention to develop the relationship with the government bodies and other regulatory bodies. This will enhance the image of ICAB at home and abroad.

Now let me update you on some major activities accomplished during the month of August.

Members’ Conference on 'BFRS 15: Revenue from Contracts with Customers'Members’ Conference on 'BFRS 15: Revenue from Contracts with Customers' was held on 20 August 2016 at ICAB auditorium. Vice-Chancellor of North South University Professor Dr. Atiqul Islam was the chief guest. ICAB Past President Mr. A N Altaf Hussain Siddiqui FCA, chaired the session and Council Member and Proprietor, MMH & Co., Chartered Accountants Mr. Md. Mahamud Hosain FCA

presented the conference paper. I delivered the welcome speech.

Citing examples from some foreign countries, Professor Dr. Atiqul Islam, also a Chartered Accountant said, accountants face many problems in Bangladesh like all over the world. He expressed his willingness to work with ICAB in academic issues so that the relationship between the two organizations is strengthened.

Mujibul Haque PhD and Lecturer, School of Business of the University Mr. Rakibul Hasan, CPA, ACMA attended the meeting.

The issues like exempting undergraduate qualified members of ICAB from B.B.A degree by NSU, awarding members of ICAB, who are already Graduate/Post graduate, MBA /MS in different subjects by NSU, holding a day long career counseling program by ICAB at NSU campus for encouraging the students to study CA, exempting NSU B.B.A/M.B.A students in CA, mutual exchange of knowledge, etc. were discussed in the meeting.

The meeting formed a 6-Member Sub-Committee with the members Mr. M. Mahboob Rahman PhD, Dr. M. Mujibul Haque, Professor & Chairman, Department of Accounting & Finance, NSU, Mr. Rakibul Hasan, CPA, ACMA, Lecturer, Schol of Business, NSU and Mr. AKM Rahmat Ullah FCA, Mr. Mahbub Ahmed Siddique FCA and Ms. Yesmin Hosna ACA.

World Bank-ICAB Meeting on LGSP-II & IIIWorld Bank representatives Ms. Fen Wei, Consultant, Urban, Rural & Social Development and Mr. Saurabh Rijal, Consultant, Nepal Country Office held a meeting with me and Council Member Mr. Md. Mahamud Hosain FCA at CA Bhaban on 7 August 2016. ICAB Director Mr. Mahbub Ahmed Siddique FCA and Deputy Director (Technical) Mr. Mohammad Golam Shariar ACA also attended the meeting. The meeting discussed about ICAB’s technical support to LGSP-II and the prospective support to upcoming LGSP-III.

Workshop on Code of EthicsICAB Center for Professional Excellence (ICPE) organized a workshop on ‘Code of Ethics for Professional Accountants’ on 13 August 2016 at CA Bhaban. A total of 41 members of the Institute participated in the workshop. ICAB Council Member Mr. Gopal Chandra Ghosh FCA, Mr. Md. Rokonuzzaman FCA and CFO of Lafarge Surma Cement Mr. Masud Khan were the resource persons.

Certificate Course on Competitive Business Strategy & Innovation ICAB Centre for Professional Excellence (ICPE) organized an intensive course on “Competitive Business Strategy & Innovation” for members of the Institute on 11 August 2016 at CA Bhaban. A total of 24 participants attended the workshop. The workshop will continue till October 2016.

Assistant Professor of Institute of Business Administration (IBA) of Dhaka University Mr. Mohammad Saif Noman Khan was the resource person.

Workshop on BFRS On 13 August 2016, the ICAB Centre for Professional Excellence (ICPE) organized workshop on BFRS specifically designed for the key professionals of the financial sector in Bangladesh. A total of 48 Professionals from all areas of financial institutions, Regulators & Auditors, Organizations dealing with Compliances and Reporting, etc. participated in the workshop. ICAB Past President Mr. Md.

Jainul Abedin FCA inaugurated the workshop.

Resource persons of the workshop were Mr. Snehasish Barua FCA, Mr. Wasequl Huq Reagan ACA, Mr. Ashraf-Uz-Zaman Ali ACA, Mr. Mohammad Salahuddin Chowdhury FCA, Mr. Muhammad Aminul Hoque FCA, Mr. Sk. Md. Tarikul Islam FCA and Mr. Sabbir Ahmed FCA. The workshop will continue till October 2016.

RCPAR Jury Board Meeting The Jury Board meeting of the Review Committee for Published Accounts and Reports (RCPAR) was held on 21 August 2016. All the Jury Board member; Ms. Rokia Afzal Rahman, Former Advisor, Caretaker Govt. of Bangladesh, Professor Wahiduddin Mahmud, Former Advisor, Caretaker Govt. of Bangladesh, Mr. Md. Matiul Islam FCA, Chairman, Industrial and Infrastructure Development Finance Company (IIDFC) Limited, Mr. A.H.M. Moazzem Hossain, Editor, The Financial Express, Mr. Faruq Ahmad Siddiqi, Former Chairman, Bangladesh Securities & Exchange Commission (BSEC) and Ms. Parveen Mahmud FCA, Chairman-RCPAR committee, Member Council & Past President-ICAB attended the meeting. I along with other RCPAR Committee members were also present. The Jury Board has expressed full satisfaction over the process of evaluation of the annual reports of different entities.

Dhaka Regional Committee-ICAB arranged a colorful reception ceremony for the newly qualified Chartered Accountants on 27 August 2016 at CA Bhaban.

The newly qualifieds expressed their feelings, their story of patience and endurance in obtaining the coveted CA degree.

Dhaka Regional Committee-ICAB held Round Robin program on “ ERP software-implementation & audit” on 27 August at ICAB members’ lounge, CA Bhaban. ICAB senior member and distinguished IT expert Khandaker Atique-e-Rabbani FCA conducted the session as the Lead Speaker.

About 30 members of the Dhaka region of ICAB were engaged in the interactive session and enjoyed a lot. Active participation by most of the members on various ERP related issues has made the Round Robin program success.

ICAB Academic Campus NewsThe Pre-examination Classes for Professional Stage-Knowledge Level (14th Batch, Sections: A-J) which were started from 05 June 2016, for Examination Session: November- December 2016, concluded on 31 August 2016. There were 582 students joining with 127 teachers for the Class Session: June-August 2016.

As a result, the cumulative number of participated students of ICAB under new curriculum has come up to 11,068 till August 28, 2016.

On the other hand, a session for the students who have not yet been attained to the existing schedule of Professional Stage-Knowledge Level will be commenced from Tuesday, 06 September 2016. Students intending to

attend the classes will be required to enroll/register their names on or before 31 August 2016 at ICAB Academic Campus. All concerned students are requested to submit application through and with the recommendation of the respective Principal of the Firms, to the address of ICAB Academic Campus.

The regular classes for the students of Professional Stage-Application Level (13th Batch) and Advanced Stage (12th Batch), for Class Session: September-November 2016, will be started from 06 September 2016 at ICAB Academic Campus. A Notice has already been issued in this regard, and all the concerned students are advised to enroll for the classes by 31 August 2016 at Campus, and to join the session accordingly.

Within the month of August 2016, the Vice President (E&T)-ICAB, Mahmudul Hasan Khusru FCA visited the ICAB Academic Campus on 05,19,23 & 26 August 2016, during the class-hour in the evening shift, and also Fridays' session. He talked with the students and faculty members, to know about the improvement areas which are needed to make the campus environment, services and activities even more better. He has already advised all the concerned for implementation of the outcomes of the visit.

Besides, the refurbishments of ICAB Academic Campus at 51-53, Kazi Nazrul Islam Avenue, Kawran Bazar Commercial Area, Dhaka-1215, have mostly been done, and the rest works of car parking and mezzanine floor will be completed by September 2016.

Workshop on Code of EthicsICAB Center for Professional Excellence (ICPE) organized a workshop on ‘Code of Ethics for Professional Accountants’ on 13 August 2016 at CA Bhaban. A total of 41 members of the Institute participated in the workshop. ICAB Council Member Gopal Chandra Ghosh FCA, Md. Rokonuzzaman FCA and CFO of Lafarge Surma Cement Masud Khan were the resource persons.

A total of 48 Professionals from all areas of financial institutions, Regulators &

Auditors, Organizations dealing with Compliances and Reporting, etc. Participated in the programme. ICAB Past President Md. Jainul Abedin FCA inaugurated the workshop.

shifted from cottage to large scale manufacturing industry, then the importance of Accountants had become more. Now, Accountants are playing diversified roles for promoting transparency and accountability in financial sector.

Vice-Chancellor of North South University Professor Dr. Atiqul Islam said these in his speech as the Chief Guest. ICAB organized the seminar on 'BFRS 15: Revenue from Contracts with Customers' on 20 August 2016 in its auditorium. ICAB Past President A N Altaf Hussain Siddiqui FCA chaired the session and ICAB President Kamrul Abedin FCA delivered the welcome speech. ICAB Council Member and Proprietor, MMH & Co., Chartered Accountants Md. Mahamud Hosain FCA presented the conference paper.

Citing examples from some foreign countries, Professor Dr. Atiqul Islam said in Bangladesh, Accountants are more dignified persons as they are the part of a noble profession. The VC, also a Chartered Accountant expressed his willingness to work with ICAB in academic issues so that the relationship between the two organizations are strengthened.

ICAB President said that ICAB, being the regulator of accountancy profession in Bangladesh, among other activities, has been working as standards setting body for many years. Under an agreement with IFRS Foundation, UK we are the only authorised body in Bangladesh to use International Financial Reporting Standards (IFRS) as issued by International Accounting Standards Board (IASB) as a basis of publication of BFRS, the ICAB President stated. ICAB has adopted all effective IFRSs so far, IFRS 15 is one of them. We approved

this IFRS with effective from 1 January 2018 the President mentioned. ICAB has been appreciated for its compliance and commitment by IFAC with its requirements for last few years, he further added.

The members of ICAB have been contributing to the profession, business and nation at large from their different roles either as practicing or as non-practicing members, the President said.

ICAB is the founding member of International Federation of Accountants (IFAC), Confederation of Asia and Pacific Accountants and South Asian Federation of Accountants, he added.

ICAB to work closely with North South University of Bangladesh in coming days,

he hoped. Business graduates could avail credit from some of our relevant exam papers for their prior learning in universities. I hope your kind cooperation, guidance and wisdom will be helpful for devising a justifiable and conclusive mutual collaboration between us, he added.

ICAB Vice President Mahmudul Hasan Khusru in his concluding remarks said ICAB is eagerly waiting to work with NSU to forge partnership like other universities of the country. He hoped that NSU will encourage its students to get a professional degree like Chartered Accountancy alongside their regular education. He also said chartered accountancy is the most prestigious, highly paid profession at home and abroad.
