Celestino Ariel, 60, started farming at the age of 18. Hisfamily is a tenant, tilling a three-hectare farm in Barangay(village) San Roque, Naic in Cavite province, 39 kms southof Manila.

To work their land, Mang Celestino borrowed P12,000(US$214.29 at US$1=PhP56) from a local money lender. Thecontract he signed stated he should pay one cavan of palayper P1,000 he borrowed in addition to the whole amountloaned.

The amount he borrowed however was barely enough toshoulder all expenses: farm inputs at P6,230, labor cost fromplanting to harvesting at P 4,575, and rental of farm equip-ment at P1,500 – totaling P12,305.

When harvest season came, Mang Celestino’s one hect-are reaped a total of 80 sacks of palay. He used the 10 cavansto pay the thresher operator and another 15 cavans to paythe farm workers who helped harvest his products. He alsopaid P200 to the neighbors who helped him carry the prod-ucts home (hakot).

Less the 12 cavans he needed to give to the moneylenderin addition to the P 12,000 he borrowed, Mang Celestinowas left with exactly 33 cavans.

However, because of the very low farm gate price – P7 perkilo or P175 at 25 kilos per cavan – he was left with only atotal of P7,525. He was P4,475 short for his P12,000 loan.

Mang Celestino said he had to borrow money from his 80-year-old mother, Maria, to add to his loan payment.

LandlessnessMira Luna Varon, 50, a widow with four children, is a

former settler in the uplands of western Tarlac, 109 kms northof Manila. Her family used to till six hectares of land. In aninterview with Bulatlat, Aling Mira said she and her neigh-bors were given a stewardship of the land they occupied bythe local government in 1990. Harvests then were good be-cause they had enough land to till, she said.

In 1998, Aling Mira said the provincial government un-der Gov. Arturo Yap took around 200 hectares of land in themountains, including Aling Mira’s. Aling Mira and her familywere then driven out to look for land to till in the lowlands.Aling Mira found a hectare of idle land which, after beingcleared of tall grasses, has served as her family’s source oflivelihood and where their new home stands.

All of Aling Mira’s children have graduated from highschool and as much as she wants to send them to college,they are now all tied up in farm production. “Wala rin akongpera na ipampapa-aral sa kanila” (I have no money to sendthem to school), she said.

The fear of being evicted again from the land they aretilling is very intense for the family since they do not have aland title. “Wala kaming kasiguruhan dito” (We have nosecurity here), she said. BULATLAT.COM

MANILA Police yesterday warned thepublic to be extra careful on motorcycle-riding men who rob their intended vic-tims after pretending to be asking for di-rections.

BPO continues to power economy

JICA commits US$700-M in development loan to RP this yearTHE government of Japan

has committed to replicate its2009 level of official develop-ment assistance (ODA) loan forthe Philippines this year, theNational Economic and Devel-opment Authority (Neda) said.

In a statement, Rolando G.Tungpalan, Neda’s InvestmentProgramming deputy director-

general, said the Japan Inter-national Cooperation Agency(JICA) will match and expandits 2009 level of ODA loans ofabout $700 million.

Tungpalan said this level ofassistance would also have totake into account the Philip-pines’ debt management strat-egy and fiscal space.

According to the Neda of-ficial, JICA is willing to sup-port more programs andprojects, especially in areas ofcapacity building, operationand maintenance, and climatechange.

Recently, Koki Hirota, Direc-tor-General of JICA’s SouthEast Asia 1 and Pacific Depart-

ment, visited the Philippines aspart of JICA’s undertaking todevelop its next regional andcountry strategies for the South-east Asian region.

Executive SecretaryLeandro Mendoza said theBPO industry is “giving theglow to the 6.1 percent firstquarter growth in the servicesector compared to the 1.9percent a year ago.

The first quarter gross do-mestic product (GDP) on to-tal goods, services and prod-ucts in the country grew by7.3 percent, according toMendoza , affirming the fig-ure given by economic agen-cies

The BPO sector alone gen-

erated over $7.2 billion lastyear, approximating earlierprojections which estimatedthe year end earnings withinthat range. In year 2000, BPOwas a mere $24 million indus-try.

Secretary Ray AnthonyRoxas-Chua III, chairman ofthe Commission on Informa-tion and CommunicationsTechnology (CICT), said de-spite the effects of the globaleconomic crisis, the BPO in-dustry grew by 19 percent andgenerated 440,000 employ-ment despite recession lastyear.

Escudero urged yesterday the Com-mission on Elections (Comelec) toproclaim at once Ako Bicol and Citi-zens Battle Against Corruption(Cibac) Partylist amid pending pe-titions against each group.

Escudero said the Comelec shouldproclaim the partylist separate fromany issues or pending case regard-ing the nominees saying allegations,

petitions against the nominees shouldnot hinder the proclamation of theparty itself.

NAVOTAS Mayor Tobias "Toby" Tiangcohas directed the city health office and all itsattached agencies to conduct a massive ef-fort against dengue disease this coming rainyseason.

Part of Tiangco’s order to Dr. LibertyDomingo is to implement an information driveto teach residents on how to mitigate thedreaded disease.

Effective measures to beat off dengue in-cludes destroying the breeding sites of AedesAegypti mosquitoes such as coconut husks,empty bottles, bottle caps, cans and other con-tainers where water may be collected. Thewearing of protective clothing to avoid mos-quito bites and the seeking of immediate treat-ment when symptoms set in are advised.

The plans will be disseminated in all cityschools and barangay halls in order to keepthe community informed on methods on howto avoid and control dengue.

The Navotas mayor has also ordered thecity's engineering official to expedite the clean-ing and de-clogging of canals.

Other anti-dengue activities to be carriedout by the Navotas local government includethe activation of barangay anti-dengue teamwhich will monitor and coordinate all reportsof dengue and other diseases to all 14barangays.

RP looks at higher growth target in 2010THE National Economic Development

Authority (NEDA) sees better economicgrowth for the country in 2010.

In a news conference in Malacanang Wednes-day, Economic Planning Director Dennis Arroyosaid the Philippines is looking at a “sustainable”increase in its economic growth target this yearof between 2.6 percent and 3.6 percent.

Most multilateral funding institutions likethe World Bank and other foreign banks havealready upgraded the country’s growth tar-get to as high as six percent.

Arroyo said growth is "looking good" andnow "solid" mainly due to the booming glo-bal economy.

Arroyo said the government had "stoppedbeing conservative" after the gross domesticproduct (GDP) rose to 7.3 percent in the firstquarter this year. "We are now more confi-dent in our growth estimates," he said.

"What pushed growth were manufactur-ing which grew by 20 percent and exportsby 17.9 percent - the biggest export surge in15 years," Arroyo explained.

RP bans Italian poultryTHE Department of Agricul-

ture (DA) has temporarilystopped the entry of birds andpoultry, including their prod-ucts, from Bergamo in Lombardy,Italy to keep the Philippines freeof bird flu or Avian Influenza(AI).

DA Secretary BernieFondevilla said the ban wasimposed on bird and poultry im-ports from the northern Italiancity after official reports from theWorld Organization on AnimalHealth or Office Internationaldes Epizooties (OIE) confirmedoutbreaks of the AI virus in thearea.

Fondevilla directed its quar-antine officers and inspectors atall major airports and seaportsto stop and confiscate all ship-

ments of live birds, poultry andpoultry products into the coun-try originating from Bergamo .

He also ordered the immedi-ate suspension of the processing,evaluation of the application andissuance of veterinary quarantineclearances to all imports cover-ing these products from thebanned area.

As part of Avian Influenzaprevention, DA through the Bu-reau of Animal Industry hasimplemented the applied veteri-nary epidemiology training pro-gram to strengthen the capacityof the field veterinary services, es-pecially at the local level, in de-signing and managing diseasesurveillance and conducting out-break investigations.

Noynoy urged to pick agrarian reform chief wiselyVARIOUS farmer-based organiza-

tions have urged presidential frontrunner Benigno “Noynoy” AquinoIII to carefully choose the one whowould take the helm of Departmentof Agrarian Reform (DAR) since itwould be crucial in eliminating pov-erty and pursuing development inrural areas.

retary who knows and understandsthe agrarian reform law and willingto steadfastly implement it to achievesocial justice.

“The incoming administrationneeds someone who will uphold eq-uity reform through land distributionand propel DAR to complete the Com-prehensive Agrarian Reform Program(CARP) within the five-year extensionset by Republic Act 9700,” said Pabillo.

There were 464 registered voters in the clus-tered precincts covered by the PCOS machine.Of this, 463 voted for the same candidate forvice president. There were no null votes.

Abad said that this is just one of the in-cidents why the Aquino-Roxas BantayBalota vote protection volunteer group hasbeen pressing for an exhaustive look intothe 2.6 million null votes and more than300,000 other votes for the vice presiden-tial race that face nullification if the JointCanvassing Committee continues to stone-wall appeals to include them in its jointcanvass of the presidential and vice presi-dential elections.

Abad said a study conducted by IT expertsshowed that between 5 p.m. and 5:59 p.m. ofMay 10, before election precincts closed at 7p.m., ARMM had transmitted 1,064 votes forvice president – all from Maguindanao. By 12midnight, ARMM had transmitted 393,196votes for vice president, which includes 196,626votes from Maguindanao and 72,005 votes fromLanao del Sur.

Abad said ARMM did not only transmitits electronic returns early. Since May 10 untilMay 17, ARMM is the only province that trans-mitted its election results everyday. Vote-richprovinces such as the National Capital Re-gion (NCR), the Calabarzon and Western andCentral Visayas completed their transmissionsby May 11, while the Ilocos Region and Cen-tral Luzon was done by May 13.

The LP-ARBB found the rate of votes de-clared as “null” by the Comelec unusuallyhigh for the position of Vice-President, es-pecially those in areas considered as Roxas’bailiwicks where an exhaustive study bythe ARBB showed that 10% to 15% of totalvotes are considered null in Roxas’ strong-holds.

In Regions 6 and 7 where Roxas wonoverwhelmingly over other vice presiden-tial bets, there are more than 500,000 “nullvotes”. If 50% to 60% of these votes are forRoxas, which is the voting trend in the tworegions, this would be equivalent to about250,000 to 300,000 votes.

Frazier to present award to PacquiaoFORMER world heavyweight champion “Smokin” Joe Frazier will present

the coveted “Fighter of the Year” award of the prestigious Boxing Writers Asso-ciation of America (BWAA) to pound-for-pound king and “Fighter of the De-cade” Manny Pacquiao in a gala dinner at the Roosevelt Hotel on 45th Street inNew York on Friday.

you?” not one person has mentioned a PhD from aprestigious seminary or a famous philosopher. All ofus have the same capacity to help those who hurt.

No one can package or bottle the “appropriate”response to suffering. If you go to the sufferers them-selves, some will recall a friend who cheerily helpeddistract them from their illness. Others think such anapproach insulting. Some want honest, straightfor-ward talk; others find such discussion unbearablydepressing.

There is no magic cure for a person in pain. Mainly,such a person needs love, for love instinctively detectswhat is needed. Jean Vanier, who founded the L’Archemovement for the developmentally disabled, says: “Woundedpeople who have been broken by suffering and sicknessask for only one thing: a heart that loves and commitsitself to them, a heart full of hope for them.”

Such a love may be painful for us. But real love,the apostle Paul reminds us, “Bears all things, believesall things, hopes all things, endures all things” (1 Cor.13:7).

NAPC was hailedfor improving the welfare ofthe poor including peoplewith disabilities andPhilhealth for the enrolmentof 85 percent of the popula-tion under the NationalHealth Insurance Programwhich also extended P23 bil-lion to claims by members.

WHILE the call forPresident apparentBenigno “Noynoy”Aquino III to quitsmoking is not get-ting a positive re-sponse, the Civil Ser-vice Commission(CSC) has encour-aged all governmentemployees to adopt ahealthy lifestyle start-ing with avoidingtobacco smoke.

Civil Service Com-mission (CSC) chair-man Francisco DuqueIII said governmentagencies should ob-serve a 100 percentsmoke-free workplaceat all times and en-couraged governmentworkers to activelyparticipate in and or-ganize week-long ac-tivities starting May31, known as WorldNo Tobacco Day.

“A healthy body isimperative for gov-ernment workers todeliver the highestquality of service tothe public,” Duquesaid in a briefing toCSC employees aboutthe harmful effects oftobacco use.

Duque, a doctorand former HealthSecretary, affirmedthat smoking is a se-rious health hazardthat can lead to heartdisease, differenttypes of cancer,chronic bronchitis,and emphysema.

Last year, the CSC,through Memoran-dum Circular No. 17,series of 2009, or-dered an absolutesmoking ban in allgovernment pre-mises that providehealth, education,and social welfareand development ser-vices such as hospi-tals, health centers,schools and univer-sities. Thus, ‘smok-ing areas’ are not al-lowed to be desig-nated in such places.

Also included inthe CSC policy arethe removal of ash-trays and other recep-tacles for dispensingcigarette refuse innon-smoking areas,and the prohibition ofsmoking in govern-ment vehicles.
