A NSDS is an overall national vision for the development of a country’s statistical system which will include the national, regional, and international needs; be part of the country development and poverty reduction policy; serve as a framework for international and bilateral assistance; in-clude all parts of the data production units and address the issues related to the analysis and use of data; follow the international standards including quality; and build on all past and existing activities and experiences. An NSDS is expected to provide Anguilla with a strategy for developing statistical capacity across the entire NSS. The NSDS will provide a vision for where the NSS should be in five to ten years and will set milestones for getting there. It will present a comprehensive and unified framework for continual assessment of evolving user needs and priorities for statis-tics and for building the capacity needed to meet these needs in a more coordinated, synergistic and efficient manner. It will also provide a framework for mobilising, harnessing, and leveraging resources (both national and international) and a basis for effective and results-oriented strategic management of the NSS and above all ensure a reliable statistical system which will produce the data required to design, develop and monitor national policies and programmes.

Mrs. Alleyne-Franklin was educated in Barbados at the Seventh Day Adventist Secondary School and then at the University of the West Indies Cave Hill Campus, where she completed undergraduate stud-ies in the area of Accounting earning a Bachelors of Science in Accounting.

In 1996, after acquiring practical work experience in the area of accounting as an Accountant in the private sector of Barbados, she commenced formal education once again and in 1997 received a Master of Arts in International Finance from the University of Westminster in the United Kingdom.

In an effort to return to the mainstream of accounting and finance and broaden her knowledge base, Mrs. Alleyne-Franklin became an entrepreneur offering Accounting and Financial services to small busi-ness and individuals in the region and tutoring in the UWI Extra Mural Tertiary courses.

On returning to Barbados in 1997, she worked for over two (2) years, as the Operations Officer at the Securities Exchange of Barbados, which at that time was the regulating and facilitating organisation for the trading of securities and equities.

Lori-Rae also holds a Certificate in Mutual Funds from the Barbados Community College.

Lori-Rae Alleyne-Franklin joined the Anguilla Statistics Department in 2001 as Statistician and is pres-ently the Chief Statistician for the Government of Anguilla.

In 2007, Lori-Rae was awarded a Master of Science in the Social Sciences in Official Statistics from the University of Southampton in the United Kingdom, completing a modular structured part time pro-gramme in one year full time.

Lori-Rae maintains an interest in Accounting and Company Formation as well as in the development of the Caribbean Financial Markets and has written Educational articles on various areas of finance, pub-lished in both Barbados and Anguilla. She has served on a number of advisory and technical commit-tees, locally and regionally.

Lori-Rae currently spends some of her spare time tutoring at a private education facility in Anguilla, Priniciples of Business for Caribbean Secondary Examination Certificate (CSEC) awarded by the Carib-bean Examination Council (CXC).

Ms. Beverly Harris is currently the Director of Statistics.

She has served for over twenty five years in the Public Service of the Federation of St Kitts and Nevis. She started her career as a Statistical Clerk in the Ministry of Finance and Planning from where she moved on to serve in several capacities within the Planning Unit including that of Research Officer, Economic Planning Officer and Economist.

She has served on a number of advisory and technical committees, locally and regionally.

Ms. Harris holds a Bachelor of Science degree in Economics, with a minor in Business Administrations from Illinois State University and a Master of Science degree in Economics from the University of Wales.

Ms. Harris desire is to see a greater use of statistics in decision and policy making especially in small island developing states.

Drs. Ing. Martijn J. Balkestein was born in the Netherlands, and came, together with his Aruban born wife to Aruba in 1992. He holds an academic degree in the science of public administration and a bachelor’s degree in environment management. He started his career as researcher at the Central Bu-reau of Statistics in 1993. After one year he became the head of the Research Department, and was responsible for guiding extensive fieldwork. As project leader he guided business accounts, labor force surveys, income and expenditure surveys, health surveys and some ad-hoc fieldwork. He was the offi-cial appointed census officer in 2000, and became director of the CBS in 2009.

Besides his work, he is also an avid traveler and passionate athlete, and loves to participate at (international) triathlons, along with his entire family.

Dr. Philomen Harrison is currently Project Director, Regional Statistics, Caribbean Community (CARICOM) Secretariat. At the CARICOM Secretariat she has been engaged in the process of strength-ening the range and quality of statistics in the Region in collaboration with the Standing Committee of Caribbean Statisticians, the CARICOM Advisory Group on Statistics and many regional and interna-tional development partners.

Her educational background includes: B.A. at the University of the West Indies in Mathematics and Economics with her thesis being on “Public Sector Employment before and after the first oil Boom (1973/74)”; Masters Degree at the Institute of Social Studies (ISS) at The Hague, The Netherlands in Development Studies, Economic Policy and Planning, with the research work on “The Impact of Oil on Trinidad and Tobago, 1966-90”. She also studied at the ISS for the PhD in Development Studies- Fi-nancing Economic Development research area. Her PhD thesis which was on the Impact of Macroeco-nomic Policies in Trinidad and Tobago focusing on the Firm under Adjustment and this was published by Palgrave/MacMillan in 2002. She has worked for several years in the area of statistics and has spent the last twelve years at the CARICOM Secretariat. Prior to joining the CARICOM Secretariat she worked on Population, Household and Establishment Surveys as well as in the National Accounts Division of the Central Statistical Office, Trinidad and Tobago.

She holds a Masters degree in Translations (Economics and Technology) from the Ecole Supérieure d’Interprètes et de Traducteurs (ESIT-Paris). She started her career as a free-lance consultant before working in various areas in the private sector (financial area/stockbrokerage firm, pharmaceutical industry, etc,…).

Anna has been working with PARIS21 since 2006, where she held several positions, from Communica-tions Officer, specialized in statistical advocacy work with developing countries, to Latin America and Caribbean Program Coordinator with specific focus on statistical strategic planning at national (NSDS) and regional level (RSDS).

E-mail: montben@yahoo,com Telephone: 592-227-1155 Mr. Lennox Montague Benjamin is presently Chief Statistician, Bureau of Statistics, Guyana, a position he has held for the last 22 years.

He was educated at St. Stanislaus College, Brickdam and went on to complete tertiary studies in 1974 gaining a B. Soc. Sci (Economics) and a Diploma in Development Studies. He completed a M.Sc. Eco-nomics and Statistics, Lancaster University, UK, (1988).

Mr. Benjamin had sole responsible for Guyana’s Balance of Payments Statistics between 1975 and 1992 and was Head of National Accounts 1989 to 1992. Census Officer for Censuses of 1991, 2002 and current 2012.He has completed 36 years’ unbroken service at the Bureau.

During his career he has attended several professional programmes, including Balance of Payments Statistics, Macro-Economic Policy (IMF), Micro-Computer Applications, Survey Design and Planning (US Bureau of the Census)

He co-authored with Steve Macallister, IMF, the revision of Guyana’s BOP Manual Guyana’s Representative to the Commonwealth Statisticians’ Meetings of 1990 (Australia), 2005 (South Africa), 2011 (India)

He was a member of the Guyana delegation which was led by the then Minister of Health, Ms. Gail Texiera, to the United Nations’ International Conference on Population and Development’, (ICPD) held in Cairo, Egypt in 1994 and Guyana’s Representative to ICPD +5, The Hague, Netherlands and United Nations Headquarters, New York, 1999 and was the author of the Guyana Report to that Confer-ence.

Mr. Benjamin was appointed the First Chairman in 2000 of the then newly established Guyana Revenue Authority, the entity that oversaw the merger of the Income Tax Department, the Customs and Excise Department and the Licence Revenue Department and gives policy directions for its operations and served as Chairman for three (3) years, and remains a Member of the Board to date. He is a member of the Minister of Finance’s Advisory Budget Team and also served as a Member of the Board of the Guyana National Shipping Corporation for five (5) years.

Member of the Standing Committee of Caribbean Statisticians (SCCS) and the Regional Census Coor-dinating Committee (RCCC), comprised of the Chief Statisticians and Directors of all Caricom and Car-ibbean Statistical offices and coordinated by the Programme Manager, Statistics at the Caricom Secre-tariat.

Has served to date six (6) Ministers with responsibility for Statistics, viz: Mr. Haslyn Parris, Mr. Carl Greenidge, Mr. Asgar Ally, Mr. Bharrat Jagdeo, Mr. Saisnarine Kowlessar and now Dr. Ashni Singh.

He was also awarded the cacique crown of honour, Guyana’s third highest award, November 2011, for services to the field of Statistics
