Excelsior Correspondent JAMMU, Nov 3: Vigilance Awareness Week was observed at Indian Oil' Northern Region under the overall guidance of A K Ganjoo, General Manager (Vigilance), Indian Oil, Northern Region. The theme of this year is "Preventive Vigilance as a tool of Good Governance". In today's era, it is essential that awareness is generated and public opinion developed on the need for fighting cor- ruption. Indian Oil has the largest customer inter- face and its rep- utation depends on how it lives up to the core values of care, innovation, passion and trust. At Indian Oil, good gover- nance and vigilance are an inte- gral part of the managerial func- tion. The three facets of vigi- lance functions are preventive, punitive and participative vigi- lance. Preventive vigilance is a continuous exercise across all levels of the organization. Indian Oil in line with 'Digital India' has endeavoured to translate many of its public dealing functions onto robust technology platforms like automation of its Petrol Pumps, introduction of LPG refill book- ing through web, IVRS and SMS, transparency in dealer selection through E-Tendring, E-Payments and E-Collections. This has gone a long way in ensuring transparency and accountability with stakehold- ers. To create further awareness amongst the public, Indian Oil conducted various outreach pro- grams like drawing/painting, elocution/debate, essay and poster making competitions at various schools and colleges in Delhi, Noida and Sonipat. Over 1000 students from various reputed institutes, including Cambridge, GD Goenka, DAV Public School, IP University, St. Xavier College, Rajiv Gandhi Institute of Petroleum Technology, Rajkiya Mahavid- yalya, Sarvodaya Vidyalya, Apollo International, St. Sophia etc. actively participated in the activities. Excelsior Correspondent RAJOURI, Nov 3: Present dispensation has flagged educa- tion and road communication as priority sectors in the develop- ment policy and upgradation, construction and improvement of roads and education are receiving focused attention so as to extend better infrastructur- al facilities to the people living in remote and far off pockets of the district. The Minister for CAPD, Ch Zulfkar Ali said this during pub- lic grievance redressal camps convened to take public feedback on various ongoing developmen- tal work at Koteranka and Budhal. The Minister further said that the Government has taken in hand massive projects of roads, building and bridges including Manohar Gala road, Gootu- Targain road, Marassi Morh - Bagalkote road, Koteranka - Budhal road and Sada bridge in order to make significant differ- ence in improving road connec- tivity across the district. He said that most of the proj- ects have been completed as per the schedule and several others are in pipeline and likely to be completed within the targeted time frame. He said that many important proposals are under consideration for giving a new look to the uncovered areas of the state. He asked the concerned department to ensure spending of funds as per work schedule and concentrate on realizing out- comes. Referring to the establish- ment of CAPD grievance redres- sal cell , the Minister said that decision has been taken to bring in transparency in departmental working and said that we are committed to bring visible change on ground and want to bring pro people environment in Government offices so that peo- ple at large could be benefitted. Acting strict against the com- plaint of absenteeism of block officers at Koteranka and Budhal, the Minister directed the concerned SDM to ensure that sectoral officers remain sta- tioned at their respective places of posting besides sought cooper- ation from SSP to direct the con- cerned SHO to send attendance report of sectoral officers on daily basis to the office of Deputy Commissioner, Rajouri so as to infuse accountability among the field functionaries as it is a basic thing needed for giv- ing the required pace to the ongo- ing developmental works. Responding to the demand of shortage of staff at Govt Degree college, Budhal, the Minister assured to fill the vacancy on priority basis. The Minister also stressed upon the concerned officers to achieve optimum results for development of core sectors in the district. He underscored the need for laying focused attention on improvement of road connec- tivity, drinking water, power sup- ply, education and health care facilities equally across the dis- trict. PIL seeking shif ting of court s DB directs Law Secy, DC to file status report Excelsior Correspondent JAMMU, Nov 3: In a Public Interest Litigation (PIL) filed by Bar Association Kishtwar through its President I A Hamal seeking handing over of entire Deputy Commissioner's Office Complex, Kishtwar for use of District Courts Complex, Division Bench of the State High Court comprising Justice Dhiraj Singh Thakur and Justice B S Walia today directed Commissioner/Secretary Law, Justice and Parliamentary Affairs and Deputy Commissioner Kishtwar to file the updated status report before the adjourned date of hearing. When the PIL came up for hearing, Advocate Sheikh Shakeel Ahmed with Advocates Rahul Raina and Suraj Singh appearing for the petitioner Association drew the attention of Division Bench towards the status report filed by Deputy Commissioner, Kishtwar pur- suant to the directions issued on the last date of hearing when the Division Bench had ordered that in case the status report is not filed then the Deputy Commissioner Kishtwar will appear in person. "The status report filed by the Deputy Commissioner Kishtwar leads us nowhere as he has not disclosed in the report as to how much time it will take for the completion of construction of Mini Secretariat Kishtwar which will ultimately pave way for the shifting of the District Court Complex to the existing D C Office Complex Kishtwar", Advocate Ahmed said. At this stage, AAG Ehsan Mirza appearing for Deputy Commissioner Kishtwar sub- mitted that the directions for shifting of courts had been issued by the then Chief Minister orally and appropriate procedure has to be followed in this matter by the GAD and Law Department for issuance of appropriate orders regarding the shifting of the courts. He further submitted that Deputy Commissioner Kishtwar of his own cannot move to the new complex and moreover the com- plex is still under construction and may take some time to com- plete. Deputy Advocate General P S Chandel appearing for Law Department submitted that he has the instructions on behalf of the Law Department to file a response indicating the steps taken towards the issue involved in the PIL and he sought a very short time to place the facts before the Division Bench. After considering the sub- missions of both the sides, DB directed AAG Ehsan Mirza and Deputy AG PS Chandel to file the latest status before the adjourned date of hearing and looking into the urgency involved in the matter directed the Registry to list the PIL in the week commencing November 16. The programme was held under the supervision of Mahant Manjit Singh of Dera Nangali Sahib, Poonch. Excelsior Correspondent JAMMU, Nov 3: The Depa- rtment of Social Work, Central University of Jammu, organized a consultation meet with repre- sentatives of Government departments, NGOs and acade- micians working with disabled persons in J&K State. The group was addressed by the founder director of CBR Network, Dr Indumathi Rao. The consultation was organized to assess the need of developing a comprehensive policy for the welfare of the disabled people in the State to bring them in the forefront of the main stream development. It was decided to prepare a policy document on the basis of felt needs of the ben- eficiaries. The resource person proposed to enroll the people affected with disability which will guide in assessing the infra- structure needed to overcome this challenge. Excelsior Correspondent JAMMU, Nov 3: A delega- tion of National Secular Forum (NSF) visited Central University of Jammu (CUJ) and handed over memorandum of demands to the Vice Chancellor Prof Ashok Aima. The delegation led by presi- dent Sukhdev Singh, apprised the VC about several irregulari- ties, committed during the initial years of CUJ that led to loss to the institution. The NSF demanded audit of that period as a lot of irregularities had been committed. "Several Assistant Professors, especially non- locals, were appointed in hush- hush manner while highly quali- fied candidates fulfilling all the eligibility criteria were not called even for the interview," Sukhdev explained and also demanded a review of the appointments made in past. The NSF also demanded pro- vision of Online Lectures, strict monitoring system to enforce punctuality of the teachers, establishment of full-fledged Health Centre on the campus, hostel facility for girl students and scholars, hygienic canteen with facility of lunch, Wi-Fi facility to all the students and scholars; enhancing the capacity of computer labs, provision of gymnasium and overhauling the exiting syllabi to match the best. The Vice Chancellor gave a patient hearing to the delegation and assured to look into the demands. He informed that work on generating Online Lectures and gymnasium had been initiated and the same would be completed soon. He also assured that all the bungling and wrong-doings would be probed and every possible step would be taken to address the issues of student and scholar community on priority basis. Excelsior Correspondent JAMMU, Nov 3: Bishnah police recovered missing minor girl and a housewife. As per police sources, a complaint was lodged with Bishnah police station on August 28, 2015 regarding miss- ing of a minor girl Rimpy Kumari, daughter of Darshan Lal, a resident of Bishnah. As the girl was minor, so according to Supreme Court rul- ing, a case under FIR Number 130/15 under Section 363 was registered and hunt was launched to trace out the girl. After hectic efforts, the minor was recovered from Bus Stand Jammu. Meanwhile, a complaint was also lodged with Bishnah police station on October 18 regarding missing of a housewife namely Barfa Devi, wife of Gharu Ram of Laswara. Acting over the complaint, a missing report lodged vide DD Number 18 was lodged and hunt was launched to trace out the woman. The woman was recov- ered from Pancheri area of dis- trict Udhampur. The minor girl and woman were restored to family mem- bers after completing legal for- malities. Excelsior Correspondent SRINAGAR, Nov 3: Vice- Chancellor of the University of Kashmir, Prof Khurshid Iqbal Andrabi, has called for setting high standards in academics and research and maintaining the same. Chairing a meeting of the Allama Iqbal Library Committee, Prof Andrabi said it is important that the University sets very high standards in its research and aca- demic endeavours and make no compromise on its integrity. He said the University has already ini- tiated the process of framing anti- plagiarism guidelines in tune with its policy on the issue and consti- tuted a panel for the purpose. “We have to set high stan- dards and closely evaluate publi- cations, including Ph D and M Phil theses, of our research schol- ars, to set and maintain high stan- dards of academic integrity and honesty,” he said, adding, “The award of M Phil and PhD degrees should be consequently subject to complete adherence to the anti-plagiarism guidelines. There shall be no compromise on it.” The Vice-Chancellor also called for addition of journals and books of repute (in both print and e-content forms) in the Allama Iqbal Library collections. He said the AIL is one of the finest libraries in the country and the University takes pride in having the same. In his opening remarks, Chief Librarian, Dr Abdul Majid Baba, highlighted the achievements and works of the Allama Iqbal Library over the years. He said the Library has digitized more than 18,000 books and 400 PhD theses so far under two important projects. The project has been approved and financed by the Ministry of Communications and Information Technology, Government of India, he added. Chairman and CEO of the Bank, Mushtaq Ahmed handed over the keys of the vehicles to the respective representatives in presence of Executive President Abdul Rauf and Vice President and Private secretary to Chairman Sayed Shujjat Hussain at Bank's Corporate headquarters here today. This assistance has been provided by the bank under its Corporate Social Responsibility (CSR) programme. The minibus, bearing regis- tration number JK02T-9883, was on its way from Krimachi to Udhampur when it met with the accident this evening. The injured were identified as Tasin (26) wife of Mohd Shrief of Krimchi, Girija (58) wife of K K Hashi of Roop Nagar Jammu, Vachaspati (67) son of Som Raj of Krimachi and Nishu Devi (33) wife of Vijay Singh of Dibrha Morh. "We urge the Prime Minister to announce a special package for the ignored Gujjar and Bakerwal community of Jammu and Kashmir," senior BJP leader and national executive member of the ST Morcha, Ishfaq-ur-Rehman Poswal said. "In real sense, the long ignored Gujjar-Bakerwal commu- nity badly needs separate financial package for their development and welfare as these people are even ignored of basic facilities like potable water, roads, power and health care," Poswal wrote in a letter to the Prime Minister. MIER College of Education organizes book exhibition Excelsior Correspondent JAMMU, Nov 3: With the aims of procuring new books in accordance with the new B Ed, B Ed Special Education and M Ed curriculum as per the NCTE norms and also to inculcate read- ing habits, a book exhibition was organized by the library commit- tee of MIER College of Education. The exhibition was inaugu- rated by Dr Anita Sachar, Assistant Librarian, University of Jammu. Dr Arun K Gupta, Chairman MIER Group of Institutions, was the guest of honor. Dr Anita Sachar appreciated the effort of the college in organ- izing the event for the benefit of the faculty and students. This helps them not only to gain knowledge but also information about the different aspects of Education through the medium of wider range of books available on various subjects, she said. The delegation led by presi-dent Sukhdev Singh, apprisedthe VC about several irregulari-ties, committed during the initialyears of CUJ that led to loss tothe institution. The NSFdemanded audit of that periodas a lot of irregularities had beencommitted. "Several AssistantProfessors, especially non-locals, were appointed in hush-hush manner while highly quali-fied candidates fulfilling all theeligibility criteria were notcalled even for the interview,"Sukhdev explained and alsodemanded a review of theappointments made in past.

The NSF also demanded pro-vision of Online Lectures, strictmonitoring system to enforce

punctuality of the teachers,establishment of full-fledgedHealth Centre on the campus,hostel facility for girl studentsand scholars, hygienic canteenwith facility of lunch, Wi-Fifacility to all the students andscholars; enhancing the capacityof computer labs, provision ofgymnasium and overhauling theexiting syllabi to match the best.

The Vice Chancellor gave apatient hearing to the delegationand assured to look into thedemands. He informed thatwork on generating OnlineLectures and gymnasium hadbeen initiated and the samewould be completed soon. As per police sources, acomplaint was lodged withBishnah police station onAugust 28, 2015 regarding miss-ing of a minor girl RimpyKumari, daughter of DarshanLal, a resident of Bishnah.

As the girl was minor, soaccording to Supreme Court rul-ing, a case under FIR Number130/15 under Section 363 wasregistered and hunt waslaunched to trace out the girl.

After hectic efforts, theminor was recovered from BusStand Jammu.

Meanwhile, a complaint wasalso lodged with Bishnah police

station on October 18 regardingmissing of a housewife namelyBarfa Devi, wife of Gharu Ramof Laswara.

Acting over the complaint, amissing report lodged vide DDNumber 18 was lodged and huntwas launched to trace out thewoman. The woman was recov-ered from Pancheri area of dis-trict Udhampur.

Chairing a meeting of theAllama Iqbal Library Committee,Prof Andrabi said it is importantthat the University sets very highstandards in its research and aca-demic endeavours and make nocompromise on its integrity. Hesaid the University has already ini-

tiated the process of framing anti-plagiarism guidelines in tune withits policy on the issue and consti-tuted a panel for the purpose.

“We have to set high stan-dards and closely evaluate publi-cations, including Ph D and MPhil theses, of our research schol-ars, to set and maintain high stan-dards of academic integrity andhonesty,” he said, adding, “Theaward of M Phil and PhDdegrees should be consequentlysubject to complete adherence tothe anti-plagiarism guidelines.

There shall be no compromise onit.”

The Vice-Chancellor alsocalled for addition of journals andbooks of repute (in both print ande-content forms) in the AllamaIqbal Library collections. He saidthe AIL is one of the finest librariesin the country and the Universitytakes pride in having the same.

In his opening remarks, ChiefLibrarian, Dr Abdul Majid Baba,highlighted the achievements andworks of the Allama Iqbal Libraryover the years. He said the Libraryhas digitized more than 18,000
