    (V) On 2 November, the Assistant Secretary of Defense for Command,Control, Communications. and Intelligence (ASDC3I), the Honorable EmmePaige. Jr., kicked off a day-long visit to NSA with an address to the work foron the theme, "U.S. Intelligence of the Future." Introducing Mr. Paige as thman "who controls our money," VADM McConnell cited h is manyaccomplishments, starting with enlistment in the U.S. Army at the age of 16and retirement as a three star general. Following ar e some highlights fromprepared remarks.

    Deployment ofResources and Accountability (UJ(V) Mr. Paige began by paraphras ing two primary challenges facing theIntelligence Community (IC) as put forth by the DCI in a recent speech to th

    National Press Club (Vol. III. #42). First , we must be effective by deploying oresources against th e most pressing security threats in the post-ColdWar eSecondly, we must be accountable by executing our mission in an efficientresponsible manner. Mr. Paige believes NSA is doing an "outstanding" job odeploying it s SIGINT and INFOSEC resources aga inst the most critical threaToday. however. we are no longer confronted by a single preeminent strategithreat, but by multiple threats and requirements ranging from major regionconflicts to proliferation ofweapons of mass destruction, terrorism andeconomic, political, and humanitarian issues around the world. Mr. Paigeadded that in this changing and stressful environment we must a lso dea l weconomic realities and continually challenge ourselves by asking i f we are aefficient and responSible as we should be , and most importantly, can we dobetter! He cited positive changes within the Department of Defense (DoD)resulting from lessons learned from DESERT STORM and actions in Somaliand Haiti, but cautioned that even though change within the IC has beenrevolutionary and significant, it is "imperative that we change the way we dobusiness and continually search for improvement in our processes."

    (FOVO) Mr. Paige also described the expanding role of the DefenseResources Board as a method ofmore closely examining intelligencecapabilities and looking at resources throughout the IC, adding t ha t suchreviews will form the basis for important changes in funding, procedures, anorganizations. NSA will be a major player as these reviews take a moreprominent role in the future.

    Support to the Warfighter (UJ-tt"Addressing the issue of support to the warfighter, Mr. Paige stated

    that earlier this year NSA was given expanded responSibility and authority ithe acquisition of tactical signals intelligence systems. The change was madto ensure that we have connectivity and interoperability of our national and

    tactical intelligence systems and with the supported commands, and that necollection platforms are built according to technical s tandards and areresponsive to our adversaries' technology. As a result ofVADM McConnell'sestablishment of the Tactical SIGINT Program Office to execute this addedresponsibility, Mr. Paige anticipates significant improvement and successesth e way we bring systems to th e battlefield.

    (I"OUOj In a further move to produce positive change, Mr. Paige recentlestablished th e Integrated Product Team (1FT). The 1FT's primary goal is toensure that the full range of command, control, communications, computer,intelligence, surveillance and reconnaissance capabilities are maximized toprOvide battle space dominance for our warfighters now and in the future. Hemphasized that NSA must be involved in this "ambitious but important"effort. If done jointly and responsibly, changes that will be forthcoming fromth e 1FT, s uch as a common operating environment and a tactical architecturframework, will produce a more capable and efficient IC.

    Skill Requirements (U)(U) On th is critical issue, Mr. Paige asserted that many existing skills

    cannot meet the challenges of our current and future operational needs. Headded, however, that NSA's effor ts to ident ify core ski lls and changes in skilprofiles to meet these evolving requirements have set a standard for otherdefense agencies and intelligence activities to follow. As th e IC begins toidentify critical skills across the board, it i s a lso examining the trainingestablishment's ability to deliver high quality training in mission areas whernewer and improved skills ar e r equi red. The IC is also seeking innovativeways to combine th e capabilities of various agency-operated schools toeliminate duplication.

    Diversity (U)(U ) On t he i ssue of diversity, Mr. Paige stated tha t much progress has

    been made but much is still left to be done. All must be "given an opportunto prove ourselves and our worth to our organization, and any person, groupor organization that does not give that opportunity is destined for failure." Aindividual's intellect, innovation, industry, and education will establish thedifference between mediocrity and excellence. Those who demonstrate thedesire and develop the skills and abilities for excellence are those who shoulbe recognized and rewarded.

    Challenges to the Information Infrastructure (U)(U) As important as i t is to establish an Integrated InformationInfrastructure and meet th e goals of an open and interoperable computing

    environment, i t is most important that these vital resources be protected ansecured. Mr. Paige expressed his concern. however, t ha t our defensive efforhave not been given sufficient priority within th e DoD community, asevidenced by th e partial funding of recent budget initiatives. Coordination ooverall strategies must be improved across the services and in defenseagenCies, and he stressed the critical need for NSA support to achieve a"buy-in" from the services.

    (U) Information Systems Security and Information Warfare (IW) are areof increased attention and continuing change as technology evolves. Mr. Pai

    emphasized the need for NSA to provide the tactical leadership on these issuewithin DoD and particularly in partnership with industry, as we continue torely heavily on commercial products. Vulnerabilities to unclassified systemswithin DoD continue to affect our readiness posture, not only within the DoDinfrastructure but also to key elements of our national informationinfrastructure. To address this issue, a newly formed Defense Science BoardTask Force will make recommendations regarding th e creation andmaintenance of specific aspects of a much needed national IW and defensecapability.

    Conclusion (U)(V ) Mr. Paige praised NSA for its customer focus and recognition of r isk

    management as "a way of life." He continued, "assuring the timely availabilitof appropriate security solutions in a rapidly changing technology environmeis an extremely critical challenge for al l within DoD and the IC. butparticularly for th e people of NSA." Mr. Paige expressed his confidence in theability of the NSA work force to protect the nation's security interests, andencouraged all affiliates to "speak up. think broadly. call the shots as you seethem," and do everything possible to continue to improve overall quality andproductivity.

    (FOUO) Thirty-nine Field Chiefs and Regional SIGINT Operations CenterCommanders met at NSA Hgs from 30 October through 3 November for th eannual Worldwide Field Chiefs Conference. Each year at the Conference theChiefs receive updates from Key Components regarding new initiatives andongoing issues. They also have an opportunity to discuss matters affectingtheir specific sites and to testify before th e GO-14 and 00-15 PromotionBoards.

    (FOUO) The week began as Mr, Mark M. Lowenthal, StaffDirector of theHouse Permanent Select Committee on Intelligence (HPSCI), addressedattendees at a breakfast hos ted by the Director. By way of introduction,VADM McConnell mentioned that among his numerous achievementsMr. Lowenthal was the 1988 Grand ChampionWinner of th e quiz showJeopardy! During his presentation, Mr. Lowenthal's lively wit was apparenteven though he covered some serious ground. He focused on two themes----thnature of "oversight" and IC-21. With regard to the former he mentioned thaCongress does not want surprises. He went on to explain that IC-21 is theHPSCI's initiative to determine what th e Intelligence Community does well,what i t doesn't do well, and what i t should be dOing in t he 21s t Century.

    (FOUO) The remainder of the Conference consisted of roundtables, panediscussions, and briefings. Some of th e topics included Current Legal Issuesthe Promotion Board Process, Satellite INFOSEC, Technical Training in theField, th e Role ofthe NCR/CSG in Overhead Collection Management, SiteClosures and Mission Consolidations, P2/P3 Integration and RSOC,Processing Strategies, MISSI Update, Cryptologic Lessons Learned, and theImpact of E.O. 12958 on Classification.

It was created in1992 as part of an effort to improve th e government's foreign languagecapabilities. CALL's goals are to ensure that language resources are sharedand duplication is avoided. I f you're curious about th e services that th eCenter provides and how i t might benefit you-read on.

    (Ul CALL provides a vehicle for sharing information; coordinates th edevelopment of course mater ia ls in less commonly taught languages; servesa communication link in the federal language community; and sponsors theth e development of a unified proficiency testing system for foreign languagesth e U.S. Government. Given the fact that the government is by far th ecountry's largest user of foreign language skills, CALL's major players includNSA, the military services. CIA, DIA, State. and the FBI.

    (Ul CALL has made great strides towards consolidating and locatinglanguage resources. I ts Resource Center plays a pivotal role in sharinglanguage-related information courseware and technology among federallanguage users at home and abroad. The Center is not a language laboratorbut a unique clearinghouse for language professionals in government.Resource Center staffers track new language software programs and linguistools produced by commercial vendors, academia. and th e government andprOvide demonstrations to visitors. The latter have the opportunity toexperiment with these programs and other resources including authoringsoftware for course writers. databases. multilingual font packages. andcomputer-based translation aids. Technology-based courseware ranges frombeginning to advanced language levels and can be used for instructional orself-study purposes. The Resource Center has also begun collecting audio avideo authentic mater ia ls in less commonly taught languages. such as PersiAlbanian. and Macedonian. These materials are available to Communitylanguage users for classroom instruction or maintenance.
